Proposed Seismic Performance Evaluation Enhancement for Existing School Building (기존 학교 건축물의 내진성능평가 및 보강방안 제안)

  • Recently large scale earthquake s are occurred around the world following the damage of buildings. So the interest of preparing for earthquake seismic design and seismic performance has becoming high. School buildings are though used for educational purpose; they are also used as emergency shelter for local residents during earthquake disaster. However, the current seismic design ratio of our country (Korea) is 3.7% and if massive earthquake is occurred it follows a serious damage. In order to overcome this situation, seismic performance evaluation is carried out for existing school building and an accurate and appropriate seismic retrofit is required based on performance evaluation to upgrade the existing school buildings. In this paper, nonlinear static analysis on existing school buildings for ATC-40 and FEMA-356 are carried out using the capacity spectrum method to evaluate seismic performance and to determine the need for retrofitting. In addition, after reinforcement to verify the effect of retrofit enhance the seismic performance is applied the seismic performance evaluation is carried out to verify the effect of seismic retrofit time history analysis using nonlinear dynamic analysis is also performed and nonlinear behavior of earthquake load of seismic retrofit of structures was also investigated.

  • The size of Vietnam's construction market has been on a steady rise recently, and foreign construction companies such as China and Japan have been expanding their presence. Therefore, this study examined the design capabilities, construction capabilities, and construction project management capabilities of Korean, Chinese, and Japanese construction companies operating in Vietnam and local construction companies operating in Vietnam. As a result, it was found that Japan, Korea, China, and Vietnam were competitive in order. In particular, Korea's competitiveness in high-rise buildings and plants has been shown to be highly competitive in Vietnam. Based on these results, the government proposed measures to strengthen the competitiveness of Korean construction companies in Vietnam.

  • Currently, Busan Metropolitan City is under the economic depression. To solve these problems, this study attempts to provide strategies for building local IT policies, especially for vitalizing software industry. Firstly, it analyzes the trends and basic status on the Busan software industry. Secondly, case studies by S/W policy initiators are conducted, and followed by empirical studies including in-depth interviews from government officials, researchers, and businessmen in Busan metropolitan city. Finally, it provides policy alternatives and strategies for building the local S/W development policies including the role and necessity of S/W industry in vitalizing the local economy, improving financial capacity of local governments, reorganizing of relationship among different levels of governments, and the possibility of integration of policy instruments and organizations.

Seismic Performance Evaluation of a RC Special Moment Frame Building (철근 콘크리트 특수 모멘트 골조 건물의 내진 성능 평가)

  • In this study the probability and the reliability-based seismic performance evaluation procedure proposed in the FEMA-355F was applied to a reinforced concrete moment frame building. For the FEMA procedure, which was originally developed for steel moment frame structures, to be applied to other structural systems, the capacity should be re-defined and the factors reflecting the uncertainties related to capacity and demand need to be determined. To perform the evaluation procedure a prototype building was designed per IBC 2003, and inelastic dynamic analyses were conducted applying site-specific ground motions to determine the parameters for performance evaluation. According to the analysis results, distribution of the determined capacities turned out to be relative]y smaller than that of the demands, which showed that the defined capacity was reasonable. It was also shown that the prototype building satisfied the target performance since the determined confidence levels exceeded the otjectives for both local and global collapses.

Strengthening sequence based on relative weightage of members in global damage for gravity load designed buildings

  • Damage caused by an earthquake depends on not just the intensity of an earthquake but also the region-specific construction practices. Past earthquakes in Asian countries have highlighted inadequate construction practices, which caused huge life and property losses, indicating the severe need to strengthen existing structures. Strengthening activities shall be proposed as per the proposed weighting factors, first at the higher weighted members to increase the capacity of the building immediately and thereafter, the other members. Through this study on gravity load-designed (GLD) buildings, relative weights are assigned to each storey and exterior and interior columns within a storey based on their contribution to the energy dissipation capacity of the building. The numerical study is conducted on mid-rise archetype GLD buildings, i.e., 4, 6, 8, and 10 stories with variable storey heights, in the high seismic zones. Non-linear static analysis is performed to compute weights based on energy dissipation capacities. The results obtained are verified with the non-linear time history analysis of 4 GLD buildings. It was observed that exterior columns have higher weightage in the energy dissipation capacity of the building than interior columns up to a certain building height. The damage in stories is distributed in a convex to concave parabolic shape from bottom to top as building height increases, and the maxima location of the parabola shifts from bottom to middle stories. Relative weighting factors are assigned as per the damage contribution. And the sequence for strengthening activities is proposed as per the computed weighting factors in descending order for regular RCC buildings. Therefore, proposals made in the study would increase the efficacy of strengthening activities.

  • The purpose of this study is to figure out the current condition of local governments (Si or Gun) to implement rural development policy in the face of the central government's drive for increasing devolution. Since late 1990s or early 2000s when scope of rural policy began to expand quantitatively, there has been considerable increase in rural residents' participation into community projects as a whole. Nevertheless, there exists regional differentiation in local governments' efforts to systematically support rural development projects (CRDP: Comprehensive Rural Development Programme) and community activities by setting up intermediary organizations or hiring rural development professionals in a public office. According to this survey on local government officials, regions that have made such efforts to support rural policy at a local level, show more advanced level of institutional capacity than other regions in local decision making process for CRDP, role of strategic rural developmental plans, vitality of community actors, etc. In the era of increasing devolution, these differences can be expected to result in diverging performances of each area in regionalized rural policy. The central government needs to introduce EU's LEADER-type rural development programmes to support community acitivities by various local actors and at the same time promote local governance building for rural policy, adopting institutional rewarding system such as rural planning contract.

  • This paper seeks to build on previous work conducted by Porter, Devol, Florida, Bahrami and Evans, Wennberg and Lindqvist, and others contained in the literature, to construct a new way of looking at innovation cluster development. It seeks to describe the key elements contained in the research that serve as building blocks for innovation clustering, adding analysis dimensions that aim to further illuminate understanding of this process. It compares those building block characteristics to the innovation topography of U.S. urban centers, to shed light on a new framework through which urban innovation cluster formation can be considered. It identifies three building block analysis categories: 1) Technological Capability and Capacity (TCC); 2) Intellectual Propulsion Capacity (IPC); and 3) Structural Creative Inspiration (SCI). These three pillars form the architecture for creation of a Strategic Innovation Network (SIN), upon which clustering can be systematically analysed and built. The purpose of the SIN is to optimally organize and connect all available resources that include physical, financial, and human, such that innovation clustering is inspired, encouraged, nurtured, and ultimately constructed as fully functioning socio-economic organisms that provide both local and regional benefits. It is designed to aid both private enterprise and public policy leaders in their strategic planning considerations, and to enhance urban economic development opportunities.

The Reality and Challenges of Rural Emergency Medical Service in Republic of Korea Based on the Current Status of Emergency Medical Service in Hapcheon-gun, Gyeongsangnam-do (경상남도 합천군의 응급의료 현황을 토대로 본 대한민국 지방 응급의료의 현실과 과제)

  • Background: Hapcheon-gun, Gyeongsangnam-do, is designated as an emergency medical vulnerable area, facing significant challenges in transporting and treating emergency patients. A detailed analysis of the regional emergency medical system is required to identify effective solutions. Methods: This study employed a mixed-methods approach, combining quantitative data from the National Emergency Medical Information System and emergency activity logs with qualitative data from focus group interviews involving 24 stakeholders, including medical staff, paramedics, civil servants, and local residents. Results: Quantitative findings indicated an aging population in Hapcheon-gun, with a growing number of elderly emergency room users. Despite the utilization of local emergency medical institutions, a lack of trust and preference for urban hospitals led even patients with mild conditions to seek care at higher-level facilities. Following the COVID-19 pandemic, transport distances and times for patients using 119 emergency services increased. Qualitative analysis identified several issues: limited capacity of local institutions, challenges in patient transport due to misaligned emergency medical zones, an increase in severely ill patients, and the absence of a coordinated emergency medical consultative body. Recommendations include strengthening local institutions through government support, realignment of emergency zones, legal reforms, the establishment of a continuous consultative body, and enhancing the capacity of medical staff, paramedics, and residents. Conclusion: Improving the emergency medical system in Hapcheon-gun will require targeted efforts in institutional strengthening, legal and administrative support, and capacity-building initiatives.

Competency Development in Urban Local Bodies for Implementing Public Private Partnership Projects in India

  • Weak competencies in urban local bodies (ULBs) for implementing public private partnership (PPP) projects has been recognized as a major hurdle in uptake of PPP model in India. In this context, a questionnaire survey was conducted to evaluate perception of urban PPP experts and ULB representatives on three aspects related to competency development, including, critical competencies for implementing urban PPP projects, approaches for competency development in ULBs and constraints faced by ULBs in development of competencies. The five critical competencies identified are project identification, project conceptualization, transaction design, PPP process management and contract management. The approach of training programs for municipal staff and elected representatives, and capacity building oriented technical assistance for implementing urban PPP projects have been preferred by survey respondents for competency development. The frequent transfer of municipal decision makers and low motivation among municipal staff have been identified as the most significant constraints for development of competencies.

Numerical Parametric Analysis of the Ultimate Loading-Capacity of Channel Purlins with Screw-Fastened Sheeting

  • This paper presents the numerical parametric analysis on the loading capacity of Channel purlins with screw-fastened sheeting, in which the effects of anti-sag bar and corrugated steel sheet on the ultimate capacity are studied. Results show that the setup of anti-sag bars can reduce the deformations and improve the ultimate capacity of C purlins. The traditional method of setting the anti-sag bars in the middle of the web is favorable. The changing of sheeting type, sheeting thickness and rib spacing has significant effects on the ultimate capacity of C purlins without anti-sag bars, compared with those with anti-sag bars. The proposed design formulas are relatively consistent with the calculations of EN 1993-1-3:2006, which is different from those of GB 50018-2002.
