Military officials in Korea are forced to change jobs early due to the retirement age after active service. Measures are needed in view of the 55% average employment rate of middle and long term soldiers during the last five years. The last government of Park Geun-hye push ahead creating of 50,000 jobs in discharged soldier with policy, but the results were not great. Therefore, it is time to drastically change the government's efforts to create large-scale jobs for discharged soldiers. It is necessary to break away from the traditional ways of expanding opportunities for employment at the academic level. So it became necessary for discharged soldiers to actively review ways to build their own organizations. For such reasons, this study presents a measure to create job through food service, Security personnel training and Manpower provision business, Special Soldier Control and Training Center Operation business, Han River Water Cleaning Project, Caring business, and delivery business by establishing their own social cooperation to create jobs for discharged soldiers.

Despite the practical limitations of calculating the amount of inflow and supply related to the operation of agricultural reservoirs, the role of agricultural reservoirs is gradually being emphasized. In particular, as interest in disaster safety has increased, the demand for preliminary measures to prepare for disasters has been rising, for instance, pre-discharging agricultural reservoirs for flood control. The aim of this study is to analyze the plans for the flood season reservoir operation considering pre-discharge period and water level limit. Accordingly, we optimized the simulation of daily storage using the ratio correction factor (RCFs) and analyzed the amount of inflow and supply using K-HAS. In addition we developed the drought determination coefficient (k) as a indicator of water availability and applied it for supplementing the risk level criteria in the Drought Crisis Response Manual. The results showed that it would be difficult to set the water level limit during the flood period in the situation of little water supply for flood control in agricultural reservoirs. Therefore, it is necessary to operate the reservoir management regulations after measures such as securing additional storage water are established in the future.

Landscape urbanism emerges as an alternative to the urban design theories of the past century, emphasizing landscape as an organizing principle, integrating the medium of different elements of the urban environment. However, ongoing criticism of the theory's lack of consideration for physical urban morphology has not supported the integrity of the theory. Large parks, which many proponents of the theory have referred to, possess valuable and interesting points in their design and management. This also shows the limitation of not being able to show the close physical relationship between open space and the city. In this study, the High Line project was analyzed to verify it as founded on landscape urbanism, providing that landscape urbanism drives the urban morphology on a small scale rather than a large one. This paper concludes that landscape urbanism should include small parks as one kind of study model with the small grained interaction between open spaces and the cities under this category to broaden and deepen the perspective. Also, the effort to analyze quantified and physical consequences of the theory through close observation should be followed to extract the design strategies to be applied to future projects.

This study analyzes the characteristics of the urban landscape changes as a result of the introduction of private parks among the long-term uncollected urban planning facilities and enables the analysis of the characteristics of the urban landscape changes as a result of the introduction of private parks, and applied to the private park projects. The DSM with its building was established for the quantitative landscape analysis to examine the view ratio using the stacked visible analysis. The analysis showed that Jikdong Park had a high frequency of view from downtown to green due to its location, and that the development project of a private park on park and town boundaries significantly lowered the view ratio. This implies a large degree of damage to the landscape by development projects provided protection of the view as a natural landscape is of value. Chudong Park also saw its view ratio of views from downtown to the hills green area of Chudong Park was much lower than that of Jikdong Park. And it was confirmed that the ratio of view changes due to development projects was small compared to that of Jikdong Park. In other words, although Jikdong Park and Chu-dong Park were developed in a similar scale in terms of the ratio of views, they were subject to significant damage due to their location characteristics. It is also meaningful to note that the degree of change in the landscape resulting from development projects that could not be found in the assessment or review of the existing Landscape Impact. As private parks are introduced in the urban green belt, apartment development is being pushed for at the edge of the green belt. This study is meaningful in that it is derived based on the calculation that the survey results are derived based on the changes in the views on green areas that urban residents may experience as the private park project is carried out, and it should be introduced based on the calculation of the private parks.

To generate information that contributes to climate change risk management, it is important to perform a precise assessment on the impact in diverse aspects. Considering this academic necessity, Japanese government launched continuous research project for the climate change impact assessment, and one of the representative project is Program for Risk Information on Climate Change (Sousei Program), Theme D; Precise Impact Assessment on Climate Change (FY2012 ~ FY2016). In this research program, quantitative impact assessments have been doing from a variety of perspectives including natural hazards, water resources, and ecosystems and biodiversity. Especially for the natural hazards aspect, a comprehensive impact assessment has been carried out with the worst-case scenario of typhoons, which cause the most serious weather-related damage in Japan, concerning the frequency and scale of the typhoons as well as accompanying disasters by heavy rainfall, strong winds, high tides, high waves, and landslides. In this presentation, a framework of comprehensive impact assessment with the worst-case scenario under the climate change condition is introduced based on a case study of Theme D in Sousei program There are approx. 25 typhoons annually and around 10 of those approach or make landfall in Japan. The number of typhoons may not change increase in the future, but it is known that a small alteration in the path of a typhoon can have an extremely large impact on the amount of rain and wind Japan receives, and as a result, cause immense damage. Specifically, it is important to assess the impact of a complex disaster including precipitation, strong winds, river overflows, and high tide inundation, simulating how different the damage of Isewan Typhoon (T5915) in 1959 would have been if the typhoon had taken a different path, or how powerful or how much damage it would cause if Isewan Typhoon occurs again in the future when the sea surface water temperature has risen due to climate changes (Pseudo global warming experiment). The research group also predict and assess how the frequency of "100-years return period" disasters and worst-case damage will change in the coming century. As a final goal in this research activity, the natural disaster impact assessment will extend not only Japan but also major rivers in Southeast Asia, with a special focus on floods and inundations.
$CO_{2}$ mineral carbonation technology, fixation technology of $CO_{2}$ as carbonates, is considered to be an alternative to the $CO_{2}$ geological storage technology, which can perform small- or medium-scale $CO_{2}$ storage. We provide the current R&D status of the mineral carbonation with special emphasis on the technical and economical feasibility of $CO_{2}$ mineral carbonation taken into consideration of the domestic geological and industrial environment. Given that the domestic industry produces relatively large amount of the industrial by-products, it is expected that the technology play a pivotal role on the $CO_{2}$ reduction countermeasure, reaching the potential storage capacity to 12Mt-$CO_{2}$/yr. The economics of the overall process should be improved via the development of advanced technologies on the pretreatment of raw materials, method/solvents for metal extraction, enhanced kinetics of carbonation reactions, heat integration, and the production of highly value-added carbonates.

It's necessary to judge between success and failure of a project in order to secure the objective evaluation index and the transparency of that. In case of the public works including a construction section, the large-scale budget input proceeds, but the awareness regarding the efficiency and usefulness of the public works is decreasing because it's hard to estimate benefit originated from the results of the budget input. Therefore, this study is to propose the measurement standard for the post-evaluation based on the list of the resident response degree and user satisfaction degree to systematically and quantitatively measure the results of the post-evaluation for the public projects within the range of quantifying the consumer satisfaction degree for the facilities which preform the post-evaluation among the public projects with 50 billion budget.
We analyze the risk factors identified for ex-ante evaluation regarding government R&D programs. In particular, we empirically examined to what extent each risk factor is perceived to be important by the stage of R&D, technology field, researcher's career and experience. The empirical results show that technology risk is perceive to be less important for basic research, while market risk more perceived to be important in the IT field. Political risk is perceived to be less important for the university faculty, while researchers with government R&D project experience gave more value to legal risk factor.
This Study starts from a recognition that the architecture is based on the process demanded by substantial needs as well as pure theoretical logic system. So this study aims at proposing another point of view differentiating process and principle of architecture from pure theoretical logic system in the creative process of the Governor's Palace by analyzing drawings in chronological order. Even though the Governor's Palace had not been built because of discord between authorities of India and Le Corbusier, it is undoubtedly one of the best proposals which contains very concepts and ideas of later Le Corbusier's architectural intentions. In the first design stage, overall conception of the building was carried out in the sketches and drawings till Jan, 1954 and in the second stage, the elaboration of the project was pursued till Mar. 1995. The scheme tends to begin too large and general in character, becoming tighter and more complex under pressure from the client and adjustments required by the design process itself. For example, scale reduction, division and development of internal circulation system and applying his early 'Five Points'. So new solutions are searched by oscillating between compromise modifications and radically different solutions in contracting the first ideas. From all these, it is concluded that the early doctrine (Five Points) are adjusted and extended towards another stage by the use of restricted pilotis, the concept of fenetre en longueur transformed into a sub stricture of facade, sustained concept of le plan libre, les toits jardins extended towards concept of the urban area. Multiple projectors with partially overlapping regions can be used to project a seamless image on a large projection surface. With the advent of high-resolution photography, such systems are gaining popularity. Experts set up such projection systems by subjectively identifying the types of errors induced by the system in the projected images and rectifying them by optimizing (correcting) the parameters associated with the system. This requires substantial time and effort, thus making it difficult to set up such systems. Moreover, comparing the performance of different multi-projector display (MPD) systems becomes difficult because of the subjective nature of evaluation. In this work, we present a framework to quantitatively determine the quality of an MPD system and any image projected using such a system. We have divided the quality assessment into geometric and photometric qualities. For geometric quality assessment, we use Feature Similarity Index (FSIM) and distance-based Scale Invariant Feature Transform (SIFT). For photometric quality assessment, we propose to use a measure incorporating Spectral Angle Mapper (SAM), Intensity Magnitude Ratio (IMR) and Perceptual Color Difference (ΔE). We have tested the proposed framework and demonstrated that it provides an acceptable method for both quantitative evaluation of MPD systems and estimation of the perceptual quality of any image projected by them.
