Change in Exposure Concentration in the Cleaning Process after Installing a Local Exhaust System (디클로로메탄 사용 세척공정의 국소배기장치 설치 후 노출농도 변화)

  • Objectives: The purpose of this study was to examine the change in exposure concentration in the cleaning process after installing a local exhaust system. Methods: Dichloromethane measurement was conducted according to the KOSHA Guide (A-19-2019). Results: After the local exhaust device was installed, a total of three measurements were conducted, including temporary work environment measurements, and all of the measurements did not exceed the DCM exposure standard, but were more than 50% of the DCM Time Weighted Average((8-TWA) Conclusions: It is thought that the local ventilation system of a small business needs not only support for the initial installation cost, but also educational support for maintaining the performance of the local ventilation system and support for consumables (adsorbents, filters, etc.) that incur periodic costs.

A Study on the Relative Efficiency of Local Government' s Fiscal Expenditure and Urban Settlement Environment (지방정부의 재정지출과 도시 정주 환경과의 상대적 효율성 분석)

  • Efforts on the continued increase of local government's fiscal spending related to improving the residential environment are desirable to counter the declining phenomenon of urban decline. At the same time, however, it is also important to know how to operate limited finances more efficiently to improve the residential environment. This study aims to contribute to the rational allocation of fiscal expenditure and the creation of productive results for the improvement of the settlement environment. To this end, this study analyzed the efficiency of financial expenditure related to the improvement of the residential environment in 225 local governments nationwide. The relationship between financial expenditure and residential environmental performance was also measured and the CCR, BCC and SBM models were used to measure efficiency. The analysis showed that most local governments need to scale back their fiscal spending related to improving the government environment. In addition, it was required to prepare feasible spending plans by bench-marking the processes of residential environment improvement projects in areas such as Haman-gun, Jongno-gu, Seoul, and Seocho-gu, which are considered to be under efficient operation.

  • The purpose of this study is to understand the process and characteristics of social impact caused by development projects through research and analysis on issues presented during development projects carried out in Korea. Furthermore, on the basis this analysis, this study proposes possible improvement measure environmental impact assessment for minimizing social impact of development projects in the future. Issues related to development projects are generated mainly by the following three causes. Initial social impact can occur when a development project directly causes certain changes in natural, living and social environment. Operational problems related to assessment are another cause of social impact, and it can also occur when changes in natural and living environment work in tandem with social environment sphere. Social impact of development projects is not brought about solely by changes in social environment, but is the result of interaction of factors such as changes in social, natural, living environment and problems related to assessment or operation/management. As to why the current environmental impact assessment could not provide satisfactory solution to the issues mentioned above, this study suggests the following reasons: limitations of assessment method used in social environment category, difficulties in defining assessment criteria, limitations inherent in criterion referenced assessment method, insufficient issue-making in local community, and lack of participation on the part of local residents. Possible solutions for these limitations are as follows: 1) To identify local issues in social environment category through participation of local experts in scoping stage, 2) To adopt deliberative method for local participation, 3) To utilize social survey technique.

A Study on the Efficient Management Plan of the Local Agenda21 (지방의제21의 효율적 운영방안에 관한 연구)

  • The Local Agenda21 is an action program of local dimension to realize of sustainable development. The citizen participation is prime issues and very important f3r successful practice of the Local Agenda21. The purpose of this research is to analyze the citizen participation problem and to suggest the improvement plan at the advanced course of the Local Agenda21. The research results are as follows; 1. The recognize of citizen about the Local Agenda21 is very low. Namely, the citizen of about 50% answered not to know about the Local Agenda21, 2. However, citizens showed the participation opinion to be very active by simple explanation about the Local Agenda21. 3. Also, citizens showed the result to be very affirmative in the environment problem consciousness investigation. Namely, citizens were recognizing the environment problem as the problem of the society synergic.

  • Traditional markets located in local small towns have effected local economies and culture for a long time, but their current situation is not so good. In this context, this paper tries to find out the physical characteristics and problems of local traditional markets and to extract some suggestions to improve them. For this, I selected three traditional markets as case study areas such as Mugeuk, Samseong, and Boeun located in local small town in Chungbuk Province. Using the diverse survey methods including theoretical review, basic data analysis, field survey, and questionnaire study, I examined physical features such as location, spatial structure, type of business, streetscape, and convenient facilities in the designated markets. Finally, based on this, I proposed some suggestions on the improvement of traditional markets located in local small towns as followings; expand and improve the convenient facilities, enforce the image of entrance, boost and form groups of specified business, reflect the local characteristics, and amend the related institution etc.

Conflict Structure of Urban Growth Management Policies and Conflict Mitigation Alternatives : Lessons from the United States' Experience (도시성장관리정책의 갈등 구조 및 조종 미국 도시성장관리정책의 교훈)

  • This study aims at drawing implications for Korea's urban growth management policies from U.S.A's experience on this issue. This study analyzes two types of contradictions in planning and implementing urban growth management policies: 1) value conflicts in goal setting and 2) contradictions among different level of governments (local, province, nation). As mentioned by Campbell (1996), there are three types of conflicts in objective values (efficiency, equity, and environment protection): property contradiction between economic growth and equity, resource conflict between efficiency and environment protection, and development conflict between equity and environment protection in urban growth management policies. In implementing urban growth management three types of conflicts in goal values should been taken into consideration. Contradictions among local governments, province, and central government are also found in implementing growth management policies. The lessons from the United State are as follow: 1) growth management plans are initiated by the local government and during the planning process adjacent local governments review a local government's growth management plans and give inputs for the plan, 2) local government and State work together for growth management planning and specially, the State provides technical and financial assistance to local government, and 3) the State plays leading roles in local government's planning and implementing of growth management policies with carrot and stick policy.

  • This study analyzes the relationship among environment uncertainty, local infrastructure, flexible-open firm culture, operations performance and marketing performance focus on SMEs. This research has revealed that the relation among firm size, firm type, firm culture, operations performance and marketing performance as well. The findings show that firm has its culture which is preparing environment uncertainty and local infrastructure influence on forming firm culture. Change-oriented and leaning-oriented firm cultures affect operations performance and marketing performance. In conclusion, this study suggests implication and limitations for further research.

Mobile Robot Path Planner for Environment Exploration (효율적 환경탐사를 위한 이동로봇 경로 계획기)

  • The Mobile robots are increasingly being used to perform tasks in unknown environments. The potential of robots to undertake such tasks lies in their ability to intelligently and efficiently search in an environment. An algorithm has been developed for robots which explore the environment to measure the physical properties (dust in this paper). While the robot is moving, it measures the amount of dust and registers the value in the corresponding grid cell. The robot moves from local maximum to local minimum, then to another local maximum, and repeats. To reach the local maximum or minimum, simple gradient following is used. Robust estimation of the gradient using perturbation/correlation, which is very effective when analytical solution is not available, is described. By introducing the probability of each grid cell, and considering the probability distribution, the robot doesn't have to visit all the grid cells in the environment still providing fast and efficient sensing. The extended algorithm to coordinate multiple robots is presented with simulation results.

  • In this paper, we propose a local path planning method based on RANGER algorithm and autonomy manager for autonomous navigation of UGV in urban environment. LPP method is designed to generate the local path in sensing area by using lane and curb of pavement and autonomy manager is designed to make a decision which transit the status of LPP component to a proper status for current navigation environment. A field test is conducted with scenarios in real urban environment in which crossroad, crosswalk and pavement are included and the performance of proposed method is validated.

  • This paper presents an algorithm of local map building for autonomous robot navigation using LASER range finder information. We develop a model of sensor output for a LASER range finder, and obtain an output data of the LASER range finder for a given environment. From the output data, a local map is obtained through the following procedures: (1) filtering of output data to remove noisy and unnecessary data, (2) comparison of filtered data with the original data to restore useful data, (3) thickening of the map obtained from the restored data, and (4) skeletonizing of the thickened map to get a final local map. Through some simulation studies, a map is obtained from the LASER range finder information for a given indoor environment, and is compared with the environment.
