사용자 요구사항 기반 초고속 해상무선통신망 활용성 증대 방안에 대한 연구 (Increased Utilization of LTE-Maritime Networks Based on User Requirements)

  • 해양수산부는 2016년부터 2020년까지 국제사회의 이내비게이션 도입에 선제적으로 대응하고 어선 등 소형선박의 해사안전 증진을 위해 "초고속 해상무선통신망(LTE-M)" 구축을 포함한 한국형 이내비게이션 구축사업을 추진하였으나, 초고속 해상무선통신망의 활용 관점에서 특정 목적에 한정하는 등의 한계점이 식별되었다. 이에 따라 통신망의 활용성 증대를 위해 사용자를 대상으로 설문 조사 및 인터뷰를 수행한 결과, 망 활용의 범위 확대, 망 활용 대상 확장, 망 활용 방식 다각화, 그리고 규제 완화 측면에서의 법·제도적 개선 사항을 확인할 수 있었다. 본 연구에서 도출한 사용자 요구사항을 기반으로 하여 향후 관련 법제 정비방안에 기여할 수 있을 것으로 기대한다.

Evaluation on performances of a real-time microscopic and telescopic monitoring system for diagnoses of vibratory bodies

  • In this study, the performance of a real-time micro telescopic monitoring system is evaluated, in which an artificial neural network is adopted for the diagnoses of vibratory bodies, such as solid piping system or machinery. The structural vibration was measured by a non-contact remote sensing method, in which images of a high-speed high-definition camera were used. The structural vibration data that can be obtained by the PIV (particle image velocimetry) technique were used for training the neural network. The structures of the neural network are dynamically changed and their performances are evaluated for the constructed diagnosis system. Optimized structures of the neural network are proposed for real-time diagnosis for the piping system. It was experimentally verified that the performances of the neural network used for real-time monitoring are influenced by the types of the vibration data, such as minimum, maximum and average values of the vibration data. It concludes that the time-mean values are most appropriate for monitoring the piping system.

The Ship in the New Saudi Commercial Maritime Law

  • The new commercial maritime law in the Kingdom came comprehensive and detailed for all topics related to commercial maritime navigation, thus responding to most of the problems that arise in the field, specifically regarding the ship as the focus of the rules of maritime law. This system defines the ship in law, regulates its civil status, determines how to name it, determine its domicile, and the conditions for acquiring Saudi nationality. It also contained a regulation of the rights granted to ships by ownership, as well as their lease and mortgage, the mechanism of attachment to them to settle debts and the rights in kind dependent on them and controlling the rights of third parties on ships and the procedures for forcibly selling them from precautionary seizure and executive seizure and then forced sale in public auction. Until this research was an effort to present a clear picture about the legal system of the ship in the new Saudi commercial maritime system and confirming the extent of the success of the Saudi legislator with the ship system in highlighting the legal frameworks for this facility prepared for maritime navigation.

  • 현재 우리나라는 선박자동식별장치(AIS)를 육상기지국 22개소, 운영시스템 11기 및 전국 통합망 구축사업을 완료하여 AIS 망과 시스템이 본격적으로 운용되고 있다. 그러나 항만 또는 항만 인근에서 레이더 탐지구역의 제한으로 인하여 한정된 서비스 범위를 갖는 해상교통관리제도(VTS)와 AIS를 연계하여, 서비스 범위를 인접해역과 연안수역까지 확대하여 선박교통을 관리할 필요성이 제기되고 있다. 따라서 본 논문에서는 기 구축된 AIS 시스템의 현황을 분석하고, 현행 시스템의 기술적 개선사항과 운영적 개선사항을 제시한다.

MIMO-aided Efficient Communication Resource Scheduling Scheme in VDES

  • As demands for the maritime communications increase, a variety of functions and information are required to exchange via elements of maritime systems, which leads communication traffic increases in maritime frequency bands, especially in VHF (Very High Frequency) band. Thus, effective resource management is crucial to the future maritime communication systems not only to the typical terrestrial communication systems. VHF data exchange system (VDES) enables to utilize more flexible configuration according to the communication condition. This paper focuses on the VDES communication system among VDES terminals such as shore stations, ship stations and aids to navigation (AtoN) to address efficient resource allocation. We propose a resource management method considering a MIMO (Multiple Input Multiple Output) technique in VDES, which has been widely used for modern terrestrial wireless networks but not for marine environments by scheduling the essential communication resources. We introduce the general channel model in marine environment and give two metrics, spectral and the energy efficiencies to examine our resource scheduling algorithm. Based on the simulation results and analysis, the proposed method provides a possibility to enhance spectral and energy efficiencies. Additionally, we present a trade-off relationship between spectral and energy efficiencies. Furthermore, we examine the resource efficiencies related to the imperfect channel estimation.

우리나라의 해상안전통신망 관리 체계 개선방안 (The Improvement method of operation system for the maritime safety network in our country)

  • 해상안전통신망은 해양사고의 예방과 해양사고발생시 인명과 재화를 효율적으로 보호하는 것을 주목적으로 하고 있다. 우리나라의 해상안전통신망은 1999년2월1일 GMDSS제도의 전면시행으로 인하여 관련통신설비들이 대폭 바뀌었다. 또, 이를 관리하는 관련법규와 운영 방식도 바뀌어 과거에 비하여 해상에서의 안전시설이나 관련제도가 강화되었다. 그러나 해양사고로 인한 인명피해는 줄어들지 않았고 오히려 증가하였다. 실제로 우리나라에서 발생한 전체 해양사고 중 약80%가 소형어선에서 발생하였으며 소형선박은 사고발생즉시 전복되기 때문에 신속히 구조요청이 이뤄져야 인명피해를 줄일 수 있다. 이에 대하여 최근 도입된 GMDSS 통신설비들은 자동화되어 신속한 구조요청 또는 조난통보를 한 수 있게되었다. 그러나, 소형어선의 해양사고는 대부분 5톤 미만의 선박이고, 이 선박들은 GMDSS제도에 의해 관리되지 못하는 문제점을 안고 있다. 본 논문에서는 우리나라의 현실에 적합한 해상안전통신망을 효율적으로 개선시킬 수 있는 대안을 제시하였다.

Comparative Study of Ship Image Classification using Feedforward Neural Network and Convolutional Neural Network

  • In autonomous navigation systems, the need for fast and accurate image processing using deep learning and advanced sensor technologies is paramount. These systems rely heavily on the ability to process and interpret visual data swiftly and precisely to ensure safe and efficient navigation. Despite the critical importance of such capabilities, there has been a noticeable lack of research specifically focused on ship image classification for maritime applications. This gap highlights the necessity for more in-depth studies in this domain. In this paper, we aim to address this gap by presenting a comprehensive comparative study of ship image classification using two distinct neural network models: the Feedforward Neural Network (FNN) and the Convolutional Neural Network (CNN). Our study involves the application of both models to the task of classifying ship images, utilizing a dataset specifically prepared for this purpose. Through our analysis, we found that the Convolutional Neural Network demonstrates significantly more effective performance in accurately classifying ship images compared to the Feedforward Neural Network. The findings from this research are significant as they can contribute to the advancement of core source technologies for maritime autonomous navigation systems. By leveraging the superior image classification capabilities of convolutional neural networks, we can enhance the accuracy and reliability of these systems. This improvement is crucial for the development of more efficient and safer autonomous maritime operations, ultimately contributing to the broader field of autonomous transportation technology.

  • This paper aims to propose optimal method to assess and cumulate the daily profit for liner shipping to support the shipping lines in making optimal decision with the highest average daily profit. This paper not only explains the actual calculated results align with decision-makers' behavior from concepts indicated in cumulative prospect theory but also contributes to an easy-to-apply method for liner shipping network predictability in and provides optimal decision-making is helpful for shipping managers for the best effective selection of the most appropriate alternative under uncertainties.

Novel Maritime Wireless Communication based on Mobile Technology for the Safety of Navigation: LTE-Maritime focusing on the Cell Planning and its Verification

  • Enhancing the performance of maritime wireless communication has been highlighted by the issue of cell planning in the sea area because of lack of an appropriate Propagation Loss Model (PLM). To resolve the cell planning issue in vast sea areas, it was essential to develop the (PLM) matching the intended sea area. However, there were considerable gaps between the prediction of legacy PLMs and field measurement in propagation loss and there was a need to develop the adjusted PLM (A-PLM). Therefore, cell planning was performed on this adjusted model, including modification of the base station's location, altitude, and antenna azimuth to meet the quality objectives. Furthermore, in order to verify the availability of the cell planning, Communication Service Quality Monitoring System (CS-QMS) was developed in the LTE-Maritime project to collect LTE signal quality information from the onboard equipment at regular intervals and to ensure that the service quality was high enough to satisfy the goals in each designated grid. As a result of verification, the success rate of RSRP was 95.7% for the intensive management zone (IMZ) and 96.4% for the interested zone (IZ), respectively.

해상 환경에서의 무선 이동 통신을 위한 선박용 Ad-hoc 네트워크 운용 시나리오 (Application Scenarios of Nautical Ad-hoc Network in Wireless Mobile Communication under Maritime Environment)

  • 육상에서는 기지국을 통해 고속의 무선 통신 시스템을 사용하고 없는 반면, 해상의 경우 기지국을 설치하는데 제약이 따르고, 이로 인해 긴 전송거리를 갖는 저속의 MF/HF 대역 모뎀을 주로 사용 하고 있다. 고속 전송을 위해 해상위성통신이 사용되기도 하지만, 비용이 비싸다는 단점을 가지고 있다. 낮은 비용으로 전송속도를 증가시키기 위해서는 Vehicular Ad-hoc Network (VANET)과 같은 기지국이 없는 상황에서 단말간의 통신이 가능한 네트워크의 구성이 필요한데, 해상의 경우 육상과는 다른 환경적인 특징들을 갖기 때문에 본 논문에서는 해상에서의 Ad-hoc 네트워크를 Nautical Ad-hoc Network (NANET) 이라 칭하며 NANET을 위한 시나리오를 설정하고, 시나리오 별 Multiple Access 및 Duplex 방식을 분석한 후, NANET을 구축하기 위한 주요 후속 연구 주제들을 정리하여 해상 무선 통신 연구를 위한 기본적인 Guide Line을 제시한다.
