지역아이덴티티 확립을 위한 스토리텔링 기반의 경관색채계획 울산광역시 울주군 어음하리마을을 대상으로 (Story Telling-based Scenery Color Plan to Establish Local Identity Focused on Eoeumhari Town, Ulju-gun, Ulsan Metropolitan City)

  • 본 연구는 울산광역시 울주군이 시행하고 있는 특성화마을 만들기 사업의 성공가능성을 높이기 위해 지역의 이야기 자원을 이용한 스토리텔링 기반의 경관색채계획에 대한 제언이다. 어음하리마을 특성화마을 만들기 사업은 울산에서는 처음이며, 어음하리 마을의 자원에다가 지역의 이야기를 부여해 스토리텔링 거리로 탈바꿈시키고자 구체적인 사업계획을 진행 중이다. 울주군은 이들 마을을 정비해 관광객 유치 및 지역 경제 활성화에 큰 도움이 될 것이라고 기대하고 있다. 이처럼 스토리텔링을 이용한 지역 마케팅이 최근 지역개발의 한계를 극복할 수 있는 바람직한 방법으로 활용되고 있으며, 이는 경관색채계획의 새로운 가능성을 제시하고 있다. 따라서 어음하리마을의 풍토색을 토대로 이야기 자원에서 브랜드스토리를 추출하고 이를 색채계획에 적용하여 마을 단위의 개성적인 색채 아이덴티티를 만들어내고자 하였다. 이는 현재 지자체 별로 시행하고 있는 대규모 정비에 의한 색채계획에서 탈피하여 색채가 지역 아이덴티티 확립과 더불어 지역활성화 수단으로 활용할 수 있는 가치를 발견하는 하나의 방향이 될 수 있다는 점에서 연구 의의가 있다.

An algorithm for resolution of resource conflicts in scheduling

  • A two phase heuristic algorithm has been developed for the resolution of resource conflicts in a single project scheduling problem. Phase 1 of the algorithm generates a feasible schedule by repairing resource conflicts. Phase 2 finds local improvements in the schedule found in phase 1. Then, the algorithm has been applied to multi project and job shop scheduling. Computational results are compared with those of dispatching procedures. Index Terms-disjunctive constraints, heuristic algorithm, project scheduling, job-shop scheduling.

지방정부의 독자적 농촌발전계획의 수립과 추진을 위한 조례제정에 관한 연구 (A Study on the Local Ordinance for the Rural Development Planning)

  • Since about 2000. local government has started making ordinance related to the rural development planning which is revitalizing rural area through using rural resource. But, the ordinance of local government have not any contents relating to the land use planning system that is necessary in rural development planning. According to the present local autonomy act, ordinance can not have any regulations restricting basic human right without being allowed by law. In recent, central government is considering to hand power making land use planning system over local government. This paper is to study how to expand the legislative power of local government. This study discussed on logical bases through examining disputes on legal theories, the nature of local ordinance, range of local autonomy affairs and cases of local ordinance.

제주 관광객의 향토음식 섭취의사 및 관광 상품화를 위한 의견조사 (Tourists' Intentions to Consume Jeju's Local Foods and Opinions for Tourism Resource Development)

  • According to the definition of 'native local food', Jeju has combined its regional specialty products with its own cooking method. It has almost four-hundred kinds, which reflects regional specialty and diversity, yet it is not very well-known. Thus, this present study provides basic research information through the investigation of tourist awareness, intention to consume, drawbacks, development necessity and direction of development of Jeju local foods. The survey was conducted with 295 domestic tourists who had visited Jeju in the last 10 years. In response to a question asked about the consciousness of Jeju local foods, 67.8% of respondents chose average, indicating a relatively high cause for concern. Intention to consume averaged 3.26, which was higher than tourist awareness, having an average of 2.60. Furthermore, local food interest and demographic characteristics of respondents were found to have an influence on tourist awareness and intention to consume. 87.8% of respondents answered above average with respect to the drawbacks of Jeju's local foods and development necessity and direction, with the main drawbacks being lack of PR (43.1%) and high price (39.0%). The priority of most respondents was the quality and taste of the food (50.8%). Based on the results of this study, if tourist awareness can be effectively increased, an escalation in intent to consume will follow, naturally promoting the consumption of Jeju's local foods. Consequentially, for tourism commercialization, the quality and taste of the foods have to be improved in addition to the gain in popularity through efficient PR methods.

순창지역 방문객의 지역관광에 대한 의향분석 (Intention analysis of Sunchang area tourists for local tourism)

  • This study analyzed tourists' intention at Gangcheon Mountain, Sunchang-gun for local tourism. The contents of study included impression, characteristics, specialized resources, development direction, intention of visit and its form, destination prior and post visit, travelling expenses, and development form of tourism. The results were as following. Impression and characteristics showed that gochujang and fermentation industry established a strategic ground of local development. Intention of revisit of tourists was relatively high by 97.1%. Furthermore, tourists were mainly family units and they preferred family-based recreational type for the future local tourism development form. Therefore, a development strategy will be required that involves inexpensive accommodation, unique local food items, agricultural-specialty products and local tour packages. For invigoration of local tourism, recruitment of skilled managers for farm village experience will be necessary as well.

  • 환경보전 활동을 위한 노력도 교부금과 같은 예산의 지역간 배분에 있어 감안이 되어야 하는데 그렇지 못하고 있다. 개발활동만 기준하여 지원되고 있다. 본 연구의 주된 목적은 환경변수를 예산 배분정책에 반영할 수 있는 방법을 개발하고 이를 실제로 적용하는데 있다. 본 연구는 각 지역별 환경에 미치는 다양한 변수들을 고려하여, 지역간 환경 기여도의 평가방법론을 개발하고 검증하였다. 최대최소법, 최대최대법, 단순가중치법, 계층가중치법과 같은 네 가지 방법론을 적용하여, 대구시의 환경 기여도를 평가해 본 결과, 극단적 상황이 예상되지 않는 조건 하에서 단순가중치법과 계층가중치법을 우선해서 대구시 환경 기여도를 분석할 수 있었다. 이른 기준을 감안한 예산배분은 개발에 치중된 재정지원에서 환경적으로 건전한 지역개발을 유도하는데 기여할 것으로 기대한다.

자치단체지역의 자연환경관리를 위한 보전지역 설정 (Conservation Area Designation Method for Natural Environmental Management in a Rural Local Government)

  • Local government with abundant natural resources should consider the nature conservation oriented planning process for the sustainable development. With this regard, the aim of this study is to provide a substantial methodology to support the decision-making process to designate the conservation areas. The objectives of the proposed methodology is to conserve natural resources in the local government's territory through quantitatively assessing the values of the natural resources based on various ecological factors such as topography, flora and fauna. In order to test the usability of the method, Gangneung City in Kangwon-Do is selected considering the latest data availability. Based on the assessment process land use of the subjected city could be categorized into 4 levels of conservative area, conservative level 1 area, conservative level 2 area, and conservative level 3 area. Among them, conservative area and conservative level 1 area could be combined as natural resources conservation area and the others could be regarded as buffer and transitional area. Especially conservation area is surrounded by conservation level 2 area. Conclusively, the GIS methods adopted in this could be the efficient illustrative tool to assess the local natural resource values with the central government established nature-environmental information systems.

Facilitating creative problem solving process as a teaching tool in fashion marketing classrooms

  • A teaching manual was developed to incorporate the creative problem solving process into a fashion marking course. Students' creativity, problem solving, critical thinking, and analytical thinking are promoted by applying the creative problem solving process systematically to solve authentic business problems experienced by local apparel business owners. This teaching manual is based on the FourSight Model that consists of Clarify, Ideate, Develop, and Implement. Various tools promoting divergent thinking are also utilized in the process. A local fashion business is invited as a problem owner and four resource groups are formed with students based on the results of the Kirton Adaption Innovation Inventory. Each resource group consists of 6-8 students. The creative problem solving process is implemented into a classroom setting as four 75-minutes sessions that are held twice a week for two consecutive weeks. The local fashion business owner will be in presence during the first (Clarify) and last (Implement) sessions. The instructor facilitator meets with the problem owner outside the classroom three times including pre-session client interview, after the second (Ideate) session, and before the third (Develop) session. This modified CPS manual for fashion marketing and merchandising courses provides practical guidelines to work with local fashion businesses while providing students with learning opportunities of the creative problem solving process.

전문가 설문을 통한 제주특별자치도 환경자원 가중치 분석에 관한 연구 (A Study on Weight Analysis of Environmental Resources in Jeju Special Self-Governing Province through Expert Survey)

  • This study was conducted to lay the foundation for considering the qualitative aspects of environmental resources by calculating the weight of each environmental resource to calculate the total amount of environmental resources in Jeju. By comparing and analyzing the results of the expert survey conducted in 2011 and the results of the expert survey conducted in 2011 and 2022, changes in experts' perceptions and implications over time were derived. In addition, based on the results of the recent survey, the weight according to the relative importance was calculated to lay the foundation for calculating the total amount of environmental resources in Jeju. The results of this study are expected to provide basic data necessary for the successful institutionalization of the total environmental resource system by providing a scientific basis for the calculation of the total environmental resource. As a result of comparing the survey conducted in 2011 to the survey conducted in 2022 to establish a total environmental resource management plan in Jeju Special Self-Governing Province, there was a difference in the relative importance of the environmental resource category. Although the ranking between categories did not change, it was confirmed that the relative importance of the natural and local resource environment decreased and the relative importance of the living environment field increased significantly. Over time, the importance of plants and wildlife increased, the importance of landscapes and topographic geology decreased, the importance of wetlands and caves increased, and the importance of Gotjawal, natural monuments, and cultural history decreased. In the living environment category, the importance of water pollution increased significantly, and in the humanities and social environment category, the importance of population increased and the importance of industry decreased. It is judged that most changes in item importance are largely influenced by changes in the background of the times and overall perception. It was confirmed that the importance of plants, wildlife, wetlands, and caves with relatively high awareness and the importance of water pollution, which is emerging as a regional problem, have all increased significantly due to structural problems of population age.

광역자치단체 정보화 조직 역량 분석과 발전모델 제안: 업무, 구조, 관계를 중심으로 (Task Contents, Organizational Structures and Work Relations of ICT Departments in Korean Local Governments)

  • 본 연구는 지방정부 정보화 조직의 경쟁력 강화를 위해 업무, 구조, 관계적 역량을 진단하고 조직발전 모델을 제시하는 것을 목적으로 한다. 연구 대상은 한국 17개 광역자치단체의 정보화 부서이며, 조직 변화에 대한 통시적 관찰, 조직 간 비교, 심층 인터뷰 등 다각적 방법으로 지방정부 정보화 조직의 현실적 문제를 담아내고자 하였다. 분석결과, 첫째, 업무 측면의 경우, 새로운 정보통신기술의 도입, 업무 구분 및 조정, 창의적 정책 탐색에서 문제를 보였다. 둘째, 구조 측면에서는 부서 위치 및 명칭, 인력, 공식적 권한, 조직문화 등 공식적 비공식적 원인에 의해 조직 위상이 저하되어 있다. 셋째, 관계측면에서는 전담부서-현업부서 간, 정부 간, 정부-민간 간 관계에서의 주도적인 역할 변화가 필요한 것으로 진단되었다. 이와 같은 조직문제를 개선하기 위해 본 연구는 지방정부와 조직이 처한 상황에 따라 적용할 수 있는 'Relation Model, Resource Model, Curation Model, Creation Model'을 구상하고 이의 실현을 위한 업무, 구조, 관계 역량 강화 전략을 제시하였다.
