  • Research vessels(R/Vs) used for ocean research move to the planned research area and perform ocean observations suitable for the research purpose. The five research vessels of the Korea Institute of Ocean Science & Technology(KIOST) are equipped with global positioning system(GPS), water depth, weather, sea surface layer temperature and salinity measurement equipment that can be observed at all times during cruise. An information platform is required to systematically manage and utilize the data produced through such continuous observation equipment. Therefore, the data flow was defined through a series of business analysis ranging from the research vessel operation plan to observation during the operation of the research vessel, data collection, data processing, data storage, display and service. After creating a functional design for each stage of the business process, KIOST Underway Meteorological & Oceanographic Information System(KUMOS), a Web-Geographic information system (Web-GIS) based information platform, was built. Since the data produced during the cruise of the R/Vs have characteristics of temporal and spatial variability, a quality management system was developed that considered these variabilities. For the systematic management and service of data, the KUMOS integrated Database(DB) was established, and functions such as R/V tracking, data display, search and provision were implemented. The dataset provided by KUMOS consists of cruise report, raw data, Quality Control(QC) flagged data, filtered data, cruise track line data, and data report for each cruise of the R/V. The business processing procedure and system of KUMOS for each function developed through this study are expected to serve as a benchmark for domestic ocean-related institutions and universities that have research vessels capable of continuous observations during cruise.

  • In order to understand the impacts of surface characteristics and the distance from the urban heat island center to suburban areas on the mean night time air temperature, we analyzed GIS and AWS observational data. Spatial distributions of mean night time air temperature during the summer and winter periods of 2004-2011(six years) were utilized. Results show that the temperature gradients were different by distance and direction. We found high correlation between mean night-time air temperature and artificial land cover area within 1km and 200m radii during both summer(R=0.84) and winter(R=0.78) seasons. Regression models either from 1km and 200m land surface data explained the distribution of night-time temperature equally well if the input data had sufficient resolution with detailed attribute including building area and height.

  • For the application to the numerical weather prediction (NWP) in active service, it is necessary to ensure that the GPS precipitable water vapor (PWV) data has less than one hour latency and three millimeter accuracy. The comparison and the verification between the daily products from GPS measurement by using the IGS final ephemeris and the conventional meteorological observation has been done in domestic researches. In case of using IGS final ephemeris, GPS measurements can be only post processed in daily basis in three weeks after the observation. Thus this method cannot be applied to any near real-time data processing. In this paper, a GPS data processing method to produce the PWV output with three mm accuracy and one hour latency for the data assimilation in NWP has been planned. For our new data processing strategy, IGS ultra-rapid ephemeris and the sliding window technique are applied. And the results from the new strategy has been verified. The GPS measurements during the first 10 days of January, April, July and October were processed. The results from the observations at Sokcho, where the GPS and radiosonde were collocated, were compared. As the results, a data processing strategy with 0.8 mm of mean bias and 1.7 mm of standard deviation in three minutes forty-three seconds has been established.

  • Land Surface Temperature (LST) retrieved from Landsat 8 measured from 2013 to 2014 and it is corrected by surface temperature observed from ground. LST maps are retrieved from Landsat 8 calculate using the linear regression function between raw Landsat 8 LST and ground surface temperature. Seasonal and annual LST maps developed an average LST from season to annual, respectively. While the higher LSTs distribute on the industrial and commercial area in urban, lower LSTs locate in surrounding rural, sea, river and high altitude mountain area over Seoul and surrounding area. In order to correct the LST, linear regression function calculate between Landsat 8 LST and ground surface temperature observed 3 Korea Meteorological Administration (KMA) synoptic stations (Seoul(ID: 108), Incheon(ID: 112) and Suwon(ID: 119)) on the Seoul and surrounding area. The slopes of regression function are 0.78 with all data and 0.88 with clear sky except 5 cloudy pixel data. And the original Landsat 8 LST have a correlation coefficient with 0.88 and Root Mean Square Error (RMSE) with $5.33^{\circ}C$. After LST correction, the LST have correlation coefficient with 0.98 and RMSE with $2.34^{\circ}C$ and the slope of regression equation improve the 0.95. Seasonal and annual LST maps represent from urban to rural area and from commercial to industrial region clearly. As a result, the Landsat 8 LST is more similar to the real state when corrected by surface temperature observed ground.

  • Current service system of the Korea Meteorological Administration (KMA) for blooming date forecasting in spring depends on regression equations derived from long term observations in both temperature and phenology at a given station. This regression based system does not allow a timely correction or update of forecasts that are highly sensitive to fluctuating weather conditions. Furthermore, the system cannot afford plant responses to climate extremes which were not observed before. Most of all, this method may not be applicable to locations other than that which the regression equations were derived from. This note suggests a way to replace the location restricted regression equations with a thermal time based phenology model to complement the KMA blooming forecast system. Necessary parameters such as reference temperature, chilling requirement and heating requirement were derived from phenology data for forsythia, azaleas and Japanese cherry at 29 KMA stations for the 1951-1980 period to optimize spring phenology prediction model for each species. Best fit models for each species were used to predict blooming dates and the results were compared with the observed dates to produce a correction grid across the whole nation. The models were driven by the KMA's daily temperature data at a 5km grid spacing and subsequently adjusted by the correction grid to produce the blooming date maps. Validation with the 1971-2012 period data showed the RMSE of 2-3 days for Japanese cherry, showing a feasibility of operational service; whereas higher RMSE values were observed with forsythia and azaleas.

  • Coastal sand dune area is an important ecosystem as an ecotone which is located between coastal area and terrestrial area. In order to understand the sand dune ecosystem in terms of its habitat characteristics, micrometeorological analysis was carried out in a coastal sand dune in Hakampo, Taeanhaean National Park, Korea. Micrometeorological measurements were made to monitor air and soil temperatures, relative humidity, soil water content, rainfall, solar radiation, wind speed, and wind direction. In contrary to a forest ecosystem, the coastal sand dune grassland ecosystem was relatively hotter and very humid with heavy rainfalls concentrated between June and July. The seasonal change of daily mean soil temperature was greater than that of air temperature by $2{\sim}3^{\circ}C$. Daily mean soil water content was less than 10% throughout the year. Also, the maximum wind speed of 156.7 m $s^{-1}$ was recorded on 7 October 2011. The observed seasonal wind direction was different from those observed at Seosan by KMA (Korea Meteorological Administration). To better understand the habitat characteristics in a costal sand dune grassland ecosystem, long-term multi-year measurements are needed.

  • In meteorological field, many researchers have tried to develop micro scale weather analysis modules for providing real-time weather information service in the metropolitan area. This effort enables us to cope with various economic and social harms coming from serious change in the micro meteorology of a metropolitan area due to rapid urbanization such as quantitative expansions in its urban activity, growth of population, and building concentration. The accuracy of the micro scale weather analysis modules (MSWAM) directly related to usefulness and quality of the real-time weather information service in the metropolitan area. This paper design a evaluation system along with verification tools that sufficiently accommodate spatio-temporal characteristics of the outputs of the MSWAM. For this we proposes a test for the equality of mean vectors of the output series of the MSWAM and corresponding observed time series by using a spectral analysis technique. As a byproduct, a time series cluster analysis method, using a function of the test statistic as the distance measure, is developed. A real data application is given to demonstrate the utility of the method.

  • Application Specific Messages (ASM) have been introduced by a number of international bodies, such as the International Maritime Organization (IMO), the International Telecommunication Union (ITU) and the International Association of Lighthouse Authorities (IALA), for the purpose of resolving AIS overloading issues caused by an increasing number of ships using AIS systems. ASM communication will transmit a large amount of safety-related information at sea, including meteorological information, accident reporting, and navigational warnings. Specifically, this message transaction system is expected to be actively used for communication among ships and for ship-to-shore (4S), where VHF communication through voice was standard. In order to design a user-oriented service through standardised AIS-ASM messaging in the future, the need for analysis of this seems to be quite critical. In order to reflect users' AIS-ASM communication needs, therefore, frequently-occurring marine communication messages were analysed through a questionnaire survey conducted on 57 marine officers and 50 VTS operators. Based on the survey results, a list of key standardised messages was suggested as a reference for future AIS message development.

  • The geospatial schemes based on topo-climatology have been developed to produce digital climate maps at a site-specific scale. Their development processes are reviewed here to derive the needs for new schemes in the future. Agricultural and forestry villages in Korea are characterized by complexity and diversity in topography, which results in considerably large spatial variations in weather and climate over a small area. Hence, the data collected at a mesoscale through the Automated Synoptic Observing System (ASOS) operated by the Korea Meteorological Administration (KMA) are of limited use. The geospatial schemes have been developed to estimate climate conditions at a local scale, e.g., 30 m, lowering the barriers to deal with the processes associated with production in agricultural and forestry industries. Rapid enhancement of computing technologies allows for near real-time production of climate information at a high-resolution even in small catchment areas and the application to future climate change scenarios. Recent establishment of the early warning service for agricultural weather disasters can provide growth progress and disaster forecasts for cultivated crops on a farm basis. The early warning system is being expanded worldwide, requiring further advancement in geospatial schemes and digital climate mapping.
