On Estimating the Variance of a Normal Distribution With Known Coefficient of Variation

  • This note deals with the estimations of the variance of a normal distribution $N(\theta,c\theta^2)$ where c, the square of coefficient of variation is assumed to be known. This amounts to the estimation of $\theta^2$. The minimum variance estimator among all unbiased estimators linear in $\bar{x}^2$ and $s^2$ where $\bar{x}$ and $s^2$ are the sample mean and variance, respectively, and the minimum risk estimator in the class of all estimators linear in $\bar{x}^2$ and $s^2$ are obtained. It is shown that the suggested estimators are BAN.

  • The multi-disciplinary research project Strengthening Local Authorities in Risk Management (SLARIM), initiated by ITC, includes three case study cities in Asia. An important question is: what are the essential data for risk management and how to access such data. The role of common sources (e.g. census data), data derived from remote sensing (high-resolution satellite imagery, aerial photos), and data from close sensing (field observation, including mobile GIS) to acquire essential risk management data will be discussed. Special attention is given to the question of the minimum area and to disaggregating population data. A few examples are given of Kathmandu / Lalitpur, Nepal.

Biosafety and Biosecurity Programme: Its Implementation, Requirements and Continuous Development at the Nanyang Technological University in Singapore

  • In Singapore, biosafety and biosecurity measures are controlled by the Biological Agents and Toxins Act (BATA) and other requirements by regulatory agencies. The law prohibits and otherwise regulates the possession, use, import, transhipment, transfer, and transportation of biological agents, inactivated biological agents, and toxins that are of public health concern. The law also defines the facility requirements for high risk biological agents and toxins. The containment facility (BSL 3) is a minimum requirement to handle biological agents that falls under Schedule 1 (Risk Group 3). The Nanyang Technological University School of Biological Sciences Biosafety Level 3 Facility (NTU-SBS BSL 3) was designed specifically for research involving potential hazardous biological materials. The facility requires yearly re-certification by an approved facility certifier to meet the local requirements and international biosafety standards for a containment facility in many instances. On the other hand, most NTU researchers conduct biological projects involving biological agents with low or moderate risk groups (Risk Groups 1 and 2 or biological agents described in schedule 3 and 4 of BATA) and GMOs, which need only a BSL 2 laboratory. BSL 2 laboratories are yet to be legally certified or registered in Singapore. Institutional Biosafety Committee (IBC) identifies the requirements; defines a minimum standard in the safe control of biological risks and registers all BSL 2 laboratories in the NTU. Therefore, under the guidance of the IBC, the University Biosafety and Biosecurity Programme includes the audit and certification program as a unique and an internal exercise to bring NTU biosafety to a higher level.

정보보안 예산 수립에서 퍼지 AHP의 적용을 통한 위험 비용 분석 (Cost Risk Analysis for Preparing Budgets of Information Security using Fuzzy AHP)

  • Recently, the breakdown of online banking servers and the leakage of customer information give rise to much concern about the security of information systems in financial and banking companies in Korea. The enforcement of security for information system becomes much more important issue than earlier. However, the security reinforcement of information system is restricted by a budget. In addition, the activities' cost to secure information system from threatening are under uncertain circumstances and should be established by a human decision maker who is basically uncertain and vague. Thus, making the budget for information system is exposed to any extent of the risk for these reasons. First, we introduce brief fuzzy set theory and fuzzy AHP (Analytic Hierarchy Process) methodology. Then, the cost elements that comprise yearly budget are presented and the priorities among the cost elements are calculated by fuzzy AHP. The cost elements that are exposed to risk are evaluated from the both perspectives of the risk impact and risk occurrence possibility which are expressed as linguistic terms. To get information on the risk profiles-pessimistic, most likely, and optimistic-for each cost element, the evaluation is accomplished and the result is presented. At last, the budget ranges-minimum, mode, maximum-for each cost element are estimated with the consideration of the risk profiles.

A Multivariate Mixture of Linear Failure Rate Distribution in Reliability Models

  • This article provides a new class of multivariate linear failure rate distributions where every component is a mixture of linear failure rate distribution. The new class includes several multivariate and bivariate models including Marslall and Olkin type. The approach in this paper is based on the introducing a linear failure rate distributed latent random variable. The distribution of minimum in a competing risk model is discussed.

  • This Study deals with the problem of determining a minimum cost sampling inspection plan for destructive testing by attribute. The linear cost model(LCM) is constructed under the assumption that unit cost, destructive testing cost, producer's risk cost, consumer's risk cost are given. For the solution from the LCM, we assumed the uniform distribution as a prior distribution.

  • Assume that the life times of the units under test follow the Rayleigh distribution and the test is terminated at a pre assigned time. Acceptance sampling plans are developed for this situation. The minimum sample size necessary to ensure the specified average life are obtained and the operating characteristic values of the sampling plans and producer's risk are given. An example is given to illustrate the methodology.

  • Evaluating the risk of collision quantitatively plays a key role in developing the expert system of navigation and collision avoidance. This study suggested and developed a new approach to the evaluation by using the sech function as an alternative to the existing methods of appraising the collision risk. This study also investigated and built up theoretically how to determine the gradient coefficients in this approach and suggested the appropriate values as much as applicable. Finally this study analyzed thoroughly how to determine the threshold function of avoiding time and developed the appropriate equation.

API-581 절차에 의한 정량적 위험기반검사에서 부식성 균열에 의한 응력부식의 사고발생 가능성 해석 (Analysis of Likelihood of Failure for the Stress Corrosion Cracking by Caustic Cracking through the Quantitative Risk Based-Inspection using API-581 BRD)

  • The likelihood of failure for the stress corrosion cracking (SCC) of caustic cracking, which affect to a risk of facilities, was analyzed through the risk based-inspection using API-581 BRD. We found that SCC of the caustic cracking was occurred above 5 % NaOH concentration, and the technical module subfactor (TMSF) was maximized for above 50 % concentration. The heat traced and monitoring were not sensitive to the TMSF with NaOH concentration and temperature. But the steam out was more of less affect minimum value of the TMSF. Also, the inspection number, the inspection effectiveness, and the year since inspection were very sensitive to the TMSF with NaOH concentration and temperature. Therefore, the plan of next inspection will be established with compositively considering those at once.
