Shift from Developmentalism to Neoliberalism and Changes in Spatial Policy in S. Korea (발전주의에서 신자유주의로의 이행과 공간정책의 변화)

  • Neoliberalism can be seen as a path-dependent, hybrid and contradictory project that operates actually (not just ideologically) through intervention of the state that has been not weakened in its strength but different in its strategies, especially through neoliberal policies of remaking urban space. This paper seeks to characterize the development of neoliberalism and urban policies in S. Korea, by examining the trajectory of neoliberalism generated in its contextually specific way since the late 1980s, by illuminating the intersection between new neoliberal programs and the existing developmentalism of the state and changes in spatial policy with its effects, which can be divided into two phases: the first from the late 1980s to the economic crisis in 1997, and the second from the crisis to the present. This paper finally identifies several paths in which the state and the market would be interrelated, and argues that the vision of national development and spatial policy should be welfare(i.e. human)-oriented, not industry(i.e. capital)-oriented.

  • This study aim to do observation to 1) Trajectory of cognitive-cultural economy growth with regional historical context, 2) Spatial, cultural and social change caused by cognitive-culture economy growth, and 3) Draw the meaning of the change in glocalizational view. They said that 'Creativity' has been related with spatial, economical, cultural and social change and it leads to new economical system, what we call 'Cognitive-cultural economy'. It is the important event which is to affect economic geography and local development greatly. New cultural changes are characterized by variations from abstract discourse to concrete reality and show the emphasis on real project specific in the region. Further more, possibility of local development in the glocalization found in the specific form of cultural content, for example, Korean Wave. New media environment changes that include SNS function not only interact each other in space but also expand the scope of local units and cultural content to the world. In order to enhance the further development of local content, it will require conjunction with space and specific region, variety of organic link between the principal participants, and building infrastructure for future development.

Re-contextualizing Urban Cultural Studies in Crisis -Linking with Fiske's Later Criticism of the City (위기의 도시 문화연구 재문맥화 -후기 피스크 비판적 공간 사유와의 접선)

  • This paper is consisted of the thesis that the decontextualized limitation of media cultural studeis in Korea should be overcome by walking into and linking with today's urban crisis and everyday life. It proposes us to become the flaneurs who do not hesitate to go to, think of, and experience actively the city in crisis under the capital/state domination. It's conclusion would be that we must practice participation observation at the fields and thus recover the critical element of cultural studies writing, by entering into the city and seeing at the features of crisis routinely expressed and symptomatically appear in there. For and before this, the author will first of all pay attention to John Fiske in later period, who was merely perceived and falsely regarded as an active audience theorist. He will also review de Certeau from whom Fiske has borrowed the concept of tactics, and Berman who has further practiced the very spatial tactic. The paper is prepared so as to expand the ideas and thoughts of them who have gone beyond the boundary of text, audience and onto the context of urban space. It's goal is much more than rescuing, recovering Fiske's alternative trajectory. It tries to reconstruct the tradition of urban media cultural studies critically connected with the dangerous, life-threatening capitalist condition. Furthermore, by filling up the theoretical vacuum left behind disconnected and cut away from Fiske, it attempts to find a vision, prospect of cultural studies that will actively engage themselves dialectally with dangerous yet hopeful life of the city and its popular masses.

Chemical Properties of Precipitation in Related to Wind Direction in Busan, Korea, 2009 (풍향에 따른 2009년 부산지역 강수의 화학적 특성)

  • The variation of acidity, conductivity, and ion components in precipitation depending on the dominant wind direction was investigated from January, 2009 to December 2009 in Busan, Korea. Both southwesterly and northeasterly winds were dominant in Busan area. The volume-weighted mean acidity showed pH 7, and the high conductivity indicated 200 ${\mu}scm^{-1}$ in westerly wind. The volume-weighted mean equivalent concentration showed higher value of $K^+$ and $Cl^-$ in all wind directions. The composition ratio of $NO{_3}^-/SO{_4}^{2-}$ showed over 3 in northerly wind. The neutralization factors have been found to have higher value for potassium ion in northeasterly, easterly, southwesterly, and westerly winds compared with different wind directions, which indicated significant neutralization of acidic components over the region by potassium. Also, the concentration of sea salt has been found over 800 ${\mu}sm^{-3}$ in northeasterly and southwesterly winds. Air masses passing through Manchuria, Inner Mongolia plateau, China, and Russia in spring, autumn, and winter covered Busan, Korea in northerly, westerly, and northwesterly winds. However, air masses passing through the ocean in summer covered Busan, Korea in easterly, northeasterly, and southwesterly winds. Therefore, the variation of acidity, conductivity, and ionic components contained in precipitation shows each seasonal characteristics with prevailing wind systems between the continental and coastal area in Busan, Korea.

The Distribution of Aerosol Concentration during the Asian Dust Period over Busan Area, Korea in Spring 2009 (2009년 봄철 부산지역 황사 기간 중 에어로솔 농도 분포)

  • This study investigates the distribution of suspended particulates during the Asian dust period in Busan, Korea in the spring of 2009. Weather map and automatic weather system (AWS) data were used to analyze the synoptic weather conditions during the period. Particulate matter 10, laser particle counter data, satellite images and a backward trajectories model were used to analyze the aerosol particles distribution and their origins. In Case 1 (20 February 2009), when the $PM_{10}$ concentration increased, the aerosol volume distribution of small ($0.3-1.0{\mu}m$) particles decreased, while the concentration of large ($1.0-10.0{\mu}m$) particles increased. When the $PM_{10}$ concentration decreased, the aerosol volume distribution was observed to decrease as well. The prevailing winds changed from weak northerly winds to strong southwesterly winds when the concentration of the large particles increased. The correlation coefficient between the $PM_{10}$ concentration and aerosol volume distribution of large particles showed a high positive value of over 0.9. The results from the trajectory model show that the Asian dust originated in the Gobi desert and the Nei Mongol plateau. In Case 2 (25 April 2009), when the $PM_{10}$ concentration increased, the aerosol volume concentration of small ($0.3-0.5{\mu}m$) particles decreased, but the concentration of large ($0.5-10.0{\mu}m$) particles increased. The opposite was observed when the $PM_{10}$ concentration decreased. The prevailing winds changed from northeasterly winds to southwesterly and northeasterly winds. The correlation coefficient between the $PM_{10}$ concentration and aerosol volume distribution of large particles ($1.0-10.0{\mu}m$) showed a high positive value of about 0.9. The results from the trajectory model show that the Asian dust originated in Manchuria and the eastern coast of China.

Determination of the Lidar Ratio Using the GIST / ADEMRC Multi-wavelength Raman Lidar System at Anmyeon Island (GIST/ADEMRC 다파장 라만 라이다 시스템을 이용한 안면도 지역에서의 라이다 비 연구)

  • Tropospheric aerosols are highly variant in time and space due to non-uniform source distribution and strong influence of meteorological conditions. Backscatter lidar measurement is useful to understand vertical distribution of aerosol. However, the backscatter lidar equation is undetermined due to its dependence on the two unknowns, extinction and backscattering coefficient. This dependence necessitates the exact value of the ratio between two parameters, that is, the lidar ratio. Also, Iidar ratio itself is useful optical parameter to understand properties of aerosols. Tropospheric aerosols were observed to understand variance of lidar ratio at Anmyeon island ($36.32^{/circ}N$, $126.19^{/circ}E$), Korea using a multi-wavelength raman lidar system developed by the Advanced Environmental Monitoring Research Center (ADEMRC), Gwangju Institute Science and Technology (GIST), Korea during measurement periods; March 15$\sim$April $16^{th}$, 2004 and May 24$\sim$ $8^{th}$ 2005. Extinction coefficient, backscattering coefficient, and lidar ratio were measured at 355 and 532 nm by the Raman method. Different types of aerosol layers were distinguished by the differences in the optical properties such as Angstrom exponent, and lidar ratio. The average value of lidar ratio during two observation periods was found to be $50.85\pm4.88$ sr at 355 nm and $52.43\pm15.15$ sr at 532 nm at 2004 and $57.94\pm10.29$ sr at 355 nm and $82.24\pm15.90$ sr at 532 nm at 2005. We conduct hysplit back-trajectory to know the pathway of airmass during the observation periods. We also calculate lidar ratio of different type of aerosol, urban, maritime, dust, continental aerosols using OPAC (Optical Properties of Aerosols and Clouds), Remote sensing of atmospheric aerosol using a multi-wavelengh lidar system with Raman channels is quite and powerful tool to characterize the optical propertises of troposheric aerosols.

  • In this paper, the validity of the numerical model of fishes' behavior presented in our earlier paper was examined by the whiteness test on the residual of numerical model and by the comparison between experiment and simulation on several indexes represented by fishes' swimming characteristics. The validity of the numerical model was proved statistically by means of the whiteness test of the residual. The similarity was confirmed by comparison between experiment and simulation for the swimming trajectory of fishes, the mean distance of individual from wall, the mean swimming speed and the mean distance between the nearest individuals. These results suggest that the behavior of fishes according to the flow speed in three-dimensional space can be estimated partially by the numerical model presented in our earlier paper. However, a long-term approach to improve the modeling technique on the behavior of fishes may be needed before applying the numerical model presented in our earlier paper to real fishing ground.

Augmented Reality Game Interface Using Hand Gestures Tracking (사용자 손동작 추적에 기반한 증강현실 게임 인터페이스)

  • Recently, Many 3D augmented reality games that provide strengthened immersive have appeared in the 3D game environment. In this article, we describe a barehanded interaction method based on human hand gestures for augmented reality games. First, feature points are extracted from input video streams. Point features are tracked and motion of moving objects are computed. The shape of the motion trajectories are used to determine whether the motion is intended gestures. A long smooth trajectory toward one of virtual objects or menus is classified as an intended gesture and the corresponding action is invoked. To prove the validity of the proposed method, we implemented two simple augmented reality applications: a gesture-based music player and a virtual basketball game. In the music player, several menu icons are displayed on the top of the screen and an user can activate a menu by hand gestures. In the virtual basketball game, a virtual ball is bouncing in a virtual cube space and the real video stream is shown in the background. An user can hit the virtual ball with his hand gestures. From the experiments for three untrained users, it is shown that the accuracy of menu activation according to the intended gestures is 94% for normal speed gestures and 84% for fast and abrupt gestures.

  • This study aims to explore an evolutionary path of the IT service industry in Fairfax County using the Cluster Adaptive Cycle model in economic geography. The analysis is based on detailed historical and industrial information obtained through a variety of data sources including local archival materials, economic census, and interviews. This study also performs a shift-share analysis during the period of 1990 to 2011. Using the adaptive cycle model, the local IT service industry is indicated by a trajectory of constant cluster mutation. The evolution of the local IT service industry has been closely related to federal government policy due to the regional specificity of the National Capital Region and the proximity of the Department of Defense. Although the economic downturn of the late 2000s, the local IT service industry has been notable resilience and adapted to a changing market and technological environment. This constant mutation of the local industry is resulted from not only high resilience which is based on the large government procurement market, the reinforcement of adaptive capacity of the local firms and the network of economic agents such as firm and supporting institutions, but also high flexibility of the knowledge-based service industry to a changing business environment.

  • The wall shear stress in the vicinity of end-to end anastomoses under steady flow conditions was measured using a flush-mounted hot-film anemometer(FMHFA) probe. The experimental measurements were in good agreement with numerical results except in flow with low Reynolds numbers. The wall shear stress increased proximal to the anastomosis in flow from the Penrose tubing (simulating an artery) to the PTFE: graft. In flow from the PTFE graft to the Penrose tubing, low wall shear stress was observed distal to the anastomosis. Abnormal distributions of wall shear stress in the vicinity of the anastomosis, resulting from the compliance mismatch between the graft and the host artery, might be an important factor of ANFH formation and the graft failure. The present study suggests a correlation between regions of the low wall shear stress and the development of anastomotic neointimal fibrous hyperplasia(ANPH) in end-to-end anastomoses. 30523 T00401030523 ^x Air pressure decay(APD) rate and ultrafiltration rate(UFR) tests were performed on new and saline rinsed dialyzers as well as those roused in patients several times. C-DAK 4000 (Cordis Dow) and CF IS-11 (Baxter Travenol) reused dialyzers obtained from the dialysis clinic were used in the present study. The new dialyzers exhibited a relatively flat APD, whereas saline rinsed and reused dialyzers showed considerable amount of decay. C-DAH dialyzers had a larger APD(11.70$\pm$1.32mmHg/min)compared to CF dialyzers(4.32$\pm$0.55mmHg/min)(p<0.05). However, there was no observable difference in the UFR between the two dialyzers. Neither APD nor UFR showed any significant increase with an increasing number of reuses for up to more than 20reuses. A substantial number of failures observed in APD(larger than 20mmHe/min)on the reused dialyzers(2 out of 40 CP and S out 26 C-DAK) were attributed to the Possible damage on the fibers. The CF 15-11 HFDs which failed APD test did not show changes in the UFR compared to normal dialyzers indicating that APD is a more sensitive test than UFR test to evaluate the integrity of the fibers. 30527 T00401030527 ^x For quantitative measurement of reflected light from a clinical diagnostic strip, a prototype old reflectance photometer was designed. The strip loader and cassette were made to obtain more accurate reflectance parameters. The purpose of this study is to identify major geometrical differences between Korean femurs 3nd others that we believe belong to Caucasians so that we would be able to get insights into the femoral component design that fits Asians including Koreans. We utilized computerized tomography (CT) images of femurs extracted from cadavers. The CT images were transformed into bitmap data by using a film scanner, and then analyzed by using a commercially available software called Image v.1.0 and a Macintosh IIci computer.The resulting data were compared with already published data. The major results show that the geometry of the Korean femurs is significantly different from that of Caucasians: (1) the anteversion angle and the canal flare index are greater by the amount of approximately 8˚ and 0.5, respectively, (2) the shape of the isthmus cross section is more round, and (3) the distance between the teaser trochanter and the proximal border of the isthmus is shelter by about 15 mm. In this paper, a new method to detect nonlinear propagation characteristics of the internal vibration in the tissue for the low frequency mechanical vibration by using bispectral analysis is proposed. In the method, low frequency vibration of f0( = 100Hz) is applied on the surface of the object, and the waveform of the internal vibration x (t) is measured from Doppler frequency modulation of silmultaneously transmitted probing ultrasonic waves. Then, the bispectra of the signal x (t) at the frequencies (f0, f0) and (f0, 2f0) are calculated to estimate the nonlinear propagation characteristics as their magnitude ratio, w here since bispectrum is free from the gaussian additive noise we can get the value with high S/N. Basic experimental system is constructed by using 3.0 MHz probing ultrasonic waves and the several experiments are carried out for some phantoms. The operating system and database management system were SCO UNIX and SCO foxbase, respectively. For program development, we used Xbase language provided by SCO foxbase.
