Effective Leadership in Public Organizations: The Impact of Organizational Structure in Asian Countries

  • Among public organizations, does variation in organizational structure explain variation in public managers' leadership styles (e.g., transformational and transactional leadership)? The study of leadership in public organizations is increasingly an area of scholarly interest partly sparked by movements to reform public organizations, particularly in the context of emergency management. There is, for example, a need for effective leadership that can help organizations respond to disasters (Kapucu et al. 2010; Van Wart and Kapucu 2011; Stern 2013). There are numerous documented cases where the lack of leadership skills has been linked to major social and economic losses as a result of poor disaster response (e.g., Hurricane Katrina in the U.S.). Yet, leadership is a complex concept and numerous theoretical frameworks have been developed to help explain it (Van Wart 2005). Practically speaking, the existence of different theories of leadership suggests that public managers can decide to exercise various styles of leadership. The style of leadership that a public manager exhibits matters because some styles are perceived to be more effective than others (Trottier et al. 2008). While the effects of leadership have been extensively studied, antecedents or predictors of leadership style have received little scholarly attention (Wright and Pandey 2009; Nielsen and Cleal 2011). The purpose of this research note then is to explore the potential causal relationship between the structure of an organization and the ability of a public manager to exercise transformational leadership in the context of emergency management in two Asian countries: South Korea and Japan. This research note consists of three main sections. The following section explores the relationship between leadership and organizational structure. The second section examines how certain concepts of leadership and organizational structure were applied in two case studies of disaster response. The final section presents some directions for future research.

Impact of Leadership, Empowerment, and Organizational Effectiveness on Turnover Intention for Employees of Korean Dental Clinics

  • This study inquires into employee's intent to leave in South Korean dental clinics. A systematic research was undertaken on theories of leadership types, job satisfaction, organizational commitment and empowerment, and then interaction between these variables was verified based on quantitative data by using Structural Equation Model (SEM). The findings suggest that making improvements of empowerment, job satisfaction, and organizational commitment demand individualized consideration and charisma, the components of transformational leadership. As a way to reduce turnover intention, the role of job satisfaction and organizational commitment was more influential than that of empowerment. Also, a combination of charisma of transformational leadership and contingent reward of transactional leadership turned out to be the ideal leadership type to reduce turnover intention. Lastly, the harmony of individual goal with that of organization, apparent documentation of reward system, and stress control were recommended as practical solutions to improve organizational profitability and effectiveness and to reduce turnover rate in dental clinics.

The Influence of Leadership Style on Employee Creativity: Focusing on the Mediating Effect of Self-Efficacy

  • Purpose - This study investigated the effects of leaders of national universities on faculty creativity. The study examined transformational leadership and creativity theories and investigated self-efficacy, the parameter between transformational leadership and creativity, to examine its moderating effect and provide policy implications for national universities. Research design, data, and methodology - This study built four hypotheses based on the literature review, and tested these using a survey methodology. The collected data were analyzed using SPSS 15.0. Result - At the national universities, the results were as follows: charisma of leaders had a positive influence on member creativity; intellectual stimulus of leaders had a positive influence on member creativity; and, individual consideration of leaders had a positive influence on member creativity. Therefore, leaders' transformational leadership had a positive influence on member creativity. Conclusion - Creativity is thought to be important for organizational survival and continuous development at rapidly changing education administrations. Educational administration leaders should exercise transformational leadership to develop member creativity. Member self-efficacy, which had a mediating effect on creativity, requires leadership to develop it.

The Effect of Self-Leadership on Job Satisfaction and Customer Orientation: The Role of Supervisor Support

  • Purpose - The purpose of this study is to derive practical implications for human resource management to improve service quality by demonstrating the moderating effect of perceived supervisor support in the relationship between self-leadership, job satisfaction, and customer orientation. Research design, data, and methodology - 800 questionnaires were distributed and collected for beauty service companies with two or more employees. Among them, 602 data were analyzed using SPSS 24 and AMOS 24. For the assessment of goodness of fit of the models, TLI, CFI, RMSEA indices were used. Result -The empirical results are as follows. First, it was found that self-leadership had a positive effect on job satisfaction and customer orientation. Second, job satisfaction was found to have a positive effect on customer orientation. Third, it was found that job satisfaction had a mediating effect in the relationship between self-leadership and customer orientation. Fourth, empirical data showed that the moderating effect of supervisor support in the relationship between self-leadership on job satisfaction was significant. Conclusion -This study contributed to the expansion of related theories by analyzing the moderating effect of perceived supervisor support in the relationship between self-leadership, job satisfaction, and customer orientation, and provides practical implications for efficient human resource management.

진성리더십이 종업원의 직무만족 및 조직몰입에 미치는 영향 (Effects of authentic leadership on organizational commitment for employees)

  • 본 연구는 무한경쟁의 자유시장체제 하에서 진정성 없이 부정을 저지르면서도 재무적 이익을 극대화하던 조직 내 가짜 리더십(pseudo leadership)의 한계점을 대체할 수 있는 새로운 리더십, 즉 진성리더십(ethical leadership)에 대해 이론적으로 고찰해보고 조직 경영(organizational management)에 있어서의 진성리더십의 중요성이 크게 부각되고 있음에도 불구하고 진성리더십이 조직 및 팀에 미치는 성과에 대한 연구들은 여전히 부족한 것이 사실이다. 따라서 본 연구에서는 진성리더십 관련 선행 연구들을 고찰해 보고 직무몰입과 조직몰입과의 관계를 규명해 봄으로서 리더십 연구가 나아갈 방향을 제시해보고자 한다. 연구 결과를 요약하면 다음과 같다. 첫째, 진성리더십과 직무몰입, 조직몰입을 조사한 신뢰도는 모두 높게 나타났으며, 둘째, 진성리더십과 직무몰입, 조직몰입의 상관관계를 확인한 결과, 모두 정(+)의 상관관계가 나타났으며, 직무몰입과 조직몰입만이 통계적으로 유의하게 나타났다. 셋째, 회귀분석결과에서도 직무몰입이 조직몰입에 양의 관계가 존재함을 확인할 수 있었다.

Communication Strategies of Online-Based Leadership and Members' Work Engagement and Job Burnout

  • Work engagement and job burnout are crucial problems in Korea, particularly in the business environment, and they also indicate people's motivation. Online-based teams in e-business also have these issues. Especially the role of the leader in this new type of teams is more crucial for members' motivation, behavior, and performance. Contingency leadership theories posit that different situations need different traits or behaviors of a leader. For an online-based team, which is internet-based team in e-business, a leader should use specific communication strategies to enhance a team's performance and members' motivation. In an online-based team and an offline-based team, the ways in which leaders motivate members will be different. This paper suggests particular communicative strategies for leaders of online situations. Online-based team members communicate using mobile phones or IT tools, and leaders mayinfluences members in virtual meetings. Moreover, online-based leadership needs to be more entrepreneurial and risk encouraging, and less conservative than offline-based leadership. In addition, online-based leadership should be energetic, decisive, adaptable, and inspiring, and furtherutilize communication tools such as being more gregarious/talkative, assertiveness, linguistic diversity and affect. This paper explains the roles of communicative elements such as coordination, expression, direction-giving/uncertainty reduction, empathy, meaning-making, satisfaction, and competence to decrease job burnout and to increase work engagement. The purpose of this study is to suggest communication strategies' differentiated influences on work engagement and job burnout in an online-based team.

The Effects of Transformational Leadership and The Role of Social Connectedness, Team Psychological Safety and SNS Usage Frequency

  • Purpose - The purpose of this research is to test the impact of social connectedness and team psychological safety on the relationship between transformational leadership and employee performance (job performance and practiced creativity), and moderating role of usage frequency of SNS. Research design, data, and methodology - A total of 299 questionnaires, completed by Chinese employees, were analyzed using SPSS 22 and AMOS 22. For the assessment of goodness of fit of the models, TLI, CFI, RMSEA indices were used. Result -The empirical results are as follows. First, social connectedness had a mediating effect in the relationship between transformational leadership and job performance, practiced creativity. Second, team psychological safety had a mediating effect in the relationship between transformational leadership and social connectedness, job performance, practiced creativity. Finally, the moderating effect of frequency of employee SNS usage were not significant. Conclusion -This study analyzes the mediating role of employee social connectedness and team psychological safety on the relationship between transformational leadership and job performance, practiced creativity, which is helpful for the expansion of related theories and provides practical implications for effective human resource management.

외식산업 관리자의 리더십에 관한 최근 연구동향 (New Trends of Managers' Leadership Style in the Food Service Industry)

  • 최근의 외식산업은 치열한 경쟁력과 함께 인력수급이 급격하게 증가되고 있다. 따라서 인적서비스의 효율적인 관리가 중요시 되면서 리더십에 대한 연구가 호텔과 패밀리 레스토랑을 대상으로 관리자와 종사자에 대한 실증적인 연구가 되고 있지만 아직 미흡한 실정이다. 따라서 외식산업에서의 최근 연구동향을 토대로 향후 연구의 방향을 살펴보면 첫째, 외식산업에서 직속상사를 포함한 관리자와 종사자에 관한 국내 연구가 미미한 상황에서 외식산업 관리자의 리더십에 관한 연구가 최근의 변화한 조직내 구성원에 대한 실증연구를 토대로 호텔과 패밀리레스토랑을 대상으로 이루어 져야 한다. 또한 과거 대부분의 종사자에 대한 직무만족, 조직몰입, 조직시민행동 등의 연구가 임금이나 승진 등에 초점을 두었는데 과거보다 학벌수준이 높고 젊은 층이 많은 조직내 구성원에 대한 조직문화에 초점을 둔 시대의 흐름에 맞는 연구가 이루어 져야 한다. 둘째, 변혁적 리더십과 리더-구성원 교환관계는 각기 독립적으로 연구에서 관리자의 리더십이라는 하나의 틀 속에서 분석해 실증적인 연구가 이루어져야 한다. 셋째, 기업의 핵심인재의 관리와 함께 금전적 보상체계의 개혁뿐 아니라 비금전적 차원에서의 배려나 지원이 요구된다. 네째, 외식산업 관리자의 역할 또한 전문가로서 평생직장의 개념보다 평생직업으로서 자신의 능력과 함께 매뉴얼이 있어야 할 것이다. 다섯째, 구성원들에게 지속적으로 교육훈련을 시킬 수 있는 리더십개발 프로그램이 마련되어야 하며 마지막으로 환경과 조직문화에 따라 리더십 유형의 적용이나 선택이 외식업채 특성에 맞는 실증적 연구가 앞으로도 계속 진행되어야 될 것이다.

Administrative Leaders and Their Role in Bringing About Development and Organizational Change in Universities (Northern Border University Case Study)

  • The research aims to identify the role of administrative leaders working in universities in the success of organizational development and change, and the extent of the relationship and ability of administrative leaders at all levels of leadership within universities to the effectiveness of the process of development and organizational change at Northern Border University. In addition to presenting some recommendations and suggestions that can contribute to identifying the best leadership styles that contribute to the success of the development process and positive organizational change. Where leadership, whether in the private sector or the public sector, is one of the main functions concerned with the processes of direction, development, and modernization in the performance of the facility and an important element to activate the organizations' ability to perform their role and achieve their goals. The behavior and trends of leaders represent an important indicator in knowing the type of efforts made by them to improve performance and develop organizations and human resources. The research reached many results, perhaps the most important of which is that the dominant leadership style in universities is the democratic style, followed by the bureaucratic leadership style. The results also showed that there is a significant role for administrative leaders in bringing about development and positive change at Northern Border University at the level of individuals, groups, and organizations. And it became clear that there is an availability of leadership capabilities to an acceptable degree in the administrative leaders. The results of the statistical analysis showed a positive relationship between administrative leadership ability and democratic style. In addition to the existence of a negative relationship between the administrative leadership ability and the bureaucratic style and the freestyle. It was also clear that there were no differences in dealing between males and females, as well as age, educational qualification, experience, and job grade, but there were differences in dealing with the job title.

  • The health care environment becomes more competitive every day. It has fallen to nurse managers - from vice presidents of patient care to nurse managers and their assistants - to recruit and develop a workforce that successfully meets the needs of both patients and the organization. This means employees who demonstrate advanced critical thinking skills, creative problem solving, and sound decision making skills combined with clinical skills and patient advocacy. The environment which nurse managers create and the way they relate to their workforce, are pivotal to organizational viability. Especially leadership of first -line nurse managers contributes to the success of their organizations. First-line nurse managers are deserved to be one of the most administrative supervisors through the middle stratum in a hospital organization as being a manager in the field service if assessed from the overall aspects of hospital, as being an interim managers in the nursing department as well as being a supreme supervisor in a unit in terms of an organizational structure in the hospital. Similarly, as a compete leader, the first-line nurse managers have not only a professional which is qualified to perform a role of appropriate coordination with medical staff and key personnel but also hold an important key position a being responsible for performing his or her given role. The first-line nurse manager is expected to manage human and fiscal resources in ways not required before. While an identified need for well-prepared first-line nurse manager continues to plague the profession, first-line nurse managers often have difficulty providing the leadership required. The need leadership training to function effectively in their positions. But we hardly find a useful leadership training program for first-line nurse managers, therefore the purpose of this study was to developed the leadership training program for them. The steps of leadership program development were below: 1st step, 2 studies were done before develop a leadership program. One was done to ask to first-line nurse managers what they want to learn through leadership training, the other one was to ask the staff nurses what their opinions are for their first-line nurse managers leadership. 2nd step was searching other leadership programs contents. The results of this study were below: The total amount of hours is 24. Leadership training program contents are : Future of nursing profession (210min), understanding basic factor's of leadership and leadership theories(310 min), self understanding as first- line nurse managers(320 min), basic principle and practice of interpersonal relationship(210 min), assertiveness training, conflict management (180min), and group study(210min). This is challenging time to be a leader, especially in nursing. As nurse managers look toward the new millennium, it seems as through the same struggles are ahead that are behind. So nurse managers need to embrace change with a positive attitude. They need to demonstrate risk taking and support it in their staffs. All these things are possible that after they participate the leadership training program.
