  • The school library plays very important and central role for the fullfillment of educational objective in the process of implementing the school curriculum. And the media specialist known as teacher-librarian is. primarily responsible for the successful operation and effective management of the media center. It is true that effectiveness of the school library depends greatly on the cooperative coordination among teacher-librarian, teacher and principal in addition to the strong support and effective supervision of school district authority, specifically, supervisor of school library program. The successful program therefore is influenced by their perception of the teacher-librarian's role. The purpose of this study was to investigate the teacher-librarian's. educational role perceived by teacher-librarian, teacher, principal and school district supervisor. A standard task model describing both the management and educational functions and expectations of teacher-librarian was proposed after studying the relevant current standards of four countries. Serveral hypotheses were made regarding role perception and a survey instrument was designed based on this proposed task model and the results of the literature review to validate the hypotheses. The questionnaires were mailed out and the returned questionaires were analyzed by SPSS computer routine. The major findings are summarized as follows: 1) There was difference of the role perception among teacher-librarian, teacher, principal and district supervisor at the significance level of p<0.001 for both management and educational functions of teacherlibrarian. The mean score of the teacher-librarian was highest among four groups and the score for the educational function tasks were lower than that of management function tasks. 2) The positive correlation exists at the significance level of p<0.001 between the role perception and the attitude toward changing social trends such as acceptance of new technology, need for better communication and information. 3) The positive correlation exists at the significance level of p<0.001 between the role perception and the view on the curriculum and teaching method.

The interview results were divided into three different categories of librarians: the librarians; 1) understanding library as a place only with academic functions, 2) library as academic place along with multi-cultural functions, and 3) library as open learning space with focus on creativity and discovery of users. The findings also indicated that all these perceptions are closely related to understanding of the role of library and its future development.

  • Building a new library and remodeling an existing library for the multi-cultural space is a recent trend of the university libraries. That is, the spaces for using the digital and multimedia equipments, the rooms for reading and studying, the spaces for the cultural activities such as watching movies and holding an exhibition, and the spaces for the communication and refreshment are increasing in the libraries. However, this movement of securing and providing the new spaces is not closely connected with the off-line services and happens without the consideration of how to change the librarian's role and position. Therefore, the university libraries need to plan and provide the multi-learning space rather than the multi-cultural space considering the university library is an academic organization. Additionally, understanding the purpose of the university libraries, user's need, utilization method of books and considering the librarian's roles and placement are necessary in planning and providing the space of the libraries.

  • A public librarian is an occupation, which requires long-term. continuous training and difficult study to acquire and cultivate professional knowledge and skills. It is a necessity to achieve new knowledge, information and skills via appropriate retraining. A training system is the method which gives chances of retraining to public librarians. After examining some of the problems with the existing training system, it is apparent that the direction of training system needs to be decentralized. That is each local branch should be autonomous in terms of new training for librarians. For the method of training system, each autonomous unit would integrate the different theories to apply to the community-at-large and invite practical specialists from the local community to lecture. The training classes would be elective in that the each librarian could choose the classes he/she wants to take and give them credits for that, but the certificate for the class would also go towards completion for the required technical training. Finally, the utilization of cyber-education should be introduced, and the library association's role strengthened, to help public librarians cultivate their specialties.

As the traditional service areas of librarians are decreasing, the knowledge management is considered as a promising service area replacing the traditional librarian's role. This new area is in Blue Ocean and needs to great concern and understanding. INIS is the world's leading information system on the peaceful uses of nuclear energy. INIS is operated by the IAEA in collaboration with its member states and cooperating international organizations. INIS has more than 2.7 million items and provides users a comprehensive information reference service for literature in nuclear science and technology. The input amount ranks fifth in the world and it operates the INIS 2 host site. INIS in Korea is playing a leading role in the IAEA.
