This study attempts to shed additional light on the national diffusion process and interaction of welfare services for children and mothers. The central hypothesis examined is the following : In general, the implant of social welfare system is first considered on the characteristics of their own socio-economics , and diffusion prodess of welfare services tends to occur faster in countries with open sicieties than in countries where entry barriers are high and society ranking rigid. The scope of the study is limited in several ways. Attention is concentrated on the agency of woman in the belief that an in-depth case study of one field can yield more insight than a less detailed investigation embracing a number of social welfare systems. The angency of woman is selected for several reasons. a) It is important the agency of woman alone produce more effective than services affecting both the child welfare and women's libertion bradually. Moreover, these services will form the heart of mother's welfare. b) The services of women's agency is gradually wide spread, since a role of government is still negligible before a full realization of economic income. c) The services of women agency is a prime example of a social welfare. d) statistical data and other information are more readily available. One of major findings of our study is the existence of the barriers inhibiting child welfare form " motherhood cult". Despite all the distinct advantages for mother and child , social attitudes appear to be some resistant on child welfare system among men and women even the agenices of women. What is surprised is the extent of the awareness that strategies of women's agency to liberate woman and to increate activities of women involve the strategies to liberate child. The conviction that solving application problems for child welfare in line with the activities of agency by women offer greater freedom and more advantage to mother are not apparent on the data collected from 18 of multi-functional agencies in our country. there are little sign that such agencies cooperate toward attainment of common goals. The intensive early focus of the movement on consciousness raising is a necessary beginning and such efforts by women's organizations would help both in the continuous evolution of women and child. Some of the agencies offer a variety of services to women and children, others are specialized in that they offer fewer services or even only one. Objective: Lao PDR's recent accession to the World Trade Organization necessitates a greater understanding of the patterns and risk of livestock production in order to better align national policy with the Agreement on the Application of Sanitary and Phytosanitary Measures. This eco-health study was conducted to improve understanding of the interrelations between market chains and zoonotic infection risks at two strategic cross border points between Lao PDR, Thailand and Viet Nam. Methods: Information gained from smallholder farmer/trader interviews was integrated with serological surveys for pig-associated zoonoses-including hepatitis E virus (HEV), Taenia solium (T. solium) and trichinella-to identify potential linkages between disease risk and pig production and slaughter in low input systems common across the country. Results: Trichinella and HEV exposure was high in both humans and pigs in both study areas, significantly associated with pig slaughter and the subsequent consumption and handling of raw pork products. T. solium demonstrated a strong geographical and ethnic association with the northern study area bordering Vietnam. With the right knowledge and accessible, affordable inputs, the majority of smallholder farmers indicated a willingness to invest more in pig production, which could simultaneously improve livelihoods and decrease exposure to HEV, Trichinella, and T. solium through increased access to formal markets and an improved slaughter processes. Conclusion: The linkages identified when assessing disease risk in the context of potential economic and cultural drivers of transmission highlight the importance of a systems-based approach for the detection and control of zoonotic disease, and contributes to an improved understanding of the Lao PDR livestock sector.

Korea experienced rapid urbanization due to high growth of economy. As people left the country and gathered in the city, the size of city has been expanded, resulting in unbalanced development of the land. In addition, it appears in diverse aspects from nationwide phenomenon to the local development in each city unit. In particular, it even tends to become social problems in the metropolitan cities. As a solution for it, this study conducts theoretical consideration on sustainability in the aspect of balanced urban development and suggests measures through analysis on Siheung-city. The result is as follows. First of all, comprehensive approach is required based on sustainability. It is required to derive balanced city development by expanding it to the social, cultural and economic aspects. Second, integrated management policy is required for the original city along with new development. It should be considered together with diverse social and physical aspects. Third, approach from the aspect of city planning is required through consideration on flat city expansion and connection with city space structural. Fourth, in order to foster balanced urban development, it is needed to grope for solutions for imbalanced urban development through the participation of diverse groups such as local residents, private enterprisers, and the non-profit civic groups of the local community along with the mediation among persons interested. And continuous support of administrative authorities should be obtained to create such environment.
Purpose - This research analyzes overseas expansion support systems for small- and medium-sized enterprises in Germany and Japan. Germany and Japan have developed overseas expansion support policies for such enterprises. The study then explores the implications for Korea and its local governments. Research design, data, and methodology - We did a comparative analysis of Japan and Germany and their support for overseas expansion of small and medium companies. Data were mainly collected from the Ministry of Economy, Trade and Industry (Japan) and the Germany Trade and Invest (Germany) agency through statistics and literature surveys, and analysis studies. Results - First, human resources cultivation and funding support policies, which both Germany and Japan use as part of small- and medium-sized enterprise policies, should be modified to Korean circumstances and to reflect its own small- and medium-sized enterprise support needs. Second, both the German policies that support overseas expansion of small- and medium-sized enterprises and those of Japan's include the philosophy and methods that put an emphasis on these enterprises, despite the fact that there are big differences in the overseas policies in these two countries. Third, German and Japanese governments are embracing the idea that small- and medium-sized enterprises are key to their national economies and implementing policies based on the ratio occupied by these enterprises in the domestic consumption or GDP. In other words, Germany and Japan consider small- and medium-sized enterprises as central to their nation's industry, and assess them as economic industry that should definitely exist for the continued survival of big businesses, and not just as merely supplemental to big business. Fourth, whereas Germany emphasizes support to product exhibition in its overseas expansion support policies, Japan is providing integrated support containing foreign direct investment to small- and medium-sized enterprises. Fifth, there are differences in the overseas expansion support in Germany and Japan in terms of their support to big business. Whereas Germany considers support to big business unnecessary, Japan is implementing active support policies to areas corresponding to big business. Korea will have to benchmark the policies of Germany and Japan, and decide whether or not to give full support to small- and medium-sized enterprises, while excluding areas supporting big business. Conclusions - Based on this analysis of German and Japanese overseas expansion support policies, we need to choose the policies that will engender a solid outcome and derive modified policies for the circumstances of Korea. Additionally, we can use the comparison of the overseas support policies of Japan and Germany to choose small- and medium-sized enterprise overseas expansion support policies for Korea. However, we cannot provide specific overseas support policies by industry. This point will be referenced as a limitation of this study. In future research, we expect that some researchers will take an empirical approach to exploring Korean overseas expansion support through collecting cases of overseas support policies and interviewing policy authorities.

Large-scale unband development resulted from the rapid economic growth in the Republic of Korea has brought about the habitat destruction for the native animals and plants living in forest and farmland. In order to resolve this problem, it is necessary to consider the natural ecosystem as an organism and to preserve the natural ecosystem by managing ecologically significant habitat consistently. Especially, the local governments should be able to establish regional ecologic networks in consideration of the ecological connectivity and the environmental and ecological excellence, and to reflect them into the local development plans. In regard to this, the methods of the regional ecological network establishment was presented, making use of the results including the national ecological network which assessed the ecological connectivity of the nation and the environmental and ecological assessment results of the Environmental Conservation Value Assessment Map which was designed to analyze and assess the national environmental and ecological values quantitatively. Making use of the case of Gyeongsangnam-do; the results presented that the existing national ecological network in the core region has expanded from $2,986km^2$ to $4,049km^2$ and the existing national ecological network in the buffer region has expanded from $2,940km^2$ to $3,006km^2$. Referring to the regional ecological network in the process of the local development plans could contribute to the increase in biodiversity and the integrated local environmental management including the ecosystem preservation.
Inter-Korean Cooperation in Science and Technology will contribute to building the trust between S.K and N.K as a leading factor and cut down the cost of unification by diminishing the technology lag and the gap of economic level. This study has shown that we can increase the productivity of unified Korea Innovation system if we systematically analyse the present condition of the Inter-Korean Cooperation and promote Inter-Korean Cooperation. In this study, the author analyses the present condition of the Inter-Korean Cooperation with integrated framework of three aspects to clear up the policy of Inter-Korean Cooperation. First, in the national aspect, we make use of the notion of international cooperation and multilateral mechanism of an international organization. Thereafter, we make out the alternatives in the aspects of international relationship and legal and institutional view Second, in the unification aspect, we consider the Inter-Korean Cooperation by the notion of national innovation system. Thereafter, we make out the alternative in the aspect of a phase-dependent approach. Finally, in technology aspect, we consider the Inter-Korean Cooperation by the notion of technology gap, the framework of technology transfer, and technology dependency theory. As a conclusion, through this study, the author have tried to integrate the various theoretical backgrounds. As a result, the author could analyse the present condition of ter-Korean Cooperation in Science and Technology and team a good lesson from it; Therefore, we can use it as a means of evaluation on a cooperation program and prediction for the future status of cooperation.

The Wairarapa Valley occupies a predominantly rural area in the lower North Island of New Zealand. It supports a mix of intensive farming (dairy), dry stock farming (sheep and beef cattle) and horticulture (including wine grapes). The valley floor is traversed by the Ruamahanga River, the largest river in the Wellington region with a total catchment area of 3,430 km2. Environmental, cultural and recreational values associated with this Ruamahanga River are very high. The alluvial gravel and sand aquifers of the Wairarapa Valley, support productive groundwater aquifers at depths of up to 100 metres below ground while the Ruamahanga River and its tributaries present a further source of water for users. Water is allocated to users via resource consents by Greater Wellington Regional Council (GWRC). With intensifying land use, demand from the surface and groundwater resources of the Wairarapa Valley has increased substantially in recent times and careful management is needed to ensure values are maintained. This paper describes the approach being taken to manage water resources in the Wairarapa Valley and redefine appropriate limits of sustainable water use. There are three key parts: Quantifying the groundwater resource. A FEFLOW numerical groundwater flow model was developed by GWRC. This modelling phase provided a much improved understanding of aquifer recharge and abstraction processes. It also began to reveal the extent of hydraulic connection between aquifer and river systems and the importance of moving towards an integrated (conjunctive) approach to allocating water. Development of a conjunctive management framework. The FEFLOW model was used to quantify the stream flow depletion impacts of a range of groundwater abstraction scenarios. From this, three abstraction categories (A, B and C) that describe diminishing degrees of hydraulic connection between ground and surface water resources were mapped in 3 dimensions across the Valley. Interim allocation limits have been defined for each of 17 discrete management units within the valley based on both local scale aquifer recharge and stream flow depletion criteria but also cumulative impacts at the valley-wide scale. These allocation limits are to be further refined into agreed final limits through a community-led decision making process. Community involvement in the limit setting process. Historically in New Zealand, limits for sustainable resource use have been established primarily on the basis of 'hard science' and the decision making process has been driven by regional councils. Community involvement in limit setting processes has been through consultation rather than active participation. Recent legislation in the form of a National Policy Statement on Freshwater Management (2011) is reforming this approach. In particular, collaborative consensus-based decision making with active engagement from stakeholders is now expected. With this in mind, a committee of Wairarapa local people with a wide range of backgrounds was established in 2014. The role of this committee is to make final recommendations about resource use limits (including allocation of water) that reflect the aspirations of the communities they represent. To assist the committee in taking a holistic view it is intended that the existing numerical groundwater flow models will be coupled with with surface flow, contaminant transport, biological and economic models. This will provide the basis for assessing the likely outcomes of a range of future land use and resource limit scenarios.
Rapid urbanization has resulted in the unprecedented growth of population in Metro Manila, the Philippines and has led to a 'dual' housing crisis - vacant/unoccupied socialized housing and a chronic housing shortage or delayed housing supply. By developing two GIS-based statistical models, this study is to examine socialized housing in comparison with private housing with respect to location patterns, integration, accessibility, social and economic aspects, and vulnerability to environmental hazards. Multiple regression analysis was integrated with the GIS to identify significant variables that influence the spatial distribution of socialized housing. The comparison between the two regression models has shown that socialized housing is located in areas with inappropriate land use and poor accessibility to transportation facilities and built urban resources. Moreover, both regression models have proven the statistical significance of the vulnerability of socialized housing to environmental hazards. The finding explains how the current housing policies do not address the country's housing crisis, especially for the marginalized and low-income households. Thus, the findings provide implications for urban planners and local decision-makers in reforming the current policy interventions.
The purpose of this study is to learn about the decision factors affecting utilization of elderly welfare center of the elderly living in Gimpo city. The reason of the study is that the elderly welfare center as a provider of general welfare services could not only thinking about the state policy but also need to consider about the inherent role and function of the elderly. Especially for these elders living in rural areas, although the number of elderly welfare centers of the whole country has greatly increased in last 10 years, the effect and function of the facility are almost the same and they are still lack of leisure activities. This issue become a serious problem nowadays. For the above reasons, this article conducts a social survey of 360 elderly people over the age of 65 who lives in the Gimpo city which is a rural-urban type city. The research method is to examine the relationship between the predisposing factors, enabling factors and need factors of Andersen's behavior model with binary logistic regression analysis and the decision tree analysis. The result of binary logistic regression shows the most of factors of Andersen's model is significant. The factors of age, gender, education level in predisposing factors; monthly income in enabling factors and the reserve for old life, the preparation of economic activity for old life in need factors are significant. Then the result of decision tree analysis shows the interaction between factors; when the education level in predisposing factors is higher, the possibility of using of elderly welfare center becomes bigger. Also as the level of healthy promoting preparation in the need factors gets lower, the possibility of using of elderly welfare center still becomes bigger. Although differences were found in the interpretation of the results of regression analysis and decision tree analysis, the results of this study can still provide support for the necessity of elderly welfare centers providing integrated welfare services.
The average age of CEOs of the small and medium-sized enterprises(SMEs) in Korea is 58.8, and discussions are actively underway regarding the support towards the succession companies. Government authorities are also operating a system to support the succession companies, and recently global support is also being demanded. In order to have justification over the support for succession companies, the fact that it greatly contributes to the revitalization of the national economy and the regional economy must be acknowledged in advance. This study analyzed the degree of corporate succession revitalization of the national and regional economy through statistical and empirical analysis. With the purpose to secure the reliability of the analysis, the study has referred to the database of the "Integrated Management System for Small Business Recruitment Project" and the Korea Enterprise Data (KED), which can be the most differentiated aspect compared to the existing research of the past. According to the analysis, it shows that the old companies' performance is significantly higher than the general companies in terms of sales, number of employees, assets, and operating profits⋯etc. The management performance of the old companies (which lasted over 30 years) more than doubles the performance of the start-ups (with less than 10 years of experience) in sales, triples the number of employees, doubles the assets, and more than doubles the operating profit. Thus, it is seen that the contribution to the overall economy is significant. Additionally, as a result of the empirical analysis of the relationship between the regional old companies and the regional economic revitalization, the non-metropolitan area shows better performance than the metropolitan area in terms of the number of employees, assets, borrowings, and rent, which entails policy implications of the polarization between the metropolitan and non-metropolitan areas. In other words, it is found that old companies make a significant contribution to revitalizing the local economy, suggesting that further policies regarding corporate succession are required to support the old companies in the future.
