  • The main objective of this study was to investigate the packing state and optical properties of coated paper prepared with different coating colors by varying the blending ratio of such pigment as clay, $CaCO_3$, and plastic pigment. To evaluate the effect of packing state of pigment on the properties of coated paper, the coating thickness, which was theoretically calculated by specific gravity, and packing volume of pigment were used. It was found that there exists close relationship between the coating thickness and surface property of coated paper. For instance, the macro roughness(smoothness) of coated paper is closely related to bulkiness. Plastic pigments used in this research has a high finishing efficiency on the light weight coatings. Especially, hollow sphere pigment was very effective for improving the property of coated paper produced in this test. And when HSP was blended with $CaCO_3$the surface property such as smoothness and gloss improved significantly.

Reform of Health System Governance in South Korea (보건의료체계의 거버넌스 개혁)

  • The objectives of this study were to evaluate the current state of governance structure and management of the health system to achieve the goals of the health system in South Korea, and to propose reform plan. This study drew implications from the governance of United Kingdom, Germany, and Netherlands, based on the principle of health system proposed by World Health Organization. The presidency and the health ministry should make macroscopic decision-making. The government has to decentralize the enforcement by municipality to operate public health and national health insurance (NHI), and to distribute the centralized NHI fund by municipality. The front line health centers and community centers should provide integrated health and social services. The government has to establish diversified regulatory bodies to enhance both the patient-centered care and the efficiency and equity of health care, and to provide mechanisms for ensuring autonomy of providers. The governance of the health system should be composed of the centralization of macro decision-making, the decentralization of implementation by municipality, the integration of health and social services on the front line, and the well-balanced regulation and autonomy on both consumers and suppliers.

  • The DNA chips are devices associating the specific recognition properties of two DNA single strands through hybridization process with the performances of the microtechnology. In the literature, the "Gene chip" or "DNA chip" terminology is employed in a wide way and includes macroarrays and microarrays. Standard definitions are not yet clearly exposed. Generally, the difference between macro and microarray concerns the number of active areas and their size, Macroarrays correspond to devices containing some tens spots of 500$\mu$m or larger in diameter. microarrays concern devices containing thousnads spots of size less than 500$\mu$m. The key technical parameters for evaluating microarray-manufacturing technologies include microarray density and design, biochemical composition and versatility, repreducibility, throughput, quality, cost and ease of prototyping. Here we report, a new method in which minute particles are arranged in a random fashion on a chip pattern using random fluidic self-assembly (RFSA) method by hydrophobic interaction. We intend to improve the stability of the particles at the time of arrangement by establishing a wall on the chip pattern, besides distinction of an individual particle is enabled by giving a tag structure. This study demonstrates the fabrication of a chip pattern, immobilization of DNA to the particles and arrangement of the minute particle groups on the chip pattern by hydrophobic interaction.ophobic interaction.

Universities in India's National System of Innovation: An Overview

  • The status and functioning of Indian universities is explored in the Indian context from an NSI perspective. Whilst NSI is the main guiding post, the very social and economic context of Indian situation reflect the theoretical underpinning of this paper. The First part serves as a background to knowledge institutions and university sector in India. Basically, it identifies the main actors and agencies of India's NSI, namely, public research system comprising national laboratories, main science and technology agencies and councils and the university system. Given the focus of the paper on Indian universities in a macro historical perspective, the Second part is devoted to trace the growth and structure of university sector in terms of three phases, namely, 1940s to 1980; 1980 to 1990; and the era of liberalization after 1991. The Third part of the paper is devoted to knowledge production and knowledge diffusion. There are some important findings coming out of the quantitative data. It is argued that Indian production of doctorates is falling behind countries like China. Further, Indian universities are yet to achieve Humboltian goal. Finally, the paper has a concluding section which concerns with the current and future challenges facing Indian universities and their role in India's NIS.

Effect of Added Pluronics on fabrication of Poly(L-lactic acid) Scaffold via Thermally-Induced Phase Separation (상 분리법을 이용한 Poly(L-lactic acid) Scaffold제조에 미치는 Pluronics의 영향)

  • Regular and highly interconnected macroporous poly(L-lactic acid) (PLLA) scaffolds with pore size of 10∼300 ㎛ were fabricated through thermally induced phase separation of a PLLA-dioxane-water ternary system in the presence of a small amount of Pluronics. Addition of Pluronics to the ternary system raised the cloud-point temperature curve in the order of P-123< F-68< F-127. The Pluronics act as nuclei for the phase separation. This assistance is enhanced with increasing length of the hydrophilic PEO blocks in the Pluronics molecules. Liquid-liquid spinodal phase separation was induced at higher temperatures in the systems containing Pluronics because the spinodal region is raised to higher temperature. The absorption of Pluronics onto the interface stabilizes a macro scale structure and increases the interconnection of pores.

Trends of the Agricultural Extension Research in Korea: A Ten Year Analysis (한국농촌지도의 연구동향)

  • The objectives of this study were to examine subject matter topics researched in agricultural extension over a ten year period, to analyze the research methods in detail, and to get some implications for the academic progress of agricultural extension. The data were collected from 197 journal articles published in the Korean Journal of Agricultural Extension from 1994 through 2003. Among them, research topics and methods were analyzed specifically on 123 articles categorized as agricultural extension. Data were summarized using frequencies and percentages. The conclusions acquired from this study were as follows. First of all, the research on agricultural extension had been increased since the 1970s, and it still has not decreased till now. Secondly, the research also has indicated the direction of development from a broad point of view by analyzing the reality at a general level. Therefore, much remains to be done for investigating the reality more scientifically and establishing the theories on the agricultural extension by explaining the reality with many theories from other studies. Thirdly, the study on the agricultural extension mostly has been led by the professors and the agricultural extension workers. Fourth, the study has been focused on macro sides such as extension philosophy, extension systems, extension structure, extension organization and so on. Fifth, the research also has been carried out on the agricultural extension workers and farmers. Finally, most of the research methods were library survey and survey research.

Prospect of plant molecular cytogenetics in the 21st century

  • The genomes of Arabidopsis and rice have been fully sequenced. Genomic sequencing provides global information about genome structure and organization. A comprehensive research account of our recent studies conducted on genome painting, comparative genomics and genome fusion is provided in order to project the prospects of plant cytogenetic research in post-genomics era. Genome analysis by GISH using genome painting is demonstrated as an excellent means suitable for visualization of a whole genome, since total genomic DNA representing the overall molecular composition of the genome is used as a probe. FISH on extended DNA fibers has been developed for high-resolution FISH and has contributed to determining the copy number and order of genes. We have also mapped a number of genes involving starch synthesis on wheat chromosomes by FISH and compared the position of these genes on linkage map of rice. Macro synteny between wheat and rice can be observed by comparing the location of these genes in spite of the fact that the size of DNA per chromosome differs by 20 fold in two. Moreover, to approach our goal towards making bread and udon noodles from rice flour in future by incorporating bread making and the noodle qualifies in rice, we have been successful in introducing large genomic DNA fragments containing agronomically important genes of wheat into a rice by successive introduction of large insert BAC clones, there by expanding genetic variability in rice. We call this method genome fusion.

  • Although the generation market is competitive, the power market is easily exercised the market power by one generator due to its special futures such as a limited supplier, large investment cost, transmission constraints and loss. Specially, as Korea Electric industry restructuring is similar US competitive wholesale electricity market structure which discovered the several evidences of market power abuse, when restructuring is completed the possibility that market power will be exercised is big. Market power interferes with market competitions and efficiency of system. The goal of this study is to investigate the market price effects of the potential market power and the proposed market power mitigation strategy in Korean market using the forecasting wholesale electricity market model. This modeling is developed based on the system dynamics approach. it can analyze the dynamic behaviors of wholesale prices in Korean market. And then it is expanded to include the effect of market condition changed by 'strategic behavior' and 'real time pricing.' This model can generate the overall insights regarding the dynamic impact of output withholding by old gas fire power plant bon as a marginal plant in Korean market at the macro level. Also it will give the energy planner the opportunity to create different scenarios for the future for deregulated wholesales market in Korea.

Mechanical Properties and Impact Resistance of Hybrid Fiber Reinforced Concrete with Type of Reinforcing Fibers for Precast Concrete (하이브리드섬유보강 프리캐스트 콘크리트의 보강섬유 종류에 따른 역학적 특성 및 충격저항성)

  • The objective of the current study is to evaluate the effects depending on the types of reinforcing fibers being influential in view of mechanical properties and impact resistance of hybrid fiber reinforced concrete (HFRC) for applications to precast concrete structure. Hybrid fibers applied therefor were three types such as PP/MSF (polypropylene fiber+macro synthetic fiber), PVA/MAF (polyvinyl alcohol fiber+MSF) and JUTE/MSF (natural jute fiber+MSF), where the volume fraction of PP, PVA and natural jute was applied with 0.2 %, respectively, while based on 0.05 % volume fraction of MSF. The HFRC was tested for slump, compressive strength, flexural strength and impact resistance. The test result demonstrated that mixture of such hybrid fibers improve compressive strength, flexural strength and impact resistance of concrete. Moreover, it was found that HFRCs to which hydrophilic fibers, i.e. PVA/MSF and JUTE/MSF, were mixed show more improved features that HFRC to which non-hydrophilic fiber, i.e. PP/MSF was mixed. Meanwhile, the finding that PVA/MSF HFRC exhibited better performance than JUTE/MSF HFRC was attributed from the former having higher aspect ratio than that of the latter.

Study of Damage in Germanium Optical Window Irradiated by a Near-infrared Continuous Wave Laser (근적외선 연속발진 레이저 조사에 의한 게르마늄 광학창 손상 연구)

  • The damage in germanium (Ge) optical window irradiated by a near-infrared continuous wave (CW) laser was studied. Laser-induced heating and melting process were surveyed, and the specific laser power and the irradiance time to melt were estimated by numerical simulation. The experiments were also carried out to investigate the macro and micro structure change on Ge window. Results showed that the surface deformation was formed by melting and resolidification process, the damaged surface had a polycrystalline phase, and the transmittance as an optical performance factor in mid-infrared region was decreased. We confirmed that an abnormal polycrystalline phase and surface deformation effect such as hillock formation and roughness increase reduced the transmittance of Ge window and were the damage mechanism of CW laser induced damage on Ge window.
