The main results of this study are summarized as follows: First, the ecosystem service benefits of marine forests are worth 771,121,551 won per hectare for a year in Korea. Second, when evaluating value based on the services benefits of the marine forests, as resource provisioning service, the annual value of the fishery potential production amounts to 58,512,271 won per hectare. The annual value of the environmental and regulatory services is estimated to total 29,574,000 won per hectare including 546,488 won per hectare for climate regulation, 85,342 won per hectare for pollution purification, and 28,942,170 won per hectare for erosion protection. The annual value of the culture and tourinsm services is estimated to total 15,317,647 won per hectare including 5,011,765 won per hectare for skin scuba service and 10,305,882 won per hectare for sea fishing. Also, the aunnual non-use value is estimate to 637,800,000 won per hectare. Third, assuming that the value of the sea forests increases proportionally to the unit area, the marine forests can be valued at 12.7 trillion won per year based on 12,208.2 hectares of marine forests creation area and 4,272.6 hectares of natural seaweed beds. Fourth, the total economic value of the marine forests can be estimated at 244 trillion won in 2016, if the value of the marine forests permanently continues in the future by applying 5.5% of the social discount rate. The results of this study are expected to serve as a valuable information for improving awareness of the value of marine forests ecosystem and ensuring the validity of the marine forests creation policy by converting the value of the marine forests's ecosystem service into monetary units.

  • The primary cause of air pollution by vehicles is imperfect combustion of fuel. One of the most usual causes of this imperfect combustion is the misfire in IC engins. The U.S. EPA(Environment Protection Agency) and the CARB(California air Resources Board) have imposed regulations for the detection of misfiring in automotive engines. The OBD-II regulations require that misfire should be monitored by the engine diagnostic system, and that the goal of OBD-II is to alert the driver to the presence of a malfunction of the emission control system. Several solutions to the misfire detection problem have been proposed for the detection of misfires. However, the performance of these methods in the presence of misfire is not altogether clear. This paper presents a precise method and system for internal combustion engine misfire. Present invention based upon measurements of engine roughness as derived from crankshaft angular velocity measurements with special signal processing method. Crankshaft angular velocity signals are processed by WDPT, so that the more reliable misfire detection than the time domain analysis. Experimental work confirms that it is possible to apply the WDFT for the detection of misfires in no-load idle and road testing.

  • Cyber attacks threaten the national security in this day and age. The government of the Republic of Korea recently released the National Cyber Security Comprehensive Countermeasures as a new cybersecurity policy. But current legal system cannot provide legal basis for the implementation of such measures. The current legal system related to cybersecurity is applied in each sector, thus the governance system in cybersecurity is separate. So there are many problems in the governance system in cybersecurity. To solve these problems fundamentally, it is righter to make a new cybersecurity law than to revise existing laws. Meanwhile, lawmakers proposed some bills in Congress to strengthen the cybersecurity in Korea in 2013. It will increase possibility of legislation of cybersecurity act to make a law through the analysis of these bills and to derive the essential elements from those. and to reflect these in the new cybersecurity act.

  • Objectives: Perchloroethylene (PCE) is a volatile chemical widely used as a solvent in the dry-cleaning and textile processing industries. It was evaluated as Group 2 "probably carcinogenic to humans" by the Integrated Risk Information System (IRIS) of the United State Environmental Protection Agency (U.S. EPA) in 2012. In order to provide a scientific basis for establishing risk management measures for chemicals on the national priority substances list, aggregate risk assessment was conducted for PCE, included in the top-10 substances. Methods: We conducted the investigation and monitoring of PCE exposure (e.g., exposure scenario, detection levels, and exposure factors, etc.) and assessed its multi-media (e.g., outdoor air, indoor air, and ground water) exposure risk with a deterministic and probabilistic approach. Results: In human risk assessment (HRA), the level of human exposure was higher in the younger age group. The exposure level through inhalation at home was the highest among the exposure routes. Outdoor air or uptake of drinking water represented less than 1% of total contributions to PCE exposure. These findings suggested that the level of risk was negligible since the Hazard Index (HI) induced by HRA was below one among all age groups, with a maximum HI value of 0.17 when reasonable maximum exposure was applied. Conclusion: In conclusion, it was suggested that despite low exposure risk, further studies are needed considering main sources, including occupational exposure.

  • The object of this paper is to review the fisheries subsidies of the major FFG(Fish Friends Group) which argue the elimination and the phasing-out, to compare with Korea's subsidies category and provide the basic information for planning of fisheries subsidies policy and the negotiation strategy in the future. The result from the comparative analysis of the subsidies between the major FFG showed that WWF(World Wildlife Fund) fisheries subsidies categories, with the exception of Marketing and Price Support Program which is similar to Korea in terms of the supporting type and methods, differ from those of Korea. Also, The unique type of WWF Fisheries Subsidies, which is beyond Korea's subsidies, are Direct Payment for Fishermen and Fishery Wokers, Capital & Infrastructure Support, Fishery Management and Protection, etc. In case of capital support and fisheries fuel, the payment method or other institutional backgrounds is somewhat different from each nation. On the base of this analysis, this paper is suggesting the direction of the Korea's Fisheries subsidies policy as follows ; First, developing new policy methods and supporting ways such as Direct Payment for Fisherman is needed. Second, Converting fisheries subsidies category expected to be classified to Red Amber into another type of non-negative subsidies should be carried out, demonstrating that these kinds of subsidies give no negative effect to the environment and the trade, Third, Reviewing the categorize system of Korea's subsidies and revising it according to international trends is necessary as well. In respect to WTO/DDA, the watchful analysis of Korea's fisheries program must be preceding in ahead of making the negotiation strategy. And Korea firstly need to stress the fact that, while the major FFG can directly pay for fisheries section, other nations have no choice but supporting in preferential tax or loan manner. Using this kind of strategy, it is may enlarge the negotiating power in the WTO/DDA to reflect fully Korea's position.
