A Study on the Structural Reinforcement of the Modified Caisson Floating Dock (개조된 케이슨 플로팅 도크의 구조 보강에 대한 연구)

  • In the ship repair market, interest in maintenance and repair is steadily increasing due to the reinforcement of prevention of environmental pollution caused by ships and the reinforcement of safety standards for ship structures. By reflecting this effect, the number of requests for repairs by foreign shipping companies increases to repair shipbuilders in the Southwest Sea. However, because most of the repair shipbuilders in the southwestern area are small and medium-sized companies, it is difficult to lead to the integrated synergy effect of the repair shipbuilding companies. Moreover, the infrastructure is not integrated; hence, using the infrastructure jointly is a challenge, which acts as an obstacle to the activation of the repair shipbuilding industry. Floating docks are indispensable to operating the repair shipbuilding business; in addition, most of them are operated through renovation/repair after importing aging caisson docks from overseas. However, their service life is more than 30 years; additionally, there is no structure inspection standard. Therefore, it is vulnerable to the safety field. In this study, the finite element analysis program of ANSYS was used to evaluate the structural safety of the modified caisson dock and obtain additional structural reinforcement schemes to solve the derived problems. For the floating docks, there are classification regulations; however, concerning structural strength, the regulations are insufficient, and the applicability is inferior. These insufficient evaluation areas were supplemented through a detailed structural FE-analysis. The reinforcement plan was decided by reinforcing the pontoon deck and reinforcement of the side tank, considering the characteristics of the repair shipyard condition. The final plan was selected to reinforce the side wing tank through the structural analysis of the decision; in addition, the actual structure was fabricated to reflect the reinforcement plan. Our results can be used as reference data for improving the structural strength of similar facilities; we believe that the optimal solution can be found quickly if this method is used during renovation/repair.

A study on Perception and Response Strategy of Korean Ship Owners on Global Sulphur Cap 2020 (황산화물(SOx) 배출 저감 규제에 대한 국적선사의 인식과 대응 전략에 관한 연구)

  • In this paper, to analyze the perception and response strategy of Korean ship owners on Global Sulphur Cap 2020, examined the IMO environmental regulation status focusing on MARPOL Annex VI regulation about air pollution prevention, technological measures to reduce SOx emission, shipping industry and management status of Korean ship owners. First of all, the questionnaire was conducted for Korean ship owners after selecting the evaluation factors. The purpose of this study was to investigate the difference of the perception and response strategy of Korean ship owners by corporation size and main vessel type using frequency and cross analysis. It is confirmed that various researches on SOx emission reduction have been carried out from various points of view at home and abroad. In this study, existing studies related to technical factors for regulatory response and economics analysis were examined and evaluation factors were selected. As a result of analysis, it is found that large-sized shipping companies are more prepared for regulatory response than small and medium-sized bulk carrier owners. There were similar perception and the direction of response strategy about the impacts by corporation size and main vessel type. In about two years to be implemented in 2020, It is necessary to find an appropriate response strategy based on the support policy of the government and related organizations and the systematic analysis of the ship owners. Through this study, although the difference between the perception and response strategy of the ship owners by corporation size and main vessel type was understood, it was found that there were limitations on specific response strategy and corporate data collection. In future research, we should overcome the limitations of this study and conduct an in-depth study.

A study on strategies to attract container cargoes in Incheon - with the case of container O/D analysis ­ (인천항 컨테이너 화물 유치방안에 대한 연구 -컨테이너 OD분석을 중심으로-)

  • This paper aims to provide strategies to attract container cargoes for the Incheon port by analysing O/D of the container cargoes with the year-2004 export and import data from. The Korean customs service. O/D analysis was carried out with establishing optimal zones, which are defined as City, Gun, Gu(Korean administrative districts) to which the export-import service can be provided from a certain port with minimized freight(or transport) cost and stevedoring fee. For the Incheon port, 35 administrative districts including Seoul and Incheon in Kyunggi-Do and Kangwon-Do are recognized as the optimal zones, and approximately 25.50% of around 2.02-million-TEU per year of the cargoes from the woes are exported and imported through the pan. The strategies to attract container cargoes was suggested by comparing the Incheon port to supposed-competitive pons. The Busan portn(64.89%), Guangyang port(4.46%) and Pyeongtaeck port(3.35%) are supposed as the competitive pons which have a large proportion of handling the cargoes from the optimal zones. When comparing the Incheon port to these ports, The Incheon pan requires a distinctive cost strategy, providing incentives to attract shipping companies and cargoes, improving efficiency related to loading-unloading at the port, and reinforcing Feeder-Network and advertisements about cost-saving to the shippers(the owners of goods) in the national capital region. Consequently, the mentioned requirements are suggested as the strategies to attract cargoes for the Incheon port.

  • Piracy is a worldwide issue, but the deteriorating security situation in the seas off Somalia, the Gulf of Aden and the wider Western Indian Ocean between 2005 and 2012 and in the increasing number of attacks in the Gulf of Guinea are a major problem. The depth of concern for the problem internationally is amply demonstrated by the levels of co-operation and coordination among naval and other forces from several countries that have assembled in the west Indian Ocean region and the Gulf of Aden to escort ships carrying humanitarian aid to Somalia and to protect vulnerable shipping. Notwithstanding this unprecedented effort, the vast sea area in which the pirates now operate makes it difficult to patrol and monitor effectively, particularly with the limited resources available. More resources, in the form of naval vessels and aircraft, are needed and at every opportunity the IMO encourages Member Governments to make greater efforts to provide the additional naval, aerial surveillance and other resources needed through every means possible. IMO provide interim guidance and recommendations to be taken into account when considering the use of PCASP(privately contracted armed security personnel) if and when a flag State determines that such a measure would be lawful and, following a full risk assessment, appropriate. The interim guidance and recommendations of IMO are not intended to endorse or institutionalize the use of armed guards. Therefore, they do not represent any fundamental change of policy by the Organization in this regard. It is for each flag State, individually, to decide whether or not PCASP should be authorized for use on board ships flying their flag. If a flag State decides to permit this practice, it is up to that State to determine the conditions under which authorization will be granted. Therefore, Korea should be introduced rationally PCASP for safe shipping. PCASP on board ships is much the same to special guard personnel of security services industry act. Act plan of Oceans and fisheries ministry on PCASP collides with special guard personnel system of National Police Agency. Rather than new law making, PCASP regukations have to be included in security services industry act. Management Agency of PCASP is to not Oceans and fisheries ministry, but Central Headquarters Korea Coast Guard of Public Safety and Security Ministry because of specialty and closely connection.

A Study on the Treatment of Toxic Chemicals of Maritime University Cadets (해양계대학교 실습해기사들의 유해화학물질 취급에 관한 연구)

  • Maritime University cadets must be on board ship's after thoroughly completing a Basic Safety Training Course. During their spare semester they must complete basic principle of the course and then, attend to both Advanced Safety Training Course and Tankers Training Course before they graduate. However, all cadets are exposed to risks during their onboard training. It means that most of commercial ships have to train them before boarding and perform duties according to all sorts of check lists based on the ISM. Accordingly, this research will deal with the treatment for toxic chemicals which is not fully covered by shipping firms, vessels and even a Maritime University for cadets. The lack of pre-knowledge about it is considerably hazardous to the cadets who have no onboard experience. As stated above, the majority of the onboard cadets board their ships without previous training on treatment and knowledge for toxic chemicals. As a result, there are some cases that cadets are injured due to the lack of knowledge to treat toxic chemicals and due to carelessness. Furthermore, they end up leaving a ship prematurely. To prevent these incidents from occurring, this paper recommends thorough training before going onboard provided by Maritime University, the systematic database on the safety of the toxic chemicals and the development of the online contents for safety education of toxic chemicals fitted on each ship's types are necessary to avoid risks and accidents onboard. Furthermore, it is suggested that shipping companies should manage the ship according to the safety check list on toxic chemicals and the crew in charge with qualification for the treatment of toxic chemicals should provide a safety education and supervision.

A Study on Container Monitoring Loaded into the Hold in Maritime Logistics (해상운송 환경에서 IP-RFID 기술을 이용한 선박 홀드에 적재된 컨테이너 상태 모니터링에 관한 연구)

  • The recent increase of fresh farm products, hazardous cargos, and high-priced goods in marine transportation has caused an increased demand of cargo owners and shipping companies with regard to the monitoring of the location and state of cargo. To meet this increase, numerous technologies are being studied for the monitoring of the cargo state. Cargo containers on a ship are loaded on a ship's deck and in a ship's hold, which is located under the deck. However, Since the developed technologies mostly transfer the container status information that collected by mobile communication, it costs a lot to install communication infrastructure on ship. And the ship's hold is completely sealed with a cover, and communication with the reader positioned at the ship's bridge is difficult. Therefore, most existing studies on container monitoring on ships have focused on the monitoring of containers loaded on a ship's deck. Accordingly, this study suggested system configuration for the monitoring of containers in a ship's hold using IP-RFID technology. The suggested system configuration was tested on an actual ship under navigation, and the test results are given in this study. The test results verified that the monitoring of containers in a ship's hold using IP-RFID technology is effective.

Cost-Benefit Analysis on Marine Transportation Safety Facility Using CVM(Contingent Valuation Method) (CVM을 이용한 해상교통안전시설 투자 편익 분석)

  • Marine transportation facility is public goods for the general public and their safety. The study used the Contingent Valuation Method (CVM), a method to estimate economic value of non-market goods, such as environmental goods. In order to analyze economic effects of marine accidents preventable by the VTS, the study estimated costs caused by marine accident cases. It conducted surveys with people and shipping companies in local areas where VTS is to be established in the future. According to a survey with people in areas where marine transportation control center is to be built (Tongyoung), the yearly benefit from building new VTS is estimated at KRW 11billion. If fees are paid in the form of income tax for five years from 2014, corresponding benefits during the same period will reach KRW 47.3 billion in current value. An analysis on economic validity of VTS establishment in Tongyong showed the B/C ration stood at 3.193, far higher than 1. The Net Present Value (NPV) was KRW 32.5 billion and the Internal Rate of Return (IRR) turned out to be 37.4% which was higher than social discount rates of 53.5%. On balance, the establishment has reasonable economic validity.

  • As developing satellite communication, the tracking range of the moving objects which move in local area is expanded to the whole world. However previous logistics management system is able to monitor freight which transporting in local area using mobile communication system. In this paper, we propose the reefer container management system that manages the location information and other related information such as temperature, humidity of container using the satellite system. The proposed system consists of three parts; data collector, satellite communication manager, reefer container information manager. And the proposed system uses the moving object index for managing the trajectory of container and tracing the location of container or vessel that is transporting the container, and supports various services such as reefer container and vessel tracking, container control and container statistics to logistic companies like shipper and forwarding agent. And the system can be increasing the quality of container transportation service to the shipper, and it makes the efficient management of reefer container to the shipping company.

A basic study on the introduction of safety management system for the deep-sea fishing vessel in Korea (원양어선 안전관리체제 도입에 관한 기초 연구)

  • The analysis on the international safety management code (ISM Code) and case of foreign national safety management for fishing vessel was conducted to serve as a basic data on the introduction of safety management system (SMS) for a deep-sea fishing vessel in Korea. As a result, Maritime New Zealand (MNZ) has managed operations of SMS in the maritime rules according to the Maritime Transport Act since 1994. MNZ underwent a safe ship management (SSM), which includes elements applied to shipping companies, ship and verification of the ISM Code for ships, except ISM Code application since 1998. In 2014 the introduction of the advanced maritime operator safety system (MOSS) superior to the SSM by MNZ was promoted actively switch and enforcement. Meanwhile, the safe operation manual of Japanese fishing vessel includes large part of the contents of the ISM Code, and voluntary implementation to fit the realities of the fishing vessel. The law application of SMS for a deep-sea fishing vessel after the newly establishment of the Ocean Industry Development Act to SMS would be advantageous to the schematic management, supervision, maintenance and application and, in 2016 from the implementation of maritime safety supervisor for a deep-sea fishing vessel that the management and supervision through the fishing vessel will be the efficient operation. The configuration of the safety management system in a deep-sea fishing vessel should be included as an element of ISM Code. The introduction of such a system is gradually applicable, such as nationality overseas vessel case study of the ISM Code, and vessels that are excluded from the application will be implemented as autonomous as Japan. The results are expected to contribute to sustainable development in the ocean industry safety culture spread throughout the ocean industry through the enhancement of safety fishing competency and safety management responsibility of fisher.
