A Survey and Study on Operator's Awareness for a Suggestion of Policy for Revitalization of Small Libraries in Gwangmyeong City (광명시 작은도서관 활성화 정책 제안을 위한 운영자 인식조사 연구)

  • Small libraries have continued to be extended since 2013 enactment of regulations requiring establishment of small libraries in multi family housing complex not less than 500 households and the 'Living SOC Project' of national government. Gwangmyeong city designated the year of 2020 as the 'year of citizen autonomy' sharing the authority with citizens and publicly announced its plan to rapidly extend the living and cultural spaces as a part of that extension. Likewise, as the social environment and the need of users are expected to change, it seems that the small libraries in Gyangmyeong City must prepare a plan for practicing a long and mid term practices in responding to that change. Thus, this Study tries to make a suggestion for a plan for the policy for revitalization of small libraries in order to handle those changing social environment and the need of users. For this, a survey and in-depth group interview were conducted for the operators of the small libraries in Gyangmyeong City. As a result of this Study, the following policies are suggested: first, improvement of support system for improving operational system, strengthening of cooperative system of public libraries, and strengthening of role of public small libraries, strengthening of public characters of private small libraties and differentiated support through evaluation based on abilities; and second, it is necessary for utilization of circulating librarians and professional volunteers, sharing of materials through mutual lending of books, associate librarians having term of office and revitalization of small library conference by regions.

Development of Regional Balanced Index for Administrative Districts and Dongs in Seoul using Factor Analysis (요인분석을 활용한 서울시 자치구/행정동의 지역균형지수 개발)

  • Purpose: Regional gaps and conflicts between regions due to Korea's economic development and industrialization have become important issues, and the issue of balanced regional development at regional level has been discussed as the size of the region has increased recently. Although evaluation of regional balance was attempted through various regional balanced development indexes, it is inappropriate as a standard for determining regional balance in Seoul. Therefore, this study aims to develop objective evaluation methodologies and evaluation indicators for balanced development of administrative districts in Seoul, not existing city and national units. Methods: We looked at existing regional balanced development indexes, and suggested a new regional balanced index reflecting regional development, backwardness, and spatial characteristics in Seoul using factor analysis. Results: As a result of factor analysis, the regional balanced development index for administrative districts and administrative dongs consists of two factors (regional revitalization, financial power) and three factors (commercial density, social security demand, regional retardness), respectively. Then the regional balanced development index scores for 116 administrative districts and 423 administrative dongs are calculated by multiplying each factor by a weight obtained through experts' survey. Conclusion: The proposed regional balanced development index can be used as an objective and quantitative basis for regional balanced development within a city. Further research may include continuously adding new indicators that reflect the direction and scale of development.

  • In Germany has a long history of ecological restoration and restoration management. At the beginning of the 1990s, the "Erfolgskontrolle" was used as an evaluation program after the restoration project and many exchanges of views took place. It is the time, in Korea, there is a need for a comprehensive evaluation program after the restoration project, as there is no evaluation method yet. At this time it may be the "Erfolgskontrolle" in Germany as a practical model for the Korean restoration management program. The purpose of this study is to identify the concept and character of the "Erfolgskontrolle" and to demonstrate the implication and potential of application, through the analysis of the implementation example of the revaluation of river revitalization. To achieve the goal was carried out theoretical and 3 exemplary revitalization research cases. And it was endeavored to deliver the German way of acting and the basic idea to Korea. For the restoration, the "precautionary principle" should be considered first, the upper legal regulation should not be violated. In order to apply "Erfolgskontrolle" in practice, the goal formulation should be clear and systematically evaluated. And through the collection of typified cases, the comprehensive and unified theory should be established, it is possible, thus the qualitative assessment of the restoration project.

  • The introduction of the OHSMS(occupational health and safety management system) into the enterprise has been increased. But, to prevent accidents and take the value creation effectively, it is recommended that this system and the other management system based on business process should integrate. This paper deals with the present conditions and business values of OHSMS, KOSHA 2000, OHSAS 18001 and/or K-OHSMS 18001, which have introduced to Korea since 1997. By reviewing literature, we analyzed study trends in the development of quantitative and qualitative certification standards and the assessment methods of OHSMS. Also, we can summarize the field issues related to installment and operation of OHSMS : motivation, advantage, problems, obstacles, lessons, and revitalization. And then we can suggest issues of the integrated management system such as background, purpose, adoption view, and the integration types.

  • With overall opening of global construction market by World Trade Organization (WTO) agreements, importance of management efficiency of construction industry which considers both tangible and intangible assets is recently being recognized in our nation. That is, efforts for reinforcement of competitiveness must be placed through maximization of values of internal and external intangible assets of construction industry such as management innovation, information, investment in technology and R&D and intellectual property. Accordingly in this study, evaluation criteria for intangible assets of construction industry were investigated and classified. Using such criteria, evaluation index and model were established based on the degree of importance of each criterion. The purpose of this study is to review importance of intangible assets in terms of competitiveness and management efficiency of construction industry and to provide basic data for establishment of intangible assets and revitalization of investment.

A Study on the Revitalization of the Blood Donation among College Students Majoring in Public Health-Related Subjects (보건관련학과 대학생들의 헌혈활성화 방안 연구)

  • The purpose of this study was to identify the difference and relations on frequency of blood donation, self-esteem and moral behavior of college students majoring in public health-related subjects. 400 college students were surveyed using structured questionnaires for a period from March to June 2014. Data were analyzed using descriptive statistics, t-test, ANOVA and Pearson Correlation Coefficient with the SPSS program. There were significantly differences in frequency of blood donation according to gender, grade, blood donation experience of family members and self-esteem. There was a significant positive correlation between frequency of blood donation and self-esteem. However, there was no significant correlation between frequency of blood donation and moral behavior. In conclusion, it has found out that the frequency of blood donation of college students majoring in public health-related subjects was related with gender, grade, blood donation experience of family members and self-esteem. Therefore, it is recommended to consider that encouragement of participation in blood donation to family members would be an effective way to increase frequency of blood donation and then It would be ideal to utilize in establishing policies and promotions towards revitalization of the blood donations.

A Study on the Adaptive Reuse Plan for 2013 Suncheon Bay Garden Expo Site (2013순천만국제정원박람회장 활용 계획 연구)

  • This study aimed to adaptive reuse plan a take advantage of Suncheon Bay Garden Expo 2013. Detailed objectives included: to identify and foster cultural and ecological resources in Suncheon Bay and Garden Expo Site; and to search and propose characterized program in the site for efficient utilization; and to revitalize a site for the vitalizations of the region where garden culture and garden industries for strengthening local competitiveness. The study was multi-phased. The first stage included basic surveys such as site status and environmental context analysis, and questionnaires and similar case studies, and the second stage was to review the direction of preliminary planning, develop associated industries and strategies for regional revitalization and review and incorporate project details. And the third stage aimed to develop a comprehensive plan from spatial plans and program plans and suggest plans to vitalize the operation of the site. The results of the study are as follows: First, the characterization strategy is 'healing experience tourism', 'healing garden', 'healing herbal care' are suitable for the site and regional revitalization. Second, the dimension of 2013 Suncheon Bay Garden Expo which was distinguished into four areas, in consideration of the characteristics and contents of the garden expo site for efficient operation and maintenance. Four area are as follows: the park oriented area, the experiential tourism oriented area, the existing conservation oriented area, and the area for associated industries. Third, the practice of private and public partnerships is needed in order to efficiently manage and operations. The significance of this study is that it is seeking to take advantage of the Garden Expo site and set the plan by existing resources and in consideration of local characteristics, in conjunction with area to envision and proposed management plan. Some problems are remained which have not been able to deal with details program and organization and financial planning programs for the operation of the site. This is for further study.

Derivation of Creative SW HRD Policy Using Analytic Hierarchy Process (계층분석을 활용한 창의적 SW인재양성 정책방향 도출)

  • The paradigm of SW industry has been rapidly changing into mobile and cloud technology environment. Research model based on PEST-SWOT analysis was employed to derive internal and external factors connected with PEST factors through analyzing the current status and problems of SW HRD system in Korea. Survey was conducted by 20 experts who are involved in SW companies, university, and R&D research institute using AHP(Analytic Hierarchy Process) model. The empirical result showed that SW fusion HRD, creativity-oriented university education in the field of software, global education and exchange, and revitalization of SW venture ecosystem are derived as policy visions of SW HRD for smart industry ecosystem. Another findings are that SW fusion HRD, revitalization of SW venture ecosystem, Job Creation through revitalization of SW start-up, Creation of coexistence between SW large enterprises and SMEs, creativity-oriented university education in the field of software, and global education and exchange are presented in order in terms of the importance of policy priority.

  • The allotment rate for railway transportation keeps an yearly 6% in Korea. However, the railway logistics will cause the opposite result according to the continuous investment and logistics rationalization. The study on railway logistics as well as inter-Korean railway that might highly contribute to the development of railway logistics is not enough at all. The purpose of this paper is to study the revitalization strategy for inter-Korean railway by forecasting the demand and the scale of railway logistics depot. The revitalization strategies for inter-Korean railway through railway logistics depot are as followings. First, it is necessary to strengthen the partnership with coal user in the logistics depot. Second, it is encouraged to provide the financial assistance that are needed in the maintenance of the decrepit North Korea's track as well as the establishment of Donghae northern line that is from Gangneung to Jejin. Third, the railway cost on long/short transportation and large sized shipper is needed to apply in a flexible way. Fourth, it is necessary to obtain the railway traffic right by involving the foreign mining development. Fifth, it is encouraged to constantly find the small sized shipper like cement company.

A Study of the Future Strategy and Mission for the Stakeholders in Industry, Academy, and Government for the Revitalization of CM (CM 활성화를 위한 산학관 분야의 향후 발전방향 및 미래과제)

  • The Construction Management contracting method and administration system had introduced to Korea 10 years ago. The actual CM consulting contract has adapted just for 5 years only. The CM administration system proves lots of innovative construction practices, upgrading construction industry from corporations to site operations. However, there are more tasks to the CM professionals to revitalize CM contracting methods and administration system. This research investigated what CM has achieved for the past 10 years and what CM should accomplish for the coming 10 years as future strategy and missions. Overseas CM practices are reviewed and domestic market, regulations, requirements are investigated through structured interviewed and in-depth survey to CM professionals. Many interesting issues were found through research process and those topics were categorized by industry, academy and government for defining current problems and future tasks. These issues for future strategy and mission needs to be utilized to develop future CM contracting methods and administration system. The system to follow up these meaningful results of CM is important for the future progress.
