중싱(中兴)의 기업문화 연구 (A Study on the Corporate Culture of ZTE)

  • 미국과 중국의 무역전쟁이 수년 간 지속되고 있고, 미국의 중국통신기업에 대한 제재는 점점 강화되고 있다. 이런 재제에도 중국의 대표적 통신장비업체인 ZTE(중싱)은 글로벌 5세대 이동통신(5G) 시장에서 점유율을 오히려 확대하고 있다. 이러한 ZTE의 성장과 경쟁력은 ZTE의 독특한 기업문화에 기반하고 있다. ZTE는 연구개발을 중시하며, 적재적소에 인재배치 및 활용, 중국 전통문화에 기반하여 겸손과 절제, 중용의 '온정문화(溫情文化)'라는 기업문화를 가지고 있다. ZTE는 사람중심 경영을 구현하기 위해 노력하면서, 내부경쟁을 적절히 활용하고 있다. ZTE의 기업문화는 상호 존중, 충실함, 혁신, 우수한 서비스, 연구개발과 브랜드 중시, 직원배려와 과학적 관리의 결합 등으로 설명된다. ZTE의 세계적 시장점유율과 기업경쟁력에도 불구하고, 한국에서는 연구된 바가 사실상 전무하다. 본 연구결과를 통해, 중국의 ICT산업과 통신장비기업에 대한 이해의 폭을 넓히고자 한다.

몽골 중재제도의 주요특징과 유의사항에 관한 연구 (A Comparative Study on the Differences of Arbitration Systems between Mongol and Korea)

  • This study aims to analyze the main features of Mongolian arbitration system compared with Korean Arbitration Law which was revised under the UNCITRAL Arbitration Model Law. On the basis of this comparative study, certain differences are suggested: First, the environment of Mongolian arbitration is still insufficient in terms of its operation and usage at the international level. Second, the Mongol National Arbitration Court has established Ad-hoc Arbitration Rules and has promoted Ad-hoc Arbitration although it is an institutional arbitration organization. Third, the arbitration objects are defined as the types of tangible and intangible assets in Mongolia which are different from those of the Korean Arbitration Law. Accordingly, court and officer disputes, family disputes, labor-management relations, and criminal matters are covered by the arbitration objects. Fourth, Mongol Arbitration Law specifies the following persons disqualified for arbitrator appointment: the member of the Constitutional Court, judge, procurator, inquiry officer, investigator, court decision enforcement officer, attorney, or notary who has previously rendered legal service to any party of the disputes, and any officials who are prohibited by laws to be engaged in positions above the scope of their duties. Fifth, the arbitrator selection and appointment criteria should be documented, and the arbitrator should have the ability to resolve the disputes independently and fairly and achieve concord from both parties. Sixth, if there is no agreement between the parties, the arbitration language should be Mongolian, and the arbitral tribunal has no power to decide on it. Seventh, despite the agreement for a documentary hearing between the parties, there should be provided opportunities for an oral hearing if either of the parties requires it. Eighth, if the parties do not understand the language of the arbitration, the parties can directly ask the translation service. They should also keep secrets in the process of arbitration. Ninth, the cancellation of arbitral award is allowed by the application of the parties, not by the authority of the court. Except for the nine differences above, the Mongolian arbitration system is similar to that of the Korean Arbitration Law. This paper serves to contribute to the furtherance in trade relationship between Mongolia and Korea after the rapid and efficient resolution of disputes.

정기용선계약에서 갑판적재화물 손해에 대한 책임에 관한 연구 - Socol 3호 판결을 중심으로 - (A Study on the Liability for the loss of deck cargo under a time charter - Focused on the decision in the Socol 3 -)

  • It could be debated that the owners were indemnified from the charterers even in respect of the loss of deck cargo caused by the negligence on the part of the owners' servants by a clause 13(b) of NYPE(1993) form, where NYPE(1993) incorporated the Hague/Visby Rules by a paramount clause and did not contained an on deck statement to state or identify what or how much deck cargo was being carried, however the relevant bills of lading all had such statement. The socol 3 of U.K. is a very helpful decision on (1) an on deck statement in bill of lading was sufficient to exclude application of the Hague/Visby Rules to the carriage of deck cargo, as a result, the clause 13(b) should not be null and void by the clause 3(8) of the Hague/Visby Rules (3) the clause 13(b) could not protect the owners from the loss and/or liability caused by negligence and/or breach of the obligation of seaworthiness on the part of the owners, their servants and agents. Therefore, the purpose of this study is to critically analyze the decision in the socol 3, and provide the decision's practical implications in order to prevent legal disputes as to the on deck carriage between the owners and the charterters.

유전자(遺傳子) 변형(變形) 농산물(農産物)에 관한 정책적(政策的) 함의(含意) (Political Implication on the Genetically Modified Crops)

  • The objectives of the study mainly concentrated on identifying the political implication on genetically modified crops considering production potentials and problems. It is found that the comprehensive evaluation of the genetically modified crops could not be concluded and compromised in a word on account of the polarization and parallelism of the positive and negative benefits of genetically modified crops just like as the rail way. The genetically modified crops will be contributed to solving the food shortage problems in the world, when the issues such as food safety, ecological disturbance and loss and degradation of biodiversity can be guaranteed in transparency. And when the trade morality of the multi-national enterprises be accepted by the genetically modified crops consumers, the potentiality of genetically modified crops will be realized greatly. By the way, the first problems will be expected to be solved by scientific development. If the food safety of the genetically modified technology be verified in transparency, it will be greatly contributed to solve food problems of human beings in the world. But the second problem could not be expected to be easily solved from the view point of capital property. In conclusion, the genetically modified technology will be made a severe sense of incongruity and a seed of fire on it will be remained persistently. According to the results based on the analysing the genetically modified crops potentiality and problems, it was identified that the ex-ante preparation of counter-measures and actions on it should be necessary. Accordingly this study has recommended that how and what the R&D policy on genetically modified crops be established and suggested how to carried out the industrial and economic policy together with international negotiation, and organizational and institutional rearrangement and etc.

글로벌 공급사슬 형성과 인천항의 경쟁력 (Global Supply Chain and Competitive Power of Incheon Port)

  • 현재 세계화의 급속한 물결은 다수의 글로벌 기업을 태동시키며 글로벌 공급사슬(Global Supply Chain, GSC)을 형성하고 있다. 글로벌 공급 사슬의 거점인 항만도 그 기능이 변화하여 글로벌 기업의 공급사슬관리를 위해 어떠한 역할을 담당할 수 있는가가 중요해지고 있고, 이에 따라 항만의 경쟁력 기준도 변화하여 항만 자체간이 아닌 항만을 포함하는 글로벌 공급사슬 간의 경쟁이 되고 있다. 따라서 최근에는 항만의 기능을 글로벌 공급사슬 (SC)기능과 연결하여 분석하고 이에 비추어 항만의 경쟁력을 평가하는 연구가 이루어지고 있다. 본 연구에서는 이와 같은 새로운 항만기능, 즉 항만의 공급사슬 기능과 이와 관련된 변화된 항만 경쟁력 개념에 대해 조사하고, 공급사슬 개념과 항만 경쟁력 의 상호 관련성에 대해 조사하였다. 또한 한중간 SC 형성등 변화하는 항만 환경을 맞아 글로벌 기업의 효율적, 효과적 SC 관리 요구에 부응하여야 하는 인천항에 대하여 SC 기능과 경쟁력에 대해 평가하고, 앞으로의 발전 전략을 제시 하였다.

3D Digital Design 기법을 이용한 BWTS 설치 설계 연구 (A Study on Retrofitting BWTS using 3D Digital Design)

  • Over the past few years, as maritime trade and traffic were highly expanding, problem of invasive species via ballast water have been raised. In 1988, Canada and Australia had firstly experience that unexpected and hazardous species were observed on their own sea, they have issued the problem to MEPC under the IMO. At the end of many years of discussion, on the diplomatic conference in 13 Feb. 2004, "International Convention for the Control and Management of Ballast Water and Sediments of the Ship" was adopted. Requirements for entering into force of this Convention is that 30 countries ratify and world merchant marine fleet is more than 35% and BWM Convention will be effected after 12months from date satisfying conditions. With Finland ratifying the BWM Convention on 8 Sep. 2016, the fleet amounted to 35.1441% and ratification country became 52 countries. Therefore, after 12month, BWM Convention will be formally effected on 8 Sep. 2017. Ballast Water Treatment System is to be fitted in new ships as well as existing ships. Thus, there are concerns of ship owners to be suitably installed a variety typed BWTS in many kinds of vessels. As approaching for resolving these problems, engineering analysis was carried out research studies and detailed design to analyze to optimal installation space for retrofitting a BWTS using 3D Scanning method, targeting representative DWT 180K Bulk carrier of dry cargo vessels charged more 40% on worldwide vessel and mainly two type BWTS as electrolysis treatment type and ultra violet treatment type. Optimal design of 3D Scanning technology was applied to analyze four step process and the overall conclusion was described in this paper.

The Effect of R&D on High-Tech Product Export Competitiveness: Empirical Evidence from Panel Data of East Asian Economies

  • This study investigates the effects of the two most important indicators of a nation's state of scientific infrastructure: R&D investment and the number of R&D researchers engaged in high-tech product export competitiveness for a panel of 11 countries/economies from East Asia from 1994 to 2010. A GMM panel estimation method was employed to account for the dynamic effect of trade and to control for un-observed country specific effects that may arise due to an inter-country differences and intra-country dynamics. Accordingly, the empirical results reveal that (once controlled for the influence of per capita income) physical capital and infrastructure, a 1% increase in a country's expenditure on the ratio of R&D to GDP may increase high-tech product export performance by approximately $397 million per year. Other factors constant, a 1% increase in the number of R&D researchers is expected to increase the ability to export high-tech products by approximately $67 million. The East Asian development experience demonstrates how latecomers can follow systematic industrialization and join the handful of economies that have come a long way toward closing the knowledge gap with the global technological leaders. However, this does not mean that the policy approaches and overall commitments pursued by each East Asian economy in relation to R&D investment and acquisition of an adequate pool of researchers, and their ultimate achievements in high-tech product export competitiveness were uniform. As a result, there is still a significant variation among countries/economies in terms of performance. This study recommended a number of potential tools and policy instruments that may assist policy makers to foster R&D as an engine to enhance the high-tech product export competitiveness.

개항장으로서의 부산항과 기록 (As an Open Port, Busan Port and Related Records)

  • 이 연구에서는 부산항이 개항장으로 거듭나면서 조선과 일본을 비롯한 국가 간에 체결한 조약과 조선과 일본이 부산항에 설치한 기관과 그 기관이 생산했거나 관련된 기록들, 그리고 부산항의 개발과정에서 생산하거나 관련된 기록들을 살펴봄으로써 개항기와 식민지 시기 부산항을 중심으로 부산에 관한 로컬리티를 재현하는 데 필요한 맥락을 분석하였다. 일본은 조선과 조약을 체결해 가면서 부산항을 중심으로 일본인의 활동범위를 확대하고 초량왜관을 전관거류지로 함에 따라 이 지역을 중심으로 일본영사관, 상업회의소 등을, 조선은 동래감리서, 개항장재판소 등을 설치하였다. 부산항의 개발과 관련해서는 조선총독부 관보 등에 당시 상황들이 잘 나타나 있으나, 관련 기록이 규장각과 국사편찬위원회와 부산시민도서관에도 상당량이 소장되어 있었다. 개항 이후 부산항의 개발과 변모에 관련된 기록들을 국내뿐 아니라 국외에 소장되어 있는 자료들을 망라적으로 수집하여 생산기관별 기록의 특성을 파악하는 것이 앞으로의 과제이다.

스타트업 해외시장 진출성과 경로에서 제도기반관점의 융합적 접근 (The convergence approach of institution based view toward the path of performance of the start-up in the foreign market)

  • 본 연구는 해외시장 진출 스타트업의 지식학습 특성에 영향을 주는 요인을 분석하였다. 제도기반 관점과 지식기반관점의 융합적 분석을 목적으로 했다. 기존문헌 고찰을 통해 제도기반 관점 특성의 조절효과를 포함한 6개의 가설을 설정했다. 이후 설문조사를 진행하여 101개 기업을 분석 표본으로 선정했다. 구조방정식 모형인 PLS(Partial Least Square)를 사용하여 가설검정을 진행했다. 분석 결과 외부지식 특성은 모두 지식부호화역량에 긍정적 영향을 지식부호화역량 역시 스타트업 성과에 긍정적 영향을 주었다. 제도기반 특성은 외부지식 혁신성과 지식부호와 역량에 조절효과를 나타냈다. 본 연구는 제도기반 특성의 조절효과를 지식기반관점 요인과 융합적으로 통합하여 분석한데 기여도가 있다. 향후 연구에서는 제도기반 특성을 공식적, 비공식으로 나누어 분석할 필요가 있다.

신재생에너지 자원지도 서비스의 만족도 및 활용도 조사연구 (Survey Research on Satisfaction and Utilization of New & Renewable Energy Resource Map Service)

  • The Ministry of Trade, Industry and Energy is now placing emphasis on the importance of a new and renewable energy resource map service as an essential means of promoting the dissemination and adoption of renewable energy and other related industrial activities. To raise satisfaction with the new and renewable energy resource map service and promote its utilization, a survey was conducted on a sample group with an academic research background, i.e. employees of the Korea Institute of Energy Research (KIER) who have a thorough understanding of the technological concepts behind the new and renewable energy resource map. Statistical analysis of the survey results showed a high level of overall satisfaction with the web service for the new and renewable energy resource map. Therefore, it was concluded that the development of practical contents rather than the enhancement of web service convenience is required. A statistically significant trend was also observed whereby, the longer the professional career of the survey respondents, the greater their perception and utilization of, and satisfaction with, the enhanced service, which indicates that their level of understanding and utilization of technological concepts corresponds to their research experience record. In addition, the results obtained from the questionnaires regarding the evaluation of the utilization value of the resource map service indicated that use of the service was equally high in terms of political, business and academic applications. The results confirmed the need to develop multidimensional resource map contents that can be applied to as many fields as possible, rather than focusing on a specific terrain.
