이주노동자의 의료정보문해력에 영향을 미치는 요인 (Factors Influencing Level of Health Literacy of Migrant Workers in Korea)

  • Purpose: The purposes of the study were to identify level of health literacy and factors influencing health literacy of migrant workers. Methods: Data were collected using a cross sectional correlational design. Participants were 128 migrant workers in Korea. Data were analyzed using descriptive statistics, independent t-test, ANOVA, Scheff$\acute{e}$ test, and hierarchical multiple regression with the SPSS 18.0 program. Results: The health literacy level of migrant worker was low and they had difficulty in understanding patient education materials and medical forms. Factors influencing health literacy were residential areas (city or rural), education level, length of stay in Korea, and ability to understand spoken Korean. Regression model accounted for 14.2% of the variance in health literacy. Conclusion: Lower levels of health literacy make it difficult for migrant works to visit medical facilities and perform health behaviors appropriately. Therefore, diverse strategies should be developed by nurses to enhance the health literacy level of migrant workers.

  • Purpose : The purpose of this study was to investigate the difference in gender related to health status, occupational environment, occupational safety and health and hazardous chemicals use of migrant workers in Korea. Method: The survey was conducted in clinics that provided free healthcare services for migrant workers. Of the 413 respondents, 66.3% were males and 33.7% were females. Result: In the case of male migrant workers, many worker were not fluent in Korean, had illegal status in the country, and had moved jobs frequently. There were many cases in which migrant workers worked in small-scale enterprises and worked long hours. Job stress score was high for many workers and they dealt with heavy materials and risky machines. Many workers had not received proper occupational health and safety education and those that were previously injured had repeated injuries. Among the female migrant workers, many worker received low salary and shift work was common. Many worker complained of gastrointestinal and musculoskeletal illnesses and treated toxic substances. Conclusion: As a result, it will be necessary to focus on the strategies for decreasing occupational injuries from physical risk factors for males and from chemical risk factors for female migrant workers.

숙련 외국인 어선원 확보를 위한 제도 개선 방안 : 연근해 어업을 중심으로 (Policy Suggestions to Retain Skilled Migrant Fishermen in Korea : Focus on Offshore Fishing )

  • With the restriction of foreigners' entry into Korea due to the COVID-19 pandemic, the fishery industry faced significant challenges in supplying migrant workers. In response to this, there is growing interest in methods that could facilitate the stable employment of migrant workers. This paper investigates whether the current system used for the employment of migrant workers in the fishery industry, which is highly dependent on them, adequately performs its function of providing a stable and skilled workforce amid the intensified labor shortage resulting from decreasing numbers of households with employment in the fishery and the aging Korean fishermen. To this end, past studies and government documents pertaining to the current system were analyzed, and a survey targeting the owners of offshore fishing boats that employ migrant workers was conducted. A total of 147 owners of fishing boats responded to the survey, and the data of 499 migrant workers employed by them were used for the analysis. The analysis indicated that the migrant fishermen had difficulty in acquiring minimum scores for the change of visa status according to the criteria for the Skilled Worker Points System. Furthermore, distinct differences were found between the characteristics and working conditions of migrant workers employed through the Employment Permit System (EPS) and the Foreign Seamen System. Based on this result, this paper suggests the reorganization of the skilled migrant worker system in the fishery industry and the expansion of the regional specialized visa pilot project.

서울·경인지역 일부 외국인 근로자들의 산업재해에 관한 통계조사 (A Statistical Study on Industrial Accidents in Migrant Workers in Seoul and Kyungin Area)

  • In order to obtain basic reference information for the establishment of effective industrial safety programmes in migrant workers who live in Seoul and Kyungin Area, accident causes were investigated among 210 injured workers. The data were analyzed according to the USA Standards Institute and International Labour Organization method. The results obtained were as follows: 1. The major distribution of national were mostly from china(82.9%), ages are mostly between 30 and 40 years old(32%), and males are more than females, and mostly married. 2. The parts of body most frequently injured were hand and finger, foot and toe, which were 55.3% of total 210 cases. 3. According to the accident type, caught in, under or between were most frequently observed, 40.2% of the total number of injuries. 4. The most responsible source of injuries were power machine, others, moving machine and tool, building construction. 5. According to the unsafe acts, carelessness and unsafety information were most frequently observed, 66.7% of the total number of injuries. 6. There were significantly difference(p<0.05), between type of accident and source of injury, and between working period and unsafe act.

외국인 근로자의 산업안전보건 지원체계 (Support System on the Occupational Safety and Health for Migrant Workers)

  • Purpose: To provide concretely for support system to occupational health management grasped the present condition about the private support organizations for the migrant workers. Method: The subjects were 30 organizations to support migrant workers with the healthy and medical problem. The organizations were investigated by the internet search, and the visiting and telephone interview. Then a expert advisory conference and researchers' regular meeting were held. Result: The support organizations for the migrant workers played multiple activities, but the medical treatment and education regarding the occupational safety & health were scarcely accomplished. The government constructs a network between the organizations. A health problem of a worker should be requested to the medical centers which cooperated with the private support organizations, it makes business expand to the existing organizations which take charge of the health business of a small-scale workplace rather than it constitutes new organizations. The organizations which can manage which build the online network which can grasp all the information concerning the migrant worker from whom the government became a principal axis. Conclusion: Support system on the occupational safety and health for migrant workers that it will be help to the occupational disease prevention and occupational safety and health management, is needed.

내러티브-생애사 인터뷰 분석의 실제 -재독한인노동이주자 인터뷰를 중심으로- (Practice of the Narrative-Biographical Interviews Analysis -An Example of an Interview with a Korean Migrant Worker in Germany-)

  • 본 연구의 목적은 Rosenthal의 내러티브-생애사 인터뷰 분석의 실제를 보여주는 데에 있다. 이에, 한 재독한인노동이주자의 인터뷰를 사례로 하여 생애사적 데이터의 연속적 분석, 텍스트분석과 주제적 영역분석, 체험된 생애사의 재구성과 연속적 세밀분석, 이야기된 생애사와 체험된 생애사의 비교 분석의 절차에 따라 단계별로 분석한 결과를 제시하였고, 이를 통해 Rosenthal의 내러티브-생애사 인터뷰 분석의 실제를 보여주었다. 이어, 이러한 연구가 사회복지학 분야 생애사 연구와 사회복지실천에 시사하는 함의를 논의하였다.

이주노동자의 레질리언스와 정신건강 (Resilience and Mental Health among Migrant Workers in Busan, Korea)

  • Objectives: The purpose of this study was to identify the relationship between resilience of migrant workers and their mental health for improving their quality of life and adaptation in Korean society. Methods: Data were collected from March 21 to May 7, 2011. The participants included 488 migrant workers who lived in Busan Metropolitan City or Gyoungnam province. Results: First, heavy working burdens and lack of rests, low wages, poor living environments, low economic status & deficiency of living necessities, hard physical labors, and conflicts with Korean workers had negative effects on mental health. Second, high perceived stress caused by usual 'living difficulties', high 'cutural shock', high feeling of 'social isolation', and high discomfort from 'lack of Korean language proficiency' gave negative effects on migrant worker's mental health. Third, the most important factor on the mental health was the 'cultural shock' among stressors. Even though many stressors existed among migrant workers, these negative effects on mental health were lessened by their high resilience level. Conclusions: This study highlights the importance of migrant workers in Busan, Korea. To improve their mental health, social support including financial supports and educational programs that foster resilience needed.

이주여성의 생애사에 재현된 젠더의 구성과정 -재독한인여성의 생애사를 중심으로- (Construction Process of Gender in the Biographies of Migrant Women -Based on the Biographies of the Korean female Migrant Workers in Germany-)

  • 본 연구의 목적은 이주여성의 생애사에서는 어떠한 젠더가 구성되고 있는 것으로 재현되고 있는지, 그 과정을 분석하는 데에 있다. 이를 위해 간호노동자로 이주한 10명의 재독한인여성들과 Schutze(1983)의 생애사적-내러티브 인터뷰를 실시하였고, 인터뷰 자료도 그의 분석방법에 의거해 분석하였다. 그 결과, 이들의 생애사에 재현된 젠더는 결혼 이전까지는 동일한 양상을 보였으나, 결혼 이후에는 직업과 가정을 양립한 경우와 가정에만 전념한 경우에 따라 다른 양상을 보임을 포착할 수 있었다. 즉, 이주 이전의 여학생이나 노동여성으로서의 '인생진행 과정'에서는 두 경우 모두 성분리적 젠더를 부분적으로 '해체'했고, 이주 이후의 노동이주여성으로 전환된 인생진행 과정에서는 성중립적 젠더를 부분적으로 '행했는데', 결혼 이후의 인생진행 과정에서는 전자의 경우에는 노동이주여성과 결혼이주여성으로서의 이중적 위치에서 성중립적 젠더를 더욱 강화시키고 있었고 또 강화시키고 있는 것과는 달리, 후자의 경우에는 결혼이주여성으로 전환된 단일한 위치에서 성분리적 젠더를 다시 재구성하였고 시간이 경과함에 따라 이를 더욱 고착화시키고 있는 차이가 있음을 추적할 수 있었다. 이에, 이러한 연구결과에 근거해 이주여성의 생애사에 재현된 젠더를 이해한 사회복지실천에 시사하는 함의를 제시하였다.

Ritualism versus Universalism: The Challenge of Establishing an Effective Rights-Based Labor Migration Regime in ASEAN

  • Southeast Asia accounts for nearly a tenth of total worldwide cross-border movements of migrant workers. Cambodia, Indonesia, Laos, Myanmar, and Philippines make up the sending countries while Malaysia, Singapore, and Thailand are the major destinations. Migrant worker movements are predominantly in production process and low- to medium-skilled sectors. It is not unusual for irregular or undocumented movements to take place. In not a few instances, migrants work under harsh and exploitative conditions. In recent years, however, ASEAN has taken steps to manage labor migration at the regional level. The paper argues that ASEAN has not managed these cross-border labor flows as well as it should particularly in terms of protecting and promoting the human rights of migrants. It will be difficult to establish the genuine building blocks for a regional human rights mechanism unless there is a diffusion of alternative universal norms and standards to what ASEAN already embodies. As long as states resist any attempt to weaken or question or deligitimize their capacity to determine who gets to enter, stay, and leave their jurisdictions, it will be difficult to establish an effective migrant rights framework for the region.

다문화사회의 이주노동자의 정보리터러시 격차 (Information Literacy Gap of Migrant Workers in the Multicultural Society)

  • 이 연구는 이주노동자를 대상으로 정보리터러시(information literacy)의 수준이 높은 집단과 그렇지 않는 집단을 비교분석하여 정보리터러시 격차(information literacy gap)를 야기하는 요인을 규명하는데 목적을 둔다. 이러한 목적을 달성하고자, 이주노동자와 NGO 실무자에 대한 심층인터뷰를 통해 정보리터러시 격차를 야기하는 다양한 요인들의 작용을 발견하였다. 조사 결과, 이주노동자의 정보리터러시 격차는 연령, 결혼여부, 직업에 영향을 받을 뿐 아니라, 한국어교육 및 정보활용교육의 차이, 정보기술에 대한 적응력, 사회활동에 대한 적극성, 사회연결망 등의 개인적 차이와 함께 기술적 경제적 사회적 정책적 요인이 복합적으로 작용해서 발생하는 것으로 나타났다. 이렇게 다차원적이고 복합적인 문제를 해결하기 위해서는 다문화정보서비스를 위한 거버넌스를 구축할 필요가 있다.
