현대사회는 다양한 형태의 위기에 노출되어 있다. 특히, 9·11테러 이후로 각 국가는 비군사적 위기에 대한 관리의 비중이 점차 커지고 있다. 이에 본 연구에서는 제4차 산업혁명시대에서 국가위기관리를 위해 인공지능(AI)을 활용하는 방안에 관한 고찰을 목적으로 한다. 이를 위해 인간의 의사결정을 지원해주기 위해 운용되고 연구개발(R&D) 중인 인공지능(AI)의 실효성을 분석하여 인공지능(AI)을 국가위기관리에 활용 가능성을 살펴보았다. 연구결과, 인공지능(AI)은 데이터에 근거한 객관적인 상황 판단과 최적의 대응 방안을 정책결정권자에게 제시해주어 급박한 위기 상황에서 정책결정권자의 결정행위를 지원해주는 것이 가능하여 인공지능(AI)을 국가위기관리에 활용하는 것이 효율적임을 알 수 있었다. 이러한 연구결과는 신속하고 효율적인 국가위기 대응을 위해 인공지능(AI) 활용의 가능성을 제시해 준다.

Enterprise Risk Management(ERM) is aiming at the establishment of the risk management process to prevent and cope with risks in advance and is composed of Risk Identification, Risk Assessment, Risk Response and Monitoring. It is feedback through the Risk Re-identification. This study has analysed a sample of the risk management system of an airport operating corporation, for this purpose, relevant documents and examples of overseas airports have been reviewed. It has found that corporations establishing ERM have been performing identical procedures such as the process of Identification, Assessment, Effective Reporting, Communication and monitoring and so on. The A corporation has established the process for risk management and crisis management and organized for its organization and system. The risk management has the same process such as above. In this process, when the symptoms of critical crisis have been recognized, it has been transformed into crisis management system, through which, corporate-wide response has been conducted in the process of crisis status analysis, response and follow-up management. This study expects to contribute to systematic foundation for future business continuity on the basis of risks and response procedures acknowledged by this study.

Economy of Ukraine is characterized by the rapidly increased level of financial failures at a corporate level. Conditions of doing business in Ukraine become tighter year after year and it should motivate the business owners not only to watch more accurately the state in which their business is but also to introduce new, more precise, more tight systems of crisis management and economic security. The experience shows that in order to stay afloat and not to suffer losses companies should pay more attention to different areas of economic security, such as production potential, financial indicators, logistics, staff, etc. For this purpose companies should use a system of valuation of the most important for their activity indicators and transform their values in an integral one in order to use this assessment in making managerial decisions. Such a valuation is one of the components which the article presents. The article also reveals the key points which characterize crisis management as an integral part of enterprise development and economic security. There are specified the essence and problems of crisis management and proposed the ways of raising the level of economic security of a company based on the example of an industrial and commercial enterprise. The key focus of the enterprise's economic security management is defined as constructive responses to threats from the external environment and, as a result, ensuring stable functioning and effective realization of untapped potential in the future. The current assumption is to explain the scheme of strategic management of an industrial and commercial enterprise and to calculate the methodology of an express assessment of the level of enterprise economic security, taking into account the components of crisis management. To assess the level of economic security of the enterprise, it is proposed to use the method of point assessment, which is based on a multi-level system of indicators, which covers the main areas of the enterprise's activity.

본 연구는 조직간 관계이론 중 협력관계와 관련하여 양자의 상호작용수준을 기반으로 하여 현재 우리나라의 대테러 위기대응관리체제 간에 어느 정도의 협력수준을 확보하고 있는지에 대하여 실증적 연구를 통하여 분석하였다. 분석결과를 통하여 테러에 효과적으로 대응하기 위한 위기대응관리체제간의 협력의 필요성에 대해 테러업무담당자들은 광범하게 인식하고 있으며, 조직간의 유기적 협력을 위해서는 위기대응체제 내부적인 차원에서 담당자들의 협력에 대한 가치관과 행태의 정립이 우선시되어야 한다는 정책적 시사점을 제시하였다.

본 연구는 2004년 이후 최근까지의 위기관리 분야 사례연구 논문의 연구경향을 연구문제 및 사례 대상에 대한 분석과 일반화 과정에 초점을 두며, 과학적 추론으로써 사례연구방법 활용에 있어서 향후 연구의 발전방안을 제시하고자 하였다. 분석 결과 현재 한국에서의 위기관리 분야 연구는 거의 대부분이 개별기술적 사례연구로서 위기관리 분야의 개별 분과학문으로서의 발전을 위한 이론 형성에 기여할 수 있는 연구가 드문 것으로 나타났으며, 연구설계에 있어서도 보다 치밀한 사례연구의 설계를 위한 연구문제의 규정 및 사례선정의 논리, 자료분석을 위한 틀을 구체적으로 제시하는 경우가 드문 문제점이 나타나 향후 사례연구 방법에 대한 접근에 있어 연구자들의 연구설계에 대한 심도 있는 접근이 요구된다 할 것이다.

미국은 국토안보부에서 '국토안보법'에 근거하여 공공과 민간부문 전체에 걸쳐 사이버공격과 그로 인한 위기사태를 예방하고 대응하기 위한 실질적인 조치들을 수행한다. 한국의 경우 공공분야와 민간분야에 따라 또는 주요정보통신기반시설 여부에 따라 적용 법령 및 주관기관이 달라지는 형태를 갖는다. 본 논문에서는 미국의 일원화된 사이버 위기관리 체계의 소개를 통해 우리나라 사이버 위기관리 체계 수립에 있어서 통합적이며 조직적으로 이루어지는 것이 예방의 효율성과 대응의 적시성 등에 있어 바람직함을 일깨우고자 한다.

This papepr analyzes the causes of the crisis of Library and Information Science and proposes an management program of LIS. To overcome this crisis, the author made an management program by solidifying LIS as a science and enlarging research fields. To solidify LIS as a science, it can be helpful to translate classical literature on LIS into Korean for universality, and to base our own history and culture for individuality. Enlarging research fields of LIS will help to enrich theories and to develop new jobs. She suggests archives, local studies collection, preservation and literature on North Korea as additional research fields by example.

위기 커뮤니케이션에 있어 SNS를 비롯한 뉴미디어 활용의 중요성이 강조되고 있지만 구체적인 활용 방안에 대한 고찰과 논의는 부족한 실정이다. 이 연구는 지난 해 논란이 되었던 식약처의 '파라벤 치약' 사례를 중심으로 정부의 위기관리 체계를 커뮤니케이션 관점에서 살펴봄으로써, 위기 시 대언론관계 관리와 뉴미디어의 역할에 대해 실무적 함의를 제공하는 것을 목적으로 한다. 이 연구는 정책 이슈의 확산 과정을 SNS 중심의 의제설정 관점에서 살펴보고, 정책결정과정의 주요 참여자인 정부, 언론, 국민들이 정부의 위기 상황에서 어떤 메시지를 생산하였는지 비교하였다. 이를 위해 파라벤 치약 이슈가 논란이 되었던 한 달여 동안의 사건 전개 과정을 4단계로 구분하고, 단계별로 식약처의 해명 자료와 주요 언론의 보도 기사(총 45건), 관련 트윗(총 645건)을 텍스트 분석, 어절 분석, 네트워크 분석을 통해 살펴보았다. 정부, 언론, 국민이 생산한 메시지를 분석한 결과를 토대로 식약처의 위기 커뮤니케이션에 있어서의 문제점에 대해 논의하고, 위기 발생 시 정부의 대언론 관계 관리 및 뉴미디어 활용 방안을 제시하였다.

이 연구는 국가위기관리체계 패러다임의 변화를 통해 우리나라 민방위체계의 현황과 문제점을 분석하고, 가장 기본적으로 민방위대의 실효적인 기능과 조직체계가 필요하다는 진단 하에, 정예민방위대 구축을 개선방안으로 제시하였다. 전 세계적으로 유사하게 나타나는 국가위기관리체계 패러다임을 이론적으로 접근하기 위해 1) 민방위에서 국민보호 패러다임으로의 변화, 2) 지속가능한 국가위기관리체계의 원리, 3) 위기관리의 협력적 거버넌스에 대해 설명하였다. 국가위기관리체계상 나타나는 민방위의 문제점으로써는 1) 민방위의 이중적 기능으로 인한 조직 정체성 모호, 2) 민방위 및 재난관리체계의 비효율적 편제, 3) 민방위체계의 중앙집권적 경향으로 인한 지자체의 대응역량 약화, 4) 지역사회 실정 및 민방위자원의 실태 간과를 지적하였다. 민방위대가 본래의 취지대로 실질적인 역할을 할 수 있도록 하기 위해서는 위기사태 대비 및 대응에 필요한 전문기술을 가진 인적 자원들로 구성된 정예민방위대를 구축하여 이를 구심점으로 민방위대 관리운용을 실시해야 할 것이다. 이에, 정예민방위대 구축의 구체적인 방안으로써, 1) 위기관리관련 전문인력의 선발 및 활용, 2) 재난관리기능 중심의 조직편제, 3) 지방자치단체 중심의 민방위대 역량 강화를 제시하였다.

Recently, interest has heightened over 'critical infrastructures' and their reliability in the face of potential terrorist attack. Assault on any of the critical infrastructures as transportation, power, water, telecommunications, and financial services, entails great consequences for their users as well as the other interdependent critical infrastructures. How to protect our vital critical infrastructures is the key question in this paper. The purpose of this article is to suggest the implications for crisis and emergency management to protect the critical infrastructures in our society. For achieving the purpose, we examined the concept of comprehensive security, national crisis, and critical infrastructure and, using the holistic approach, we examined the comprehensive emergency management for suggesting the implications for establishing the critical infrastructure protection system; building up the high reliability organization, organizing and partnering, assessing the risk, preparing first responders, working with private owners of critical infrastructures, working with communities, improving the administrative capacity.
