INTRA-AND INTERGOVERNMENTAL INFORMATION SYSTEM TO MANAGE INFORMATION IN URBAN RENEWAL PROJECT

  • In general, the early stage of urban renewal such as preparing a master plan and processing administrative works including planning permission are conducted by local governments in Korea. The local governments need to review the status of projects that are undergone in other local governments' territories. However, no integrated information system to manage information to this end at the level of nation exists in Korea. If the system would be developed, it may support central government to obtain information on required resources at the national level. In addition, local governments can gain guidance on the process and recognize potential problematic situations from others experience. The system should include functions to collect data on project summary, cost and schedule of projects according to local governments. The expected effects from using the information system are as following. First, information generated from project practice become more credible on account of management at the national level. Because the authorized party such as system administrative agents of governments are responsible for collecting and managing data. Second, the unified information system with no regard to the place where projects progresses reduces the efforts for accumulating reference data for aiding local governments decision making by providing appropriate information timely. Also, enhanced information accessibility for stakeholders make the project process clear. Finally, oversight management is enforced with visualization technology adopted in the system, presenting master plan and mass model including information on usage by floors and progressing information graphically. Ultimately, potential challenges can be anticipated by considering records accumulated from other local governments' projects. This paper presents concept, functionalities, and architecture of information system enabling to manage data from individual projects and aggregate those for oversight management for local and central governments. As a part of systems analysis, general requirements of briefing system for governments and necessary data fields to this end are identified.

대구.경북 모바일 클러스터 육성전략: 지역혁신 거버넌스의 대안 모색 (Promotion Strategies for Daegu-Kyungbuk Mobile Cluster: Searching for Alternative Regional Innovation Governance)

  • 본 연구는 우리나라의 지역혁신 거버넌스를 진단하고 구조적 문제점을 규명하여 이를 극복하기 위한 대안적인 지역혁신 거버넌스 전략을 탐색하는 것을 목적으로 한다. 특히 삼성전자이라는 대기업 주도로 형성된 대구·경북 모바일 클러스터에 대한 사례연구를 통하여 우리나라 지역혁신의 거버넌스가 구체적으로 어떤 문제를 가지고 있는지 파악하고 개선방안을 도출하고자 하였다. 본 연구에서는 지역혁신의 거버넌스 개념을 지식생산 및 지식활용 시스템을 연계하는 정책시스템, 그리고 이를 작동시키는 제도적 조건으로 정의하였다. 클러스터의 거버넌스 측정은 세계은행의 "Social Capital Assessment Tool (SOCAT)"을 활용하였다. 분석결과 대구경북 모바일 클러스터는 삼성과 하드웨어 및 소프트웨어 개발업체들 간의 일대일 관계가 지배적인 생산네트워크, 분산된 연구개발 네트워크 그리고 다중 허브의 정책 네트워크의 특징을 보였다. 대부분의 정책기관들은 지역기업들과의 네트워크가 활성화되어 있지 못하며, 정책기관들 간의 상호작용도 활발하지 못한 것으로 나타났다. 지역기업들 특히 소프트웨어 개발업체들은 지역의 문제해결을 위해 협력하고 공동체의 목표를 공유한 경험이 있는 것으로 조사되었지만 주요 지역의 프로젝트 리더들에 대한 신뢰의 수준은 높지 않았다. 대구경북 모바일 클러스터의 경우 요소기술을 갖고 유사한 기술이나 제품의 개발로 결합될 수 있는 여러 개발업체간의 연대와 제휴가 이루어질 필요가 있다. 이를 위해 대구시와 경상북도 등 지방행정주체들이 모바일상용화센터 등 다양한 혁신기관들과 협력하여 다양한 기술 및 제품개발 협력체가 프로젝트 단위로 지속적으로 형성되고 해체되고 재형성될 수 있는 환경과 협력의 틀을 마련하는 것이 바람직하다고 판단된다.

Interventions for anesthetic success in symptomatic irreversible pulpitis: A network meta-analysis of randomized controlled trials

  • Background: Local anesthetics alone or in combination with adjuncts, such as oral medications, have routinely been used for pain control during endodontic treatment. The best clinical choice amongst the vast numbers of agents and techniques available for pain control for irreversible pulpitis is unclear. This network meta-analysis combined the available evidence on agents and techniques for pulpal anesthesia in the maxilla and mandible, in order to identify the best amongst these approaches statistically, as a basis for future clinical trials. Methods: Randomized trials in MEDLINE, DARE, and COCHRANE databases were screened based on inclusion criteria and data were extracted. Heterogeneity was assessed and odds ratios were used to estimate effects. Inconsistencies between direct and indirect pooled estimates were evaluated by H-statistics. The Grading of Recommendation, Assessment, Development, and Evaluation working group approach was used to assess evidence quality. Results: Sixty-two studies (nine studies in the maxilla and 53 studies in the mandible) were included in the meta-analysis. Increased mandibular pulpal anesthesia success was observed on premedication with aceclofenac + paracetamol or supplemental 4% articaine buccal infiltration or ibuprofen+paracetamol premedication, all the above mentioned with 2% lignocaine inferior alveolar nerve block (IANB). No significant difference was noted for any of the agents investigated in terms of the success rate of maxillary pulpal anesthesia. Conclusion: Direct and indirect comparisons indicated that some combinations of IANB with premedication and/or supplemental infiltration had a greater chance of producing successful mandibular pulpal anesthesia. No ideal technique for maxillary anesthesia emerged. Randomized clinical trials with increased sample size may be needed to provide more conclusive data. Our findings suggest that further high-quality studies are required in order to provide definitive direction to clinicians regarding the best agents and techniques to use for mandibular and maxillary anesthesia for irreversible pulpitis.

AHP법을 이용한 농촌마을종합개발사업의 사업항목별 중요도 설정에 관한 연구 (A study on Classification System and Weighting Values for Comprehensive Development Projects of Rural Villages using AHP Method)

  • This study generalized and systemized the unit-project items of 176 project districts for the rural village comprehensive development projects (RVCDP). This paper surveyed opinions of III answerers (7 specialists, 43 agents of Korea Rural Community corporation, and 61 agents of local government of cities and counties) in order to determine the classification system and their corresponding weighting values of the project items using analytic hierarchy process (AHP) method. From the results extracted by project plans of 176 project districts for 5 years from 2004 to 2008, this study decided a hierarchical system for unit-project items of RVCDP by AHP method, which consisted of three steps: 4 items for 1st step, 13 items for 2nd step, and 52 items for 3rd step. The first step contains 4 items of Strength of Rural-urban Exchange & Regional Capability (RURC), Green-income Infrastructure & Facility (GIF), Culture-health-welfare Facility, and Eco-environment & Landscape facility (ELF). In the survey of weighting values with AHP method, the analysis result for the first step showed that in opinion of specialists, GIF is more important than the others while in opinion of the other agents, RURC is more important. In the second step, Product Facility is more important in the specialists, whereas Strength of Resident Capability is the most important in the other agents. Analyzed unit project items as the third step, all answerers evaluated that the Education and Excursion for Rural Resident Capability has the highest weighting values.

분산 멀티에이전트 시스템의 상호협력 제어 (Interaction Contortion a Distributed Multiagent System)

  • 공동 작업 수행을 위하여 상호 긴밀하게 협력하는 분산 멀티에이전트 기반 구조상 에서 각 에이전트의 기능은 다른 에이전트들에게 전달되어져야 한다. 즉, 멀티에이전 트 사회 속에서 각 에이전트는 어떤 다른 에이전트들이 사용 가능한지, 그들이 어떤 문제들을 해결할 수 있는지, 그리고 그들과 정보를 주고받기 위한 방법은 어떤방법이 있는지 알고 있어야 한다. 이러한 특성은 공동 작업 수행을 위한 에이전트들간의 지역적 또는 광역적 상호협력을 제어하기 위하여 에이전트들 간의 통신방식을 요구한다. 본 논문에서는 컴퓨터 비서로서 개발된 분산 멀티에이전트 기반구조인 MASCOT 플랫폼 상에서 에이전트들간의 상호협력을 제어하기 위한 기법을 제시한다. 이를 위하여 프래 임 형태의 통신 패킷을 정의하였으며, 메시지 교환을 위한 프로토콜을 제시하였다. 또한, MASCOT 상에서의 에이전트들간의 상호협력을 제어하기 위한 통신 방식을 설명하기 위해 하나의 시나리오를 제시하였다.

Effect of anti-rheumatic agents on periodontal parameters and biomarkers of inflammation: a systematic review and meta-analysis

  • Purpose: Anti-rheumatic agents target common molecular pathways of inflammation in rheumatoid arthritis (RA) and periodontitis. The purpose of this study was to determine the relative effect of anti-rheumatic agents on the levels of inflammatory biomarkers and periodontal inflammation in RA patients with periodontitis. Methods: A systematic review and meta-analysis were conducted of studies comparing periodontal parameters of inflammation, such as bleeding on probing, and biomarkers of inflammation in RA patients with periodontitis and healthy adults with and without periodontitis. The search included the electronic databases MEDLINE, Cochrane Database of Systematic Reviews, and Google Scholar, inclusive through October 2011, with no language restrictions. Hand searches were conducted of the bibliographies of related journals and systematic reviews. Observational and interventional studies assessing the effects of antirheumatic therapy qualified for inclusion. Two reviewers performed independent data extraction and risk-of-bias assessment. Of the 187 identified publications, 13 studies fulfilled the inclusion criteria. Results: When compared to healthy adults without periodontitis, RA subjects were found to have significantly higher levels of bleeding on probing and limited evidence of higher levels of interleukin-$1{\beta}$ and tumor necrosis factor-${\alpha}$ (TNF-${\alpha}$) in gingival crevicular fluid and saliva. No consistent differences were found in periodontal parameters and inflammatory biomarkers between RA subjects and adults with periodontitis. Studies evaluating the effect of anti-TNF-${\alpha}$ therapy in RA subjects with periodontitis have yielded inconsistent results. Conclusions: There are limited data, however, to suggest that anti-TNF-${\alpha}$ agents can reduce local production of inflammatory cytokines and periodontal inflammation in RA patients with periodontitis.

  • This paper proposes efficient methods that integrate and execute local plan rules of task agents in a multi-agent environment. In these methods, each agent's plan rules are represented in a network structure, and these networks are then collected by a single task agent to build a integrated domain network, which is exploited to achieve the goal. Agent problem solving by using the domain network enables a concurrent execution of plan rules that are sequential in nature.

지역문화산업의 활성화를 위한 정책 대안의 모색 (Searching for the Policy Alternatives for the Activation of the Local Culture Industry in Korea)

  • 이 연구의 목적은 지역문화진흥을 위한 정책부문들에 지역문화산업이 연계되어 활성화될 수 있는 정책대안을 모색하고자 한다. 연구방법은 지방문화진흥의 정책들과 지방문화산업에 관한 정책을 연계하여 그 활성화를 위한 대안을 모색한다. 연구의 결과를 요약하면 다음과 같다. 첫째, 지역문화진흥과 연계하여 지역문화산업을 활성화해야 한다. 1) 지역문화산업은 생활문화센터 등 시설이나 주민들의 생활문화 동호회 활동과 연계해야 한다. 2) 문화도시 및 문화지구의 지정 과정에서 지역의 산업적 여건을 고려해야 한다. 3) 지역문화진흥기금을 조성하고자 할 때, 지역문화산업 정책을 연계시켜야 한다. 4) 지역문화진흥을 위한 전문인력의 양성에 있어서 지역문화산업과 관련시켜야 한다. 둘째, 지역문화산업 활성화에 대한 장애요인들을 제거하고 촉진요인들을 활용해야 한다. 1) 문화산업의 범위를 명확하게 규정함으로써 문화산업정책의 목표를 구체화하고 명확히 해야 한다. 2) 문화산업정책에 있어서 여러 기관들에 분산되어 있는 역할을 명확히 규정하고, 상호 협력체계를 구축해야 한다. 3) 문화도시와 문화지구의 지정에서 문화산업의 개념요소들을 반영하고 지역문화산업을 브랜드화 해야 한다. 4) 관광산업과 같은 지역문화산업의 배경산업을 활용하도록 한다. 5) 지역문화산업 발전을 위한 거버넌스 체제를 구축하고 활용해야 한다. 지역문화산업의 활성화의 궁극적인 목적은 지역문화진흥에 기여하고자 하는 것이다. 이 연구의 결과가 지역문화산업을 활성화는 정책대안으로 활용되어서 지역문화 진흥에 기여하기를 기대한다.

  • Localization trends in Korea and trade liberalization in the world are the important challenges to agricultural extension services in Korea, and strategic directions in terms of system, organization, programs and conciousness would be necessary for adapting to the new circunstances. Some of the measures to improve and activate agricultural extension services in Korea should include the following: 1) Modification of extension personnel appointment regulations to secure specialized extension agents by the provincial administrators and county directors at the provincial and county level rural extension services. 2) Flexible organization and operation of county level rural guidance offices to meet the specific needs of local areas. 3) Strenghening the central government's financial support for effective local extension services in terms of facility and manpower. 4) Expansion of agricultural extension programs for women and urban people and quality inservice training for extension personnel.

A Framework for Cognitive Agents

  • We designed a family of completely autonomous mobile robots with local intelligence. Each robot has a number of on-board sensors, including vision, and does not rely on global positioning systems The on-board embedded controller is sufficient to analyze several low-resolution color images per second. This enables our robots to perform several complex tasks such as navigation, map generation, or providing intelligent group behavior. Not being limited to playing the game of soccer and being completely autonomous, we are also looking at a number of other interesting scenarios. The robots can communicate with each other, e.g. for exchanging positions, information about objects or just the local states they are currently in (e.g. sharing their current objectives with other robots in the group). We are particularly interested in the differences between a behavior-based approach versus a traditional control algorithm at this still very low level of action.
