The Research on Informatization Level Evaluation Model in Construction Company (건설 정보화 수준 평가모형 연구)

  • This study designed model that could scientifically and objectively evaluate a level of informatization of construction companies in consideration of informatization characteristics and limitations identified in researches related to the evaluation of informatization level of construction companies, so at to create the e-business environment for the construction companies including the enhancement of informatization consciousness and to improve capacity to carry out informatization. To do this, the study defined requirements to develop new model of construction informatization level and the characteristics of construction companies, and developed components of informatization level model and measuring methods that could meet the requirements based on theories and literature. The developed informatization level model were reviewed for validity and reliability through statistical method by carrying out the questionnaire survey on 200 companies along with an advisory group of experts. As the result of this study, we could suggest the directions for informatization to narrow the gap between the current level of informatization and the managerial goals in construction company.

Comparison Analysis on the Informatization Level between Construction CALS and Other Sectors (건설CALS의 정보화수준과 타 부문의 비교분석)

  • Ministry of Land, Transportation and Marine Affairs(MLTM) has implemented Construction CALS project for improving productivity of construction industry and for making construction project management efficient by responding to informatization and knowledge base society in 21st century. CALS has beeb applied successfully to projects form MLTM, however, the outcomes of Construction CALS hasn't been recognized. In addition, there is no way to find how high the level of Construction CALS is when it is compared with other SOC informatization projects. This study found out the informatiziation level of Construction CALS by using the evaluation index proposed in the former study, and by comparing with other sectors. The evaluation on the level was implemented in the three parts such as informatization infrastructure(network, hardware, standardization, data, informatization, informatization security), informatization utilization(information usage, IT performance), and informatization support(informatization goal, organization of informatization, informatization investment, informatization education), and then, this evaluation was compared with "Assessment for level of industry information system", "Assessment for level of small and midium sized industry information system", and "IICI(Informatizaion Index for the Construction Industry)". With the result from the comparison, this study produced superior factors and inferior factors for each sector. These results are expected to be useful for prioritizing budget allocation by finding out the informatization level of Construction CALS.

  • Ministry of Land, Transportation and Marine Affairs has implemented Construction CALS project for improving informatization level of construction industry and for making construction production system efficient. Construction CALS project has been implemented since 1998, however, there has been no attempt to measure how high the informatization level of Construction CALS is. This study measured the informatization level of Construction CALS by using the evaluation index proposed in the former studies. For measuring the level, this study made questions and selected samples, did survey, and analyzed the survey results. According to the results, Construction CALS is excellent for the fast rehabilitation of system errors, the web-base environment of system, the application of standard classification system, and the development of information strategic plan. This study will contribute to find out the informatization level of Construction CALS precisely.

  • Indicators measuring performance and the level of informatization of construction companies have recently been developed. Construction companies' investment in informatization, however, is still relatively low compared to that of other companies in different industries, since it has been difficult in quantifying the effect of informatization on total performance. This study, therefore, conducted an industry survey using indicators provided by previous studies, and used them to calculate performance and informatization indices for construction companies. Finally, it suggested a quantitative analysis of the effect of informatization on these companies' performance.

  • The construction industry has been behind in informatization compared to other industries such as banking, manufacturing, medical, etc. since it is not conscious of informatization and it also has difficulties in attracting investments and attracting IT experts. Furthermore, there has been lack of survey and research on that specifically what areas and how much degree they are behind in informatization. This paper presents a framework and strategy for assessment of informatization based on end users' viewpoints. The authors has already performed the assessment of informatization of general contractors based on IT experts' viewpoints. However, this paper tries to assess informatizaton of construction based on end users' aspects. The result of this research is expected to provide various aspects such as assessment, identification of needs, and problems regarding information systems. These could be effectively used as a guideline and a direction for information system development.

  • The construction industry has mainly relied on financially focused performance measurements, and studies on performance measurement systems (PMSs) have been carried out at the project level. However, recently, the demand for performance evaluation and management at the company level has increased. A few previous efforts have aimed to develop a conceptual model for company performance, but there have been few follow-up studies. From this perspective, we have developed a web-based performance and informatization measurement system to measure and compare the business performance and the level of informatization of construction companies. Then, we carried out a performance evaluation and system test using the data set of 78 Korean construction companies and identified practical issues for the implementation of our PMS.

  • The Korean government is making an effort to win the advance and international competitiveness of construction by changing Construction Industry into Knowledge-based information industry through Construction CALS. However, systematically obstructive factors and recession make participation of private construction companies in Construction CALS sluggish. The purpose of this paper is to suggest incentive program to induce participation of private construction companies in Construction CALS. Before setting up the direction of incentive program, the level of informatization in Korean Construction industry was grasped. Evaluation category for the discriminate application of incentives was defined and available incentive program was suggested.

  • Most of large construction companies have developed construction information systems and their ultimate goals should be improvement of the management efficiency of the construction projects. In order to make them successful, the systems should be designed to meet system users' needs Therefore purpose of this study is to evaluate the current information management systems from the viewpoint of the system users, especially on-site engineers. Questionnaire surveys and interviews have been conducted for the highly ranked 10 construction companies on four major factors including the functions of the systems and satisfaction level of each function, recognition of the use effect, informatization support. From the surveys results, correlation between the functions of the systems and the others has been statistically analyzed.

  • The importance of informatization of architectural/engineering firms has been addressed since technical problems caused by owner and users$^{\circ}{\O}s$ needs and requirements increased. However, the investment and the human resource support have not been enough, and the effectiveness and efficiency of jnformatization has not been verified and validated, either. Therefore, the objective of this paper is to analyze the effectiveness and efficiency of informatization based on the corporation performance through considering the present status of corporation performance and jnformatization of architectural/engineering firms and analyzing the correlations between them. In addition, this study proposed the performance measurement framework to evaluate the performance and jnformatization level on architectural/engineering firms based on the previous studies.

  • Recently, discussions about the guarantee of smart ecological environment have been started in S. Korea. These discussions are becoming more and more popular in the aspect of ubiquitous administrative spatial informatization in utilization using big data as a new paradigm due to the rapid change of information and communication technology, such as the start of smart society and the ubiquitous era. In addition, there is a growing interest in discussing environmental and disaster preservation in terms of ubiquitous smart city construction in smart society. In thisstudy, by applying 'scenario planning' as a foresight method, we have developed a desirable future vision for ubiquitous administrative spatial informatization in terms of preservation of disaster of Kori nuclear power plant like earthquake. In order to establish a high level of city disaster prevention level in S. Korea in 2030 when the big data and big data System will be further intensified in the future, it is necessary to develop advanced ICT city disaster prevention system with big data administrative spatial informatization in terms ofsmart ecological city construction.
