국방특화연구센터의 효율성 분석 및 연구 성과 향상방안 연구 (Efficiency Analysis of the Defense Research Center and Improvement of Performance)

  • Recently, the investment and importance have been increasing concerning the researches which are based on fundamental studies. In defense science and technology development, the defense research centers are involved in a large portion of developing the potential capability such as defense applied technology, enhanced human resource, etc. In this paper, we analyzed the relative efficiency of 9 research centers(9 DMU : Decision Making Unit) supported by the defense budget, using DEA(Date Envelopment Analysis) method especially with the CCR-I(Charnes, Cooper, Rhodes-Input) model. Some variables are selected such as budget(input data), patent, article and human resource(output data) to be analyzed. Conclusively, the needs to identify performance-indicators, increase incentives to promote the performance and induce enthusiastic participation in defense science and development projects, are suggested via a relative efficiency analysis.

차기유도무기의 최적배치에 관한 모형 (An Optimal Allocation Model for SAM-X)

  • An optimal allocation model for SAM-X by using a set covering model is suggested. This allocation model considers to guarantee the maximum security of vital areas from the attack of enemy aircraft(s) and missiles. In order to formulate this model, we applied the concept of parallel structure reliability to set covering model. This model gives both direction of the primary target line and location of the facility. When applied this model to the real situation, the solution of this model can be used to the references of decision making for the optimal military facility allocation.

  • Decision models are an attempt to reduce uncertainty in the decision making process. The models describe the relationships of variables and given proper input data generate solutions to managerial problems. These solutions may not be answers to the problems for one of two reasons. First, the data input into the model may not be consistant with the underlying assumptions of the model being used. Frequently parameters are assumed to be deterministic when in fact they are probabilistic in nature. The second failure is that often the decision maker recognizes that the data available are not appropriate for the model being used and begins to collect the required data. By the time these data has been compiled the solution is no longer an answer to the problem. This relates to the timeliness of decision making. The authors point out throught the use of an illustrative problem that stocastic models are well developed and that they do not suffer from any lack of mathematical exactiness. The primary problem is that generally accepted procedures for data generation are historical in nature and not relevant for probabilistic decision models. The authors advocate that management information system designers and accountants must become more familiar with these decision models and the input data required for their effective implementation. This will provide these professionals with the background necessary to generate data in a form that makes it relevant and timely for the decision making process.

전술적 고려요소 (METT+TC)의 세분화 및 우선순위 결정에 관한 연구 (A Study on Segmentation and Priority of Tactical Considerations (METT+TC))

  • 본 논문의 목적은 델파이 (Delphi) 기법과 분석적계층과정 (AHP; Analytic Hierarchy Process)를 통해서 전술적 고려요소인 METT+TC (임무, 적, 지형 및 기상, 가용부대, 가용시간, 민간요소)를 세분화하고 우선순위를 정하는 것이다. 군의 작적수행과정상의 의사결정과정에서 전술적 고려요소는 매우 중요한 요소로 작용하지만, 6개 요소의 세분화 및 우선순위 결정에 관한 연구는 그동안 충분히 수행되지 않았다. 델파이와 분석적계층과정은 군사 전문가들의 인터뷰와 설문지 작성을 통해 이루어졌으며, 최초 6개의 전술적 고려요소는 델파이 분석을 통해 34개의 하위요소로 세분화되었고, 분석적계층과정을 통해 6개의 고려요소와 34개의 하위요소는 우선순위가 정량적으로 공격과 방어 국면을 구분하여 제시되었다. 본 연구결과는 군의 ATCIS와 같은 의사결정지원시스템상의 DB로 활용되고, 이를 활용할 수 있는 의사결정 애플리케이션이 도입된다면, 효과적이고 빠른 의사결정에 도움이 될 것으로 기대된다.

  • The purpose of this study is propose an alternative for flight attendants to acquire equipment that could enhance the ability to adapt in flying conditions. Introducing and acquiring weapon system, such equipments should be deeply considered in multilateral aspects; reinforcements in the overall strategic status in the army, the ramifications that can contribute to military resources, and economic situations in the country. To do this, we first induced several criteria that can be used for evaluating alternatives. After that, we applied the analytic hierarchy process(AHP) approach to putting all factors into considerations in decision making for equipment acquirement. The results of this study are expected to have usefulness in formulating strategies and policies in selecting equipment acquisition alternatives for flight attendants.

A Study on the AoA Based Defense Decision Making

  • This work describes a study on the Analysis of Alternatives (AoA) based defense decision making. Future battle-space is transformed into a System of Systems (SoS) concept which is accomplished missions and their functions through network based battle management systems under forming their grids of various sensors and shooters in a single theater. The acquisition process is, therefore, changing over from single system requirements to capabilities based acquisition of SoS. AoA help to justify the need for starting, stopping, or continuing an acquisition program. AoA identify potentially viable solutions and provide comparative cost, effectiveness, and risk assessments of each solution to a baseline. The decision making must consider not only cost-effectiveness, risk, and military worth, but also domestic policy, foreign policy, technological maturity of the solution, the environment, the budget, treaties, and a host of additional factors. In this point of view, this paper analyzes AoA template which are critical elements of the defense decision making. From results of this analysis of AoA template for Korean acquisition environment are presented.

대학생의 전공선택과 진로결정 분석 - D대학 치기공과 재학생을 중심으로 - (Research on the major selection and the career decision of college students (Centering on students studying Dental Technology in D-College))

  • Purpose: The following research analyzes the causes of major selection and career decision of students studying dental technology. It is to be used as basic data for the management of career improvement program. Methods: The survey has been processed to 490 college students studying Dental Technology in D-college. Questionnaire consists of major selection confidence sheet (14 items) and career decision confidence sheet (18 items) and was scored with 5-points per question. The collected data was analyzed by the statistical program: SAS V8 for Windows. To test for significance on each item, p < 0.05 has been decided as a standard. Results: The analysis of result about the level of confidence on major selection has valid difference by genders, serving military service or not, experience of studying one more year to enter the college or not, making career decision and grade. The analysis of result about career decision has valid difference by gender, serving military service, career decision, day and night course, age and native place. Conclusion: We develop the career advice program and manage it effectively, the confidence on the major selection and pride about its faculty will be high to dental technology students.

  • This paper demonstrates the application of a Quality Function Deployment (QFD) and Zero-One Goal Programming model for selecting interdependent information system project selection, there are a few research for interdependent IS project selection. Effective project evaluation necessities incorporating the many conflicting objectives of decision maker(s) into decision models. Among the many proposed methodologies of multi-criteria decision making (MCDM), Goal Programming (GP) is the most popular and widely used. The model departs from an earlier GP formulation of the problem that suggested QFD method for selection of priorities among the considered attributes or criteria. The application of the proposed methodology illustrated through an example.

전술제대 결심수립 지원 인공지능 학습방법론 연구: 워게임 모델을 중심으로 (A Study of Artificial Intelligence Learning Model to Support Military Decision Making: Focused on the Wargame Model)

  • 전장에 있는 지휘관과 참모들은 상황을 인식하고 그 결과를 바탕으로 지휘결심을 통해 군사 활동을 수행하는데, 최근 정보기술의 발달과 함께 지휘결심을 지원하는 인공지능에 대한 요구가 증가하였다. 인공지능을 활용하기 위해서는 강화학습에 필요한 학습 data set의 식별, 수집 그리고 전처리가 필수적이다. 그러나 전술 C4I 체계에 저장된 적 data는 정확성, 적시성, 충분성 측면에서 인공지능 학습 data로 사용하기에 적절하지 않기 때문에 학습 data를 수집하고 훈련 시킬 수 있는 대안이 필요하다. 본 논문에서는 육군의 워게임 훈련 모델인 '창조 21 모델 훈련 data'를 활용하여 인공지능을 학습시키는 방법론을 제시하였다. 연구 범위는 군사결심수립과정과 연계하여 인공지능의 역할과 범위를 구체화하고, 그 역할에 맞추어 인공지능을 훈련 시키기 위해 창조 21 모델 연습 data를 활용하는 모델을 제시하였다. 공개가 제한되는 군사자료의 특성을 고려하여 가상의 sample data를 제작하였고, 공개가 제한되는 대한민국 육군의 교리는 인터넷에서 수집 가능한 미군 교리를 활용하였다.

  • 최근 정신질환에 대한 사회적 편견이 감소하면서 이차성 이득(secondary gain), 즉 군복무 기피를 위한 목적으로 정신과적 증상을 호소하는 환자가 늘어나고 있다. 특히 객관적 진단도구가 없는 정신의학적 문제의 경우 환자의 주관적 증상호소와 의사의 전문적 판단이 실제 유일한 진단 기준이다. 본 논문에서는 데이터마이닝을 이용하여 과거 정신과 입원 환자들의 처방데이터 분석을 통해 의병전역 결정을 위한 객관적 기준을 제공하여 의무조사의 신속한 의사결정에 도움을 주고자 한다. 따라서 정신과 환자 처방분석을 통한 의병전역 결정지원 시스템을 제안한다.
