Effects of Classroom Peers on Test Scores: Evidence from the College Scholastic Ability Test of year 1995 (대입수학능력시험 성적 자료를 이용한 학급 내 동료 효과의 분석)

  • Using the College Scholastic Ability Test of year 1995, the paper investigates effects of classroom peers on a student's test scores. It exploits exogenous assignment of students across different classrooms within a school under the leveling policy in 1990s. The empirical results reveal strong impacts of peers on individual students. Negative effects of low-performing peers exceed positive effects of high-performing peers. Such a structure of peer interactions has important implications for ability grouping vs. mixing debates in Korea.

  • Forecasting of short-term employment fluctuations provides a useful tool for policy makers in risk managing the labor market. Following the process of producing the composite leading indicator for macro economy, the paper develops the employment leading indicator(ELI) for the purpose of short-term forecasting non-farm payroll employment in private sectors. ELI focuses on early detecting the point of time and the speed in phase change of employment level.

  • As Asia becomes increasingly integrated economically, opportunity particularly in managing financial flows, as bases to coordinate regional production networks, and as staging points for the penetration of new markets. The paper argues for a path-dependent logic to understanding the efforts of the Singapore State in hosting hub functions. As a city-state without a national economic hinterland, Singapore's response to increasing business costs and regional competition has been to create a set of policies designed to encourage multinational companies to keep administrative control functions in Singapore while moving the more labour and land intensive production functions to nearby Malaysia and Indonesia. An understanding of the competition among cities in the Asia Pacific for hub functions must also take into account corporate strategy within particular industry dynamics. The second half of the paper provides a number of case studies to show this interplay between corporate strategy, industry dynamic and government policy.

  • Attempts have also been made to locate security in the so-called 'policingdivision of labour' In order to understand this, it is necessary to identify some of the links which exist between public police organizations and the private security sector. Such links can be divided into six types : 1) Interpersonal links, 2) Joint operations, 3) Exchange of services, 4) Granting of special powers, 5) Public bodies hiring private personnel, 6) New organizational. Van Reenen provides a useful outline of the different dimensions of future Glibalization of policing. Developments, he suggests, are likely to proceed in four directions : 1) Co-operation : at this level, the nature and powers of national police systems are not required to change, co-operation occurring between self-standing forces. 2) Horizontal integration : this arises when officers obtain authority to operate in another country, or where government officials from one country get authority over the police in another country. 3) Vertical integration : this exists when a police organization is created which can operate within the area of the EC as a whole. 4) Competition : the internationalization of policing in Europe presents itself, more and more, as a market in which different policing systems trade their products.

Economic Dependence and Gender Division of Household Labour in the Republic of Korea

  • This paper examines the relationship between economic dependence and gender differences in housework in Korea. There are three explanatory alternatives for the relationship; economic rule of exchange, gender display perspective and deviant neutralization. We analysed both 2004 and 2009 time use survey data. The findings show the significant gender differences in time spent on housework that wives spend much more time on housework than husbands. However, among couples with non-normative gender roles, in some cases the more economically powerful wives spend more time on housework than breadwinner wives with weaker economic power, although such cases are rare. Rather, it is appropriate to conclude that, the more economically independent the wives, the less time they spend on housework; this is also the case for husbands. Overall, the Korean case shows what the economic exchange theory predicts. Thus, improvements in working wives' economic power will lead to gender equity in the division of housework.

  • According to increasing the number of rice farm households, it is important to find optimal farm scale, farm crops, and labour constraints depending on growth time. The study aims to analyze the optimal farming system using the linear programming in Seosan county, Chungnam. The survey was conducted in-depth interview to collect data from one farm household. Results show that farmers change their some crops in dry filed into ginger and hire farm labours in April. The findings should be of interest to rice farmers and policy makers to manage their farm effectively and to support them.

Study on the Effectiveness of Korean Active Labour Market Polices (재정지원 일자리사업의 정책효과성 추정)

  • This study examines the employability of participants and employment outcomes in the Korean active labor market policies(ALMPs). The data used in empirical testing is Korea Labor and Income Panel Study 1~15th survey data, participants database in ALMPs and Unemployment Insurance database. The main results are as follows. Level of employability in participants with ALMPs is about 56.3 and that of participants with direct job creation(DJC) programs shows the most low level in sub-type of ALMPs. About 30.8% of all people participating in ALMPs belongs to vulnerable group and 71.5% of participants in DJC programs is in vulnerable group. In DJC programs, the participants with low level of employability are some more likely to be in vulnerable group. As the level of employability in participants with DJC programs increases, their job-search time after moved in labor market reduces and their duration of employment increases. To summarize, one can imply that the DJC programs are effective to transit vulnerable groups in labour market and improve the labor market outcomes by enhancing the employability of participants.

  • Since 1945, the periodical reforestation projects considered as the fundamental apparatus of the forest policy of the Government have been continuously carried out during last 40 years in Korea. As a result, some of the forests are ready to be harvested, especially in well-managed plantations as well as in the natural forests. This requires to pay more attention to harvesting the timber rather than planting trees. At the present, such timber harvesting operations such as cutting, felling, bucking, and skidding and yarding, particularly yarding operations in mountain areas with harsh terrains are in the most cases depend upon man power. However, the yarding operations should be more mechanized in the near future in Korea mainly because of the high cost of labour couppled with the lack of labour in forested areas. The Forest Work Training Center attached to the Forest Administration imported and tested the smallsized cable crane(K-300) with movable tower. The result of economic analysis of the yarding operation expenditures shows that the cable crane yarding costs more than the man yarding at the present time. As the labour cost will gradually increase and the efficiency of machine operation will improve, the results of the study indicates that the yarding operation by cable crane will be more cost-effective in the future.

  • The Correlations Between the Labour Market Structure and Poverty of the Regions The main objectives of this study are to make an investigation into the spatial characteristics of poverty and to analyze the effects of regional labour market structure. Most previous studies on poverty were more likely to examine internal factors like the characteristics of poor households or family structures than external factors in terms of the regional environments. In order to achieve these goals, this study used the Small Area Estimation designed to estimate the income of each household and then calculate the poverty rate of each local area in order to examine the spatial characteristics of poverty. The poverty distribution in Korea showed the local labour market structures effect on the region poverty rate. The Korean economy now exhibits a big gap between the haves and the have-nots and between urban areas and rural areas. The poverty rate of particular regions will increase and those in the areas will face deteriorated circumstances falling into poverty traps. This study reflects this stern reality and empirically proved the strong need for consideration of regional characteristics in conducting studies on poverty and related policy amendments.

  • This paper focuses on the situation in which, as pluralistic democracy spreads globally from the mid-20th century, the concept of publicness, the reason for the existence of traditional public art, is not limited to the physicality of occupying public space or the conditions for creation by public funds, but is seeking a new direction and examine the social significance of these changes. For this purpose, the main body of this paper analyzes the major public art projects of Freee Art Collective who were active in the UK in the early 2000s. Freee performed various public art projects in which individuals constituting a community critically reflect on political, social, and economic issues related to public goods and provide a discourse space for democratic discussion. Their practice suggested a methodology for socially-engaged public art that resists the "Third Way" cultural policy of the New Labour administration. Therefore, this paper argues that Freee's public art seeks alternatives to publicness in that it allows one to resistively think about problematic aspects of hegemonic cultural production of neoliberal cultural policy that pursues political consensus and social harmony. This research about Freee's public art would be significant in that it can serve as an opportunity for critical reflection on the contemplative form and public role of contemporary public art.
