Establishment of Measurement Standards for Productivity Assessment in Construction Project (건설 프로젝트 생산성 평가를 위한 측정 기준 수립)

  • In general construction project planning ratio of manpower and quantity of outputs produced, such as the construction estimate standard, is used as the criterion for labor productivity. This method is highly effective in construction projects with repetitive work, however, there is a limit to apply in large-scale projects with high complexity. This is because the influence of non-work time caused by various work interruption factors that act complexly on the productivity of the project is greater than the average labor productivity derived from the performance data of the project. Therefore, this study proposes a productivity measurement method that can evaluate the characteristics of construction works and the cause of non-working time. To this end, first, detailed work processes and their non-work factors for each work type are defined, and the Adv-FMR technique is developed for quantitatively measuring them. Next, based on the concept of obtainable productivity, methods for comparative productivity analysis by work type, evaluating non-work factors, and deriving productivity improvement methods are proposed. Finally, a case study is conducted to validate that the analysis results based on Adv-FMR data can support the decision-making of construction managers on productivity management.

  • Construction projects have become so large, complicated and incredibly high-tech that process management is currently considered one of the most important issues. Unlike typical manufacturing industries, most major construction activities are performed in the open air and thus are exposed to various environmental factors. Many studies have been conducted with the goal of establishing efficient techniques and tools for overcoming these limitations. Productivity analysis and prediction, one of the related research subjects, must be considered when evaluating approaches to reducing construction duration and costs. The aim of this research is to present a quantified impact analysis of construction delay factors on construction productivity of a steel staircase system, which has been widely applied to high rise building construction. It is also expected to improve the process by managing the factors, ultimately achieving an improvement in construction productivity. To achieve the research objectives, this paper analyzed different delay factors affecting construction duration by means of multiple regression analysis focusing on steel staircase systems, which have critical effects on the preceding and subsequent processes in structure construction. Statistical analysis on the multiple linear regression model indicated that the environment, labor and material delay factors were statistically significant, with 0.293, 0.491, and 0.203 as the respective quantified impacts on productivity.

Current Status and Improvement Plan for Foreign Construction Laborer (외국인 건설 근로자 현황 및 개선방안)

  • The construction industry is a labor-oriented and quality, cost, and schedule performance is effected by technicians. However, the construction industry have faced a labor shortage problem. Therefore, technician graying and no new workers inflow cause labor shortage and decline of worker's skill level. The utilization of foreign technicians instead of domestic technicians has been increased in the construction industry. This paper performed questionnaire survey for 43 managers on 14 project fields to determine the current status and problems of construction technicians and to propose a improvement plan. As a result, most foreign technicians are carpenters and iron workers, but the skill levels are generally lower than domestics. The major problems for foreign technicians are communication and non-skilled. Then, labor productivity and accident rates of foreign technicians are higher than domestics. This paper proposes that skill training programs, language lessons, and multi-cultural programs are effective to improve foreign workers' problems.

The Effects of Active Labor Market Policy on Unemployment (적극적노동시장정책이 실업에 미치는 영향)

  • This study examines the effects of active labor market policy on unemployment by pooled cross-section time series analysis utilizing panel data of 18 OECD countries, and seeks implications for improvements of the Korean active labor market policy. The results of the analysis are summarized as follows. First, active labor market policy negatively affects unemployment rates. Second, vacational training program among three major active labor market programs has a negative effect on unemployment rates. Third, employment service program and employment subsidy program have partially negative effects on unemployment rates. The implications for the Korean active labor market policy are as follows. First, it is necessary to expand and systematize active labor market policies. Second, vocational training programs should be systematized and professionalized according to labor demand. Third, employment subsidy programs need to be planned and carried out under the condition of minimizing a substitution effect, a displacement effect and a deadweight loss effect. Fourth, employment service programs need to be developed and carried out under the consideration of not only the reduction of unemployment rates but also the prevention of re-unemployment, mitigation of income inequality and improvement of productivity.

A Reversal in Retirement Ages and the Future of Social Policy in the United States (미국인의 조기퇴직 역전현상과 고령자 사회정책의 미래)

  • The aim of this paper is to describe a long-term trend toward earlier retirement and its reversal since 1985 in the United States, together with changes in socioeconomic conditions and social-policy programs which have contributed to this new development. The American people's recent propensity to retire at relatively younger ages was mainly a result of secular increase in individual wealth that had made it possible for them to enjoy higher standard of living without their participation in labor market activities at older ages. In addition to the introduction of compulsory retirement system, both social security retirement pension program and corporate pension system have also contributed significantly to the declining retirement age and its reversal around the mid-1980s. This paper pays full attention to the set of social policy programs which are currently being used to sustain the recent reversal in ages at retirement. The basic question to be raised here, however, is about whether or not the U. S. government will ave to continue to implement the social policies and programs used to discourage the elderly from retiring at relatively younger ages in the future. In this paper, it is argued that labor productivity growth and improvement in work attitude prior to retirement will help the elderly find little difficulties in having higher standard of living, despite their further lengthening of life expectancy at birth and post-retirement survival chances, the latter being often called the "third life". Most American people hope that the social-policy programs that have promoted early retirement will remain unchanged in the first part of the 21st century while they will put significant financial burden on their future descendants who have to work in the paid labor market. Taking this observation in consideration, this paper concludes that the U. S. government has to focus more on developing the programs that improve work propensity and labor productivity among the currently working-age population rather than continuing to implement the programs that sustain the recent reversal in retirement ages.ment ages.

  • This paper constructs Croup Technology process-based learning curve model adjusted to a Group Technology environment which accounts for shared learning that occurs when multiple products utilize some of the same process steps. Through this constructed model, the estimated times and productivity of labor calculated by the Group Technology process-based learning curve model are compared with those generated by employing product-based 1 earning curve model. For sensitivity analysis of the model, the impact of learning rate and the ordered production quantity on the ratio differences between Group Technology process-based learning curve model and product-based learning curve model are examined. These results indicate the critical importance of employing Group Technology process-based learning curve model when a process spans multiple products.

  • In recent construction sites, digital maps obtained through drone photogrammetry have garnered increasing attention as indispensable tools for effective construction site management. the strategic placement of Ground Control Points (GCPs) is crucial in drone photogrammetry. Nevertheless, the manual labor and time-intensive nature of GCP surveying pose significant challenges. The purpose of this study is to design the concept of automated GCPs survey technology for enhancing drone photogrammetry efficiency in construction sites. As a result, the productivity of the automated method was analyzed as 118,894.7㎡/hr. It is over 25% productivity improvement compared to traditional methods. In future studies, economic analysis of automated methods should be studied.

Assessment of Project Cost Reduction Potential Adopting Cases-Synthetic Approach - Focused on the Apartment Building Construction Project - (시공방법 개선사례 조합에 의한 원가절감 가능성 평가)

  • The primary focus of this study has been directed towards assessing the potential impact of construction method improvement on a reduction in project cost. A total of 90 actual application cases were collected from a public organization and private construction firms, and 32 cases were used in analysis by adopting a synthetic approach. The level of cost reduction was measured in terms of material and labor cost by comparing the existing method and the improved method. An analysis of the results indicates that project cost can be reduced by up to 5.26 percent compared to a normal project by adopting a synthetic approach. Additional benefits include the assurance of uniform quality, savings in terms of labor and/or materials, and improved productivity. The potential of the applicability of this approach to other types of buildings and the implications of research findings were discussed in detail.

  • With labor shortage and high-wage era, the construction cost is rising and the construction business is dull, demanding the construction environment of Korea to raise profitability through major cost savings and rationalization of construction management. However, although reinforcing bar(rebar) work, which greatly effects the building's safety, endurance, and construction time, is an important phase in construction, it holds serious problem of quality and productivity deterioration due to its characteristic of intensive-labor and maintaining of old work methods resulting in poor management, and costs increase. Therefor in this study to investigate current situation and problems of rebar work and to find methods of betterment, a survey was conducted to site engineers and individuals in division of cost estimate of domestic construction company. The survey questions were on the subjects of (1) calculating rebar quantity, (2) ordering and procurement, (3) rebar cutting and bending, and (4) rebar work management. Method of improvement was sought by analyzing the results of the survey
