Study on Reorganization Plan for District Division of Baekdudaegan Protected Area for Local Revitalization (지역 활성화를 위한 백두대간 보호지역 용도구역체계 개편방안 연구)

  • The Baekdudaegan protected area is a regulatory-oriented policy that does not consider the residents, and has been affected by the shrinking of local economy and the reduction of community activities. In order to minimize the damages, Baekdudaegan resident support programs has been implemented but various problems have been pointed out failing to lead to local revitalization. In addition, the zoning districts consists only of the core district and buffer district, which makes it more difficult to improve the lives and satisfy the needs of residents due to the stricter regulations. This study suggests the revitalization of Baekdu-daegan protected area by reforming the zoning system of Baekdu-daegan protected area. Considering related plans and systems, legal validity, residents' repulsion, area, etc., four reorganization plans were drawn according to each strength and weakness. Principles, additional permissible activities, example of amendment to 'Baekdudaegan Protection Act' according to each plan were also presented. The results of this study can contribute to the improvement of income and welfare of the residents in Baekdudaegan protected area. However, further research is needed because it is a limitation that the specific scope of the proposed plans could not be set.

  • The purpose of this study is to understand the perceptions of stakeholders in environmental conflicts. The private rental housing project in Busan Sasang-gu Jurye 3 District, which took place in 2017 is one of many cases of environmental conflicts between developers and local residents. The case is considered as a typical failure of collaborative governance that has consequently caused negative impacts to both local residents and government. To understand why local residents could not come to consensus even though the majority of them were against the development project, we analyzed residents' perceptions and subjective opinions towards environmental conflicts. This study adopted 'Q methodology' to investigate human subjectivity. The results showed three distinguished types of subjectivity structures. Each type was named as 'collaborative governance advocates', 'public administration distrusters', and 'current local government supporters' based on their characteristics. Participants in all three types showed opposition to environmental damages that can be caused by the private rental housing development, but they revealed different perspectives on the importance of public participation and institutional responsibility in the process of decision-making. This study makes better understand what makes it difficult to build collaborative governance as a means of overcoming environmental conflicts.

The Effects of Sense of community and Residential Satisfaction of Local Residents on Quality of Life (마을주민의 공동체 의식과 주거만족도가 삶의 질에 미치는 영향)

  • The purpose of this study was to examine the effect of sense of community on the quality of life of local residents and the mediating effect of residential satisfaction in the process to improve the quality of life. To this end, as a result of 1:1 survey through a face-to-face survey of 480 local residents in G, Gyeonggi-do, a total of 468 samples were finally analyzed excluding insincere answers. The analysis method was SPSS WIN 25.0, and the mediation model was verified using frequency analysis, descriptive analysis, correlation analysis, and regression analysis. As a result of the study, first, sense of community was found to have a positive (+) effect on quality of life and residential satisfaction. Second, residential satisfaction was found to have a positive (+) effect on the quality of life. Third, residential satisfaction was verified as a partial mediation in the relationship between sense of community and quality of life. Based on this study, the importance of the effect of residential satisfaction in the process of local residents' sense of community affecting their quality of life and practical measures to improve the quality of life were presented.

A Study on the Perception Survey of Local Residents and Library Officials about Gangdong-gu Libraries (강동구 도서관에 대한 지역 주민과 도서관 관계자의 인식 조사 연구)

  • The purpose of this study is to prepare basic data for establishing a mid-to long-term comprehensive development plan for Gangdong-gu libraries by analyzing the results of a perception survey conducted on local residents, librarians and operators. To achieve the research purpose, a survey was conducted targeting 1,224 library users and non-users in Gangdong-gu. To collect more in-depth opinions, focus group interviews were also conducted with local residents, librarians at public libraries and book cafe libraries, and operators of small libraries. As a result, for the efficient operation of the Gangdong-gu library, it is necessary to establish the role of each library to adjust and reorganize specialization to form an ecosystem, to introduce services and programs without time and space restrictions required in the information society, and to actively promote and attract non-users to the library. The conclusion drawn is that it is necessary to establish a system and support system that can encompass various types of libraries.

Stakeholder Networks Supplying Rural Tourism in The Mekong Delta, Vietnam: The Case of Thoi Son Islet, Tien Giang Province (메콩델타지역 농촌관광의 공급자 네트워크: 티엔장성(省) 터이선 섬을 사례로)

  • Tourism in Thoi Son Islet has been the advanced model for rural tourism in the Mekong Delta region since the 1990s. The continuously rising number of tourists, however, has also created problems that affect sustainable rural development. To understand these problems, this research analyzed how rural tourism has been operated through the methodology of a stakeholder network. After investigating the network among key stakeholders (Ho Chi Minh travel agencies (HCMTAs), local travel agencies (LTAs), and local residents, the result showed that in the current model, HCMTAs and LTAs have played the role of connectors, working as hubs to shift tourists (demand) to match local residents (supply), with the networking being dominated by signed contracts (formal networks). The networks between LTAs and local residents are both formal and informal. Inter- and intra-networks among local residents are dominated by informal networks of established working relationships based on networks of family, friends, and neighbors. Moreover, this research has found that there is no cooperating network among LTAs. Among owners of tourist sites was not also found cooperating network. The primary motivating factor for these stakeholders is price competition; this has led to a disproportionately small share of revenue for local stakeholders, with most tourism revenue going to HCMTAs. Additionally, because of the high competition among local stakeholders, this results in local stakeholders having little or no negotiating power when conducting business with HCMTAs. Meanwhile the Tien Giang Tourism Association is inefficient in fostering cooperation among local stakeholders to increase their negotiating power.

The Study About the Installation of Fire-fighting Office by the Local Government (기초지방자치단체의 소방기관설치에 관한 연구)

  • In the Local Autonomy Law, we regard the fire-fighting service as inherent service for the local government. However, if we look into the course of the charge of fire-fighting service, after the transfer of this from the police service, or the state, to the local service in 1991, this is now taking a firm hold as service of the local government. what we call the local services includes the business about the welfare of the residents and that of taking in charge of the resident properties, proclaimed in the Constitution. That is to say, the basic purpose of the local autonomy is to make the residents feel the most convenient and safe, and this is the mission of the present-day local autonomy. Looking from this point of view, if we consider that the ultimate purpose of fire-fighting is promoting the welfare of the residents by preventing and putting out fires and, in the time of emergency, carrying out rescue and relief operations, and furthermore, maintaining the safety and order of a society, until present time the benefits of fire-fighting business were mainly available to the residents of the cities. In order to break from these thoughts, according to the result of comparing and analyzing the metropolitan city, surrounding rural areas, middle and small cities and typical rural areas, the rural areas are urgently demanding fire-fighting service, so it is being proved that it is necessary to install the offices in these areas. Therefore, the installation of the fire-fighting offices in the counties that are the basic units of the primary local autonomy and are rural areas should be expanded as part of the welfare administration.

Development of IoT-Based Disaster Information Providing Smart Platform for Traffic Safety of Sea-Crossing Bridges (해상교량 통행안전을 위한 IoT 기반 재난 정보 제공 스마트 플랫폼 개발)

  • Jeollanam-do has 25 land-to-island and island-to-island bridges, the largest number in Korea. It is a local government rich in specialized marine and tourism resources centered on the archipelago and the sea bridges connecting them. However, in the case of sea-crossing bridges, when strong winds or typhoons occur, there is an issue that increases anxiety among users and local residents due to excessive vibration of the bridge, apart from structural safety of the bridge. In fact, in the case of Cheonsa Bridge in Shinan-gun, which was recently opened in 2019, vehicle traffic restrictions due to strong winds and excessive vibrations frequently occurred, resulting in complaints from local residents and drivers due to increased anxiety. Therefore, based on the data measured using IoT measurement technology, it is possible to relieve local residents' anxiety about the safety management of marine bridges by providing quantitative and accurate bridge vibration levels related to traffic and wind conditions of bridges in real time to local residents. This study uses the existing measurement system and IoT sensor to constantly observe the wind speed and vibration of the marine bridge, and transmits it to local residents and managers to relieve anxiety about the safety and traffic of the sea-crossing bridge, and strong winds and to develop technologies capable of preemptively responding to large-scale disasters.

A Study on Conflicts in Restoration Projects of Modern Cultural Heritage for Sustainable Tourism Development -Focusing on Daebul Hotel, Jung-gu, Incheon- (지속가능한 관광개발을 위한 근대문화유산의 복원사업 갈등연구 -인천 중구 대불호텔을 중심으로-)

  • The purpose of this study is, first, to establish a theory about the conflict between sustainable tourism development and the restoration process of modern cultural heritage. Second, a research model is established through literature research, and the difference in perception between the local government (Incheon Jung-gu Office) and the local residents is analyzed. Third, based on the results of the analysis, we will present a conflict management strategy for sustainable tourism development in the modern hotel restoration project. If a conflict management strategy is presented based on the analysis results, first, a procedure to confirm whether the goal of development for sustainable tourism development and local residents is the same before the modern cultural heritage restoration project is necessary. Second, it is necessary to coordinate opinions on priority items among sustainable tourism development indicators during the modern cultural heritage restoration project. Third, in the modern cultural heritage restoration project, priority should be given to the change of awareness of the development subject rather than the change of awareness of the local residents. Fourth, in the modern cultural heritage restoration project, the development entity should attempt continuous dialogue and compromise in an effort to find an alternative that satisfies local residents. Fifth, in the modern cultural heritage restoration project, it would be effective to pay special attention to and focus on the part of 'adjustment of opinions' where the difference of opinion between the developer and the local residents is the largest.

Achieving Local Residents' Support for Tourism Development through Community Satisfaction and Government Trust

  • The purposes of the study are (1) to explore relationships amongst attitudes to positive/negative tourism impacts, community satisfaction, government trust, and support for tourism development and (2) to provide practical implications for policy makers how they can gain residents' support by increasing community satisfaction and government trust, which are resulted from attitudes to tourism impacts. A questionnaire is self-administered to local residents using a systematic sampling method in Ninh Hai Commune, Hoa Lu District, Ninh Binh Province, Vietnam. The results indicate community satisfaction and government trust are core factors of support for tourism development. The study highlights that to attain community satisfaction and government trust, the policy makers should especially increase positive socio-cultural and environmental impacts and minimize negative economic impacts on the community simultaneously.
