This paper deals with the study on repair case of journal shaft and bearing damage in 25MW industrial gas turbine caused by sudden blackout, operation mistake, and logic abnormal, etc. When a serious accident such as journal and bearing damage in a gas turbine occurs, the domestic local companies having the gas turbine are dependent on manufacturer for all maintenance and repair schedule until now. This case study shows that the damaged gas turbine is normally re-operated itself in domestic by establishing repair schedule in a short period of time, repairing damage journal shaft and tilting pad bearings, and performing rotating test for a reliability check. This paper can be regarded as the important case study of emergency test run experience of the refurbished 25MW gas turbine rotor.

The objectives of this study are to provide advices and methods for cultivating labor in the digital cultural contents industry in the Chung-Nam Province. For the purpose of this study, review of theoretical and practical literature, identifying the present status of affairs, and three times FGI and surveys were executed. The results of research show a lack of professional labor in the digital cultural contents industry; even so most of laborers want to get a job in or around the Seoul region. To activate digital cultural contents in the local area, a development model for the Chung-Nam digital cultural contents industry was introduced and four strategies were also suggested. The nurture of a professional skilled labor force through a strategically designed joint relationship between university and companies in the digital cultural contents industry was found to be quite necessary. In this way, the need for specialized training and education in the university classroom can be supported.

Evaluation and comparison for the performance on the contracting-out became possible after the introduction of the performance indicators(PIs) in 2012 in Korea, And local governments and private companies are utilizing them as evaluation data to enhance the performance of the contracting-out. Several revisions on performance indicator were carried out by expert group on contents validity of PIs, But the review of the composition validity of PIs was not sufficient. In this study, the applicability, distinction ability and composition validity of PIs is evaluated by statistical method. From the results, Improvement of indicator is required in order to increase the interrelationship among indicators to enhance the compostion validity of indicators related with operation, sludge and water reuse.

The purpose of this study is to investigate the business performance determinants of private consulting firms supporting bottom-up local development projects in rural areas. Under the shortage of well-trained rural development professionals, Private consulting firms support rural development projects driven by the residents. Considering the important role for consulting firms to play in the success in rural development projects, it becomes necessary to review the circumstances of consulting market on rural development projects. This study targeted 80 companies that are listed in the book rural development consulting firms. Analysis showed that factors influencing the business performance are not professional competencies but other external factors. The implications based on the above results need to be considered for policy-making to ensure that consulting company selection must be guaranteed of the consulting firms'capability by detailed fields of consulting firms' capability, and the training system for rural development experts must be formed.

The study compares network structures that emerged in three inter-organisational projects set up under the MSC Malaysia initiative by the Government of Malaysia. These consortia are seen as policy-driven inter-organisational networks and, with data collected through interviews; the links among the organisations are mapped to gain an understanding of the structures that emerged in these networks. The findings provide lessons for other emerging countries that are embarking on similar projects i.e. cluster-oriented developments with policy-driven inter-organisational networks. These findings are seen as particularly useful when emerging countries invest in technology-related projects and invite multinational companies to work together with local firms.

Recently in Korea, treatment and disposal of organic wastes have being the mostimportant is sue due to governmental strong regulation of landfill banning Especially the sewage sludge and food wastes will be restricted from the direct landfilling, after the year 2003 and 2005 respectively. Thus the considerable change in treatment methods of organic wastes is founded to transfer toward recycling the organic wastes, In these trends. vermicomposting is being enlightened newly in Korea. In November of 1999. the first symposium focusing the organic waste treatment using the earthworm was held with attending many peoples including earthworm company, experts. and professors. In that symposium, it was reported that the vermicomposting plants treating organic wastes had increased to about 80 plants and had treated about 110,000 tons per year in Korea Many local governments and companies showed the interest in vermicomposting of organic wastes and needed the collaboration with each other and foreign countries. In for reclamation materials, the extraction of some medical drugs from earthworm was expanding the research and development fields, In this paper, the history of vermicomposting in Korea was reviewed and the present stanls and future aspect were showed.

A possible heuristic to solve metropolitan area vehicle routing problems with variable vehicle speeds is suggested in this research. Delivery hours are classified into 4 different time zones to make variable vehicle speeds no change within the same time zone to make TDVRP simple to solve. The suggested heuristic consists of 2 stages such as initial solution development step and initial solution improvement step. A computer program using C++ is constructed to evaluate the suggested heuristic. Randomly generated vehicle routing problems are used for the experiments. This heuristic could be helpful to logistics companies by increasing delivery efficiencies since the 4 zone classification is taken from the observed traffic information offered by a local government.

The study aims at verifying no generation of electrical power induced noise voltage on telecommunications lineside cable by analyzing the practical findings of noise voltage produced at the telecommunication lines in the vicinity of electrified high-speed railways like KTX, while proposing to make the current standard measurement circuit along with its measuring conditions revised in compliance with international ITU-T recommendations by identifiably finding out the present problems in balance level measuring instruments as well as their errors in the measurement method now applicable by local telecommunications companies and the Radio Research Laboratory.

According as Internet based EC(Electronic Commerce) has been activated, More requirements for exchanging digital documents are being proposed in B2B(Business to Business) and B2G(Business to Government) environments. However, the documents can not be processed automatically, because the structures of documents in each site(companies, central/local governments) do not match. Therefore, W3C(World Wide Web Consortium) has proposed XML(eXtensible Markup Language) DTD(Document Type Declaration) technology to support structuring documents. The XML DTD technology can support interoperability between EC sites. And, XML DTD based documents can be processed automatically in every sites. They will improve efficiency of services in B2B and B2G environments. In this paper, we propose interoperable DTD architecture and IDEP(Interoperable DTD Exchange Protocol) protocol which supports searching DTDs and exchanging DTDs. This technology can popularize DTDs and digital documents.

ETRI has developed the EQM (Engineering Qualification model) payload system for the communications and broadcasting satellite (CBS) with Korean local companies. This paper describes a series of environmental tests such as vibration, thermal/thermal vacuum, and EMC tests. All the development processes including the design, implementation, integration and workmanship were verified and evaluated by these tests. The results of the functional tests and the compliance to the requirements are also presented. The technologies and heritage obtained from this development will be applied to the development of the payload system for the Korean communication satellite in the near future.
