Trend Analysis of ICT Accessibility and Utilization Levels of Korean Students based on OECD PISA Data (OECD PISA 자료를 활용한 우리나라 학생들의 ICT 접근 및 활용 수준 추이 분석)

  • The purpose of this study is to investigate the directions of information and communication technology(ICT) education in K-12 based on the analysis of ICT accessibility and utilization levels of Korean students. To this end, we analyzed the trends of Korea and OECD countries by survey period, focusing on the OECD PISA 'ICT familiarity survey' conducted in 2009, 2012 and 2015. The surveyed subjects were 15 year-old students and the analysis method was calculated based on the sampling weights. The results of the analysis of Korean students are as follows: First, ICT accessibility at home increased from 2009 to 2015, but was consistently lower than the OECD average. Second, the overall Internet usage time was lower than the OECD average. The Internet usage time on weekdays increased from 2012 to 2015, but on weekends decreased. Third, the ICT accessibility in schools decreased from 2009 to 2012, and increased in 2015, but was lower than the OECD average in 2015. Fourth, the student age ratio of first time computer usage increased from 2012 to 2015 and the average age for computer usage began before age 6, but was below the OECD average. Lastly, student use of digital devices for items such as Internet searches for entertainment and SNS activity has increased from 2012 to 2015, but the level of everyday use such as e-mail, online chat, program downloading, and reading Internet news has decreased. Based on these results, this study suggested policy plans for the improvement of ICT education for elementary and secondary school students in Korea.

A Study on the Comparative Analysis of Fire-Fighting Ambulances about the Aspects of Safety and Efficiency using the Question Investigation (설문조사를 이용한 국내 소방 구급자동차의 안전성과 효율성 측면에서의 비교 분석에 관한 연구)

  • This study is a survey research to improve the fire-fighting ambulance interior design safer and more efficient to identify the type of structure and functional problems 119 ambulance. When the paramedics and four degrees to over 755 people modify the target report and related literature on the future development of an ambulance for patient safety at the 2007 British National Patients Safety Agency (NPSA) and was used as a complementary tool. The collected data were processed using the SPSS 20.0 statistical program, the general characteristics as frequency analysis, percentage, ambulance interior design improvement-related items were analyzed using the chi-square verified. As a result, this research elicited that vans converted fire ambulance cars have a problem with the narrow interior space and truck converted fire ambulance cars should be comfortable to drive in ride quality. In addition, we also found that the improvement of paramedics treatment position and the paramedic's personnel safety belt are required. Based on these results, we propose that a number of improvements are needed in the fire-fighting ambulance car.

A Study on the Assessment of Standard Wage System for Forestry Workers in Korea (임업기능인 임금조사를 통한 직종별 기준임금 산정에 관한 연구)

  • Working in the forest would require a wide range of skills and experience for specific tasks which involve with a high level of risks to worker's safety. However, there has been a concern on the current standard wage system for forest workers because it does not effectively reflect the characteristics of typical working conditions in the forest. In addition, the current standard wages for forestry workers was estimated based on the construction industry's wage system. Therefore, the purpose of this study is to assess a current wage system through the mail survey method and to develop a new wage system for forest worker which effectively reflects skill sets and experience required for successful completion of the work in the forest. We mailed the survey questionnaire consisting of 19 questions to 659 forest workers and received 188 responses resulting in a 28.5% response rate. The results showed that the current average optimal wages of forest worker, special worker and feller were 97,680won/day, 127,559won/day and 152,403won/day, respectively though there were variations depending on the regions. In developing the new standard wage system, this study suggest the current work types(worker, special worker and feller) could be divided into 5 work types (forest-environment workers, forest operations in beginner, forest operations in intermediate, forest operations in advanced and forest equipment operator) reflecting specialty of forest operation thereby stabilizing the new wage system for forest workers.

Development of Personal Information Protection Framework to be Followed by IoT Service Providers (IoT서비스제공자가 준수해야 할 개인정보보호 프레임워크의 개발 방안)

  • This study is to develop and provide a personal information protection framework that enables IoT service providers to safely and systematically operate personal information of IoT service subjects in the overall process of providing IoT devices and services. To this end, a framework for personal information framework was derived through literature survey, and FGI with experts, it was divided into three stages, each of three stages: IoT service provision process and IoT personal information processing process. The study conducted an e-mail survey of related experts using AHP techniques to determine the importance of the components of the selected personal information protection framework. As a result, in the IoT service provision process, the IoT product and service design and development stage (0.5413) is the most important, and in the IoT personal information processing process, personal information protection in the collection and retention of personal information (0.5098) is the most important. Therefore, based on this research, as the IoT service is spreading, it is expected that a safe personal information protection framework will be realized by preventing security threats and personal information infringement accidents.

Opinion Survey of Health Center Officers on Rural Health Service Improvement Project (농어촌의료(農漁村醫療)서비스 개선사업(改善事業)에 대한 보건소(保健所) 공무원(公務員)의 인식도(認識度))

  • This study was performed investigate the opinion of civil servants in Health center about Rural Health Service Improvement Project The survey by mail was carried out for 447 servants of 25 health centers in Kyungsangbuk-do and the data were collected through self-administered questionnaires to servants about need, participation, concern, and comprehension for the project and satisfied with current facility and equipment of health center. The results were as follows. Generally considered, 48.2% of the improved health center servants was satisfied with health center building and 14.0% or 24.1% of the improving or unimproved center was. About the location of health center, 37.7% of the improved health center servants was satisfied, 25.9% of the unimproved center was. Of the improved health center servants, 43% was satisfied with the medical equipment but in unimproved place, the dissatisfaction was appeared higher than any other place. 49.7% of respondents was participated in making out the Rural Health Service Improvement Project. 50.6% was interested in this project. In the improved area. 65.5% of health center servants replied that the mayor's or county executive's concern about this project was high and 46.5% in councilors but in the unimproved area. their concern was low. About the contents of the project. 24,6% of the servants in the improved center, only 15.2% in unimproved center replied that they had known well. After making out the plan, 13.6% of respondents was unsatisfied with this plan and 17.1% replied that the estimating method of selecting the project area was not good. After the improvement of institution and equipment, 86.1% of health center servants answered that the medical service provided by health center would increase but 59.2% replied that the residents' utilization rate of private medical facility would decrease. The servants of the improved health center replied that the recognition about the developing will of health service(91.2%), the efficiency(91.2%), the quality of health and medical service(93.0%), the amount of health project(91.2%) were improved. In health center which had already improved the institution and equipment, 88.5% of servants replied that the residents' utilization for health center was increased. So, this project should be continuously carried out for health center and health center must develope new project to fit region condition.

Survey for the Current Status of MCH Service in Rural Area (우리나라 일부 농촌지역의 모자보건 실태조사)

  • The maternal and child health is a basis of national health, and indicates the level of social welfare and health of the country, because it is related with community welfare status, general cultural conditions, and medical and health sciences. This is a study carried out to identify the present practices of maternal and child health care programs implemented by the private clinics located in Guns(counties ; rural area) in Kyungsangnam Province and to propose alternatives to improve their current programs through a self-administrative questionnaire. The subjects were 90 private physicians who operated their own clinics since 1990 and were general practitioners, Obstertrician/Gynecologists or pediatricians: This survey was conducted by mail from 15 January to 25 February 1992. The response rate was 94.4 percent. 1) The major manpower for MCH programs of the studied clinics was physicians and nurseaids. 70.3% of physicians were general practitioners, 81.1% of nursing manpower were nurseaids. 31.1% of the studied clinics employed lab-technicians. 89.2% of them had MCH room whatever the size and the setting, and 84.4% of Ob/Gyn clinics installed laboratory equipments. 2) 55.4% and 63.5% of the studied clinics provided 151 or above consulting services and curative services of MCH per physician a month respectively and 33.8% and 25.7% of them provided 10 or less consulting services and curative services per physician a month. 91.9% of lab-technicians had 10 or less laboratory tests per technician a month. 3) There was a difference between Ob/Gyn and pediatric clinics in terms of services delivered : for example, 80% of Ob/Gyn clinics provided pre- and post- natal care services, while 84.6% of pediatric clinics provided vaccinations for children. It was also found that only a few of general practitioners involved pre-and post- natal care services. 4) There were no clinics which had opened regular health education session but 24.3% of them had opened the sessions irregularly. Ob/Gyn clinics put emphasis on maternity and pediatric clinics did on child health, but general practitioners touched with both maternal and child health. 21.6% of the studied clinics had some kind of educational materials for MCH programs. Most of the materials were pamphlets or small booklets. 5) Proteinuria/glucosuria, blood pressure and blood type were tested in 48.6~69% of the studied clinics ; tests for blood sugar and hepatitis B were provided in 39.2~41.9% of them, most of them were done in Ob/Gyn clinics. 6) 41.9% of physicians, 29.7% of nurses and 45.9% of nurses-aids wanted to receive on-job-training for MCH programs.

Exploring Relationships of Factors Influencing Career Choices Among Asian American Social Workers (동양계 미국 사회복지사의 진로선택에 영향을 미친 요소들 간의 관계에 대한 연구)

  • Asian Americans are one of the fastest growing minority groups in the United States. One of the stereotypes associated with Asians is that they are more likely to choose careers in science, medicine, and engineering rather than social science, inclusive of social work, mass communication, or humanities (Leong & Serafica, 1995; Tang et al., 1999). This occupational stereotyping of Asians is not just a myth in that only a few Asians choose social work as a career (Lennon, 2005; NASW, 2006). Few studies exist on Asian Americans who do not choose Asian stereotypical career choices, such as social work. Acknowledging this lack of research, the present study was developed to explore the relationships between factors that may influence Asian Americans who choose social work as their career. Based on Social Cognitive Career Theory (Lent, Brown, & Hackett, 1994), it was hypothesized that acculturation and family immigration status influenced parental involvement, disapproval by significant others as a perceived career barrier among Asian American social workers. A cross-sectional survey design was used in this study. The sample was derived from the members'database of the National Association of Social Workers (NASW). A total of 900 were randomly chosen among 1,802 of Asian American social workers in the NASW database, and 370 Asian American social workers participated in this study with 41 percent of a return rate. Quantitative data were collected through standardized measurements: Suinn-Lew Asian Self-Identity Acculturation Scale (Suinn, Rickard-Figueroa, Lew, & Vigil, 1987); Career Barriers Inventory Revised (Swanson, et al., 1996); and eight items from Tang et al.'s (1999) Asian American Career Development Questionnaire. The data were collected through a combined method of an online survey with option of a paper mail-return questionnaire. Results of the study found significant group differences among family immigration status groups on parental involvement, and perceived likelihood and hindrance of disapproval by significant others. The group of the 2nd generation reported the highest scores of parental involvement among the family immigration status groups. Also, Asian American social workers who represented the 3rd and higher generation of immigration reported lowest perceived likelihood and hindrance scores of disapproval by significant others. However, there was no significant multivariate effect of acculturation on parental involvement, and perceived likelihood and hindrance of disapproval by significant others. Implications and limitations of this study, as well as suggestions for future research, are discussed.

An Analysis of Kindergarten Teacher's Perception and Current Implementation toward Autonomy (유치원교사의 자율성에 대한 인식과 실천현황)

  • The purpose of this study is to examine early childhood teacher's perception and current implementation toward autonomy and to provide basic data for related research. The survey was conducted with 121 public and private kindergarten teachers. The study results are as follows: First, as for teachers' perception of autonomy, the majority of the survey respondents answered that "I am very interested in the concept of autonomy and have tried to practice it." In terms of areas for which they expect to be given autonomy, "autonomy in developing and operating education plans" was most answered. Second, as for teachers' practice of autonomy, teacher autonomy was answered most for "work and operation" in the development and implementation of education plans among "institutional autonomy." In terms of communication between parents and the local community, "operation of the kindergarten website" and "operation of teachers' personal e-mail" were most answered. In addition, "participation in teacher training" was most answered for the development of teachers' expertise, and "interaction with infants" for "autonomy in educational activity." Lastly, it is expected for follow-up research to perform case studies to understand the context of the implementation of teacher autonomy.

A Study of Librarian's Identity in Digital Environment (디지털 환경에서 사서의 정체성에 관한 연구)

  • Information Technology is making a lot of changes in the library. Especially the library computerization made the business of librarians convenient and made an impact in outsourcing and job reduction. The number of library users is decreasing because they can find information easily in the internet instead of library. But librarians are suspended in traditional business; they are not carrying out new role in changed environment. So, their identity is shaken. If a job does not have their identity, the job can not but disappears. This paper wished to find the identity of librarians in digital environment. For research the author examined literatures about new role of librarians and compared with librarian's opinions. To collect librarian's opinions, the author took e-mail survey to librarians who are working more than 20 years at libraries. Questionnaire consists of open-ended question. As a result, librarians are feeling their professional rewarding in public service. But they do not have much opportunity to service as professional. In some case librarians have opportunity to secure their expert area in reading education, information literacy and computer program teaching. This means the information education and medium education. The information education means to and necessary information. The medium education means to approach at information. The ability that can utilize information and medium is very important in lifelong learning society. Librarians can achieve the role of information and medium education. Librarians can find their identity in information and medium education which make users as intellectual person.

A Survey on the Certification and Curriculum Development for Hospice and Palliative Care Professionals (호스피스.완화의료 전문인력 자격인증방안과 교육과정개발을 위한 설문조사)

  • Purpose: The survey was aimed to provide basic data to develop a certification system for hospice and palliative care professionals. Methods: National Cancer Center (NCC) and the Korean Society for Hospice & Palliative Care (KSHPC) conducted the survey for hospice and palliative care professionals who worked at 34 Palliative care units designated by the Ministry of Health, Welfare, and Family Affairs (MW) and the members of the KSHPC. The survey was conducted via e-mail from June 17 to 23, 2009. Total 220 professionals were surveyed. Results: Most of the hospice and palliative care professionals reported a great need for certification system: Physician, 90% (n=51) nurse, 84% (n=134) social worker, 89% (n=35). In regard with the requirement for the certification, a majority of physicians (46%) preferreddiploma course, while social workers (46%) preferred training course for medical social workers. Concerning the certification body, physician (45%) preferred the KSHPC and the MW almost equally, while nurses (50%) and social workers (60%) preferred the MW highly. As for the body to develop and accredit advance training course for each professionals, most of the physicians (51%) preferred the KSHPC, whereas nurses and social workers preferred collaboration of the MW (or NCC) with the professional society, such as the KSHPC (23%), the Korean Hospice & Palliative nurses association for nurses (21%), or the Korean association of (medical) social workers (37%). Lastly, all respondents preferred the course format of once a week, full day, and some field study at weekend. Conclusion: Korean hospice and palliative care professionals identified the great need for the certification system, therefore, the adequate system development must be followed to reflect their voice.
