The Main Character and Evaluation of China's New Electronic Signature Legislation (중국 전자서명법의 주요내용 및 평가와 전망)

  • China has recently (28 August 2004) adopted a new act legalizing the electronic signature. This new act provides electronic signatures with the same legal status as handwritten signatures, and states that on-line certification providers will have to be created in order to ensure the security of on-line operations made using said signatures. This new act is intended to increase Chinese electronic business, and thus to raise the revenue China can expect from said business. And the law grants electronic signatures the same legal effect as handwritten signatures and seals in business transactions, and sets up the market access system for online certification providers to ensure the security of e-commerce. As Internet trade requires a reliable third party to identify the signers, the credibility of online certifying organizations is significant for the transaction security. So, considering the weakness of China's social credibility system, the law regulates that the online signatures certification providers should be approved and administered by governments.

On Inferring and Characterizing Internet Routing Policies

  • Border gateway protocol allows autonomous systems(ASes) to apply diverse routing policies for selecting routes and for propagating reachability information to other ASes. Although a significant number of studies have been focused on the Internet topology, little is known about what routing policies network operators employ to configure their networks. In this paper, we infer and characterize routing policies employed in the Internet. We find that routes learned from customers are preferred over those from peers and providers, and those from peers are typically preferred over those from providers. We present an algorithm for inferring and characterizing export policies. We show that ASes announce their prefixes to a selected subset of providers to perform traffic engineering for incoming traffic. We find that the selective announcement routing policies imply that there are much less available paths in the Internet than shown in the AS connectivity graph, and can make the Internet extremely sensitive to failure events. We hope that our findings will help network operators in designing routing policies.

  • This paper studios billing mechanisms of value-added telephone services In Korea and major foreign countries. The billing methods of toll-free phone service, voice Information service, one number service, personal number service and calling card service ate compared with each other. The results show that several differences are identified among service providers due to the difference of the regulation, numbering mechanism and underlying networks employed. This paper also provides implications and suggestions to incumbent Korean value-added service providers and regulators

Study on Librarian Service Providers' Awareness and Perceptions of Library Services for the Disabled

  • The purpose of this study is to improve library promotional marketing for the disabled by identifying requirements of public library disability services. This study aimed to investigate librarian service providers' awareness of library programs for the disabled in order to prepare a systematic plan for promoting such library services. Research methods used are a literature analysis and survey. First, the ratio of respondents with experience promoting activities and services for the disabled was less than 50%. Second, regarding methods for promoting library disability services, the respondents used library homepages, press releases, library user guides, library newsletters, and library pamphlets in that order. Third, when asked what kind of PR media the library disability service providers had experience with and how often they use it, library boards and banners were the most common response. Fourth, suggested improvements to the current design and content of PR materials included: clearer word choice (or greater understandability), more detailed descriptions, simpler layouts, and more interesting or eye-catching content in that order. Fifth, the library disability services which are in the most need of public relations were guide information for library disability services, Library and Information Service (DOI services and search services), using alternative materials and the library collection, and aiding the information search. Overall, when evaluating the promotion of disability services in Korea, the library's public relations for disabled services needs to improve because currently neither librarians nor the disabled community they are targeting has frequent or quality experience with it. Thus, the policy department for the library disability services must develop a variety of promotional strategies adjusted for each type of the disability and distribute PR materials to service providers individually, making sure to utilize effective PR methods.

  • While making a vigorous discussion about self-regulation for exponential growth of harmful health information on the Internet, many countries lave made various efforts to select and circulate high quality health information on the Internet. The purpose of this study Is to review the serf-regulation methods of health information on the Internet and to suggest quality control methods of health information on the Internet suitable for Korea. Self-regulation methods of the health information on the Internet include ‘content rating system(or content selection system)’, ‘codes of conduct or guideline’, ‘internet hot-line’, ‘education for information providers and consumers’. Any self-regulation method should be used with other methods. We can regulate health information on the Internet effectively by using both self-regulation methods and compulsive methods such as law. Also information providers, information consumers, specialists, consumer representatives, scholars, governments officers should take part in doing these efforts and make concern.

  • 본 논문은 계산 및 데이터 그리드 환경에서 필요한 Information Provider 들의 제공 방법에 관한 것이다. 그리드 정보 서비스의 한 요소로 필요한 Information Provider 를 구현하기 위해서는 일반적으로 요구 사항을 분석한 후, 스키마를 정의하고 그것에 기반하여 Information Provider 를 구현하는 과정을 거친다. 본 논문에서는 Globus Toolkit 과 SRB 를 기반으로 구축된 계산 및 데이터 그리드 환경에서 MCE 스키마와 MSE 스키마를 정의하고, 그에 따른 각각의 Information Provider 들을 구현한다. 각각의 Information Provider 는 계산 자원에 관한 정보 및 MCAT 기반의 SRB 서버에서 유지되는 리플리카에 대한 정보를 제공한다. 이러한 Information Provider 들은 유사하게 구축된 그리드 환경에서 그리드 정보 서비스의 한 요소로 사용될 수 있을 것이다.

An Enhanced Model on the Selection of Information Protection Security Diagnosis Target Firms (정보보호 안전진단 대상자 선정 기준의 개선 방안 연구)

  • The information protection security diagnosis institution was applied services since 2004, for the leveling up of public information protection and the establishment of the stability and reliability of information communication. And this security diagnosis was implemented actually on the 142 firms in 2005, the 160 firms in 2006 and the 205 firms in 2007. But this is recognized by the some firms as one of the unnecessary regulations. And there are some difficulties with collecting the subjective and reliable source data for establishing the information protection security diagnosis target. In this research, the enhanced model on the selection of information protection security diagnosis target firms was suggested by the interview with some expert and the analysis for the related actual data. By the model which are introduced from the statistical analysis of the related data and the summary of some expert's suggestions, information protection security diagnosis target can include the information telecommunication service providers taking 5 billion won as sales in a year, and web service providers like as shopping mall site, with the personal records of 2 million subscribers.

  • Cloud service is one of major challenges in IT industries. In cloud environment, service providers predict dynamic user demands and provision resources to guarantee the QoS to cloud users. The conventional prediction models guarantee the QoS to cloud user, but don't guarantee profit of service providers. In this paper, we propose a new resource allocation mechanism using Q-learning algorithm to provide the QoS to cloud user and guarantee profit of service providers. To evaluate the performance of our mechanism, we compare the total expense and the VM provisioning delay with the conventional techniques with real data.

Parents' and Health-Care Providers' Perspectives on Side-Effects of Childhood Cancer Treatment in Indonesia

  • Background: Efficacy of childhood cancer treatment in low-income countries may be impacted by parents' and health-care providers' perspectives on chemotherapy-related side-effects. This study explores prevalence and severity of side-effects in childhood cancer, and compares health beliefs about side-effects between parents and health-care providers, and between nurses and doctors in Indonesia. Materials and Methods: Semi-structured questionnaires were filled in by 40 parents and 207 health-care providers in an academic hospital. Results: Parents exporessed a desire to receive more information about side-effects (98%) and worried about this aspect of treatment (90%), although side-effects were less severe than expected (66%). The most frequent was behavior alteration (98%) and the most severe was hair loss. Only 26% of parents consulted doctors about side-effects. More parents, compared to health-care providers, believed that medicines work better when side-effects are more severe (p<0.001), and accepted severe side-effects (p=0.021). More health-care providers, compared to parents, believed that chemotherapy can be stopped or the dosage altered when there are side-effects (p=0.011). More nurses, compared to doctors, stated that side-effects were unbearable (p=0.004) and made them doubt efficacy of treatment (p<0.001). Conclusions: Behavior alteration is the most frequent and hair loss the most severe side-effect. Apparent discrepancies in health beliefs about side-effects exist between parents and health-care providers. A sustainable parental education program about side-effects is recommended. Health-care providers need to update and improve their knowledge and communication skills in order to give appropriate information. Suchmeasures may improve outcome of childhood cancer treatment in low-income countries, where adherence to therapy is a major issue.

  • Effective use of agricultural informations is crucial for 21 century farming. An interactive agricultural machinery information system was developed. It consisted of databases, knowledge bases, expert systems, a server engine, clients for a multimedia agricultural machinery information system based on Java and distributed objects technology. It is supposed to be served through a nationwide super information communication network for my farmers to utilize it interactively and quickly. Several user-friendly interface programs for users were developed to use texts, static k dynamic images, and expert systems easily. Tools for providing the informations were built with JAVA. Information providers permitted to access to the system such as agricultural machinery companies can easily add or modify the informations using distributed object technology. This system can interact among three groups : prime information provider (or system manager), permitted information providers, and farmers.
