디지털홈 서비스는 기존 PC에서 제공하던 서비스와 차별화된 서비스를 실용화 하지 못하고 있는 이유 중에 하나는 오프라인에서 제공하던 의료, 법률, 교육 등의 서비스를 가정에 맞게 직접 제공하고 있지 못하기 때문이다. 이를 위하여 본 논문에서는 온라인에서 의사, 변호사와 안전하게 거래할 수 있도록 국가자격 인증기반을 구축하고자 이에 필수적인 검증 가능한 온라인 자격증 발급을 위하여 기존 공인인증서에 자격필드를 추가하거나, 기존 공인인증서를 그대로 사용하거나, 별도의 자격인증서를 발급하는 등 세 가지 발급모델을 제시한다. 또한 이러한 세 가지 발급모델의 장단점을 비교 분석하여 향후 자격인증기반 구축할 때 선택할 수 있는 기준을 제시한다. 마지막으로 기 제시된 세 가지 발급 모델 중에 자격필드가 추가된 공인인증서를 이용하여 의료서비스(E-Health)를 받는 서비스 모델 시나리오를 제안하고자 한다.

This paper propose an interested digital rights protection scheme using license agent to address problems facing contemporary DRM approached : static digital rights management, and limited application to on-line environment. We introduce a dynamic mission control technology to realize dynamic digital rights management. And we incorporate license agent to on- and off-line monitoring and tracking. The proposed system prevent illegal access and use by using PKI security method, real time action monitoring for user, data security for itself.

Minors' law evasion is getting serious. Some of them make a fake ID card or use a stolen ID card illegally. They are illegally used for buying alcohol, cigarette, bond or going to club, pub, motel and so on. On the latest News, there was a case that teens rented a car with a driver licence without checking and had severe car accident. Like this case, car rental service was fined and suspended from business because they did not figure out ID card's counterfeit or modification. Thus, this study investigates the detecting method about the ID card(including a driver license) counterfeit, modification or illegal use. The server has a database of 17~19's minors one fingerprint and services whether the visitor is adult true or not. The method will be usable and economical for business. Then, it was compared and analyzed with methods already in use in business.

Certification is the process of issuing a certificate to indicate conformance with a standard, a set of guidelines or some similar document. Any organization or individual may issue a certificate. In some cases a certificate may be required for legal reason. In such circumstance the certificate takes on the role of a licence from a statutory authority. In railway industry safety has always been the first concern. To achieve certification, specific safety management is required. In this paper, different types of safety management process through out the world are mentioned, and safety management structure appropriate to our circumstance is represented.

One of the most difficult tasks in the process of car license plate is the extraction of each character from within license plate region. This paper presents a real-time recognition of car licence number using neural network in parking lot. The feature parameters of letters and numbers of license plate are extracted by thinning algorithm. Both feature parameters are used to train neural networks for the image recognition.

This study is aimed at providing an analysis on the re-training needs in for environmental sector as well as on the current status on the employment of technicians in the environmental industry. The questionnaires of 450 technicians employed in 993 environmental businesses are collected. The survey questions were composed mainly of current status on the employment of technicians in the environmental field, specialty and duty in the working place, the relations with a licence, the level of satisfactory to duties and intention to leave hls/her job, difficultles in the working coditions, experiences of training related environmental techniques during a recent year, and the needs of re-training in the environmental industry. The policies on custom-oriented retraining and technical education, on the curricula by sector, on the establishment of retraining.

An 1200-day time-dependent fuel-management for the transition from 37-element fuel to CANFLEX-NU fuel in a CANDU 6 reactor has been simulated to show the compatibility of the CANFLEX-NU fuel with the reactor operation. The simulation calculation were carried out with the RFSP code, provided by cell averaged hel properties obtained from the POWDERPUFS-V code. The refueling scheme for both fuels was an eight bundle shift art a time. The simulation results show that the maximum channel and bundle powers were maintained below the licence limit of the CANDU 6. This indicates that the CANFLEX-NU fuel bundle is compatible with the CANDU 6 reactor operation during the transition period.

최근에 ISM대역과 기존의 주파수대역을 용도에 관계없이 또는 몇 종류의 용도를 포괄적으로 지정하여 허가·신고 없이 사용할 수 있는 개방용 주파수에 대한 움직임이 나타나고 있다. 따라서, 본 논문에서는 비허가 주파수대역 및 개방용 주파수에 대한 세계 각국의 동향, 주파수대역, ISM대역의 개방용 주파수 적용에 대한 세계의 움직임을 검토하였다.

본 논문은 일반적으로 차량의 번호판이 차종에 따라 녹색계통과 노란색계통 등 일정한 색상을 가지고 있다는 특징을 이용하여, 복합 칼라 좌표계의 성분을 결합한 차량 번호판 영역 추출에 대한 방법을 제안하였다. LUV와 HSI 및 YIQ 칼라 좌표계에서 번호판 영역을 검출하기 위해 사용한 색상은 U, H, Q영역이고 이진화 작업을 위한 임계치 조정의 효율성을 높이기 위해 각 영역의 평균 자기 값을 기준이 되는 값으로 보정하는 방법을 사용하였다. 처리과정의 효율성을 높이기 위해 번호판 후보 영역을 선정하여 번호판 크기의 마스크영역을 수직, 수평 라인으로 검색하여 추출하는 방법을 사용하였다. 실험 결과 H와 Q성분으로만 실험대상에 대하여 결합한 경우는 72.58％의 추출률을 보인 반면, 제안한 방법인 U와 H 및 Q성분의 결합에 의한 경우는 100％의 추출률을 보였다.

기존의 번호판 인식 시스템에서는 대부분 카메라가 고정 상태에서 차량의 전면부를 찍어 영상을 획득하고, 이로부터 번호판을 추출하고 인식한다 그러나 본 연구에서는 기존 연구들과 달리 이동 중인 자동차에 카메라를 설치하여 움직이는 자동차의 영상을 획득하여 번호판을 추출하고 인식한다. 인식하고자 하는 영상이 잡음이나 왜곡 없이 깨끗하다면 인식 과정은 간단하게 수행될 것이다. 그러나, 실제로 얻어진 영상은 간단한 방법으로 인식하기에는 어려올 정도로 왜곡이나 변형이 심한 경우가 많다. 따라서 본 논문에서는 SVM 전단에 모듈라 신경망을 결합하여 인식하는 방법을 사용함으로써 잡음과 같은 변형에 덜 민감하도록 하고자 하였다. 실험결과, 제안하는 분류기를 이용한 방법이 번호판 인식에 우수한 성능을 보임을 확인하였다.
