How-to of MB Government's Health Care Policy: Private Health Insurance and For-Profit Hospitals (신(MB) 정부의 보건의료정책과 의미: 민영건강보험의 활성화와 영리병원의 허용)

  • The National Health Insurance (NHI) has been the main body of health care system in Korea for the last 30 years since the NHI was founded. However, the inefficient management and strong regulations of the NHI have hindered the development of health care industry. The establishment of the MB government, whose interest lies on economic growth rather than equity, is expected to help the health care services gain a momentum. The essential measures that can step up public health care services overall are the following: the introduction of competition within NHI, the activation of private health care insurance, and the allowance of for-profit hospital. The private-public mix with market mechanism would level up the health care service for the public.

  • The spectroscopy over a region from 3 to 17 ${\mu}m$ based on the tuneable diode lasers (TDLAS) is the most powerful technique for in situ studies of the diagnostics of small molecules. The increasing interest in small molecules especially containing carbon, oxygen, hydrogen, and fluorine containing ones can be fulfilled by TDLAS at 0.0001 cm-1 resolution, because most of these compounds are infrared active. TDLAS provides a means of determining the absolute concentrations of the ground states of stable and transient molecular species, which can be employed for the time dependent studies in sub micro second scale. Information about gas temperature and population densities can also be derived from TDLAS measurements. Collisional energy transfer between the small molecules can be studied with TDLAS. Also, a variety of free radicals and molecular ions have been detected by TDLAS. Since plasmas with molecular feed gases are used in many applications, there are new applications in industrial field. Recently, the development of quantum cascade lasers (QCLs) offers an attractive new option for TDLAS.

  • Recently, construction materials have been guickly advancing. Especially, the rate of development of cement based construction materials is much quicker than steel or composite materials. In order to optimize the ductility and strength of cement based materials, Micro-Mechanics based fiber concrete called Engineered Cement Composite (ECC) has been developed and studied extensively by many researchers in the field due to ECC's remarkable flexural strain and strength capacities, many leading nation (i.e., US, Japan and European countries have reached the point of being able to use ECC in actual constructions. But, due to the belated interest in the field, Korea is lagging behind the leading countries. ECC's ability to use its short fibers to bridge micro-cracks (50-80㎛ in width) allows great ductility and strength. ,In this study, ECC with superior material capacities are manufactured using domestic materials such as cement, silica sand, metal cellulose, etc. Using only domestic products, the optimal W/C ratio and mixing procedures are determined.

  • The inkjet printing technology has undergone remarkable development since the concept of printed electronics was first introduced. The large interest which it has sparkled is due to its many enticing features such as processing simplicity, low cost and scalability as well as its compatibility with flexible electronics. Thanks to constant improvements, inkjet printing has nowadays become a mature technology which is an effective replacement for a number of intricate and expensive conventional laboratory tools and is also on the verge of gaining industrial significance. Technological challenges which still remain open include low temperature processing, high density integration and reproducibility. This paper reviews some recent advances in the inkjet printing technology, addressing those issues. And we also discuss a number of novel approaches to performing inkjet printing.

  • Recently, the interest and the importance of the signal monitoring and recording during sleep is increasing. Conventional paper based recording systems are being replaced by digital type and polysomnographic system. We developed special digital signal processor system for the polysomnographic recording. This system consists of digital signal processing part and PC interface part for user's convenience. This system includes two digital filters, one fur low pass filtering of high frequency noise and the other for notch filtering of 60Hz AC noise. This system can be used for the efficient and convenient measurement of polysomnographic signals and also can be developed for the portable use.

  • ZnO has intensively attracted interest for the next generation of short wavelength LEDs and semiconductor lasers. However, for the development and application of the devices based on this material, the fabrication of p-type ZnO thin films is pivotal. Generally, the process of preparation of ZnO is unavoidably accompanied by the natural donor ions such as interstitial Zn ions and oxygen vacancy ions that show n-type electrical property and make fabrication of p-type ZnO to be a hard problem. On this study, to realize stable high-quality p-type ZnO thin films, the undoped ZnO thin films were diffused with P in vapor state. The ZnO:P thin films showed high-quality p-type properties electrically and optically.

  • In the last decades, the increasing interest in unmanned aerial vehicle(UAV) for military, surveillance, and rescue applications made necessary the development of flight control theory and body structure more and more efficient and fast. In this paper, we describe the design and performance of a prototype hexarotor UAV platform featuring an inertial measurement unit(IMU) based autonomous-flying for use in bluetooth communication environments. The proposed system comprises the construction of the test hexarotor platform, the implementation of an IMU, dynamic modeling and simulation in the hexarotor helicopter. Furthermore, the hexarotor helicopter with implemented IMU is connected with a micro controller unit(ARM-cortex) board. The P-PD control algorithm was used to control the hexarotor. We used the Matlab software to help us to tune the P-PD control parameters for quick response and minimizing the fluctuation. The control simulation and experiment on the real system are implemented in the test platform, evaluated and compared against each other.

  • This paper describe an interactive video object segmentation tool which can be used to generate MPEG-4 video object planes for multimedia broadcasting and enables content based functionalities. In order to apply these functionalities, each frame of video sequence should be represented in terms of video objects. Semiautomatic segmentation can be thought of as a user-assisted segmentation technique. A user can initially mark objects of interest around the real object boundaries. Then the user-guided and selected objects are continuously separated from the unselected areas though time evolution in the image sequences. We proposed method shows very promising result and this encourages the development of object based video editing system.

  • Interest in fracture of structure has increased significantly over the past decade. New approaches to analyze structural performance have been accompanied by the development of test methods to characterize material behavior in a manner compatible with the analysis. Several test methods have been developed as a results of advances in fracture mechanics, for example, $K_{IC}$ , $J_{IC}$, R-curve tearing instability and CTOD approaches. Among the rest, fracture toughness $K_{IC}$ and $J_{IC}$ can be used as an effective design criterion in fracture mechanics. Generally, the determintion of $J_{IC}$ was performed according to ASTM E 813 or JSME S 001 and $K_{IC}$ was performed according to ASTM E 399. In this study, the test method for $K_{IC}$ and $J_{IC}$ were discussed.scussed.
