  • An adequate downscaling of synoptic forecasts is a prerequisite for improved agrometeorological service to rural areas in South Korea where complex terrains and small farms are common. In this study, geospatial schemes based on topoclimatology were used to scale down the Korea Meteorological Administration (KMA) temperature forecasts to the local scale (~30 m) across a rural catchment. Then, using these schemes, local temperatures were estimated at 14 validation sites at 0600 and 1500 LST in 2013/2014 and were compared with the observations. The estimation errors were substantially reduced for both 0600 and 1500 LST temperatures when compared against the uncorrected KMA products. The improvement was most notable at low lying locations for the 0600 temperature and at the locations on west- and south-facing slopes for the 1500 LST temperature. Using the downscaled real-time temperature data, a pilot service has started to provide the field-specific weather information tailored to meet the requirements of small-scale farms. For example, the service system makes a daily outlook on the phenology of crop species grown in a given field using the field-specific temperature data. When the temperature forecast is given for next morning, a frost risk index is calculated according to a known relationship of phenology and frost injury. If the calculated index is higher than a pre-defined threshold, a warning is issued and delivered to the grower's cellular phone with relevant countermeasures to help protect crops against frost damage.

  • In this study, we analyzed the effect of corn growth on the radar backscattering coefficient. At first, we measured the backscattering coefficients of various corn fields using a polarimetric scatterometer system. The backscattering coefficients of the corn fields were also computed using the 1st-order VRT(Vector Radiative Transfer) model with field-measured input parameters. Then, we analyzed the experimental and numerical backscattering coefficients of corn fields. As a result, we found that the backscatter from an underlying soil layer is dominant for early growing stage. On the other hand, for vegetative stage with a higher LAI(Leaf-Area-Index), the backscatter from vegetation canopy becomes dominant, and its backscattering coefficients increase as incidence angle increases because of the effect of leaf angle distribution. It was also found that the estimated backscattering coefficients agree quite well with the field-measured radar backscattering coefficients with an RMSE(Root Mean Square Error) of 1.32 dB for VV-polarization and 0.99 dB for HH-polarization. Finally, we compared the backscattering characteristics of vegetation and soil layers with various LAI values.

  • A primary objective of this study is to develop a drought forecasting technique based on groundwater which can be exploit for water supply under drought stress. For this purpose, we explored the lagged relationships between regionalized SGI (standardized groundwater level index) and SPI (standardized precipitation index) in view of the drought propagation. A regional prediction model was constructed using a NARX (nonlinear autoregressive exogenous) artificial neural network model which can effectively capture nonlinear relationships with the lagged independent variable. During the training phase, model performance in terms of correlation coefficient was found to be satisfactory with the correlation coefficient over 0.7. Moreover, the model performance was described by root mean squared error (RMSE). It can be concluded that the proposed approach is able to provide a reliable SGI forecasts along with rainfall forecasts provided by the Korea Meteorological Administration.

  • In oder to develop a decision supporting system for oil spill response, the prototype of pollution response support system which has integrated oil spill prediction system and pollution risk prediction system has developed for Incheon-Daesan area. Spill prediction system calculates oil spill aspects based on real-time wind data and real-time water flow and the residual volume of spilt oil and spread pattern are calculated considering the characteristic of spilt oil. In this study, real-time data is created from results of real-time meteorological forecasting model(National Institute of Environmental Research) using ftp, real-time tidal currents datasets are built using CHARRY(Current by Harmonic Response to the Reference Yardstick) model and real-time wind-driven currents are calculated applying the correlation function between wind and wind-driven currents. In order to model the feature which is spilt oil spreading according to real-time water flow is weathered, the decrease ratio by oil kinds was used. These real-time data and real-time prediction information have been integrated with ESI(Environmental Sensitivity Index) and response resources and then these are provided using GIS as a whole system to make the response strategy.

  • This study is to estimate Surface Energy Balance Algorithm for Land (SEBAL) daily spatial evapotranspiration (ET) comparing with eddy covariance flux tower ET in Seolmacheon mixed forest (SMK) and Cheongmicheon rice paddy (CFK). The SEBAL input data of Albedo, Land Surface Temperature (LST), Normalized Difference Vegetation Index (NDVI) from Terra MODIS products and the meteorological data of wind speed, and solar radiation were prepared for 2 years (2012-2013). For the annual average flux tower ET of 302.8 mm in SMK and 482.0 mm in CFK, the SEBAL ETs were 183.3 mm and 371.5 mm respectively. The determination coefficients ($R^2$) of SEBAL ET versus flux tower ET for total periods were 0.54 in SMK and 0.79 in CFK respectively. The main reason of SEBAL ET underestimation for both sites was from the determination of hot pixel and cold pixel of the day and affected to the overestimation of sensible heat flux.

  • Surface energy balance components were evaluated by Landsat TM data and GIS with meteorological data. Calibration and validation for the applicability of this methodology were made through the estimating of the large-scale evapotranspiration (ET). In addition, sensitivity and error analysis was conducted to see the effects of the surface energy balance components on ET and the accuracy of each components. Bochong-chon located on the upper part of Guem River basin was selected as the case study area. Spatial distribution map of ET were produced for five dates: Jan. 1, Apr. 3, May. 10, and Nov. 27, 1995. The study results showed tat ET was greatly varied with the aspect and theland use type on the surface. In the case of having northeast and southeast in the aspect, ET was linearly increased depending on growing net radiation. While surface temperature has a high value, NDVI(Normalized Difference Vegetation Index) has a low value in the vegetated area. Therefore, ground heat flux was increased but ET was relatively decreased. The results of sensitivity and error analysis showed that net radiation is most sensitive and effective, ranging from 12.5% to 23.6% of sensitivity. Furthermore, the surface temperature, air temperature, and wind speed have the significant effects on ET estimation using remotely sensed data.

  • Quantification of extreme rainfall is very important in establishing a flood protection plan, and a general measure of extreme rainfall is expressed as an T-year return level. In this study, a method was proposed for quantifying spatial distribution and uncertainty of daily rainfall depths with various return periods using a hierarchical Bayesian model combined with climate and geographical information, and was applied to the Seoul-Incheon-Gyeonggi region. The annual maximum daily rainfall depth of six automated synoptic observing system weather stations of the Korea Meteorological Administration in the study area was fitted to the generalized extreme value distribution. The applicability and reliability of the proposed method were investigated by comparing daily rainfall quantiles for various return levels derived from the at-site frequency analysis and the regional frequency analysis based on the index flood method. The uncertainty of the regional frequency analysis based on the index flood method was found to be the greatest at all stations and all return levels, and it was confirmed that the reliability of the regional frequency analysis based on the hierarchical Bayesian model was the highest. The proposed method can be used to generate the rainfall quantile maps for various return levels in the Seoul-Incheon-Gyeonggi region and other regions with similar spatial sizes.

  • Understanding the functional traits of dominant species in urban ecosystems provides insight into species' trait adaptation and ecosystem function in response to fragmented and isolated urban vegetation and reduced biological interactions. This study compared means and variances of environmental factors (geographic, meteorological, and soil attributes) and 4 leaf traits (leaf area, specific leaf area, leaf dry mass content, and leaf shape index) and 7 reproductive traits (fruit width, fruit length, fruit shape, fruit dry weight, fruit dry matter content, seed weight, and seed ratio) measured of 40 Sorbus alnifolia individuals in four mountainous areas south of Seoul downtown, South Korea. We then performed the multivariate analysis of trait combinations. While the measured environmental factors indicated the individuality of the survey sites, the urban vegetation was drier and had a longer growth period. The leaves of S. alnifolia in the urban areas were smaller and heavier, and the fruits produced longer and lighter seeds, showing the traits affected by long urbanization. The study confirmed changes in the growth and reproduction mechanism of the S. alnifolia population under the urban environment, indicating reduced biological interaction due to vegetation fragmentation and isolation. This study provides limited but distinct ecological information about the function and persistence of key species in cities with a reduced scale of biological interactions and many negative environmental factors such as air pollution.

  • Although drought is a natural phenomenon, its damage occurs in combination with regional physical and social factors. Especially, related to the supply and demand of various waters, drought causes great socio-economic damage. Even meteorological droughts occur with similar severity, its impact varies depending on the regional characteristics and water supply system. Therefore, this study assessed regional drought risk considering regional socio-economic factors and water supply system. Drought hazard was assessed by grading the joint drought management index (JDMI) which represents water shortage. Drought vulnerability was assessed by weighted averaging 10 socio-economic factors using Entropy, Principal Component Analysis (PCA), and Gaussian Mixture Model (GMM). Drought response capacity that represents regional water supply factors was assessed by employing Bayesian networks. Drought risk was determined by multiplying a cubic root of the hazard, vulnerability, and response capacity. For the drought hazard meaning the possibility of failure to supply water, Goesan-gun was the highest at 0.81. For the drought vulnerability, Daejeon was most vulnerable at 0.61. Considering the regional water supply system, Sejong had the lowest drought response capacity. Finally, the drought risk was the highest in Cheongju-si. This study identified the regional drought risk and vulnerable causes of drought, which is useful in preparing drought mitigation policy considering the regional characteristics in the future.

  • Evapotranspiration (ET) is an important state variable while simulating daily streamflow in hydrological models. In the estimation of ET, for example, when using FAO Penman Monteith equation, the LAI (Leaf Area Index) value reflecting the conditions of vegetation generally affects considerably. Recently in evaluating the vegetation condition as a fixed quantity, the remotely sensed LAI from MODIS satellite data is available, and the time series values of spatial LAI coupled with land use classes are utilized for ET evaluation. Four years (2001-2004) of MODIS LAI was prepared for the evaluation of Penman Monteith ET in the continuous hydrological model, SLURP (Semi-distributed Land Use-based Runoff Processes). The model was applied for simulating the dam inflow of Chungju watershed ($6661.3km^2$) located in the upstream of Han river basin. For four years (2001-2004) dam inflow data and meteorological data, the model was calibrated and verified using MODIS LAI data. The average Nash-Sutcliffe model efficiency was 0.66. The 4 years watershed average Penman Monteith ETs of deciduous, coniferous, and mixed forest were 639.1, 422.4, and 631.6 mm for average MODIS LAI values of 3.64, 3.50, and 3.63 respectively.
