  • In this study, the analysis to the preference level on slope measuring instrument of weight values on effect factors find out the reasonable monitoring on slope was performed, in which used AHP(Analytic Hierarchy Process) techniques. The results on professional group, such as the industry, academic, institute and government, analyzed that the very important effect factors, which were indicator of various collapse type, convenience of instrument management, The evaluation of preference level on the slope measuring instrument analyzed the invar wire extensometer which was high level at convenience of install, economical efficiency of install and convenience of instrument management.

  • Measurement is used for evaluation of product or process exactly. If it couldn't measured correctly, Quality-cost must be raised and it would be hard to improve product quality. So, this study suggests improvement guide line for the multilateral problems of measuring instrument operation based on the investigation of 157 small and medium-sized enterprises in February, 2008. To use measuring instrument correctly, man who treat it must be accustomed with the structure, the performance, the method. The instrument is selected properly for the measurement goal. If not, results couldn't be correctly or wasted time, efforts, and costs. When selecting a instrument, the tolerance, the size, the figure, the material, and the efficiency must be considered. If the measuring instruments are controlled efficiently, it could be accomplished that improving product quality and coinciding with the goal of QM.

Development of a Method for Measuring Social Interest Index on Disaster Using News Data (뉴스 데이터를 활용한 재난에 대한 사회적 관심 측정방법 개발)

  • Social interest in disasters is a significant factor in shaping disaster management policies, enabling the enhancement of disaster safety management and prevention activities according to the specific needs of society. However, in the past, there were limits to measuring which disasters society was particularly interested in. Hence, in this study, a method of measuring social interest using news data was devised. Specifically, we classifed news reports into natural and social disasters, creating a comprehensive Social Interest Index (SII) on disasters covering from 2011 to 2021. Additionally, we quantitatively compared the SII with budgets allocated to disaster-related efforts. Our primary findings are as follows: First, our methodology not only distinguishes natural disasters from social disasters but also identifies emerging areas of societal concern. Second, in recent years (2014-2021), social disasters gained more attention than natural disasters. Third, the disaster safety budget accounted for approximately 3.5% of Korea's total budget, closely paralleling the SII we measured. However, exceptions were noted in cases such as heavy snow, cold waves, and heat waves, where the SII remained high, but the disaster safety budget was relatively low, indicating potential outliers. The findings of this research are projected to contribute to the improvement of national disaster management policies by providing a quantitative measure of social interest in disaster, enabling more informed and effective policy decisions.

Diagnostic Framework for Performance Measurement Practices of Public Broadcasting (공영방송 성과측정관행의 진단 틀)

  • An organizational performance measurement practice is a function of performance measurement system and performance management system they are currently employing, and its quality is determined by evaluating the followings in a comprehensive manner: first, if they are measuring right things; second, if they are measuring in a right way; third, if they are actively facilitating a process of data collection, structuring, analysis, interpretation, and dissemination; and fourth, if they are using performance measurement results for the primary purposes of performance measurement. This study proposes a diagnostic framework for evaluating the performance measurement practices of public broadcasting which include the qualities of performance measurement and performance management, and develop a structured questionnaire for that purpose. The framework proposed in this study does not serve only as a useful tool for public broadcasting to revise their respective performance measures and performance measurement systems, but it also make their respective performance measurement practices a strategic management tool as well as an operational management one.

  • Good records management is essential for good governance in modern democratic society. Though the records management institutions and policies in Korea were improved rapidly since the enactment of Public Records Management Act in 1999, the newly introduced records systems for administrative organizations including the New Electronic Data Management System(NEDMS) and Electronic Records Management Systems for Records Centers(ERMS/RC) have many problems in terms of ensuring the quality of records. The purpose of this study aimed to suggest quality criteria for measuring authenticity, reliability, integrity and usability of electronic records based on the international standards and guidelines such as ISO 15489, InterPARES project and BS ISO 15489 guidelines. The present study began with defining concepts and structure of records as evidence of activities. And it analysed four characteristics such as authenticity, reliability, integrity and usability of records by comparing various definitions in diplomatics and archival science literatures, and some projects reports. Finally it suggested the quality criteria for measuring authenticity, reliability, integrity and usability of records, and methods for maintaining them in each process of creation, maintenance and preservation.

  • The purpose of this research is to discuss the concept of measuring cryptocurrency literacy, especially Bitcoin. This research uses a qualitative approach. The data source comes from a literature review on cryptocurrency and opinions from Bitcoin academics, traders, and investors. Data collection was conducted through desk evaluations and interviews to determine what attributes should be considered for assessing Bitcoin literacy. The results of a literature review reinforced by discussion show that eight attributes can be used to assess basic level Bitcoin literacy, namely Bitcoin supply, regulatory guarantees, transaction recording, the role of third parties, treatment of transfer transactions, initial coin offerings, the smallest Bitcoin unit, and conversion with another currency. These eight attributes can be used to measure Bitcoin literacy through various questions with the choice of true, false, and do not know answers. This research is essential because there is no method to measure Bitcoin literacy. This research can be a measuring tool that becomes a reference or standard in assessing or measuring Bitcoin literacy. This study's results provide benefits to the development of science in the form of a tool that can be used to assess Bitcoin literacy and become a standard in assessing a person's level of understanding of Bitcoin.

  • The purpose of this research is to develop the methodology for measuring the effectiveness of the Korean National Quality Award. To test the validity of the model, confirmatory factor analysis is used. Conclusively, 79 questions in 15 sub-categories from 7 categories are developed valid in the empirical research. Seven categories are Leadership, Strategic Planning, Human-Resource Focus, Process Management, Customer & Market Focus, Information & Analysis and Results.

  • Many of today’s companies adopt Business Process Management to make their business processes efficient and at the same time pursue certain business values in order to make known that they are working for public interests and to enhance their images and competitiveness. On the other hand, to improve achievement of business values, not only the basic business activities but also the capability of measuring value achievement and ways to reflect the measuring results for process improvement should be built into their business processes. In this study, we propose a value achievement measuring framework that includes the design elements necessary for measuring value achievement and demonstrate its efficacy with an application example.

A Statistical Program for Measurement Process Capability Analysis based on KS Q ISO 22514-7 Using R (R을 이용한 KS Q ISO 22514-7 측정 프로세스 능력 분석용 프로그램)

  • Purpose: The purpose of this study is to develop a statistical program for capability analysis of measuring system and measurement process based upon KS Q ISO 22514-7. Methods: R is a powerful open source functional programming language that provides high level graphics and interfaces to other languages. Therefore, in this study, we will develop the statistical program using R language. Results: The R program developed in this study consists of the following five modules. ① Measuring system capability analysis with Type 1 study data: MSCA_Type1.R ② Measuring system capability analysis with Linearity study(Type 4 study) data: MSCA_Type4.R ③ Measurement process capability analysis with Type 1 study & Gage R&R study data: MPCA_T1GRR.R ④ Measurement process capability analysis with Type 4 study & Gage R&R study data: MPCA_T4GRR.R ⑤ Attribute measurement processes capability analysis : AttributeMP.R Conclusion: KS Q ISO 22514-7 evaluates measuring systems and measurement processes on the basis of the measurement uncertainty that was determined according to the GUM(KS Q ISO/IEC Guide 98-3). KS Q ISO 22514-7 offers precise procedures, however, computations are more intensive. The R program of this study will help to evaluate the measurement process.

  • The role of knowledge as the key source of potential advantage for organizations and economies has become a hotly debated topic. Some studies found that organizations had their own knowledge management styles. Knowledge Management draws form existing resources that organizations may already have in place. Checking the organization's infrastructures for Knowledge Management is the first step for Knowledge Management. Although the as- is analysis of organizations before knowledge management is important, but there is no study on the readiness for Knowledge Management. This study reports on the development of an instrument designed to measure the readiness of an organization for knowledge Management. Starting with the literature, 4 dimensions - strategy, process, culture/people, and technology - and 18 factors were identified. Then, a questionnaire for measuring readiness was created. Finally, the instrument was pilot tested to prove its reliability and validity. Following the pilot test, the factors all demonstrated acceptable levels of reliability. The result is 19 factors instrument comprising 4 dimensions which provide a useful tool for measuring the readiness for Knowledge Management.
