Cooperation Case between Railway Specialized Authorities and Local Government in LRT Project (경전철사업에서의 철도전문기관과 지자체 간의 협력사례)

  • The railway industry has well developed with Korea's economic growth as follows - Industrial railway's electrification in 1973, Seoul subway opening in 1974, Busan subway opening in 1985, High speed railway opening in 2004. But LRT as city transportation means has been faced with many difficulties. Looking at the LRT projects implemented until now, there are some issues like the transportation demand, the quality & safety of RS and facilities, the poor management of inhabitant complaints and the failure to maintain policy coherence. They have caused not only the project schedule to extend but also the project costs to increase, even to obstruct the project progress itself in some cases. These risk factors become the obstacle of LRT project's success, but it is said that more basic problem is the lack of risk management capability of competent authorities in railway business. Under these circumstance, Railway specialized Authorities and Local government have cooperated to identify various risk factors and to prepare the measures in advance, so we try to introduce this cooperation case, which will help other local government as an useful reference.

  • The purpose of this research is to present necessity of manament system establishment and policy direction for fundmental data, understanding management reality and problem, comparing resident's management attitude to related variables in apartment and raw houses multi-family houses. The major finding were as follows : 1) The management attitude of Apartment inhabitant is very highm especially the attitude of maintenance management is the higest. But they disagree with the raise of management cost necessary to maintenance management. 2) The management attitude of Raw multi-family houses inhbitant is especially high, the maintenance management demand for safety and community-life contol attitude, resident's mutual cooperation is especially high, they think much of autonomy management, desire to achieve under more sysemnatic plan.

Biology of Platydema nigroaeneum Motschulsky (Coleoptera: Tenebrionidae) from Korea: Life History and Fungal Hosts

  • We conducted field and laboratory observations of the life histories and fungal hosts of the darkling beetle, Platydema nigroaeneum Motschulsky. P. nigroaeneum, a fungivorous tenebrionid beetle, was a widespread inhabitant of fungi on deciduous trees (Quercus, Salix, Alnus and Carpinus etc.) in Korea. Development from egg to adulthood took $4\sim11$ months in nature and about 66 days in the laboratory at $25.5{\sim}26.1^{\circ}C$ and $63.5\sim64.5%$ relative humidity. Both larvae and adults overwintered in their host fungi or beneath the bark of the host tree near the host fungi. Sporophores of Coriolus $Qu{\acute{e}}let$, Bjerkandera Karst., Daedaleopsis Schroet. and Merulius were common feeding and breeding sites in Korea.

Ecological Characteristics of Vibrio vulnificus in Estuary of Kum River (금강 하구에 있어서 Vibrio vulnificus의 생태학적 특성)

  • Vibrio unlnificus, a normal inhabitant in estuaries, is of great concern because it is a potent human pathogen causing septicemia, wound infection and gastrointestinal disease in Kum river, sampling was undertaken in five station from March, 26, 1993 to February, 22, 1994. Samples of 54 and 49 were collected from seawater and bottom deposit. The total detection rate of V. unlnificus was 11.7%. The detection rates of V. unlnificus in the seawater and the bottom deposit were 9.3% and 14.3% respectively. V. unlnificus was mainly detected in estuary water when temperature was above 23$^{\circ}C$ and salinity was below 15%. We suppose that water when temperature, salinity, pH and COD affect growth of V. unlnificus.

  • Recently, many apartment houses were built in nearby road and railway. Road traffic noise level and railroad traffic noise level are important factors on apartment houses inhabitant's acoustic comforts. The measurement methods which noted by Ministry of Construction & Transportation, Ministry of Environment and Korean Industrial Standard are used for measurement of exterior noise at apartment houses. The purpose of this study compare the noise level characteristic by the measuring methods and evaluating methods. The results show that road traffic noise in the daytime appeared by not greatly noise level difference by the measuring method and evaluating methods. But railroad traffic noise appeared by greatly the noise level difference by the equivalent noise level(1hour) and continuous time.

A Study on asbestos fibers and the notice of inhabitant in the Bu-pyung station (부평역에서의 공기중 석면 노출 실태 및 인식도 조사)

  • Asbestos is composed of long thin fibers approximately diameter $0.02\mu\textrm{m}$ and flexibility, strength, electrical, thermal conditions. The most common asbestos are : Chrysotile(white), Crocidolite(Blue), Amosite(Brown). Asbestos was first introduced in the Korea in 1960 and installation of these products continue through the late 1970's and even the early 1980's. Bu-pyung basement stores in Korea were surveyed from September 25 to October 26, 2001. The purpose of this research was to evaluate worker-exposure to asbestos, comparing to the standards and to research notice of inhabitants about asbestos. Fifteen personal samples and six areas were collected using Gillian Air Sampler. Result of this research were as follows. 1. The most of asbestos exposure concentrations keeps to the criterion(OSHA(Occupational Safety and Health Adminisoation), NIOSH) but forty three percent of the Six samples exceeded the EPA (Environmental protection Agency) of 0.01 fibers/cc. 2. All of places compliced to the standards but there is no "Safe level" of asbestos exposure to the people. Especially people who are expose more frequently over a long time are more at risk.

Bacteriological Characteristics of Drinking Water in Pusan Area (부산지역 음용수의 세균학적 특성)

  • One hundred and eighty-seven water samples were collected from 23 of spring water, 2 of ground water, 1 of tap water in Pusan area and 3 of natural mineral waters. Total coliform group, fecal coliform, viable cell count and microflora were investigated to evaluate water quality of drinking water. The results were as follows: range and geometric mean value of total coliform and fecal coliform MPN's of spring water were 0~1,500/100 ml, 85/100 ml and 0~460/100 ml, 24/100 ml but coliform group was not detected in the samples of tap water and natural mineral water. Viable cell count of spring water, ground water and tap water were lower as 100 cell than the criteria for drinking water but that of natural mineral water was higher as 6.5X 10$^2$~7.4X 10$^3$ /ml. Predominant speces among the 219 strains isolated from the samples were 19.6% Aeromonas spp., 19.2% Enterobacteriaceae, 16% Acinetobacter spp. Especially, spring water and vessels were contaminated by Hafnia spp. and Providencia Spp, inhabitant of the oral cavity.

  • The objectives of this study were 1) to explore the change features of rural development policy system, and 2) to get some policy counter measures for construction of desirable rural development policy system. First, the change features of rural development policy system are 1) to expand the rural development organization of local government, 2) to strengthen the finance basis for rural development policy, 3) to attempt building the cooperation network between the various local groups. And the policy counter measures derived from this study are 1) to convert the rural development policy system to that of local leading system, 2) to expand the actual rural inhabitant participation in policy making & performance process, 3) to prepare the effective governance system in local level.

  • The purpose of this study was to analyze. The effect of participation physical activities on health care patterns in the aged. The subject of the study was selected by multi-stage stratified cluster random sampling among the aged center and aged club to participate program whose age were 65 and over year old among inhabitant the Kwangju metropolitan area. The data were collected through a questionnaire adapted from Payne and Hahn's(1986) 'Understanding Your Health-A personal profile; Evaluating Your Health'. The pilot test was executed after the questionnaire was translated into Korean.

  • The KS of “Measurements of impact sound insulation of floors” was established before the years. But the KS of “Rating of floor impact sound insulation for impact source in building and of building elements” is not founded yet. To establish the rating measurement of floor impact sound insulation. The studies on the rating method of domestic floor system of impact sound insulation and response of its inhabitant’s were reviewed. And the rating method of ISO’s and JIS’s were studied in this consideration. The result of this study, KS of “Rating of floor impact sound insulation for impact source in building and of building elements” is proposed.
