Not only does it cause damage to individuals and businesses due to the occurrence of large-scale personal information leakage accidents, but it also causes many problems socially. Companies are embodying efforts to deal with the threat of personal information leakage. However, it is difficult to obtain detailed information related to personal information leakage accidents, so there are limitations to research activities related to leakage accidents. This study collects information on personal information leakage incidents reported through the media for 15 years from 2005 to 2019, and analyzes how the personal information leakage incidents occurring to companies are related to the characteristics of the company. Through the research results, it is possible to grasp the general characteristics of personal information leakage accidents, and it may be helpful in decision making for prevention and response to personal information leakage accidents.
Objectives: We investigated the status of accidents and deaths caused by chemical leakage and skin contact in Korea. The purpose of this study was to produce and provide technical reference data for the efficient management of accidents and the rational management of accidental chemicals. Methods: Accidents and deaths caused by chemical leakage and skin contact in industry were investigated. Based on 68 accident reports related to chemical leakage and skin contact, the causes of accidental deaths were analyzed. In addition, we investigated the chemical substances and articles that caused these accidents and deaths. Based on the results of the investigation, the causes of accidents caused by chemical leakage and skin contact were identified and practical management measures for the chemicals were suggested. Results and Conclusions: In 2018, 372 people suffered from chemical leaks and skin contact, up by 123 (about 49.4%) from the previous year. The number of accident deaths was 14, an increase of five (about 55.6%) from the previous year. In the last three years (2016-2018), 91 chemical substances and article groups were involved in accidents caused by chemical leakage and skin contact. There were 16 chemical substance and article groups involved in accidental deaths. There were ten cases of accidents involving two or more casualties due to chemical leakage and skin contact, and 23 deaths occurred. Most of these accidental deaths were caused by subcontractor workers outsourcing risks. Therefore, there is an apparent need to strengthen the responsibility for safety and health among subcontractors.
Recently, various dynamic risk analysis methods have been suggested for estimating the risk index by predicting the possibility of accidents and damage. It is necessary to maintain and support the safety system for responding to accidents by continuously updating the probability of accidents and the results of accidents, which are quantitative standards of ship risk. In this study, when a LNG leakage that may occur in the LN G Fuel Gas Supply System (FGSS) room during LN G bunkering operation, a reliability physical model was prepared by the change in monitoring data as physical parameters to estimate the accident probability. The scenario in which LNG leakage occur were configured with FT (Fault Tree), and the coefficient of the covariate model and Weibull distribution was estimated based on the monitoring data. The possibility of an LNG leakage, which is the top event of FT, was confirmed by changes in time and monitoring data. A method for estimating the LNG leakage based on the reliability physical analysis is proposed, which supports fast decision-making by identifying the potential LNG leakage at the accident.
화학물질 운송과정에서 교통사고로 인한 화학물질 누출사고가 발생할 경우에 대한 정량적 위험성평가를 실시하였고, 이를 기준으로 화학물질 운송경로의 적절성을 평가하였다. 이를 위해 사업장 내부에 설치되어 있는 화학물질 취급설비에서 화학물질 누출사고가 발생할 경우 적용하는 정량적 위험성평가방법을 제시하였고, 이를 화학물질 운송과정에 적용하였다. 운송 차량의 교통사고 건수를 분석하여 화학물질 운송시 화학물질 누출사고가 발생할 확률을 예측하였고, 차량을 이용하여 액화염소용기를 운송할 경우 발생할 수 있는 염소가스 누출사고에 대한 정량적 위험성평가에 적용하였다. 그 결과 위험도를 바탕으로 액화염소용기를 운송하는 차량의 가장 적절한 운행경로를 제시하였다.
The purpose of this research is to identify and develop technology protection plans for small and medium-sized enterprises (SMEs) by analyzing past technology leakage patterns which were experienced by SMEs. We identified factors which affect the technology leakage, and analyzed patterns of the influences using a data mining algorithms. A decision tree analysis showed several significant factors which lead to technology leakage, so we conclude that preemptive actions must be put in place for prevention. We expect that this research will contribute to determining the priority of activities necessary to prevent technology leakage accidents in Korean SMEs. We expect that this research will help SMEs to determine the priority of preemptive actions necessary to prevent technology leakage accidents within their respective companies.
The leakage accident from a storage tank in an oil refinery plant occurred in April 2014 and the total loss is KRW 18 billion. This accident has prompted many companies to develop their own mitigation system to minimize the loss of the leakage accident. The aim of this study is to design the temporary storage facility system for dealing with leakage accidents. The basic concept of this system is that the leakage fluid of a hazardous material flows into a temporary storage tank and this is transferred to a spare tank by a pump as avoiding the overflow of a temporary storage tank. In order to design this system, the leakage velocity and quantity according to time series should be evaluated. In addition, a proper pump capacity should be determined to avoid repeating the pump switching on and off frequently. In this study, the benzene tank is selected to verify the efficacy of this system. This study can play a critical role to provide a guideline for designing a new system.

On offshore platforms, oil and gas leaks are apt to be the initial events of major accidents that may result in significant loss of life and property damage. To prevent accidents induced by leakage, it is vital to perform a case-specific and accurate risk assessment. This paper presents an integrated method of Ddynamic Qquantitative Rrisk Aassessment (DQRA)-using the Decision Making Trial and Evaluation Laboratory (DEMATEL)-Bayesian Network (BN)-for evaluation of the system vulnerabilities and prediction of the occurrence probabilities of accidents induced by leakage. In the method, three-level indicators are established to identify factors, events, and subsystems that may lead to leakage, fire, and explosion. The critical indicators that directly influence the evolution of risk are identified using DEMATEL. Then, a sequential model is developed to describe the escalation of initial events using an Event Tree (ET), which is converted into a BN to calculate the posterior probabilities of indicators. Using the newly introduced accident precursor data, the failure probabilities of safety barriers and basic factors, and the occurrence probabilities of different consequences can be updated using the BN. The proposed method overcomes the limitations of traditional methods that cannot effectively utilize the operational data of platforms. This work shows trends of accident risks over time and provides useful information for risk control of floating marine platforms.
In this study, formaldehyde and benzene were selected as the arbitrary chemicals in accidental leakage to environment, and their physicochemical and biological characteristics and toxicity were studied. Also, the fate of these chemicals in soil and groundwater was studied based on the results of previous studies. They can be released into the atmosphere as gas or vapor phase, which then can be photochemically degraded. Since they have relatively high water solubility, they are likely to have high mobility in water and soil. Volatilization of these chemicals from soil is affected by the soil moisture content. Biodegradation of formaldehyde and benzene is one of the important pathways as well. Therefore, it is necessary to study the environmental impacts of leakage accidents of flammable chemicals such as formaldehyde and benzene. Further research on the fate of flammable chemicals in the environment is needed to take appropriate response actions to leakage accidents of flammable chemicals, and this will contribute to the development of practical guidelines to cope with leakage accidents.
Gas turbines generating power operate in high temperature condition and use natural gas as fuel. For that reason, there are many cases where damage is done to the hot gas parts caused by the high temperature and many accidents occur like gas explosions, then various efforts are needed to maintain the hot gas parts and prevent accidents. It is difficult to find the root causes of damage to the hot gas parts from the gas explosion caused by gas leakage through rotor cooling air line from fuel gas heat exchanger during the shut down. To prevent gas turbine from damage, removal of gas leakage inside of gas turbine is required by purging the turbine before firing, improving the fuel gas heating system and installing alarm systems for detecting gas leakage from stop valve to turbine while the gas turbine has shut down.
Gas turbines for power generating operate in a very high temperature condition and use natural gas for fuel. For this reason, many cases of damage happen at hot gas parts which are severely affected by high temperature gas and many cases of explosion occur by fuel gas. So a lot of efforts should be made to prevent hot gas parts damage and gas explosion accidents. Though there are many damage cases and explosion accidents, it is very difficult to find out the root causes of hot gas parts damage caused by gas explosion due to gas leakage in the heat exchanger for air cooling and gas heating. To prevent gas turbine from damage caused by gas explosion, removal of leakage gas from gas turbine is inevitably required before firing the gas turbine and installing alarm systems is also required for detecting gas leakage at stop valve to turbine while shut down.
