Biomedical Laboratory: Its Safety and Risk Management

  • Biomedical laboratory is full of risks. Risk could be biological, chemical, radioactive, mechanical, physical, fire and electrical. All possible risks need to be identified, evaluated and controlled. A risk management system must be in place to prevent accident or loss of lives and to improve overall workplace safety and productivity. Safety in laboratory is a combination of appropriate risk management system, engineering controls and technical facilities, administrative controls and safety procedures and practices. Laboratory safety culture must be developed so that exposure to hazards for laboratory personnel, community and environment will be minimized or eliminated. In this review, importance of safety in a biomedical laboratory and risk management will be discussed.

Advanced Reactor Passive System Reliability Demonstration Analysis for an External Event

  • Many advanced reactor designs rely on passive systems to fulfill safety functions during accident sequences. These systems depend heavily on boundary conditions to induce a motive force, meaning the system can fail to operate as intended because of deviations in boundary conditions, rather than as the result of physical failures. Furthermore, passive systems may operate in intermediate or degraded modes. These factors make passive system operation difficult to characterize within a traditional probabilistic framework that only recognizes discrete operating modes and does not allow for the explicit consideration of time-dependent boundary conditions. Argonne National Laboratory has been examining various methodologies for assessing passive system reliability within a probabilistic risk assessment for a station blackout event at an advanced small modular reactor. This paper provides an overview of a passive system reliability demonstration analysis for an external event. Considering an earthquake with the possibility of site flooding, the analysis focuses on the behavior of the passive Reactor Cavity Cooling System following potential physical damage and system flooding. The assessment approach seeks to combine mechanistic and simulation-based methods to leverage the benefits of the simulation-based approach without the need to substantially deviate from conventional probabilistic risk assessment techniques. Although this study is presented as only an example analysis, the results appear to demonstrate a high level of reliability of the Reactor Cavity Cooling System (and the reactor system in general) for the postulated transient event.

Risk Assessment in the UK Health and Safety System: Theory and Practice

  • In the UK, a person or organisation that creates risk is required to manage and control that risk so that it is reduced 'So Far As Is Reasonably Practicable (SFAIRP).' How the risk is managed is to be determined by those who create the risk. They have a duty to demonstrate that they have taken action to ensure all risk is reduced SFAIRP and must have documentary evidence, for example a risk assessment or safety case, to prove that they manage the risks their activities create. The UK Health and Safety Executive (HSE) does not tell organisations how to manage the risks they create but does inspect the quality of risk identification and management. This paper gives a brief overview of where responsibility for occupational health and safety lies in the UK, and how risk should be managed through risk assessment. The focus of the paper is three recent major UK incidents, all involving fatalities, and all of which were wholly avoidable if risks had been properly assessed and managed. The paper concludes with an analysis of the common failings of risk assessments and key actions for improvement.

발전설비 최적 정비를 위한 독립형 위험도 평가 소프트웨어 개발 (Development of Stand-Alone Risk Assessment Software for Optimized Maintenance Planning of Power Plant Facilities)

  • 위험도 평가 기술은 주로 플랜트의 많은 운영설비 중 대형사고나 피해를 유발할 수 있는 위험설비를 선별하는 목적으로 개발되었다. 현재 발전소에 설치되어 있는 설비관리시스템에는 초기 버전의 위험도 평가 모듈이 설치되어 있으나 문진 위주로 구성되어 통계적 기법에 기반을 둔 고장 확률 평가보다는 평가자의 주관적인 판단에 따라 평가 결과가 좌우되었다. 또한 발전회사 서버에 기반하였기 때문에 평가자가 공간 및 시간의 제약을 받을 수 밖에 없고 현장 활용에 한계가 있었다. 본 논문에서는 문진 대신 해석적 분석을 이용한 기본 고장확률을 계산하고 현장 검사 결과 및 검사 효용도를 분석할 수 있는 독립형 위험도 평가 소프트웨어를 개발하였다. 독립형으로 현장 운용이 가능하며 최적 정비주기 예측 및 현장검사 결과에 대한 입출력 기능이 있기 때문에 정비에 직접 참여하는 현장 사용자뿐만 아니라 발전 설비의 수명연장 및 교체를 결정해야 하는 엔지니어에게 유용한 정보를 제공할 것이다.

  • Objectives: For suitable risk management of the domestic aquatic environment, it is necessary to conduct toxicity tests using species native to Korea. In the present study, we performed toxicity ring tests using endemic freshwater arthropoda Neocaridina denticulata and evaluated its validity and reproducibility as an international standard test species. Methods: To evaluate the sensitivity levels of N. denticulata to hazardous chemicals, toxicity values for several chemicals were compared with other standard test species. Intra- and inter-laboratory acute toxicity tests were performed both within a single laboratory and among four laboratories respectively using 3,4-Dichloroaniline, which is generally used as a reference test substance in fish toxicity tests. In addition, intra- and inter-laboratory coefficient of variations (CVs) were calculated to evaluate reproducibility based on the estimated toxicity values. Results: The sensitivity of N. denticulata to several chemicals was found to be similar with D. manga, indicating that the species is valid as a test species. The CVs of the intra- and inter-laboratory tests were 22.946% with four qualified runs and 8.828% among the four laboratories, respectively. Conclusions: N. denticulata serves in an important role in the food chain of Korean aquatic ecosystems and also inhabits several other Asian countries. Since the validity and reproducibility of the species were confirmed as a toxicity test species in this study, further efforts are needed to establish N. denticulata as the international standard test species for the appropriate risk assessment of aquatic ecosystems at home and abroad.

  • In university laboratories, areas of studies are becoming diverse and complicated according to the development of the industry. New forms of potential risk factors are increasing and they are unlike existing ones. In addition, many students are conducting various experiments in the laboratory. Therefore, they could be exposed to risk more often. Despite these risks, people do not recognize university lab safety activities properly and observe safety precautions. They are exposed to various laboratory accidents continually. In this study, we do not apply the present diagnosis method, checklist, but the safety assessment that is widely used in industry. Then we can find lots of hazard that checklist method could miss. This study will use the 4M and Hazard & Operability to design a new Laboratory safety assessments method.

LDL Cholesterol 또는 Total Cholesterol의 적용에 따른 Framingham Risk Score와 10년 내 심혈관질환 발생 위험도 평가 (The Assessment of Framingham Risk Score and 10 Year CHD Risk according to Application of LDL Cholesterol or Total Cholesterol)

  • 증가하고 있는 심혈관질환을 예방하기 위한 연구와 함께 심혈관질환 위험도를 예측할 수 있는 평가도구에 대한 연구도 꾸준히 진행되고 있다. 가장 널리 알려져 있는 Framingham risk score (FRS)는 여러 선행 연구에서 그 타당성이 검증되었다. 본 연구에서는 연구 대상자들의 LDL 콜레스테롤과 총 콜레스테롤의 적용에 따른 FRS의 점수 차이를 살펴보고, 두 변수의 선택 적용에 따른 10년 내 심혈관질환 발생 위험도의 판정에 대한 일치도를 평가해 보고자 하였다. 2011 국민건강영양조사 데이터 중 심혈관질환 진단을 받은 자를 제외한 1,530명(남성 755명, 여성 775명)의 자료를 이용하였다. LDL 콜레스테롤 또는 총 콜레스테롤 중에 어떤 항목을 적용하느냐에 따라 FRS와 심혈관질환의 10년 예측위험도는 차이가 있었다. 남녀 모두 FRS는 LDL 콜레스테롤 적용 점수 보다 총콜레스테롤 적용 점수가 더 높았다. 위험도 10% 미만의 저위험군, 10~19%의 중등도 위험군, 20% 이상의 고위험군 분류에서 남성 106명, 여성 26명의 판정이 일치하지 않았다. 코헨의 카파 계수는 남성의 경우 0.718, 여성의 경우 0.884로 나타나 여성의 경우 더 높은 일치성을 보였다. 심혈관질환의 10년 예측위험도와의 관련성에서도 LDL 콜레스테롤을 포함한 회귀식 보다 총 콜레스테롤을 포함한 회귀식에서 남녀 모두 설명력이 더 높아 총 콜레스테롤을 반영한 FRS 산출과 10년 예측 위험도의 평가가 더 상관성이 더 높고, 더불어 남성 보다는 여성에서 더 일치하는 결과가 나타남을 알 수 있었다.

경영컨설팅 방법론을 이용한 감염병 실험실의 생물안전 위해성평가 조화기준 도출 (Development of a Harmonization Standard for Biosafety Risk Assessment of Infectious Disease Laboratories using Management Consulting Methodology)

  • Objectives: As the demand to deal with pathogens in domestic research institutions has expanded and biological accidents have increased, the need for systematic biosafety management in infectious disease laboratories has grown. According to international standards, risk assessment (RA) is required for biosafety management. However, RA criteria have not been clearly established in Korea, so to this end I have attempted to determine RA criteria meeting international levels Methods: In order to provide RA criteria for application, I analyzed the RA criteria in use in the U.S., Europe and at international organizations. In order to ensure the public nature of the RA criteria, I constructed the research model through modified management consulting methodology reflecting the model of Radnor and O'Mahoney. Results: According to the results of the study, existing laboratory biosafety regulations were comparable to domestic laboratory safety laws. Existing laboratory biosafety standards that are designed around risk factors were found to be insufficient. An RA case to be carried out in infectious disease laboratories at the National Institute of Health of KCDC was identified. Conclusion: To establish a systematic risk management system meeting international standards, it was necessary first to harmonize the systems of national and international standards. In addition, in order to provide specific biosafety management on-site, I recognized a need for methodology and planning strategies to discover biosafety management so that it can be carried out as required through the RA of individual laboratories.

Biosafety Risk Control Strategies in Laboratory Animal Research

  • To understand biosafety's current situation in laboratory animal research and risk factors affecting occupational health. Compliance surveys were conducted by questionnaire via Questionnaire Star (an application app on the Internet) in Chinese. Thirty-nine anonymous questionnaires were collected. The surveyed institution has established 24 types of ABSL (Animal Biosafety Laboratory) and biosafety management organizations and systems equipped with safety equipment. Our study also suggests that the principal of the laboratory establishment fails to perform supervision and inspection responsibilities, the inappropriate design of the animal biosafety laboratory, non-standardized personnel training and health management, non-strict waste management, and insufficient emergency management. The administrative department and work units should address certain safety and occupational health risks in laboratory animal research. The author proposes control strategies based on organizational guarantee, personnel management, emergency management, etc., to help prevent risks and ensure occupational health. Due to regional limitations and small sample size, the results may not be generalisable to all parts of the world. However, some of the key common issuesmay also be present in other regions, sowe believe that this research still has some relevance.

대사증후군과 뇌심혈관질환 발병위험도 평가와의 연관성: 일개 사업장 남성 근로자를 대상으로 (The Relationship between Metabolic Syndrome and Korean Cardiocerebrovascular Risk Assessment: for Male Researchers in a Workplace)

  • Objectives: The prevalence of metabolic syndrome has recently increased, Payments from the Korea Labor Welfare Corporation for compensation for mortality in workers caused by cardiovascular and cerebrovascular diseases have also increased in Korea in recent years. The association of metabolic syndrome and cardiocerebrovascular disease has been investigated by several researchers in recent studies, This study was conducted in an attempt to characterize the relationship between metabolic syndrome and Korean cardiocerebrovascular disease risk assessment, and to provide basic data to group health practices for the prevention of cardiocerebrovascular disease. Methods: Health examinations were previously conducted for 1526 male researchers at a private laboratory. The prevalence by age and the odds ratio of metabolic syndrome scores into the "cardiocerebrovascular risk group" (sum of low, intermediate, and high risk groups) of the Korean cardiocerebrovascular disease risk assessment were assessed, in an effort to elucidate the associations between metabolic syndrome and cardiocere brovascular disease risk assessment. Results: The prevalence of metabolic syndrome and inclusion in the cardiocerebrovascular risk group was 11,7% and 22.1% respectively. The severity of metabolic syndrome and cardiocerebrovascular risk assessment showed that individuals in their 40's and 50's were at higher risk than those in their 30's (p<0,001). The age-adjusted odds ratio of metabolic syndrome to cardiocere brovascular risk group inclusion was 5.6. Conclusions: An active prevention program for cardiocerebrovascular disease needs to begin in the 40's, as the prevalence of metabolic syndrome and the risk group of cardiocerebrovascular risk assessment peak in the 40's age group. The odds ratio between metabolic syndrome and the cardiocerebrovascular risk group was high, which indicates that metabolic syndrome scores should be utilized as guidelines during the consultation and behavioral modification program for the workplace prevention of cardiocerebrovascular diseases in group health practices.
