Electric Pole is a supporting beam used for power transmission/distribution which is sensitive to external force change of environmental factors. Therefore, power facilities have many difficulties in terms of maintenance/conservation from external environmental changes and natural disasters that cause a great economic impact. The aerial wire cause elasticity due to the influence of temperature, or factors such as wind speed and wind direction, that weakens the electric pole. The situation may lead to many safety risk in day-to-day life. But, the safety assessment of the pole is carried out at the design stage, and aftermath is not considered. For the safety and maintenance purposes, it is very important to analyze the influence of weather factors on external forces periodically. In this paper, we analyze the acceleration data of the sensor nodes installed in electric pole for maintenance/safety purpose and use Kalman filter as noise compensation method. Fast Fourier Transform (FFT) is performed to analyze the influence of each meteorological factor, along with the meteorological factors on frequency components. The result of the analysis shows that the temperature, humidity, solar radiation, hour of daylight, air pressure, wind direction and wind speed were influential factors. In this paper, the influences of meteorological factors on frequency components are different, and it is thought that it can be an important factor in achieving the purpose of safety and maintenance.

In September 2018, heat waves were declared to be a type of natural disaster by the Framework Act on the Management of Disasters and Safety. The present study examined the characteristics of heat waves from the perspectives of meteorological phenomena and health damage. The government's efforts to minimize the damages incurred by heat waves are summarized chronologically. Furthermore, various issues pertaining to heat waves that are being raised in our society despite the government's efforts are summarized by analyzing big data derived from reported news and academic articles.
The frequency of natural disasters because of global warming is gradually increasing, risks of flooding due to typhoon and torrential rain have also increased. Among these causes, the roads are flooded by suddenly torrential rain, and then vehicle and personal injury are happening. In this respect, because of the possibility that immersion of a road may occur in a second, it is necessary to study the rapid data collection and quick response system. Our research proposes a big data analysis system based on the collected information and a variety of system information collection methods for searching flooded road areas by torrential rains. The data related flooded roads are utilized the SNS data, meteorological data and the road link data, etc. And the big data analysis system is implemented the distributed processing system based on the Hadoop platform.
Real-time rainfall monitoring is of great practical importance over the highly populated Indochina area, which is prone to natural disasters, in particular in association with rainfall. With the goal of d etermining near real-time half-hourlyrain estimates from satellite, the three-layer, artificial neural networks (ANN) approach was used to train the brightness temperatures at 6.7, 11, and $12-{\mu}m$ channels of the Japanese geostationary satellite MTSAT against passive microwavebased rain rates from Tropical Rainfall Measuring Mission (TRMM) Microwave Imager (TMI) and TRMM Precipitation Radar (PR) data for the June-September 2005 period. The developed model was applied to the MTSAT data for the June-September 2006 period. The results demonstrate that the developed algorithm is comparable to the PERSIANN (Precipitation Estimation from Remotely Sensed Information using Artificial Neural Networks) results and can be used for flood monitoring across the Indochina area on a half-hourly time scale.

In view of the rapid development of economics and technology, perilous meteorological and geological conditions often cause natural disasters and result in severe loss of lives and properties in Taiwan. To promote multi-hazard mitigation strategies in an integrated a, pp.oach, the National Science Council established a National Science and Technology Program for Disaster Mitigation in January 1998. This program emphasizes on the implementation of research results in the National Disaster Management System. This paper describes the earthquake loss estimation methodology that is currently developed in Taiwan. Topics of potential earth science hazards (PESH) and building vulnerability analysis are described in detail.

Most of the natural calamities occurred in South Korea are due to rainfall, which are occurred during rainy season, June to September. The life-calamity reported in those seasons were over 75%, and the dead rate by the rainfall was about 98%. Especially, the disasters occurred in Pusan and Kyongsang-Namdo were highest of the whole country. The capability of landslide in this area was very high, which is included to Class 3 or Class 4 of disastrous risk grade suggested by the GIS system(Lee Su-Gon,1999). Those are based on the characteristics of topographical and meteorological data. In this study, the rainfall characteristics in Pusan were analyzed through the relationship between the cumulative rainfall and the maximum hourly rainfall. The landslide in this area depends on the elapsed time after maximum hourly rainfall intensity, and the most of landslide in Pusan recorded during within 3 hours after pick-time of rainfall intensity.

The purpose of this study is to examine the characteristics of disaster associated with typhoon passed through the sea areas excluding the South Sea around the Korean Peninsula. First, Korean peninsula-affecting typhoons were divided into their track patterns of passing through the Korean West Sea and East Sea based on typhoon data from 1951 to 2006 provided by Regional Specialized Meteorological Center(RSMC)-Tokyo. Then, annual and monthly frequency and intensity of typhoon in each pattern was examined. In particular, typhoon related damages during the period of 1973 to 2006 were analyzed in each case. Results showed that since early 1970, in the West Sea case, typhoon becomes weaker without significant change in frequency, while in the East Sea case, it becomes stronger with an increasing trend. It is also found that the high amount of typhoon damage results from the submergence of houses and farmlands in the East Sea case, while it is due to the breakdown of houses, ships, roads and bridges in the West Sea case. In addition, it is revealed from the analysis of rainfall and maximum wind speed data associated with typhoon disasters that the main cause of occurring typhoon disasters seem to be qualitatively related to strong wind in the West Sea case and heavy rainfall in the East Sea case.
Climate of Mongolia is a driven force on natural conditions as well as socio-economic development of the country. Due to the precariousness of climate conditions and traditional economic structure, natural disasters, specially disasters of meteorological and hydrological origin, have substantial effect upon the natural resources and socio-economic sectors of Mongolia. Mongolia's climate is characterized by high variability of weather parameters, and high frequency and magnitude of extreme climate and weather events. During the last few decades, climate of the country is changing significantly under the global warning. The annual mean air temperature for the whole territory of the country has increased by $1.56^{\circ}C$ during the last 60 years,. The winter temperature has increased by $1.56^{\circ}C$. These changes in temperature are spatially variable: winter warming is more pronounced in the high mountains and wide valleys between the mountains, and less so in the steppe and Gobi regions. There is a slight trend of increased precipitation during the last 60 years. The average precipitation rate is increased during 1940-1998 by 6%. This trend is not seasonally consistent: while summer precipitation increased by 11 %, spring precipitation decreased by 17. The climate change studies in Mongolia show that climate change will have a significant impact on natural resources such as water resources, natural rangeland, land use, snow cover, permafrost as well as major economic activities of arable farming, livestock, and society (i.e. human health, living standards, etc.) of Mongolia. Therefore, in new century, sustainable development of the country is defined by mitigating and adaptation policies of climate change. The objective of the presentation is to contribute one's idea in the how to reflect the changes in climate system and weather extreme events in the country's sustainable development concept.

The change of rainfall pattern due to recent climate change increases the occurrence probability of drought in Korea. Unlike other natural disasters, a drought has long duration, extensive area subject to damage, and greater socioeconomic damage than other disasters. In order to evaluate drought severity, meteorological drought indices are mainly used in practice. This study presents a more realistic method to evaluate drought severity considering drought climate factors as well as socioeconomic factors which are vulnerable to disaster. To perform a spatial evaluation of drought risk in Gyeongsang-do, drought risk was defined and analyzed through the hazard index and the vulnerability index. The drought hazard index was spatially assessed using the drought index and GIS. The drought vulnerability index was also spatially assessed using the 5 socioeconomic factors. As a result, the drought risks were compared and used for evaluating regional drought risk considering regional characteristics of Gyeongsang-do.

In recent years global climate change of hurricanes and torrential rains are going to significantly, that increase damages to property and human life. The disasters have been several claimed in every field. In future, climate changes blowing are keen to strike released to the world like in several movies. Reducing the damage of long-term weather phenomena are emerging with predicting changes in weather. In this study, it is shown how to predict the red tide phenomenon with multiple linear regression analysis and artificial neural network techniques. The red tide phenomenon causing risk could be reduced by filtering sensor data which are transmitted and forecasted in real time. It could be ubiquitous driven custom marine information service system, and forecasting techniques to use throughout the meteorological disasters to minimize damage.
