Local autonomy of Korea's lower-level local council has been reinstated following elections last March for the first time in thirty years. Last June, we had elections for the upper-level local council. Mayors, governors, and administrative chiefs of cities, provinces and other local government bodies are slated for elections in the first half of next year. The impacts of local autonomy are taking effect in not only the political sphere, but also the administrative and economic spheres. In fact, it seems that some modification of all economic policy making and administration is inevitable. Since the initiation of local autonomy, in order to make the economy work more efficiently, it has become quite important to examine the impact of local autonomy on the national economy. The areas of local autonomy include independent legislative power, administrative power, organizational power, and most important of all, the independent public financial power of the local governments. The purpose of this paper is to examine the effects of local autonomy on the national economy and ways of enhancing the role of local public finance to facilitate settlement and development of the local autonomy system. Local autonomy will contribute to the continuous growth of our economy, allow balanced development, and generate greater efficiency. However, local autonomy can also incur economic costs causing at times short-term price instability, inefficient resource allocation, through tax competition and tax exporting, and insolvency of local government due to abusive fiscal operation. To reduce these side effects, different alternatives must be considered. Local autonomy systems generally provide more efficient resource allocation than centralization. But in the model used in Chapter 3 of this paper, the relative efficiencies of both local autonomy and centralization are determined by comparing the elasticity of substitution between national public goods and local public goods. If the elasticity of substitution is bigger than one, centralization provides a more efficient resource allocation. The development of local autonomy could be attained through democratization of the local public finance system including the following three propositions. I) The independence of public financial power of local governments should be established over central government. Furthermore, a democratically operated scheme of intergovernmental fiscal coordination is especially necessary. 2) In the operation of local finance, direct democracy is needed to induce the voluntary participation of local residents. The residents can take part in planning both the local budget and the development of the community. To attain this goal, all the results of local finance operations should be made public. 3) Among economic ill-effects of the local autonomy system, the most serious one is the possibility of insolvency of local governments. Therefore, measures to limit abusive spending by the local governments should be introduced, such as the fiscal restraints system adopted in the United States.

Weak competencies in urban local bodies (ULBs) for implementing public private partnership (PPP) projects has been recognized as a major hurdle in uptake of PPP model in India. In this context, a questionnaire survey was conducted to evaluate perception of urban PPP experts and ULB representatives on three aspects related to competency development, including, critical competencies for implementing urban PPP projects, approaches for competency development in ULBs and constraints faced by ULBs in development of competencies. The five critical competencies identified are project identification, project conceptualization, transaction design, PPP process management and contract management. The approach of training programs for municipal staff and elected representatives, and capacity building oriented technical assistance for implementing urban PPP projects have been preferred by survey respondents for competency development. The frequent transfer of municipal decision makers and low motivation among municipal staff have been identified as the most significant constraints for development of competencies.

Poitical demand for decentralization trends in Korea has led the government to plan to localize its agricultural extension system by changing the status of 6,696 extension personnel stationed at the provincial and county level from central government status to local government status as of January 1997. However, serious drawbacks of lowered morale of extension personnel and the financial burden of local governments has not yet been debated extensively for effective personnel management. Some of the findings that emerged from both the analytical and empirical research show the dangers of decentralization such as an increase in disparities, jeopardizing stability, and undermining efficiency. These problems should be considered along with the culture, tradition, and Koreans' attitude towards central and local government. The dangers of decentralization of agricultural extension services in Korea may cause serious problems in allocative efficiency because of a mismatch between available resources and promised expenditures, and in production efficiency because of unproven cost-effective provisions of local governments. It is accepted that the central government can invest more in technology, research, development, promotion and innovation in the agricultural sector. However, changing the status of extension personnel from central government to local government status may lead the best people to leave, lower morale, shake the sense of public service, break networks, and sacrifice investment in research, development and extension. In deciding the future directions for personnel management of agricultural extension services in Korea, maintaining or reinforcing the existing national status of extension personnel should be considered along with a reflection of the basic characteristics of agricultural extension services, linkages of research and extension, the financial burden of local government, specialization of extension personnel, unnecessary duplication of investment among local governments, possible national supports to agricultural research and development, and extension under the WTO systems.
This paper closely examines the relation between ‘how the local residents' involvement in a tourist industry and their perception of tourist development have an influence on tourism' and also 'how the understanding of a tourist effect has an influence on the local residents' participating intention in the tourist policy'. The local residents' involvement in the tourist industry was influenced by economical and socio-cultural factors among the influencing perceptions on local festivals, but, statistically, was not influenced by an environmental factor. The local residents' perception of tourist development has influenced on each local festival, and for the rate of influence, the environmental factor was the highest, and in the next order, the residents' intention to participate in tourist policy, the socio-cultural factor, and the economical factor followed. In the relation between local residents' perception of tourist influence and their participating intention, only the factor of socio-culture had a plus(+) influence on the participating intention in the tourist policy. It is expected that this result will be different from the tourist influence of tourist development. Therefore, a study of the perception on the influence of tourist development will be required in the future.

The tourism sites and attractions of South Korea in many ways have little specialties in their image due to the local development plan's uniformed way of designing and improving landscape. The lack of specialties in tourist sites and attractions have caused displeasure from the local residents, as the sites don't characterize the locals as attractively and appealingly as is the potential. There have been no research or studies on the scenic effect on tourism or resort development thus producing an urgent call for local authorities to develop planned landscapes of local sites. This study compares Bugok Onchon (hot spring), whose image hardly differentiates itself from the others, with Kinosaki Onsen (hot spring). Bugok Hot Spring, which is the case study of this report, has recorded a steady decline of visitors due to a result of uniformed development planning. In the case of Kinosaki Hot Spring, scenery development, however, has made a breakthrough in tourist increase despite its no-so-easily-accessible location. The study assumes that scenery effects changes in promoting local tourism, thus analyzing and comparing the two hot springs to unearth critical factors in tourist site development, as well as viewing the present state of Bugok Hot Spring for further study. Furthermore, the study provides tourist site developers with a guideline of the two comparative Hot Spring cases. Investigations and analyses are mainly focused on colors, which are important factors in making underlying images of tourist sites, and the comparison of Bugok Hot Spring with Kinosaki Hot Suing. Bugok Hot Spring shows the influences of accent colors as well as a variety of color combinations and similarities of color tones. Kinosaki Hot Spring shows a combination of naturally-generated colors its own scenic beauty by trimming the landscape. Through the comparative study of the two hot springs, Bugok (boulevard) uncovers a typical case of Korean local landscape planning, even with the well-known tourist attraction 'Bugok-Hawaii', and calls upon a new, serious landscape-improvement plan to increase visitors.

This paper aims to examine the characteristics of social enterprises in Jinju City, Korea and to provide policy recommendations for promoting the competitiveness of local social enterprises. There are 11 social enterprises in Jinju City that are certified by central and local governments. The survey shows that the majority of social enterprises in Jinju City are based on the local community and their activities are public in nature, including supporting the self-reliance of local under-privileged class or contributing to local socio-economic development. However, it is also revealed that local social enterprises have a great deal of difficulty in making a profit. Particularly, they have much trouble with sales of their services and products, largely due to the vulnerability of marketing and financial ability. This means that the local social enterprises are not capable of being viable in a severe market competition. Thus I suggest some important policy recommendation for invigorating local social enterprises, including the reform of governance system, expansion of public purchase of the products made by local social enterprises, and the facilitation of inter-organizational networking among local social economy agents.
This study dealt with the effect of the university in area development to Cheonan city. This study ran parallel literature investigation and actual proof investigation. Ecotourism is widely known to be a sort of alternative tourism which seeks to keep balance between conservation and development. Successful ecotourism is not just dependent upon natural/cultural resources but also the consensus-building and collaboration among actors involved in the development of ecotourist attractions. In this sense, the establishment of good local governance can be crucial to achieve both conservation and development which are incompatible one another. Governance is carried out through self-organising, inter-organisational networks, which is emerging as new forms of collective decision-making at local level. Governance leads to the development of different relationships, not simply between public/ nonpublic agencies but between citizens and public/nonpublic agencies. I represent some key dimensions to construct good local governance in ecotourism: i) the creation of socio-institutional milieu that facilitate interactions among actors related to ecotourism; ii) actors involved in ecotourism taking responsibility to play an appropriate role in their own position. I argue that interactive relationships and consensus-building between different actors can be promoted by collective actions such as the sharing of information and resources, co-education and co-training, and seminars. It therefore implies that local good governance cannot be established without local social capital based on trust and cooperation between actors.
According to the definition of 'native local food', Jeju has combined its regional specialty products with its own cooking method. It has almost four-hundred kinds, which reflects regional specialty and diversity, yet it is not very well-known. Thus, this present study provides basic research information through the investigation of tourist awareness, intention to consume, drawbacks, development necessity and direction of development of Jeju local foods. The survey was conducted with 295 domestic tourists who had visited Jeju in the last 10 years. In response to a question asked about the consciousness of Jeju local foods, 67.8% of respondents chose average, indicating a relatively high cause for concern. Intention to consume averaged 3.26, which was higher than tourist awareness, having an average of 2.60. Furthermore, local food interest and demographic characteristics of respondents were found to have an influence on tourist awareness and intention to consume. 87.8% of respondents answered above average with respect to the drawbacks of Jeju's local foods and development necessity and direction, with the main drawbacks being lack of PR (43.1%) and high price (39.0%). The priority of most respondents was the quality and taste of the food (50.8%). Based on the results of this study, if tourist awareness can be effectively increased, an escalation in intent to consume will follow, naturally promoting the consumption of Jeju's local foods. Consequentially, for tourism commercialization, the quality and taste of the foods have to be improved in addition to the gain in popularity through efficient PR methods.

Background: Bamboo forests provides benefits for nature and the welfare of the people of Turen in Malang Regency and Sumbermujur in Lumajang Regency. They interact with the forest to live through the development of forest potential based on local wisdom. This is believed to prevent various adverse impacts on the forest. Local wisdom is related to beliefs or/and taboos, ethics and rules, techniques and technology, as well as forest/ land management traditions carried out by the community in building, managing forests, and Turen springs in Malang Regency and Sumbermujur in Lumajang Regency. Therefore, it is important to study the potential of bamboo forests in Turen and Sumbermujur for ecotourism, the development of bamboo forest ecotourism in Turen and Sumbermujur based on local wisdom, and the potential of bamboo forests in Turen and Sumbermujur in sustainable spring conservation. Results: Bamboo forest ecotourism has become an attractive tourist attraction. It is also beneficial for environmental conservation and the welfare of the surrounding community. The potential of bamboo forests in ecotourism development consists of various types of old bamboo that are fertile which offer environmentally friendly tourism activities by prioritizing aspects of nature conservation and socio-cultural empowerment of the local community. This cannot be separated from the belief that bamboo has supernatural powers (as a protector), so they do not dare to take or damage the existing bamboo. This behavior has a positive impact on springs that are still sustainable. Conclusions: Therefore, the charm of the bamboo forest is a potential that can be developed through ecotourism based on local wisdom. The development of bamboo forest ecotourism based on local wisdom is able to meet the living needs of the surrounding community.
