  • While the local plant market is reducing its volume, the plant market over the world since 2000s is rapidly expanding. The nation's construction companies, aggressively dedicated in launching out overseas plant market, increase the volume of orders in that sector, but there also are much difficulty in the project management as those projects ordered are gradually large scaled with more cutting-edge high-tech requirements along with comparatively higher risk. Though the local construction companies have developed their own types of measures to analyze the risk evaluation putting into practice, the specialized decision-making model for the overseas plant market or the risk measure understandable easily and applicable practically is not yet shown. This paper aims at providing the methodology to evaluate the risk by way of constructing the risk evaluation process in order to induce risk measuring elements through appropriate indexing system. Furthermore, through studying the risk management system, it aims to seek for a thorough risk management method from beginning of the project to the end.

The Comparative Analysis of R&D Patterns between Multinational Enterprises and Domestically Owned Firms in Korea and Its Implications (국내 소재 주요 다국적 기업들의 연구개발 패턴 및 시사점: 내국인 주요 기업들과의 비교)

  • There may exist differences in R&D patterns between multinational enterprises and domestically owned firms located in catching-up countries. This paper examines the differences in R&D patterns between different ownership in Korea. In order to do this, the paper has conducted the in-depth interview of the major multinational and local firms. The interviewed firms has been selected mainly from the telecommunication, semiconductor and display industries. The paper reveals that multinational firms tend to focus on sales-oriented R& while domestically owned firms are likely to cover the range of development, applied and basic research. The most outstanding difference lies in the length of R&D period. The domestic firms apparently turn out to conduct longer period R&D projects than multinational firms. In addition it is revealed that local firms need to develop their own capability, whereas foreign companies in Korea can acquire advanced technology and scientific knowledge from the R&D centers in their home countries. On the basis of the research findings, this paper discusses some implications and recommendations for Korea and other catching-up countries.

  • The purpose of this study is to identify the nature and trend of multinational corporations and to examine strategies for survival of local companies in newly-rising markets which stand against huge multinational corporations, through case study. This research has been done by the literature review of the articles, books and the case study. The results were as follow : First, if the pressure for the globalization of a industry is low and the possibility of overseas transfer of the competitive property of corporations are bare, the intensive strategy for the protection of a national market can be used against the invasion of a multinational corporations. Second, if the pressure for the globalization is still low and the retaining property can be transferred to abroad, a company can be expended to several foreign markets in the limited scope, using the success in a national market as a stepping-stone. Third, In case the pressure for the globalization is high and the competitive property of corporations are effective only in a national market, corporations can survive individually and continuously through the reorganization of corporation's property, which is the survival strategy against multinational corporations. Forth, if the pressure for the globalization is high and the property of corporations can be transferred to abroad, it is possible for corporations to compete with the multinational corporations confidently.

Mitigation of Budgetary Slack Behavior Through Islamic Religiosity and Budget Control: An Empirical Study of Indonesian Local Companies

  • This study aims to obtain empirical evidence about the cognitive effect of Islamic religiosity and budget control in reducing budgetary slack behavior. This study involved 176 managers as respondents in 10 local companies in Eastern Indonesia. Managers who are respondents in thus study work and are spread across 14 provinces in Indonesia. Probability sampling method has been used for this study from the total population with certain criteria. Data analysis has been done using Warp PLS-SEM technique. The results showed that Islamic religiosity cognitive and budget control had a direct negative effect on budgetary slack behavior. The two variables also fully mediate the relationship between participatory budgeting and budget-based compensation schemes on the behavior of budgetary slack in a negative and significant way. These results mean that the two variables are proven to reduce budgetary slack behavior. This empirical evidence at the same time corrects the agency theory's assumptions about opportunistic human nature and always maximizes every potential economic profit. In addition, the results also show that Islamic religiosity cognitive is stronger in reducing budgetary slack behavior. These results can be used to improve the company's budget control system by incorporating elements that motivate religious goals so that it is more effective in reducing budgetary slack behavior.

A Framework for developing the automated management system of environmental complaints in construction projects

  • Vast quantities of environmental pollutants from construction projects are causing significant damage to nearby local communities and thus generate environmental complaints. The construction company, responsible for compensating and resolving environmental complaints, suffers economic damages due to additional expenditures and schedule delays in construction projects. Meanwhile, the construction industry can stagnate from a broader perspective. Therefore, this study aimed to propose a framework for developing an automated management system which consists of two models for environmental complaints in construction projects: (i) the prediction model: a model for predicting environmental complaints based on factors related to environmental complaints; and (ii) the prevention model: a model for providing construction companies with the optimal prevention measure to effectively prevent environmental complaints according to the results of the prediction model. In addition, the algorithm for integrating the developed models into the management system in construction projects was proposed. Eventually, the application of the management system to construction projects can ensure the profitability of construction companies and mitigate damage from environmental pollutants to the nearby local community.

  • In recent year, US government requires local investment ,unlike in the past, when import restrictions and tariff were imposed. In this situation, many companies are considering new investment in the US and entering the local market. However, research on the optimal investment plan along with the case analysis on trade regulation is extremely limited and more research needs to be conducted. Accordingly, this study aims to suggest the implications and countermeasure of the SCM and logistical perspective by studying the optimal measures for the new investment of each company due to trade regulation. As a research method, the gravity location model, Mixed Integer Linear Programming Model were used to select the optimal automobile manufacturing factory considering each state's population. This study will be implication of SCM and logistics perspective not only for companies considering new investment in the US but also for the government to conduct trade negotiations. In the future, it is expected that the US trade pressure will increase and affect Korea in many ways. Therefore, in order to cope with such difficult situation in a timely manner, continuous research considering various possibilities is needed in the future.

Improvement of Sewerage Treatment System (하수도 업무추진체계 개선)

  • This year the Ministry of Environment(MOE) made a fifth amendment to the Sewerage Act, which was enacted in August 1966. The first objective of this amendment is to introduce small public sewerage system that is designed to treat wastewater produced in rural areas. Before small public sewerage system was introduced to the Act through this amendment, only urban areas were covered by public sewerage system. Because small sewerage system was introduced, wastewater generated in urban areas as well as rural areas can now be treated by public sewage treatment plants. In addition to this, some authorities on sewerage affairs were moved from the MOE to local governments by this amendment in order to enhance the power and responsibility of local governments in relation to sewerage affairs. Also, this amendment enabled local governments to entrust the authority to establish and manage sewage treatment plants to private companies, and enabled the MOE to organize an advisory committee on sewerage to review economic and technical aspects ofsewage treatment plants. This amendment went into effect September 8, 1997.

Protection of Intellectual Property Rights and Subsidy Policy for Foreign Direct Investment

  • This paper provides a theoretical setup for an analysis of strategic relationships inherent to activities of an innovative multinational enterprise (MNE) and a local company in a host country. Additionally, we explore the incentives of the host country's government to provide subsidies to attract foreign direct investment (FDI) and to protect outcomes of R&D activities conducted by the MNE. We show that the MNE's commercial interests may collide with local companies' over protection of IPRs. Therefore, the extent of knowledge spillovers from the MNE to the local company and the magnitude of incentives to the MNE perform a crucial function in determining the optimal policy mix of IPR protection and FDI subsidies of the host country's government.

  • Today, with the development of the internet of things, wearable devices related to personal health care have become widespread. Various global information and communication technology companies are developing various wearable health devices, which can collect personal health information such as heart rate, steps, and calories, using sensors built into the device. However, since individual health data includes sensitive information, the collection of irrelevant health data can lead to personal privacy issue. Therefore, there is a growing need to develop technology for collecting sensitive health data from wearable health devices, while preserving privacy. In recent years, local differential privacy (LDP), which enables sensitive data collection while preserving privacy, has attracted much attention. In this paper, we develop a technology for collecting vast amount of health data from a smartwatch device, which is one of popular wearable health devices, using local difference privacy. Experiment results with real data show that the proposed method is able to effectively collect sensitive health data from smartwatch users, while preserving privacy.

A study on the activation plan of domestic franchise companies third party logistics (국내 프랜차이즈 기업의 제3자 물류 활성화에 관한 연구 : 본아이에프 사례 중심으로)

  • Modern enterprises should concentrate their efforts on continuous improvements in focusing their development in the core areas of business and to reduce their expenses and to enhance the quality of service for customers. The enterprises should focus on their core business while outsourcing the non-core areas of business to external specialists for the purpose of reducing cost. In South Korea, the enterprises are becoming increasingly interested in outsourcing their logistics function, especially in using IT technologies to the 3PL. The underlying reason for this trend is because the logistics costs of Korean businesses are much higher than that of other advanced countries. This higher logistic costs weakens the price competitiveness of Korean companies in the overseas export markets and even dampening the balance of international trade. Domestically, the higher logistics costs have the effect of raising prices in the local markets and thus affecting the local economy. Therefore a solution is urgently needed to save the logistics costs for the Korean companies in the interest of increasing national competitiveness. Outsourcing to the 3PL is becoming an attraction solution to this problem. Thanks to the increasing supply of professional logistics companies, many of the enterprises are switching to the Third Party Logistics. Nevertheless the enterprises do not yet utilize the integrated third-party logistics services on a full scale. This study analyzes present conditions and problems of the domestic third-party logistics market and suggests directions for future development. To solve the problems in the domestic third-party logistics market, four actions are recommended. First there should be new supporting policies in the laws and regulations and a system for small and medium sized companies to grow. Solutions to structural problems such as abnormal multilevel merchandising, illegal operation of private cars, and freight dumping should be implemented concurrently. Furthermore, standards for new companies entry into the market should be enhanced to allow only the competitive distribution companies to enter the market. Second, development of variety of educational programs is needed through establishing human-resource development system and specialized formal educational institution focused on this market. Third, the third party distribution companies, which seek long-term relationships with the owners of goods, should endeavor to strengthen their communications capability. Fourth, adoption of high-tech distribution system and the advent of U-Logistics, making use of RFID is urgent. This study has the limitation of objectivity because it does not include various comparative case studies about companies relating to the Third Party Logistics and domestic franchise companies. However, this study is significant to the extent that it analyzes the general present conditions and the problems of domestic Third Party Logistics and suggests recommendations for revitalization of Third Party Logistics. For future studies, analyzing the successful cases of international third party logistics companies' empirical data and studying the application into domestic franchise companies would improve the objectivity of the results. This would assist the domestic third party logistics companies not only to perform excellent domestic logistics function but also to enter into the global market for international logistics.
