A Study on Implications and Improvement Plans for the Developing Consultation Guidelines for Environmental Assessment of Offshore Wind Power Development Projects (해상풍력 개발사업의 환경성 평가 협의 지침 개발에 관한 시사점 및 개선안 연구)

  • This study reviewed the development process of the consultation guideline for the environmental assessment of offshore wind power. Based on this, implications and improvement plans for a future revision of the guidelines. Domestic and foreign case studies reviewed the consulting cases on domestic offshore wind power development projects, environmental location consulting cases, and guidelines related to overseas offshore wind power and analyzed location characteristics and significant environmental issues by project. Major environmental issues related to offshore wind power include birds, noise and vibration, marine animals and plants, marine physics, marine water quality and sediments, marine landscapes, and other auxiliary facilities installed on land. Implications and improvements for revising the consultation guidelines for evaluating offshore wind environments require data and clear guidelines at the central government level to determine areas where offshore wind projects can be located. In a situation where the importance of cumulative impact assessment is emphasized, guidelines for cumulative impact assessment methodologies for each item that reflect the domestic situation should be prepared for a cumulative impact assessment on offshore wind power environmental issues. In addition, when revising the consultation guidelines, empirical research cases should be reflected through the accumulation of environmental surveys and monitoring data of offshore wind farms by sea area.

Optimization of Sensor Location for Real-Time Damage assessment of Cable in the cable-Stayed Bridge (사장교 케이블의 실시간 손상평가를 위한 센서 배치의 최적화)

  • In this study, real-time damage evaluation of cable-stayed bridges was conducted for cable damage. ICP type acceleration sensors were used for real-time damage assessment of cable-stayed bridges, and Kinetic Energy Optimization Techniques (KEOT) were used to select the optimal conditions for the location and quantity of the sensors. When a structure vibrates by an external force, KEOT measures the value of the maximum deformation energy to determine the optimal measurement position and the quantity of sensors. The damage conditions in this study were limited to cable breakage, and cable damage was caused by dividing the cable-stayed bridge into four sections. Through FE structural analysis, a virtual model similar to the actual model was created in the real-time damage evaluation method of cable. After applying random oscillation waves to the generated virtual model and model structure, cable damage to the model structure was caused. The two data were compared by defining the response output from the virtual model as a corruption-free response and the response measured from the real model as a corruption-free data. The degree of damage was evaluated by applying the data of the damaged cable-stayed bridge to the Improved Mahalanobis Distance (IMD) theory from the data of the intact cable-stayed bridge. As a result of evaluating damage with IMD theory, it was identified as a useful damage evaluation technology that can properly find damage by section in real time and apply it to real-time monitoring.

Ischemic Burden Assessment Using Single Photon Emission Computed Tomography in Single Vessel Chronic Total Occlusion of Coronary Artery

  • Background and Objectives: Studies evaluating the nature of ischemic burden of chronic total occlusion (CTO) vessels are still lacking. Methods: A total of 165 patients with single vessel CTO >2.5 mm in an epicardial coronary artery who underwent single photon emission computed tomography (SPECT) were enrolled in the study. Ischemic burden was calculated with the use of semi-quantitative SPECT analysis, and was defined as the summed difference score (SDS) divided by the maximal limit of the score (=SDS/68). Results: The mean age of the participants was 59.5 years and the CTO of the left anterior descending coronary artery (LAD), left circumplex coronary artery (LCX), and right coronary artery (RCA) accounted for 93 (56.4%), 18 (10.9%), and 54 (32.7%) patients, respectively. The median ischemic burden of the total population was 8.8%, and it was highest in the LAD CTO (10.3%) compared with the LCX (5.9%) and RCA CTO (5.9%, p<0.001). High-ischemic burden (ischemic burden >10%) was observed in 66 patients (40.0%), and in 47 patients (50.5%) of the LAD CTO. Ischemic burden was different according to the CTO location only in LAD CTO. The statistically significant predictors for high-ischemic burden were hypertension, baseline ejection fraction >45%, LAD CTO, proximal CTO location, and de novo CTO. Japanese-CTO score and Rentrop scale collateral grade were not associated with high-ischemic burden. Conclusions: Only 40% of patients with single vessel CTO had ischemic burden >10%. For CTO vessels, measurement of ischemic burden using SPECT prior to revascularization may be helpful in identifying beneficial subjects.

Geometric Correction of Lips Using Lip Information (입술정보를 이용한 입술모양의 기하학적 보정)

  • There can be lips transformed geometrically in the lip images according to the location or the pose of camera and speaker. This transformation of the lip images changes geometric information of original lip phases. Therefore, for enhancing global lip information by using partial information of lips to correct lip phases transformed geometrically, in this paper we propose a method that can geometrically correct lips. The method is composed of two steps - the feature-deciding step and the correcting step. In the former, it is for us to extract key points and features of source image according to the its lip model and to create that of target image according to the its lip model. In the latter, we decide mapping relation after partition a source and target image based on information extracted in the previous step into each 4 regions. and then, after mapping, we unite corrected sub-images to a result image. As experiment image, we use fames that contain pronunciation on short vowels of the Korean language and use lip symmetry for evaluating the proposed algorithm. In experiment result, the correcting rate of the lower lip than the upper lip and that of lips moving largely than little was highly enhanced.

Stiffness Degradation during Deep Excavation in Urban Area (도심지 깊은 굴착에 따른 지반 강성의 변화)

  • In urban area, many design projects related to geotechnical projects are controlled by serviceability rather than stability requirements. Accordingly, control of ground deformation has become more crucial and many researchers have studied soil stiffness. Recent experimental studies on the stress-strain response of Chicago glacial clays showed that the nonlinearity and anisotropy are the two key factors in evaluating the soil stiffness. In this study, experimental results are applied to analyze the deep excavation site locating in downtown Chicago. The stress paths observed from the observation points located behind and front of the supporting wall yield typical stress paths. Changes in soil stiffness nonlinearity and anisotropy were discussed by comparing experimental and computed stress paths. The stiffness anisotropy were significant even at the first few excavations. The stiffness degradation characteristics are significantly different according to relative location to the support wall even at the same elevation.

Analysis of Land Suitability and Ecological Environment Using GIS Focused on the Evaluation Model for Designating of Natural Ecological Preservation Zone (지리정보체계를 이용한 생태환경분석 및 적지분석: 자연생태계 보전지역 설정 및 평가 모형을 중심으로)

  • This study tried to propose the guidelines for the ecological preservation zoning in Korea. So some related laws and regulations were inspected, which were Natural Environment Preservation Act, Nature Park Act, Cultural Asset Conservation Act, Forest Act and Urban Planning Act. In these acts, I could find several concepts related to the ecosystem that are described as the protection area. But there aren't detailed and practical characteristics in those concepts. So for making the practical concept of ecosystem preservation, I considered Multiple Use Module, Wildlife habitat model, and Environmental evaluation model. Thorough this step, the process and methodology was established for evaluating and analysing. The potentiality of the GIS system was inspected. So the TM5 scene of the site was acquired and processed by ER-Mapper, Idrisi, Arc/Info and Arcview. And several digitized data were input by scanning and vecterizing. The Erdas format was mostly exchangeable to any program. The site is the Byonsan Peninsula National Park. The forest stand information and topographic data were digitized, types of which are forest year, DBH, density, slope, aspect etc. And also the watershed boundary, roads and paths, natural and cultural resources were mapped and analysed. Modelling of preservation suitability found the dispersed patterns for the best suitable zone through all the site. And the development potential areas were checked on downwatershed. This patterns are thought to result from the forest location for the wildlife habitat and the low altitude and no-steep slopes for developing. And Early warning system concept was introduced by overlapping these two patterns on the both potential area. As the conclusions, I proposed that the preservation zone be assigned according to the watershed unit as the main ecosystem zone. This main area should be linked by the eco-corridor through the point type eco-system. Finally, I thought the comprehensive information system should be established for making the rational and efficient decision making in natural area.

Ergonomic Evaluation and Improvement of Bus Seat Armrest Design

  • Objective: The present study is intended to develop an improved bus seat armrest design by evaluating various bus armrest designs from ergonomic aspects. Background: An ergonomic armrest design which considers the sitting postures and body shapes of passengers can improve the convenience and comfort of a bus seat. Method: Subjective satisfaction of each of five design dimensions (length, width, height from seatpan, shape, and angle) was evaluated for seven bus seat armrest designs in various sizes and shapes by 58 participants (28 males and 33 females) using a 7-point scale (1: very dissatisfied, 4: neutral, and 7: very satisfied). Improved bus seat armrest designs adjustable in length and rotatable to the left or right (sliding and rotating armrest, SRA) with a concave, flat, or convex shape of the upper part were developed by considering the preferred design features and the body size and shape in sitting posture and needs of passengers and then compared with a conventional armrest. Results: A bus seat armrest with a wide width (40~50mm), a long length (360mm), a lower height (213mm), and a curved shape was found significantly preferred in terms of comfort. The proposed armrest designs (SRA-convex, SRA-flat, and SRA-concave) improved satisfaction by 46~62% for length suitability, 184~216% for width suitability, 205~214% for angle suitability, 138~181% for contact area suitability, and 49~64% for height suitability, 138~174% for comfort, and 93~111% for overall satisfaction. Conclusion: The preferred design features and passengers' needs of bus seat armrest were identified and the SRA designs were recommended for better usability. Application: The ergonomic design process of bus seat armrest employed in the present study can be applied to designing armrests in various vehicles for better convenience and comfort.

  • Variable speed limit(VSL) is one of the highway ITS techniques designed to prevent accidents and traffic slow down by reducing congestion or speed variation between vehicles and lanes prior to arrive at the accident location by limiting speed. In Korea, while people have recognized the need for variable speed limit beginning with Seoul's urban expressway and installed facilities in order to provide guide for speed limit per lane and lane use, there has not been enough development of algorithm for internal administration as well as research on the basic principles behind administering variable speed limit. This study is for modeling and evaluating the VSL strategies based on the traffic flow theory. Supply-Demand method of the Cell Transmission Model is applied to demonstrate the traffic features and shockwaves to upstream of the bottleneck with/without VSL. We verified the explanation of Cell Transmission Model for the numerical example. and as the result, it is found that VSL strategies can reduce the total travel time in the congested section and variation of the speed. It means VSL is useful to improve the traffic condition and the safety on highway

Improved Dynamic Window Approach With Path-Following for Unmanned Surface Vehicle (무인수상정을 위한 경로선 추종이 가능한 개선된 Dynamic Window Approach)

  • Recently, autonomous navigation technology, obstacle recognition, and obstacle collision avoidance technology are actively being developed for an unmanned surface vehicle (USV). The path to move from the current location to the destination should be planned, in order for an USV to autonomously operate safely to its destination. The dynamic window approach (DWA) is a well-known navigation scheme as a local path planning. The DWA algorithm derives the linear velocity and angular velocity by evaluating the destination direction, velocity, and distance from the obstacle. However, because DWA algorithm does not consider tracking the path, when using only the DWA algorithm, the ship may navigate away from the path line after avoiding obstacles. In this paper, we propose an improved DWA algorithm that can follow path line. And we implemented the simulation and compared the existing DWA algorithm with the improved DWA algorithm proposed in this paper. As a result, it is confirmed that the proposed DWA algorithm follows the path line better.

Evaluating Scapular Notching after Reverse Total Shoulder Arthroplasty

  • Background: Scapular notching can happen at diverse location depending on implant design or operative technique, therefore, it is easily misdiagnosed. Thus, this study purposed to suggest a method helpful to assess scapular notching. Methods: The subjects were 73 cases of reverse shoulder arthroplasty (RSA) for cuff tear arthropathy during the period from May 2009 to April 2014 and followed-up for over a year. There was medialized RSA in 22 cases, bone increased offset RSA (BIO-RSA) in 36 cases, and metal increased offset RSA (metal-RSA) in 15 cases. Scapular notching was not determined by bone defect at the inferior of glenosphere as Sirveaux's classification, but scapular notching at the site where the rotational route of the polyethylene of humeral implant met the scapular neck were examined. The results were compared with conventional method. Results: By conventional method, scapular notching was observed in 10 cases (45.5%) in medialized RSA, 12 cases (33.3%) in BIO-RSA, and none in metal-RSA. By new method, it was observed in 9 cases (40.9%) in medialized RSA, 10 cases (27.8%) in BIO-RSA, and none of metal-RSA. The site of scapular notching was apart from glenoshpere in 18 cases, and at inferior of glenosphere in 1 case. Absorption of bone graft was observed in 4 (11.1%) out of 36 cases of BIO-RSA. Conclusions: It is hard to distinguish scapular notching from absorption of bone graft in BIO-RSA, and bone absorption at the lateral lower end of glenoid in medialized RSA. Thus, it is considered useful to assess scapular notching at the site where the rotational route of the polyethylene insert meets scapular neck.
