The Maritime Environment Impact Assessment of Offshore Floating Wind Power in Ulsan - A Focus on Habitat Equivalence Analysis - (울산 부유식 해상풍력단지 조성에 따른 환경피해의 경제적 가치추정 - 서식지 등가성 분석법을 중심으로 -)

  • The main purpose of this study is to provide an objective evaluation standard for the assessment of marine spatial characteristics via Ulsan floating offshore wind power project using HEA.. Various levels of damage occur in the waters (5,017.6) near the floating offshore wind power terminals in Ulsan, including commercial damage, ecological destruction and reduction in quality of life due to seascape damage. Alternative restoration projects for calculating the economic value of damage were selected including artificial reef projects and estimates based on HEA. For basic households with a 4.5% social discount rate and a 100% maturity index over four years, the damage was approximately 457 hundred million won. The HEA in this study resolves the possible irrationality in the evaluation of marine spatial characteristics, since the value is calculated based on objective and clear DATA. Therefore, the study results are intended to facilitate conflict resolution between stakeholders in the future during the implementation of the marine spatial plan.

Occurrence and Spatial Distribution of Marine Mammals by Sighting Surveys in Korean Waters During 2011-2020 (2011-2020년간 목시조사에 의한 우리나라 연근해 해양포유류 출현 및 분포 현황)

  • National Institute of Fisheries Science conducted a total of 39 sighting surveys for marine mammals over 624 sighting days that covered 20,771 nautical miles in Korean waters during 2011-2020. Marine mammals were detected when 83.9% of the marine environment was less than or equal to three on the Beaufort wind scale. Thirteen species of marine mammals were identified, including two species of pinniped, with a majority of cetacean species. Frequently found species were narrow-ridged finless porpoise, followed by common dolphin, minke whale, Dall's porpoise, and Pacific white-sided dolphin. Narrow-ridged finless porpoises and minke whales were located in and offshore around the Korean peninsula, common and Pacific white-sided dolphins were exclusively found in the East Sea for most seasons. The other marine mammals were spotted in some seas and for limited durations.

Trace Metal Distribution and Ecological Risk Assessment in Marine Sediments from the Southeast Coastal Areas of Korea (남동해 연안 퇴적물 내 미량금속 분포 및 생태위해도 평가)

  • The concentrations of trace metals and organic matters in marine sediments collected from southeast Korean coastal areas were investigated. The primary purpose of this study was to evaluate the contamination status, spatial distribution and potential ecological risks associated with the physiochemical composition in the studied areas. We found that the concentrations of trace metals in marine sediments were as follows: Fe > Mn > Zn > Cr > Pb > Cu > As > Cd > Hg. According to the sediment quality guidelines (SQGs) of Korea, concentrations of Zn, Cr, Cu and Cd at all sampling sites were below threshold effect levels (TEL). However, concentrations of As, Hg, and Pb (i.e., at the 94-98% of sampling sites), were below the TEL. In addition, concentration factors (CF) in the surveyed area were found to be associated with low ecological risks, whereas As, Hg, and Cu showed moderate to high risk levels in some inner parts of the studied bays. Finally, the pollution load index (PLI) and ecological risk index (ERI) of the elucidated metals were linked to moderate ecological risk, pointing to the possibility of being deleterious to some benthic organisms.

  • Land-use changes due to the socio-economic environment influence landscape patterns and processes, which affect habitats and biodiversity. This study considers the effects of such land-use changes, particularly on the traditional rural "Maeul" forested landscape, by analyzing landscape structure and vegetation changes. Three study areas were examined that have seen their populations decrease and age over the last few decades. Five types of plant life-forms (Raunkier life-forms) were distinguished to investigate ecosystem function. Principle component analysis was used to understand vegetation dynamics and community characteristics based on a vegetation similarity index. Ordination analysis transformed species-coverage data was introduced to clarify vegetation dynamics. Landscape indices, such as area metrics, edge metrics, and shape metrics, showed that spatial heterogeneity has increased over time in all areas. Pinus densiflora was the main land-use plant type in all study areas but decreased over time, whereas Quercus spp. increased. Over a decade, P. densiflora communities shifted to deciduous oak and plantation. These findings indicate that the impact of human activities on the Maeul landscape is twofold. While forestry activities caused heavy disturbances, the abandonment of traditional human activities has led to natural succession. Furthermore, it can be concluded that the type and intensity of these human impacts on landscape heterogeneity relate differently to vegetation succession. This reflects the cause and consequence of patch dynamics. We discuss an approach for sustainable landscape planning and management of the Maeul landscape based on traditional management.

Comparative Analysis of Blue Carbon Stock Spatial Data in the Estuaries and Coastal Areas of the Geum and Nakdong Rivers (금강 및 낙동강 하구·연안의 블루카본 저장량 공간정보 비교)

  • As extreme weather events caused by climate change are occurring around the world, blue carbon has recently been gaining attention as a carbon sink. Blue carbon has been officially recognized by the Intergovernmental Panel on Climate Change (IPCC) as a means of reducing greenhouse gases, and various studies are underway to discover new blue carbon sources both domestically and internationally. Domestic blue carbon research is centered on carbon absorption and storage in tidal flats, which account for most of the coastal wetlands, but there is a lack of research on spatial information. This study utilized the carbon storage of tidal flats from previous studies and converted it into location and spatial information for each basin of the Geumgang and Nakdong rivers. In addition, a proxy value of carbon storage per area by basin was calculated to compare and analyze the total carbon storage of various tidal flats in Korea and abroad. As a result of the analysis, both the Geumgang and Nakdong River basins showed different amounts of carbon storage depending on the tidal flats data, with the highest amount in the Geumgang basin coming from the National Ocean Survey (469,810.1 Mg C) and the highest amount in the Nakdong River basin coming from the Ministry of Environment (217,145.01 Mg C). The results of this study can be used as a basis for future research on the establishment of domestic blue carbon spatial information.

Study on Merging Method of SSTs Using Multi-satellite Data (다종 위성 자료를 활용한 해수면온도(SST) 합성기법 개발 연구)

  • This study introduces a technique to merge three different sea surface temperature(SST) data obtained from multi-satellite sensors. NGSST algorithm, the most popular method of related society, estimates a center pixel of target SST using temporal and spatial correlations, excluding SST accuracies according to sensing methods or properties of satellites. We suggest a merging method of SST to consider the accuracy by satellite or sensor with a comparison with NGSST method. The data used for a merged daily SST with spatial resolution of 5 km was applied from three different satellite sensors such as MODIS, AVHRR and AMSR-E from April 2 to 4, 2011 around the southern coast of Korea. Results of the comparisons showed that the new method is higher than the NGSST method and its STDEV represents a comparatively low value. In future we are planning to compare and analyze the datasets during the daytime as well as nighttime over total cycle of the day.

Functional Requirements to Develop the Marine Navigation Supporting System for Northern Sea Route (북극해 안전운항 지원시스템 구축을 위한 기능적 요구조건 도출)

  • International attention on the Northern Sea Route has been increased as the decreased sea-ice extents in Northern Sea raise the possibility to develop new sea routes and natural resources. However, to protect ships' safety and pristine environments in polar waters, International Maritime Organization(IMO) has been developing the Polar Code to regulate polar shipping. The marine navigation supporting system is essential for ships traveling long distance in the Northern Sea as they are affected by ocean weather and sea-ice. Therefore, to cope with the IMO Polar Code, this research proposes the functional requirements to develop the marine navigation supporting system for the Northern Sea Route. The functional requirements derived from the IMO Polar code consist of arctic voyage risk map, arctic voyage planning and MSI(Marine Safety Information) methods, based on which the navigation supporting system is able to provide dynamic and safe-economical sea route service using the sea-ice observation and prediction technologies. Also, a requirement of the system application is derived to apply the marine navigation supporting system for authorizing ships operating in the Northern Sea. To reflect the proposed system in the Polar Code, continual international exchange and policy proposals are necessary along with the development of sea-ice observation and prediction technologies.

  • 해상교통관제(VTS, Vessel Traffic Service)는 초창기 정보 전달 역할에서 최근에 선박의사결정지원과 정보통신기술이 결합된 e-Navigation의 중심축으로 그 역할이 확대 되고 있다. 관제 구역은 선박이 항해하는 항로, 정박지, 준설구역, 급유작업, 수상레져 활동, 낚시등 다양한 해양 활동이 동시에 이뤄지고 있다. 따라서 발전하는 관제센터의 역할에 발맞춰 관제 구역에도 해양공간계획(MSP, Marine Spatial Planning) 개념을 도입하여 구역에 대한 관리를 강화해 나갈 필요가 있다. 본 연구에서는 해양공간계획을 도입한 선행 연구 사례를 검토하고 이를 우리나라 해상교통관제에 적용하기 위한 제안을 하고자 한다.

Polychaete Community Structure from Inshore and Offshore of Lake Shihwa (Korea) in March, 2008 (2008년 3월 시화방조제 내측과 외측해역에서 저서다모류 군집구조)

  • Polychaete community structure and its spatial distribution was investigated in 2008 from inshore and offshore of Lake Shihwa, Korea, in order to evaluate status of the benthic environment according to construction of the dike and the water gate. In the present study, the number of species, density, and diversity of polychaete community in inshore was significantly different from those in offshore. The density of polychaete community in offshore increased with the number of species whereas the diversity in inshore increased with the number of species. Dominant species in offshore were 13 species, higher than 1% of the total polychaete individuals. Heteromastus filiformis, known as the most dominant species before the construction of the dike, was the most dominant species in offshore, which collectively account for 54% of the total polychaete individuals. In inshore, the seven species were dominant, higher than 1% of the total individuals. Lumbrineris longifolia, Polydora sp., Capitella capitata, Pseudopolydora paucibranchiata, known as pollution tolerant species, contributed to higher than 75% of the total individuals in inshore. Multivariate statistical analyses, non-metric multidimensional scaling, showed apparent difference in polychaete community structure between inshore and offshore, and also difference between inner sites and outer sites of inshore around the water gate. Sediment characteristics (total organic carbon and nitrogen, ignition loss, and acid volatile sulfide) measured in this study also supported to this result. Therefore, this indicates that the offshore provides better benthic environments for polychaete habitation than the inshore, and the inshore around the water gate shows improving benthic environment, compared to the inner inshore.

Recent Trends in U.S. Ocean Policy and the Direction of Ocean Environment Conservation Policy (미국 해양정책의 최근 동향과 해양환경 보전정책 방향)

  • Recent trends in U.S. ocean policy were briefly reviewed through the keywords in the documents from the three consecutive administrative offices of U.S. government since 2010. Many keywords was unchanged since 2010 implying that the confirm foundation of US ocean policy is not easily shaken. Among the administration-specific main drivers, emphases on Coastal and Marine Spatial Planning in 2010, Ocean Mapping in 2019, and the 2021 goal of conserving 30% by 2030 may profoundly affect the directions of U.S. ocean environment conservation policy. Decadal trends and implications in main key words of U.S. ocean policy as are reflected from the documents produced by the above three administrative offices were also shown to affect future perspectives of global ocean environment conservation policy as well as the corresponding Korean policies.
