This study aims to investigate the perceptions of researchers and information professionals on scholarly journals and events hosted by the four primary associations for library and information science in Korea and to suggest improvements. The four associations include the Korean Society for Library and Information Science, the Korean Library and Information Science Society, the Korean Society for Information Management, and the Korean Biblia Society for Library and Information Science, and they co-funded this study. A total of six focus group interviews were conducted with 21 university professors, researchers, librarians, practitioners, and executive directors of associations who are actively engaged in research and academic activities. Findings presented, first, that the overall process of the journal article review and publishing needs to be improved to enhance the quality of the journals. Second, efforts should be made to increase the visibility of practice by increasing opportunities for information professionals to submit and publish manuscripts with findings from the field. Third, each journal can be specialized by differentiating the scope of journals, providing articles with findings in practice, and facilitating collaborations with scholars abroad or in other fields. To improve scholarly events, first, a large-scale academic conference can be held regularly, co-hosted by the four associations, promoting academic needs and social networking. Third, each association can specialize in academic events in collaboration with professional institutions and agencies. Fourth, the opportunities to participate in academic events should be increased for early-career researchers, practitioners, and graduate and undergraduate students.

This paper investigats the state of the art of the school library media specialist(SLMS)'s certification in the United States. The content includes development of the SLMS certification, certification requirements, titles, preparatory education programs especially accredited by ALA and NCATE, personnel standards and regulations of states. The basic certification requirements are teacher certification and/or MLIS(MLS), but varying from state to state. Personnel standards are regulated by the Education Department of states, otherwise regional associations of colleges and schools. Nineteen states have the standards and three regional associations among six have very specified ones. The paper also analyzes NBPTS for Library Media and discussions on '65% Solution' which is an education reform movement affecting school library seriously.

This article investigated the lives and careers of three great librarians in India, USA, and Korea: S. R. Ranganathan, Melvil Dewey, and Bong-Suk Park, respectively. It also explored their influences and contributions. Their births and early years, and marriage; college years; commitment toward librarianship and careers; achievements in other areas; personalities; and commemorative activities, among others, were analyzed. Their contributions to librarianship and library community in the general theory of library science, professional education, classification and cataloging, library administration and management, and library associations and library movement were also investigated. Special focus was on Bong-Suk Park, with a special regard to his unrealized dream for the Korean library community as well as insufficient estimation related to him and his achievements.

The purpose of this paper is to investigate the Korean situation of education for librarianship by comparing library education in the United States of America, the United Kingdom and Korea. The qualifications of librarians, educational institutions and the present trends of education for librarianship in the three countries are described and compared. It was not intended to find out similarities and differences as the three countries share no similar cultural and historical backgrounds. Compared with the education of the two countries, Korea has more ways to qualify librarians, more library schools, and lower academic levels for librarians. Library Associations or Institutes of the U. S. A. and the U. K. are involved in library education by accrediting library schools or library school curricula, but the Korean Library Association has nothing to do with library education. In case of present trends in library education, Korean institutions seem to lag behind in coping actively with the changes occurring in the modern society. Based on the findings, some suggestions are recommended.

In this study all kinds of Library Associations in Korea counted as Library Coperatives are surveyed under the categories of their collaborative activities as well historical developments. The results of this study are as follow : 1) The library cooperatives which have more working personnel are carrying out interlibrary cooperations more effectively, than those which have fewer working personnel. 2) The library cooperatives operating with established and realizable regulations or rules are more progressive in interlibrary cooperations than those operating with traditional practices or customary rules. 3) The library cooperatives with executing committee appear to be more progressive in interlibrary cooperations than those without it. 4) Both updating frequency of union catalog or union list and publishing intervals of supplementary editions are proved to be an important factor affecting the effectiveness of interlibrary cooperations. 5) Three of library cooperatives are employing the systems for payment of information provisions in interlibrary cooperations but the other library cooperatives are employing no payment systems, or not following such systems. By the results, six kinds of suggestions to improve the activities of korean library cooperatives have been expressed.

작년 한해 '해외도서관 사정'지면은 세계 각지에서 활동하고 있는 많은 도서관인들의 도움으로 꾸며졌다. 올해는 전 세계 도서관인들의 모임인 국제도서관협회연맹(IFLA, International Federation of Library Associations and Institutions) 산하조직인 47개 분과(Section)와 4개의 토론그룹(Discussion Groups)의 역할과 활동을 간략히 살펴보는 지면을 마련하여, 범지구적인 도서관계의 고민과 과제가 무엇인지 알아보는 한편 1년6개월 앞으로 다가온 '2006 서울 세계도서관정보대회(WLIC)'에 대한 도서관계의 관심을 모으는 시간을 갖고자 한다.

The purposes of this article are to explore the current situation and problems of user education in Korean libraries, and to seek some feasible solutions to establish user education as a library service. To the end, the main focus of discussion is on identifying both current situation and special features in user education of Korean libraries, as compared to those of the U.S. libraries. Also followed is a comparative discussion on the formal education systems to educate instruction librarians and the activities of professional associations to train instruction librarians between Korea and the U.S. The final suggestion is given regarding the obligations that Korean LIS scholars, professional library associations, and individual librarians should fulfill to establish user education as a healthy library service, which is suitable for Korean library situations.

The present study is a review to determine by what bodies and through what mechanisms the national industrial information policy is implemented and administered, that is what is its content and how it is linked to industrial and technological needs in the field of industrial firms. There are lacking essential capabilities required to transfer industrial information and to channel it to ultimate users. It is not possible to identify users' information needs adequately, to acquire pertinent information, to adapt it to prevailing conditions, to disseminate it to those who need it. Various organizations work to meet the specific information requirements of industry. These organizations include governmental agencies, industrial associations, research institutes and information centers. They have, however, developed independently without liaison among them. They may be some unnecessary duplication in some spheres and inadequate facilities in others. A n.0, ppropriate institutions which provide industrial information would be industrial associations, industrial research and development institutes. They serve as a coupling mechanism between industry and the existing information facilities.

The purpose of this article is to discuss about the progress and problems in Korean public library policies. The emphasis is on identifying both distinctive features and indigenous limitations in Korean Library Act and National Plans for Library Development. This article also investigates the current status and weakness of major policy driving forces such as national library policy committee(President's Committee on Library and Information Policy), administrative support organization, and professional associations. Finally suggested are both strategies and methods for promoting the quality of Korean public library policies, with focusing on enhancing public librarians' capacity of policy participation.
