A Critical Review on 'Public Interest' Defense in Libel Litigation (명예훼손 소송의 위법성 조각사유로서의 공익성에 대한 연구)

  • This paper examined how Korean courts conceptualized and applied public interest defense of Penal Code to the libel cases raised by socially influential persons. For this, this paper analyzed a total of 58 libel cases in which 'public interest' was mentioned by Korean courts between 1981 and 2000. It was found that whereas truth or believed-to-be-true defense is emphasized In libel cases by politicians or public officials, public interest defense was emphasized in the cases by private figures. It was also found that Korean courts tended to think of matters related with 1) national security and social order, 2) prevention of asocial crime, 3) enlightening of public, and 4) protection of consumers' interest as public interest. Conclusively, 'public interest' is not simply applied as an independent legal defense, because Korean courts insistently concentrated on the truth of a story and did not even specifically define what is public interest. Constitution Court recently maintained that the slope of legal defense should be broadened when a story is about public matters. However, Korean courts will not be likely to accept public interest defense as an independent one for the time being.

Design of PUF-Based Encryption Processor and Mutual Authentication Protocol for Low-Cost RFID Authentication (저비용 RFID 인증을 위한 PUF 기반 암호화 프로세서와 상호 인증 프로토콜 설계)

  • The attacker can access the RFID systems illegally because authentication operation on the RFID systems are performed in wireless communication. Authentication methods based on the PUF were presented to defend attacks. Because of Hash and AES, the cost is expensive for the low-cost RFID tag. In this paper, the PUF-based encryption processor and the mutual authentication protocol are proposed for low-cost RFID authentication. The challenge-response pairs (PUF's input and output) are utilized as the authentication key and encrypted by the PUF's characteristics. The encryption method is changed each session and XOR operation with random number is utilized. Therefore, it is difficult for the attacker to analyze challenge-response pairs and attack the systems. In addition, the proposed method with PUF is strong against physical attacks. And the method protects the tag cloning attack by physical attacks because there is no authentication data in the tag. Proposed processor is implemented at low cost with small footprint and low power.

BER Performance Evaluation of Boss Map According to Delay Time in CDSK Modulation Scheme and Chaos Transceiver (CDSK 변조 방식과 카오스 송수신기의 지연시간에 따른 Boss Map의 BER 성능 평가)

  • Chaos communication system is possible to improve the system security by using chaos signal. Further, it is possible to reduce the possibility of eavesdropping, and have strong characteristics from interference signal and jamming signal. However, BER(Bit Error Rate) performance of chaos system is worse than digital communication system. By this reason, researches in order to improve the BER performance of chaos communication system are being actively studied. In previous studies, we proposed a novel chaos map for BER performance improvement, and called it 'Boss map'. Also, we proposed a novel chaos transceiver for BER performance improvement. However, BER performance is evaluated differently according to delay time in transceiver. Therefore, in order to use Boss map effectively, we should find the optimal delay time in proposed chaos transceiver. In this paper, when Boss map is used, we evaluate BER performance of CDSK(Correlation Delay Shift Keying) system and novel chaos transceiver according to delay time. After evaluation of BER performance according to delay time, we find a delay time that is possible to have best BER performance in CDSK system and novel chaos transceiver.

  • Wireless mesh networks (WMNs) are emerging technologies that provide ubiquitous environments and wireless broadband access. The aggregate capacity of WMNs can be improved by minimizing the effect of channel interference. The IEEE 802.11b/g standard which is mainly used for the network interface technology in WMNs provides 3 multiple channels. We must consider the channel scanning delay and the channel dependency problem to effectively assign channels in like these multi-channel WMNs. This paper proposes a cluster-based channel assignment (CB-CA) algorithm for multi-channel WMNs to solve such problems. The CB-CA does not perform the channel scanning and the channel switching through assigning co-channel to the inter-cluster head (CH) links. In the CB-CA, the communication between the CH and cluster member (CM) nodes uses a channel has no effect on channels being used by the inter-CH links. Therefore, the CB-CA can minimize the interference within multi-channel environments. Our simulation results show that CB-CA can improve the performance of WMNs.

  • While converging USN Services, a single physical infrastructure can be used in several services and in several physical infrastructures can make up a single service. Therefore the physical infrastructure and service have to manage separately for effective convergence of USN Services. However, established Identification Scheme is not suitable to distinguish various services that USN provides. This paper suggests USN Service Identification Scheme that can be separated and managed. Through USN Service Identification Scheme suggested, firstly, it is possible to obtain Service Identification Scheme utilizing various technology such as RFID TAG, QR Code, radio broadcasting, etc. because it is possible to process USN Service Identification Scheme. Secondly, it is easy to mange the service, develope the user application program and interlock with established USN Standard technique as view from service provider. Thirdly, it is possible to manage systematically USN Service. Fourthly, users can search USN Service easily, so it can contribute actively for invigoration of USN service. This thesis, firstly, has analyzed about standard related USN Service and USN Identification Scheme. Secondly, this has suggested brand-new USN Service Identification Scheme based on established USN Identification Scheme.

  • The car navigation system to be accompanied to the car on-board equipment system or the development of mobile communication technique, the demand in information communication which connects an interior and the car outside is coming to be high, As applications, ETC/VISC/AHS classes get deceived supply are advanced. The research of DSRC radio systems actively, with medium of communication between the automobile and road, is advanced. DSRC radio systems are appropriate in massive data transfer, in the case which the traffic accident evasion is urgent, the notarization of the preferential control function which is necessary to a medium of communication, guarantee and security are suitable in the high-speed network. Accompanied to the cellular phone which is to be supplied recently suddenly, By complementing and coexisting each other, and it will be developed simultaneously. However, in a connection of this kind of communication system and high-speed DSRC radio system, Hand-over technique (network, radio transmission hand-over), there is a technical subject of the high-speed transmission techniques against the mobile devices and the realization is expected to be difficult in near, until 2010 year is becoming the plan of putting to practical use. Also as the next generation DSRC with 5.8GHz built-on board equipment and the road-side equipment are expected in near. In this paper DSRC systems which will be developed are discussed.

A Study on the Activation·Specification of 119 Rescue & Care in JeJu (제주도 119구조·구급대의 활성화 및 전문화 방안)

  • Since 1992, conventional fire fighting businesses have been converted into a metropolitan autonomous fire fighting system to be ready for a variety of disasters. However, the corresponding investment has been overlapped due to the non-integration of businesses to prevent any potential disasters, and a series of collaborative systems have been not functioning so well. In the meantime, our fire fighting sector has been trying to set up its own clean and faithful position by abolishing any inconvenient system or outsourcing private sectors, and expanded its work scope from conventional fire fighting even to rescue and emergency works. While focusing on handling disaster, the fire fighting sector has been widely trusted and reliable throughtout our nation. Moreover, our fire fighting sector has secured nation wide mobile organizations, technical personnel by field, special equipments and independent communication network. In addition, the fire fighting sector has knowledges, expertise and capabilities required for managing disasters, while in charge of almost every disaster management works including fire, explosion, collapse, disaster and flood. It becomes an organization for comprehensive disaster management under an absolute national trust, which is based on the system for prevention, preparation and countermeasure against a variety of disasters. Thus, our fire fighting sector must make many efforts and try to modernize conventional education and training. The ways to facilitate rescue and emergency works may include the nurture of technical fire fighting personnel along with modernized equipments, the reinforcement of rescue and emergency education, the facilitation of operating civil defense corps, the facilitation of operating volunteer fire fighting corps, the better arrangement of 119 briefing room for public healthcare in provincial offices, the sterilization of rescue instruments and equipments the better repair education for emergency rescue member, the establishment of regional emergency assistant system and the expansion of fire fighting personnel and equipments. In terms of reinforcing the functions and services of rescue 119 and emergency corps, we must review the following considerations: Building up security system along with operational expansion, building up a system for emergency medical treatment, building up a comprehensive information management system for rescue and emergency, constructing a provincial safety museum and so forth. For the ways to better the works of rescue 119 we can review the following considerations : Improving the education for fire fighting training corps under Jeju Provincial Fire and Disaster Management Department, providing rescue members with more opportunities for clinical practices, enhancing the morale of rescue members, installing a comprehensive briefing room for emergency rescue members, building up medical networks along with reasonable policies for information service, operating the consulting system for rescue 119 and so on. If these requirements are met, it is expected that the fire fighting departments in Jeju province can cope with every accident and disaster a little more rapidly and quickly in compliance with local needs, so that they can keep their own position as a public fire fighting organization which may be trusted by the public.

A Study on Policy Making for e-Navigation from the Viewpoint of a Maritime Digital Communication Network (e-Navigation을 위한 해상디지털통신 구축에 관한 정책 연구)

  • In order to reduce marine accidents using advanced information and communication technology, various research and development projects are conducted globally on e-Navigation related technologies and services. Existing studies do not provide policy measures for LTE-M. In order for these technologies and services to be installed on vessels and to contribute to the prevention of accidents at sea, the law should be expand operational organizations and systems. In particular, communication equipment and related technical standards should be prepared, and its digital communication technology (LTE-M, VDES, Digital-MF / HF, etc.) In this study, we conducted short, medium, and long term performance assessment of the identification system and the policy for effective implementation of Korean e-Navigation. We presented a visible plan of the relevant policy. For example, e-Navigation core services, e-Navigation communication networks and operating systems, e-Navigation international standard leading technologies and e-navigation services activated in the field. To do this, we conducted research based on the progress data of the Korean e-Navigation project, which was led by the Ministry of Maritime Affairs and Fisheries, and conducted research discussions with practitioners and experts in related fields. As a result of this study, it is expected that the proposed policies will contribute to the reduction of marine accidents, the promotion of the maritime industry and the development of additional government policies for national security.

Visualized Determination for Installation Location of Monitoring Devices using CPTED (CPTED기법을 통한 모니터링 시스템 설치위치 시각화 결정법)

  • Needs about safety of residents are important in urbanized society, elderly and small-size family. People are looking for safety information system and device of CPTED. That is, Needs and Installations of CCTV increased steadily. But, scientific analysis about validity, systematic plan and location of security CCTV is nonexistent. It is simply put these devised in more demanded areas. It has limits to look for safety of residents by increasing density of CCTVs. One of the characteristics of crime is clustering and stong interconnectivity. So, exploratory spatial data of crime is geo-coded using 2 years data and carried out cluster analysis and space statistical analysis through GIS space analysis by dividing 18 variables into social economy, urban space, crime prevention facility and crime occurrence index. The result of analysis shows cluster of 5 major crimes, theft, violence and sexual violence by Nearest Neighbor distance analysis and Ripley's K function. It also shows strong crime interconnectivity through criminal correlation analysis. In case of finding criminal cluster, you can find criminal hotspot. So, in this study I found concept of hotspot and considered technique about selection of hotspot. And then, selected hotspot about 5 major crimes, theft, violence and sexual violence through Nearest Neighbor Hierarchical Spatial Clustering.

Implementation of Secure System for Blockchain-based Smart Meter Aggregation (블록체인 기반 스마트 미터 집계 보안 시스템 구축)

  • As an important basic building block of the smart grid environment, smart meter provides real-time electricity consumption information to the utility. However, ensuring information security and privacy in the smart meter data aggregation process is a non-trivial task. Even though the secure data aggregation for the smart meter has been a lot of attention from both academic and industry researchers in recent years, most of these studies are not secure against internal attackers or cannot provide data integrity. Besides, their computation costs are not satisfactory because the bilinear pairing operation or the hash-to-point operation is performed at the smart meter system. Recently, blockchains or distributed ledgers are an emerging technology that has drawn considerable interest from energy supply firms, startups, technology developers, financial institutions, national governments and the academic community. In particular, blockchains are identified as having the potential to bring significant benefits and innovation for the electricity consumption network. This study suggests a distributed, privacy-preserving, and simple secure smart meter data aggregation system, backed up by Blockchain technology. Smart meter data are aggregated and verified by a hierarchical Merkle tree, in which the consensus protocol is supported by the practical Byzantine fault tolerance algorithm.
