The STCW Manila Amendments and its Challenges to the Far East

  • The comprehensive review of the STCW 1978, as amended in 1995 and associated Code was carried out from 2006 to 2010. These amendments will have a certain degree of impact on Maritime Education and Training(MET) institutes in terms of education and training of seafarer worldwide. Particularly, the Far East region countries are effected more than other regions since they covered about 30% of officers and 37% ratings in the world. In view of these facts this dissertation conceived to analyze the problems in the Far East main seafarer supply countries faced the implementation of "STCW Manila Amendments" To analyze these problems, this dissertation carried out questionnaire research to 7 targeted main MET of major Far East seafarer supply countries. After research this dissertation suggests the possible solutions such as, Joint On-Board Training Center; Joint Asia Maritime E-learning Systems; methods to reducing work-load, ship inspection burden and determine mandatory minimum safety manning standards in a safe way; technical cooperation fund to installation of training equipment; and clarify vague terminology of STCW Manila Amendments, to solve problems identified through the questionnaires.

A Study on the Training of Maritime Cadets of Increasing High Voltage Ships (증가하는 고전압 선박에 대한 실습생의 교육에 관한 연구)

  • Some major companies representing Korea's ship building actively take part in building Oil & Gas offshore which produces both oil and gas from the ocean. Merchant ships become enlarge and high-powered electric as well as increasing number of Oil & Gas offshore. Thus, maritime university cadets are pushed to participate in onboard training on 440V to 6,660V high voltage ships. Although they have difficulty and danger from onboard training course on high voltage ships, their curriculum is still focusing on the training on low voltage ships. Therefore, this study is to suggest the upcoming education measures based on the questionnaire survey and analysis from the Maritime cadets who had experienced in high voltage ships.

Exploring Plans to Improve the Onboard Training Management for Fisheries High School (수산계고등학교 승선실습 운영 개선 방안 탐색)

  • This study aimed at exploring, based on the current states and status of onboard training ship, plans to improve the boarding training management for fisheries high school. The results were as follows. The problems with the management of onboard training ship were summarized as the following four types. Firstly, The most training ships throughout the country became superannuated. Secondly, the safe equipments for training ships were necessary to compensate the defects to fall short of the international safety management standards. Thirdly, the problems could result from the dualized system between ownership and management, since training ships were owned by metropolitan and provincial education offices and operated by management centered schools. Fourthly, middle technicians such as professional fisheries manpower were not easily supplied with. The plans to improve the above problems were as in the following. Firstly, support and help of Ministry of Maritime Affairs and Fisheries were needed to launch new onboard training ships which substitute for the superannuated. Secondly, new onboard ships were required to be launched according to the updated international safety management standards. Thirdly, Korea Institute of Maritime and Fisheries Technology should hold onboard training. Fourthly, on-site onboard training expertise, systemic management, safety, etc. should be compensated through industry-university-institute collaboration.

  • The aim of onboard training of apprentice engineers in the training ship is to support and enhance fundamental knowledge and ability to have both theoretical and practical skills. This diversity in education and training improve the capability to handle problems in a crisis and build-up the feeling of confidence so they can effectively accomplish their assigned tasks in special circumstance like those onboard. Therefore this study suggests some remedies for qualitative improvement and guidance of onboard training ship for apprentice engineers to achieve the aims of onboard training to foster talented marine engineer officers with professional knowledge and leadership.

A fundamental study about maritime training for marine engineer using PBL(Problem Based Learning) (선박기관사 해기실습교육에 PBL(문제중심학습) 활용을 위한 기초연구)

  • PBL is a student-centered pedagogy in which students learn about a subject through the experience of problem solving. Marine engineer is the expert which supports the safe navigation and solves the problems could happen in independent situation as a ship. This study executed the fundamental study on the maritime training education for marine engineers using PBL. In this study, we conducted the survey on 56 students for 6 months using PBL in H university. The result showed the improvement on ability to solve the problems, interpersonal relationship, communication skill, synthetic thinking faculty and practical use of data but some students answered the complaint of the insufficient information and unacquainted learning method of PBL. This suggested the development and improvement plans for the maritime training education using PBL based on this fundamental study.

A Study on the Effects of ARPA/Radar Simulation Training

  • In this study, a survey was conducted among students who received ARPA/radar simulation training in order to verify the effect of training. An effective training method based on the analysis results was also proposed. Furthermore, this study analyzed full mission simulation conducted over one semester, and found that training effect increased as time passed. The survey showed improvement in skills related to radar/ARPA utilization, ARPA decoding, ship handling, and overall skill. Students responded practical skills improved more than theoretical knowledge, and also analysis showed that ship handling skills had a larger effect than radar decoding skills on improving overall skill, therefore proposed that theoretical education regarding the functions of radar and ARPA should be reinforced in ARPA/radar simulation training.

  • In recent years most of large-sized merchant ships have been equipped with a high-voltage system. The ships demanding a lot of electric power adopt the high voltage such as 3.3kV, 6.6kV, 11kV. Gradually as the high voltage system is increased in the ships, engineering officers are more opportunities to operate the high voltage system. So the high voltage training for engineering officers was established in the STCW 1978 as amended by the Manila Amendments in 2010. According to this convention when the engineering officers want to board the high voltage ships on and after January 1 in 2017, they must take the high voltage training. This paper, firstly, analyzes the content of high voltage training in STCW convention and IMO model course. In addition, it reviews the parts need to be considered in the content of the high voltage training. Finally this paper proposes the contents of training model divided into theory and practice.

  • Safety education for crew members is an essential education because it is directly related to life. When ship emergency response training is provided as a hands-on training rather than a sit-down training, the satisfaction of trainees and the educational effect are higher. However, for ship emergency response training to be conducted through practical training, educational conditions such as time and place are insufficient in reality. In recent years, the use of VR technology in education has been in the spotlight. Practicing through virtual reality is an educational method that other educational institutions are also aiming for because it can increase the educational effect regardless of time and place. On the other hand, in order to provide VR-based education, it is essential to develop related technologies and develop contents. In this study, VR-based content development was performed. The development scenario is about navigation and accident response plan, and it was developed for navigation in narrow waterways and limited visibility.

  • This research studies on Bridge Resource Management (BRM )improvement method base on BRM questionnaire result which was conducted and participated by the mariners and cadets who finished the basic onboard training by STCW 2010 (The Convention on Standards of training, Certification and Watch-keeping for Seafarers) Code A. Through questionnaire result, this paper collected opinions and analyzed data above all of survey items, such as: Time, education times, education material etc relate on theory, practice, simulation, ${\ldots}$to suggest efficient BRM program.
