A Basic Study to Measure the Effectiveness of the Korean Green Building Certification System in Terms of Sustainability

  • Humanity is facing a number of serious issues associated with increased energy consumption and environmental pollution. Various studies/guidelines concerning sustainable building construction have suggested solutions to these disastrous problems, including: net-zero energy buildings, the green building certification system, and others. Sustainability pursues three expected effects: environmental, social, and economic merits. Korean Green Building Council (K-GBC) has also announced the Korean Green Building Certification System (K-GBCS) since 2003 based on sustainability. Some positive social and environmental aspects of the K-GBCS have already been reported. However, it is somewhat difficult to verify its economic merits, which are crucial to ensuring the validity of the K-GBCS. This research aims to verify the economic merits of the eco-friendly Korean-style condominiums accredited by K-GBCS. Following this, the expected economic effectiveness of K-GBCS will be examined in terms of sustainability. The underlying assumption is that the potential economic effect should reflect the actual economic merits, and should reflect the value of the housing in particular. According to the analysis of the variance, it can be concluded the value of green certified buildings is statistically higher than the value of non-certified buildings. Furthermore, it was also observed that this tendency was more dominant in Gyeonggi Province than in the City of Seoul. This may be caused by one of the variables: the proximity to downtown. In future studies, this variable should be studied in greater detail.

친환경 공동주택 인증 심사항목별 득점비율 분석을 통한 개선 필요 항목 도출 (Average Score-to-Allotted Point Ratio Analysis of Each Assessment Item of Green Apartment Complex Certification System)

  • With an awareness of the fact that influence of building industry on the environment problems is great, many countries have been endeavoring to construct sustainable and environmentally-friendly buildings. In Korea, the GBCS (Green Building Certification System) has been in force since 2002. Total 6 types of buildings are dealt in the GBCS. Especially, it is expected that the number of apartment complexes, which are the most common type of residences in Korea, applying for GBCS has increased continuously. In this study, we aim to pick out the items requiring improvement for the green apartment complex. Existing 12 certified apartment complexes were selected. GBCS assessment results and actual conditions of design and construction were investigated and analyzed. Total 18 items requiring improvement were picked out in accordance with the average score-to-allotted point ratio. Relevant particulars expected to be helpful for the next design works were also presented.

업무용 친환경건축물의 득점체계 개선에 관한 연구 (A Study on the Improvement of Scoring System by Issues as well as Criteria in the Green Building Certification System for Office Building)

  • The purpose of Green Building Certification System is to promote the environment-friendly building construction as the life-cycle environmental performance of a certain building is assessed and certified nationally(domestically). By the way, a building can get the green building certificate just with the minimum standard in prerequisite assessment criteria and with the designated scores in totals. GBCS consists of 9 assessment issues and it has 4 grades. Nevertheless the 1st. grade green building has uneven scores in each issue. In other words, it has even 0 point in a special issue. Due to the above problem, the discrimination and reliability in the GBCS grading and scoring has to be secured. This study aims at a new grading and scoring system equipped with the discrimination and reliability through analysing the scores of prerequisite assessment criteria and the scores by issues in the actually certified green office buildings.

국내 공동주택 관련 인증제도의 세부 항목에 대한 비교 분석에 관한 연구 (A Comparative Study on the Assessment Items of Korea's Apartment Building Certification Systems)

  • A various building certification systems are being enforced in Korea. However, the enforcement of many building certification systems has brought on the concerned people's confusion and the operation of various building certification systems which have similar assesment items causes much time and economical losses. Therefore, in this paper, the features of the GBCS(Green Building Certification System), Housing Performance Indication System, Building Energy Rating System, and Green Home Standard and Performance Evaluation System are compared and the correlations among each building certification system are analysed. As a result, it is presented that a considerable number of assessment items were so similar and identical that integration of building certification systems is needed for effective operation of these systems.

POE를 통한 친환경건축물 인증 공동주택 인공환경 녹화 관리 실태 및 개선방안 연구 (A Study on Management Condition and Improvement of Artificial Greens in GBCS-Certified Apartments through the Post Occupancy Evaluation)

  • 본 연구는 친환경건축물 인증 공동주택의 지속가능성 증진을 위한 연구로서, 2007년 6월부터 2008년 6월 사이에 한국토지주택공사 토지주택연구원에서 친환경건축물 본인증을 획득한 서울 경기지역 공동주택 8곳을 선정하여 "생태환경을 고려한 인공환경 녹화기법 적용여부(이하, 인공환경 녹화)" 평가항목의 거주후 평가(POE)를 수행하였다. 연구 목적은 친환경건축물 인증 공동주택의 인공환경 녹화 부문 관리 실태와 문제점을 파악하여 향후 재인증 규정 및 사후관리에 시사점을 제공하는 것이다. 이를 위하여 현장관찰조사와 관리자 면담 및 거주후 평가를 실시하였고, 분석 결과 도출한 문제점은 다음과 같다. 첫째, 친환경 인증 공동주택 단지에 도입된 생태환경을 고려한 인공환경 녹화 계획요소의 사후관리가 제대로 이루어지지 않고 있다. 둘째, 인공환경 녹화에 대한 만족도는 전반적으로 낮았으며, 옹벽대체녹화가 담장녹화, 옥상녹화, 벽면녹화에 비해 만족도가 높았다. 평가항목별 만족도는 질적 수준, 설계목적 부합 여부, 식생 관리상태, 식생 생육상태가 평균보다 낮은 만족도를 보였다. 셋째, 인공환경 녹화 만족도는 질적 수준에 대한 만족도에 가장 큰 영향을 받으며, 나머지 요인들도 만족도와 통계적으로 유의미한 관계에 있음을 알 수 있었다. 현 인증 제도는 유지관리 평가기준이 미비하여 관리상태가 소홀하고, 이는 전체적인 인공환경 녹화 만족도 저하에 영향을 미친다. 따라서 인증심사와 별도로 운영되는 사후관리 제도의 도입이 요구되며, 인증 취소나 벌점부과와 같은 적극적인 관리 규제 확충방안이 모색되어야 할 것이다.
