  • Nowadays, diverse mass media discovers and introduces outstanding management cases of apartment complexes to induce vital competitions of constructors and active participation of residents to apartment management. This study statistically analyzed the management issues of outstanding apartment complexes that have been introduced by mass media with lexical criteria to examine the characteristics of their exemplary management. The key issues of outstanding apartment management are summarized as: efficient management of convenient facilities for residents, community activities based on residents' participation, and maintenance of pleasant living environments through transparent management. Also, the result of the relation arrangement of co-occurrence word from a Social Network Analysis included three key concepts of multi-family housing management - Maintenance Management, Operating Management, and Community Life Management - with emphasis on 'residents' and 'apartment complexes.' However, Operating Management was relatively deemphasized.

  • In the case of a low density branch line, these areas are operating at a loss. So much money is used for infrastructure maintenance cost. To solve the problem, our institute have a project to develop the Information & Communication Technology based train operation system. In a similar research in the Europe, The UK's Transport Research Laboratory experienced analysis of operational issue for developing ERTMS from Level II to Level III. In this paper, we study about railway operational issues before development of ICT based train operation system. An analysis target of operational issues are railway business process & data, drivability and moving or virtual block system.

  • Which factors should influence consumer consideration to subscribe to Voice over Internet Protocol (VoIP)? Policy issues, managerial concerns, and demographic variables are possible factors. This paper discusses policy and managerial issues regarding VoIP adoption. A model that explains VoIP adoption is proposed and tested. This study analyzes a survey of 750 prospective VoIP users in Korea. The testing is accompanied by logistic regression and discriminant analysis. The results show that trust in VoIP, relative comparison of Quality to fixed service, numbering plan, satisfactions of call Quality and customer services on both fixed and mobile services have impacts on the adoption of VoIP. Implications for VoIP providers and policy makers are presented.

Individual Interests Tracking : Beyond Macro-level Issue Tracking (거시적 이슈 트래킹의 한계 극복을 위한 개인 관심 트래킹 방법론)

  • Recently, the volume of unstructured text data generated by various social media has been increasing rapidly; consequently, the use of text mining to support decision-making has also been growing. In particular, academia and industry are paying significant attention to topic analysis in order to discover the main issues from a large volume of text documents. Topic analysis can be regarded as static analysis because it analyzes a snapshot of the distribution of various issues. In contrast, some recent studies have attempted to perform dynamic issue tracking, which analyzes and traces issue trends during a predefined period. However, most traditional issue tracking methods have a common limitation : when a new period is included, topic analysis must be repeated for all the documents of the entire period, rather than being conducted only on the new documents of the added period. Additionally, traditional issue tracking methods do not concentrate on the transition of individuals' interests from certain issues to others, although the methods can illustrate macro-level issue trends. In this paper, we propose an individual interests tracking methodology to overcome the two limitations of traditional issue tracking methods. Our main goal is not to track macro-level issue trends but to analyze trends of individual interests flow. Further, our methodology has extensible characteristics because it analyzes only newly added documents when the period of analysis is extended. In this paper, we also analyze the results of applying our methodology to news articles and their access logs.

A Comparison of Environmental Risk Perceptions between General Public and Experts (일반인과 전문가의 환경문제에 대한 위해도 인식 차이)

  • Differences in risk perception on major environmental issues between general public and environmental experts were investigated in this study. Questionnaire surveys were conducted to samples from general public and environmental experts during March and April, 2000. Total number of responses was 1,126 including 773 persons from general public and 353 experts. Risk perceptions on 26 environmental issues were related with the need to regulate each issue, controllability, experience, political views, interest in environmental problem, satisfaction of environment, severity of environmental pollution. There was statistically significant difference in risk perceptions between general public and experts. Overall, general public was likely to perceive risks associated with environmental problem, as well as social need to regulate these problems more than experts. The issues with high risk perception and need to regulate were 'automobile exhaust', 'industrial air pollution', ocean pollution by industrial waste and oil exhaust', 'air pollution by chemicals', 'surface water pollution by waste from household', 'industrial and hospital waste', 'surface water pollution by pesticide'and'sewage and food waste'. Consequently, it seems necessary to manage these issues, prior to others.

  • This paper analyse the learners' satisfaction for the usability of distance teaming system. We have analysed collected data regarding the learners' satisfaction with the online Master's in Library and Information Science (MLIS) program as an example. The learner responses from the focus groups broke down into the following five themes: General program issues, Course issues, Communication/interaction issues, On-campus experience issues, Technology issues. The feedback can be applied to most online learning environments as a guideline for teaching and developing of online course.

  • Innovative new products and services are being launched through the convergence between heterogeneous industries, and social interest and investment in convergence industries such as AI, big data-based future cars, and robots are continuously increasing. However, in the process of commercialization of convergence new products and services, there are many cases where they do not conform to the existing regulatory and legal system, which causes many difficulties in companies launching their products and services into the market. In response to these industrial changes, the current government is promoting the improvement of existing regulatory mechanisms applied to the relevant industry along with the expansion of investment in new industries. This study, in these convergence industry trends, aimed to analysis the existing regulatory system that is an obstacle to market entry of innovative new products and services in order to preemptively predict regulatory issues that will arise in emerging industries. In addition, it was intended to establish a regulatory impact analysis system to evaluate adequacy and prepare improvement measures. The flow of this study is divided into three parts. In the first part, previous studies on regulatory impact analysis and evaluation systems are investigated. This was used as basic data for the development direction of the regulatory impact framework, indicators and items. In the second regulatory impact analysis framework development part, indicators and items are developed based on the previously investigated data, and these are applied to each stage of the framework. In the last part, a case study was presented to solve the regulatory issues faced by actual companies by applying the developed regulatory impact analysis framework. The case study included the autonomous/electric vehicle industry and the Internet of Things (IoT) industry, because it is one of the emerging industries that the Korean government is most interested in recently, and is judged to be most relevant to the realization of an intelligent information society. Specifically, the regulatory impact analysis framework proposed in this study consists of a total of five steps. The first step is to identify the industrial size of the target products and services, related policies, and regulatory issues. In the second stage, regulatory issues are discovered through review of regulatory improvement items for each stage of commercialization (planning, production, commercialization). In the next step, factors related to regulatory compliance costs are derived and costs incurred for existing regulatory compliance are calculated. In the fourth stage, an alternative is prepared by gathering opinions of the relevant industry and experts in the field, and the necessity, validity, and adequacy of the alternative are reviewed. Finally, in the final stage, the adopted alternatives are formulated so that they can be applied to the legislation, and the alternatives are reviewed by legal experts. The implications of this study are summarized as follows. From a theoretical point of view, it is meaningful in that it clearly presents a series of procedures for regulatory impact analysis as a framework. Although previous studies mainly discussed the importance and necessity of regulatory impact analysis, this study presented a systematic framework in consideration of the various factors required for regulatory impact analysis suggested by prior studies. From a practical point of view, this study has significance in that it was applied to actual regulatory issues based on the regulatory impact analysis framework proposed above. The results of this study show that proposals related to regulatory issues were submitted to government departments and finally the current law was revised, suggesting that the framework proposed in this study can be an effective way to resolve regulatory issues. It is expected that the regulatory impact analysis framework proposed in this study will be a meaningful guideline for technology policy researchers and policy makers in the future.

Social Issue Analysis Based on Sentiment of Twitter Users (트위터 사용자들의 감성을 이용한 사회적 이슈 분석)

  • Recently, social network service (SNS) is actively used by public. Among them, Twitter has a lot of tweets including sentiment and it is convenient to collect data through open Aplication Programming Interface (API). In this paper, we analyze social issues and suggest the possibility of using them in marketing through sentimental information of users. In this paper, we collect twitter text about social issues and classify as positive or negative by sentiment classifier to provide qualitative analysis. We provide a quantitative analysis by analyzing the correlation between the number of like and retweet of each tweet. As a result of the qualitative analysis, we suggest solutions to attract the interest of the public or consumers. As a result of the quantitative analysis, we conclude that the positive tweet should be brief to attract the users' attention on the Twitter. As future work, we will continue to analyze various social issues.

A Study of Issues Related to Self-Directed Learning Screening(SDLS) in Science Specialized High School (과학고 자기주도학습전형 쟁점 연구)

  • This study is to discover the diverse issues related to Self-Directed Learning Screening (SDLS) and draw implications by analyzing its critical points. Using content analysis and interviews with admission officers, tentative issues were finalized and reviewed by researchers and educators. A Survey was developed based on the 96 issues after having evidence of content validity using the Delphi method. To conduct survey, e-mails were sent to admissions officers in twenty science specialized high schools. They were asked to response to questions about perceptions of critical issues and if there are any issues in their schools. Using mean scores of two factors based on its critical issues and frequencies, a two-dimensional classification table for each type was presented. Four critical issues for each type were discovered. The first type indicates minor issues that include 28 items that were less than the overall mean scores in terms of critical issues and its frequencies. The second type indicates tentative issues that include 29 items that were greater than the mean score in critical issues but less in its frequencies. The third type indicates general issues that include 17 items that were less than the mean score in critical issues but greater in its frequencies. The last type indicates critical issues that include 22 items that were greater than the mean scores in two factors. The discovered results of critical issues and its types in this study can be considered a core part of the screening process in schools, especially, critical issues should play an important role in the process of admission screening planning.

Analysis of major issues in the field of Maritime Autonomous Surface Ships using text mining: focusing on S.Korea news data (텍스트 마이닝을 활용한 자율운항선박 분야 주요 이슈 분석 : 국내 뉴스 데이터를 중심으로)

  • The purpose of this study is to identify the social issues discussed in Korea regarding Maritime Autonomous Surface Ships (MASS), the most advanced ICT field in the shipbuilding industry, and to suggest policy implications. In recent years, it has become important to reflect social issues of public interest in the policymaking process. For this reason, an increasing number of studies use media data and social media to identify public opinion. In this study, we collected 2,843 domestic media articles related to MASS from 2017 to 2022, when MASS was officially discussed at the International Maritime Organization, and analyzed them using text mining techniques. Through term frequency-inverse document frequency (TF-IDF) analysis, major keywords such as 'shipbuilding,' 'shipping,' 'US,' and 'HD Hyundai' were derived. For LDA topic modeling, we selected eight topics with the highest coherence score (-2.2) and analyzed the main news for each topic. According to the combined analysis of five years, the topics '1. Technology integration of the shipbuilding industry' and '3. Shipping industry in the post-COVID-19 era' received the most media attention, each accounting for 16%. Conversely, the topic '5. MASS pilotage areas' received the least media attention, accounting for 8 percent. Based on the results of the study, the implications for policy, society, and international security are as follows. First, from a policy perspective, the government should consider the current situation of each industry sector and introduce MASS in stages and carefully, as they will affect the shipbuilding, port, and shipping industries, and a radical introduction may cause various adverse effects. Second, from a social perspective, while the positive aspects of MASS are often reported, there are also negative issues such as cybersecurity issues and the loss of seafarer jobs, which require institutional development and strategic commercialization timing. Third, from a security perspective, MASS are expected to change the paradigm of future maritime warfare, and South Korea is promoting the construction of a maritime unmanned system-based power, but it emphasizes the need for a clear plan and military leadership to secure and develop the technology. This study has academic and policy implications by shedding light on the multidimensional political and social issues of MASS through news data analysis, and suggesting implications from national, regional, strategic, and security perspectives beyond legal and institutional discussions.
