The New Role of Maritime Institutions from the Viewpoints on the Maritime Education, Training and Research Activities

  • Considering the present and expected demand for human resources by the maritime community, its quantity and quality depend on the number of the ships and the technology applied to them. Scientific and economic developments in this community bring the intensive use of modem technology for many of ships operation. Generally it effects to reduce the quantity of manpower, while it increases the requirement of qualifications of human resources to utilize such advanced technology. Considering above, the maritime education, training and research activities should be revised and updated according to the demand of the community. Because of a difference between the transition of the demand for the human resources and development of the maritime education, training and research activities, there are two most common questions as “What to teach” and “How to teach”. The first question has been asked for many years. The contents of maritime education and training are always related to the existing maritime knowledge and technology and should be updated with consideration of changes of the demand namely “Globalisation of maritime community”. It brings globalisation of the maritime education, training and research activities. The second question is still keeping us busy to look for the best way. Presently traditional methods are used together with new system, while the use of sophisticated simulation, communication and information systems etc. and it is changing our understanding on teaching. This paper introduces the new role of Maritime Institutions from the viewpoints of the maritime education. training and research activities. The role of guide for seafarers and maritime companies is always essential and the concepts such as “Refreshment Training”, “On the Job Training”, “Lifelong” or “Continuous Training” bring new understanding to the training period, trainee's age and position. As a result, the maritime institutions should be ready for their new role, which is, in brief, guiding the maritime society, recommending and providing new learning environments, organising research and developments, performing the education, training and assessment, improving existing methods and developing new methods of the education, training and assessment.

  • In Korea Maritime University facilities, environment, education and awareness about the Green Campus has been studied in the field. Based on this, domestic and foreign universities and the benchmarking of the environmental characteristics of our university campus environment, the composition of the plan were considered. In this study, based on what our universities have links with the community on what was discussed a lot about. In our university campus tour aimed at young people plan green, and sustainable management measures have been studied.

  • 국제해사기구인 IMO에서는 안전하고 효율적인 해양 정보통신 서비스를 제공하는 것을 목적으로 e-Navigation을 정의하였다. 현재, e-Navigation의 서비스를 위한 통신 인프라로서 해사 클라우드가 개발되고 있다. 본 논문에서는 해사클라우드 환경에서 해사ID를 효율적으로 등록할 수 있는 선박ID 연동 시스템의 구조를 설계한다.

  • Women represent only 1 and 2 percent of the 1.25million maritime officers in the world. Despite the slight increase of female maritime officers, there are few studies concerning them indicating that there has been insufficient progress especially on merchant ships. This study refers to the data from carried out 173 female students in Korea Maritime University and suggests the strategy of vitalization for female maritime officers using AHP and SWOT analysis.

  • 국제해사기구(IMO)는 2017년 해상 사이버 위험관리 지침(Guidelines on maritime cyber risk management)을 발표했다. IMO의 해상 사이버 위험관리 지침에 따라 각 기국은 2021년 1월 1일 이후 도래하는 첫 번째 연차심사 전까지 안전관리규약(ISM, International Safety Management Code)의 선박안전관리시스템(SMS, Safety Management System)에서 사이버 리스크에 관한 사항을 통합·관리 하여야 한다. 본 논문에서는 해상분야의 사이버 보안 관리대상 및 위험요소를 식별하고 취약성 분석을 수행하기 위하여 IMO가 제시한 산업계 지침 및 국제표준을 근거로 해상분야의 사이버 보안 취약분야를 관리적·기술적·물리적 보안의 세 가지 영역으로 구분하였다. 또한, 리스크 매트릭스(Risk Matrix)를 사용하여 보안영역별 위험요소에 따른 정성적 리스크 평가(RA, Risk Assessment)를 수행하였다.

Designing a Hydro-Structural Ship Model to Experimentally Measure its Vertical Bending and Torsional Vibrations

  • We herein propose a new design procedure of a flexible container ship model where the vertical bending and torsional vibration modes are similar to its prototype. To achieve similarity in torsional vibration mode shapes, the height of the shear center of the model must be located below the bottom hull, similar to an actual container ship with large opening decks. Therefore, we designed a ship model by imparting appropriate stiffness to the hull, using urethane foam without a backbone. We built a container ship model according to this design strategy and validated its dynamic elastic properties using a decay test. We measured wave-induced structural vibrations and present the results of tank experiments in regular and freak waves.
