This study proposes the methodology of analyzing the expected performance of the Integrated Computing Environment(ICE) on the assumption that the ICE of the agencies and the affiliated organizations under Ministry of Culture and Tourism is constructed and operated. The main objectives of the study are as follows : 1) deriving the performance criteria divided into the operational expected value and the strategic expected value of constructing and operating the ICE for Culture and Tourism informatization, 2) proposing the ways of extracting the detailed criteria for four performance areas(the degree of jnformatization efficiency, the degree of public service, the innovation and development of IS organization, the culture and tourism value creation) to evaluate the operational expected value based on the BSC(Balanced Scorecard) Perspective by using the CSF(Critical Success Factors) methodology, and 3) developing the detailed performance criteria and measures for the economic evaluation of the informatization efficiency from the TCO(Total Cost of Ownership) perspective and suggesting the practical evaluation method by applying them to the case of Culture and Tourism informatization.

In the aspects of existing cultivation and management of forest resources, national forest informatization has been promoted so that the public can use the resources and so that efficient and systematic cultivation and management of forest resources can be performed constantly. In particular, even though forest informatization has been attempted a lot despite the distinct characteristics of forest, the attempts have achieved little effects. Typically, many of the internal work systems of Korea Forest Service have been built for the purpose of collecting top-down data in the main office rather than the actual work site, and also, from the aspects of use by the public as well, various contents have been provided by the persons concerned, so useful information has not been able to be transmitted systematically. Therefore, Korea Forest Service has promoted IT governance concept and EA-based informatization as a way to solve enterprise problems and also reinforce work and service in the existing system to promote the project to build the foundation of national forest informatization. Based on this, this study suggests chief challenges or implications.

This study aims to understand the IT savvy degree and the keyword changes on the informatization issues in rural areas during the pandemic status of COVID-19. In the analysis result, we could understand that the informatization policies in rural areas have focused on reducing negative influences on the issues of university entrance exams and higher-level education and economic vulnerabilities. According to the sentiment analysis results on the keywords related to the informatization policies in rural areas, the IT-savvy performance - the improvement of the digital divide and IT utilization capabilities in rural areas - was positively understood. The study is one of the earlier studies considering the relationship between the pandemic of COVID-19 and informatization in rural areas. But still there are limitations of collecting more meaningful data and basic level keywords analysis because of the negative pandemic diffusion of COVID-19.

An informatization evaluation is becoming a major issue among vocational colleges, as the 21th century begins. This century is characterized as Knowledge and Information era. Thus it is popular for administrative organizations to use Information Technologies as major tool to innovate themselves. The main objective of this study is develop evaluation indexes on applications of information technologies for vocational colleges because they must operate their education services by using management principles. Four major indexes were recommended to evaluate their information environment of educational service as follows. 1. Strategic Information System 2. Environmental Factors of Information System 3. Informational Resources 4. Utilization of Information Technologies Each index has 4 variables to identify the level of informatization and every variable is consisted of several questions. Such an evaluation system will be applied for vocational colleges to know their own situation of IT application and to develop managerial strategies by using IT. This system also will be useful to compare you with your potential competitors and to find appropriate polices of IT application by measuring the indexes at different points of time.

Technology plays an important role in e-Government with people and policies to make e-Government more efficient. And much attention and investment has been given to the technological development, so called informatization, of electronic government (e-Government) in Korea. But the measures of quality and efficiency for the e-Government initiatives have not been verified well. For this reason, a great deal of effort has been devoted to develop the measurement of e-Government system; however, a measurement model to support such effort has not been developed enough yet. In this empirical study, we proposed a comprehensive theoretical model for measuring performance of e-Government initiatives and analyzed such model through 112 collected questionnaires from people in charge of informatization in central government administrations.

In this paper, we investigate and analyse companies of the mechanical industry, which introduces ERP and then alter productivity, organizational culture. Through the survey and field investigation about these companies, we can know the utilization and dependence on ERP considerably higher, but the problem with the early introduction and maintenance costs due to frequent turnover, and training and support for ongoing maintenance was a problem.

The purpose of this study is to establish an integrated management system for the efficient management of rural water, to improve current problems, and to lay the foundations for active use of rural water information. We proposed a plan for informatization with a focus on establishing a database that can be used to provide customized services to users by applying advanced IT technology and to strengthen the management system of cities and counties with poor information. Data linkage and integration, user service development and integration system, application of IT technology, advanced decision support for rural water management, strengthening of city and county management system And the details of the implementation of the key project were presented.

Telecommunication services are important means of information exchanges in information society, and information of them connotes the enabling of information exchanges through telecommunication services in all parts of the society. Informatization and digital transformation across industries are big trends in the world. However, although a few food groups are investing in informatization on a pilot basis, informatization is still delayed in related industries, such as distribution, logistics, etc. Therefore, consumers often are not able to have easy access to detailed information about products. In this paper, to improve these problems, we propose a fresh food logistics solution that adopts Proof of Nonce (PoN) consensus algorithm with Internet of Thing (IoT) technology. The recently developed PoN algorithm dramatically reduces a time for generating a block and is suitable for a platform that collects and services real-time information. We expect to improve their trust in the platform by preventing forgery/falsification of information recorded in real time through this paper.

The purpose of this study has developed a teaching and learning informatization indicator that provides the basis for utilizing or disseminating the beneficial teaching and learning informatization environment promoted by each university. The research method analyzes various informatization indicators developed by KERIS from 2002 to 2015 and recent environment such as Edutech, future education report, teaching and learning field report, and reflects them in indicator development. The development of the third indicator was completed by dividing it into Input, Process, Output stages by reflecting expert opinions in the first and second indicators. As a result, the core words of the university's teaching-learning informatization infrastructure building, sharing of educational resources, open development and sharing, joint purchase of resources, information safety system and literacy education, current status grasping, and resource utilization were derived. In the future, I will fill out the questionnaire to supplement the question through a pilot test and to grasp the current status of teaching and learning informatization in the entire university.
