The core of the university policy pursued by the Moon Jae-in administration is to strengthen university competencies through the diagnosis of universities. To this end, the word structural reform evaluation is changed to strengthening the basic competencies of universities, and is trying to escape from the past reduction of pro-class capacity. Deputy Prime Minister Kim Sang-gon insisted, "We will improve the university structure evaluation, which is biased toward quantitative quota adjustment, with a diagnosis of basic university competency to support the autonomous development of the university." The Ministry of Education expressed its intention to strengthen the capacity of local universities by saying that it would also consider regional conditions in reducing the university quota due to the decrease in the school-age population so far. In the meantime, as the school-age population declined, the Ministry of Education promoted the reform of the university structure by dividing it into three cycles from 2014. This paper focuses on the problems of diagnosis of education reform and improvement measures, and tries to find out what is the desirable direction for education innovation. This paper studied the structural reform of universities following the decline of local universities. The policy alternatives in this paper are as follows. First, the contents of the government's push for university structural reform were analyzed. Second, we considered the problems of university structural reform. Third, they sought ways to develop local universities and enhance their competitiveness.

This article concerns a property of local rings and domains. A ring R is called weakly local if for every a ∈ R, a is regular or 1-a is regular, where a regular element means a non-zero-divisor. We study the structure of weakly local rings in relation to several kinds of factor rings and ring extensions that play roles in ring theory. We prove that the characteristic of a weakly local ring is either zero or a power of a prime number. It is also shown that the weakly local property can go up to polynomial (power series) rings and a kind of Abelian matrix rings.

Managing of local government public service business is innovation strategy of local government public service business using choice and competition principle. Managing strategy of local government public service business is new paradigm for innovating public service business and role structure of government. It is important to understand properly substance and characteristics of local government public service business. Accordingly, the purpose of this study find bottleneck of local government public service business and take out improvement plan and suggest policy plan of Seo Gu District Office in Gwang Ju City in the future.

Dark field (DF) transmission electron microscopy image has become a popular characterization method for two-dimensional material, graphene, since it can visualize grain structure and multilayer islands, and further provide structural information such as crystal orientation relations, defects, etc. unlike other imaging tools. Here we present microstructure of graphene, particularly, using DF imaging. High-angle grain boundary formation wass observed in heat-treated chemical vapor deposition-grown graphene on the Si substrate using patch-quilted DF imaging processing, which is supposed to occur by strain around multilayer islands. Upon the crystal orientation between layers the multilayer islands were categorized into the oriented one and the twisted one, and their local structure were compared. In addition information from each diffraction spot in selected area diffraction pattern was summarized.

지역정보 쓰기에서 이용자들을 돕기 위해 (1) 글 구조, (2) 단락 구성, (3) 문장 작성, (4) 어휘 구사에 대한지식을 글 분석을 통해 연구하였다. 글 구상과 단락 구성을 각각 도와주는 글틀과 단락틀 지식베이스가 고안되었고 단어, 절, 문장의 구현에 필요한 단어와 절 및 문장의 예들을 모은 사전 데이터베이스도 만들었다. 서비스의 질을 높이기 위해 전문가 지향적인 시스템을 추구하였다. PC통신과 웹에서 실용적인 시스템이 되려면 앞으로 (1) 글틀과 단락틀의 주제 추출, (2) 문장의 대표어 작성, (3) 각종 규칙의 정제, (4) 정밀한 지식베이스 구축이 필수적이라고 사려된다.

The modified amorphous GeTe formed by pulsed laser irradiation in as-grown GeTe has been analyzed in terms of variations of local bonding structure using extended x-ray absorption fine structure (EXAFS). The modified GeTe film has octahedral-like Ge-Te bonding structure that can be effectively induced by irradiation process. The EXAFS data clearly shows that the irradiation can lead to reduction of the average coordination number. Variations in the transition temperature for the irradiated film during crystallization can be described by the presence of octahedral-like local structure.

The purpose of the present study is to build a model to determine the structure of long-term quasi-optimal rates of local and toll telephone services. The outline of this study is as follows : Telephone business, providing social goods, is capital-intensive industry which needs huge fixed cost to operate exchanges and telephone networks nationwide. The nature of above industry justifies the market structure of telephone business to be natural monopoly and makes a good reason for government's direct regulation, that is, price regulation. Three is a gap between the present rates and the quasi-optimal ones because some administrative processes intervene in rate making process before execution. On the above diagnostic basis, the present study made an empirical test for the optimality of present rates structure in connection with Ramsey-Boiteux model to maximize the sum of producer's and consumer's surplus and also the current study proposed a qusasi-optimal rates structure for better market performance. From the empirical analysis, we can deduce a policy recommendation the local price should be increased to 47% whereas toll price decreased to 24% in order to improve the net welfare worth of 32.6 billion won.

Recently, the vibration reduction at a local structure such as compass deck has been continuously requested by ship owner and shipbuilder. Because crews are afflicted with vibration, severe vibration problems even bring about a damage of structure. This study conducted to get an optimized stiffener size of compass deck to reduce the vibration level and decrease the weight of structure in ship. NASTRAN external call type optimization software (OptShip) which makes use of NASTRAN as a solver is used as an optimization tool. The results indicate that the optimum design is promising for real applications.

The purpose of this study is to investigate the adequacy of derivational approach and representational approach to syntactic theories in generative grammar. As the generative grammar is based on the derivational process of syntactic theories, it is suggested that derivational approach is more valid than representational approach. Move, Economy Principle, Local Economy and Label-free Phrase Structure in Minimalist framework support the preference of derivational approach to representational approach with the elimination of computational complexity, minimality, and label-free phrase structure. Syntactic structure is considered as the result of the interaction of the properties of lexical items containing probe and economy conditions constrained by bare output conditions. On the other hand, Pseudogapping in Lasnik(1999) is analyzed in terms of Object Shift, that is, overt raising to Spec of $Agr_o$ and the PF deletion of VP in representational approach. Hence, it is suggested that the combination of derivational and representational approaches to syntactic theories can be admitted in generative grammar.

Mechanical alloying (MA) by high energy ball mill of Pure chromium Powders was carried out under the nitrogen gas atmosphere. Cr-N amorphous alloy powders have been produced through the solid-gas reaction subjected to MA. The atomic structure during amorphization process was observed by X-ray and neutron diffractions. An advantage of the neutron diffraction technique allows us to observe the local atomic structure surrounding a nitrogen atom. The coordination number of metal atoms around a N atom turns out to be 5.5 atoms. This implies that a nitrogen atom is located at both of centers of the tetrahedron and octahedron formed by metal atoms to stabilize an amorphous Cr-N structure. Also, we have revealed that a Cr-N amorphous alloy may produced from a mixture of pure Cr and Cr nitrides powders by solid-solid reaction during mechanical alloying.
