중국 대북 접경지역의 북한 노동력 진입 유형과 요인 (Entry Types and Locational Determinants of North Korean Workers in Cross-border Regions between North Korea and China)

  • 본 연구의 주요 목적은 북한 노동력의 대북 접경지역 진출 유형과 요인을 규명하고자 하는 것이다. 특히, 본 논문은 북한 노동력의 대북 접경지역 진출 경로 및 유형을 1) 대북 무역 상인과 북한 대방의 거래를 통한 진입과 2) 조선족 중개업체와 북한 대방의 거래를 통한 진입으로 구분하였으며, 대북 접경지역의 공간적 맥락에서 북한 노동력의 진출 요인을 분석하고자 했다. 우선 북한 노동력의 대북 접경지역 진입 경로 및 유형은 유엔 결의 2094호 이후 대북제재의 성격이 '촉구(call-upon)'에서 '의무화 및 강제화(decide)'로 전환되면서 크게 두 가지 측면에서 변화가 나타났다. 첫째, 중국 기업에게 북한 노동력을 파견할 수 있는 북한 대방과의 거래 주체가 대북 거래 상인에서 전문화된 조선족 중개업체로 전환되었다. 둘째, 중국으로 파견되는 북한 노동력의 성격이 '중화인민공화국입경출경관리법'과 '외국인재중국취업관리규정'에 따라 공식적인 취업 허가증과 취업 거류증을 취득한 공식 노동자에서 북·중 간 '무역비자협정'과 '국경 주민에 대한 통행증 제도'를 이용하거나 단기 방문 및 관광 비자를 취득하여 편법으로 대북 접경지역에 장기 체류하는 비공식 노동자(informal workers)로 전환되었다. 따라서 북한 노동자에 대한 실질적인 제재가 가해진 이후에 이러한 비공식 노동자들의 안정적인 체류와 관리 및 통제를 위한 전문적인 서비스에 대한 수요가 높아짐에 따라 대북 접경지역에 북한 노동자 중개업체가 활성화되고 있다. 이와 더불어 북한 노동력의 대북 접경지역 진입 요인은 세 가지 측면 - 1) 중국 사회보험제도의 개혁에 따른 실질 임금 상승, 2) 대북 접경지역의 취약한 노동시장 구조, 3) 안정적이고 관리 용이한 노동력 활용 -에서 분석했다.

Arrival at the Caspian Coast: Migration, Informality and Urban Transformation in Sumqayit, Azerbaijan

  • The city of Sumqayit in Azerbaijan was famous in the USSR for its chemical plants, which supplied the whole country with plastics, detergents, and fertilizers. While production increased in the post-WWII period, young people from remote Caucasian villages were attracted as workers to the industrial settlement on the shore of the Caspian Sea and worked together with specialists from all over the USSR. Migration did not stop when the USSR collapsed. To the contrary, mobility increased as Azerbaijani refugees from Armenia and IDPs from Karabakh fled to Sumqayit, which grew to become the second-largest city of Azerbaijan. Although a generation has passed since the ceasefire, IDPs still are separately administered. In the last 20 years, more and more internal migrants have chosen the Greater Baku Region as their destination, mostly finding jobs in the informal labor market. In the post-independence transformative period, informal housing has offered migrants a place to stay in the city. Sumqayit can be regarded as an arrival city, an established urban platform for migrants who prefer internal over transnational migration.

구성주의 관점에서 스포츠센터 지도자의 무형식 학습 특성에 관한 고찰 (A Study on the Informal Learning Characteristics of Sports Center Leaders from a Constructivist Perspective)

  • 본 연구는 스포츠센터 지도자들의 일터 학습(work place learning)과 관련하여 구성주의 관점 및 무형식 학습의 특성에 대해 이론적인 접근을 통한 고찰을 하였다. 이에 무형식 학습을 기반으로 하는 스포츠센터 지도자는 그 성장과정과 학습을 촉진 시키는 과정에서 경험과 실천적 측면에서의 일터 학습을 통한 전문성 신장이 될 수 있도록 하기 때문에 무형식 학습은 중요한 학습적 의미를 갖는다고 할 수 있다. 또한, 스포츠센터 지도 현장에서의 지도자는 일반적인 기업의 사무직 근로자에 비해 상대적으로 일터 학습에서 형식적인 학습의 기회가 부족하다고 할 수 있다. 따라서 무형식 학습의 유형 및 학습 향상에 대한 방안의 제시가 이루어져야 할 것이며 이러한 부분은 스포츠센터 지도자의 전문성 신장을 위한 중요한 요소로서 교육적 의미가 있다고 판단된다. 아울러 개인적, 환경적, 제도적, 조직적 측면에서 직장 내 학습 환경의 구축이 이루어진다면 스포츠센터 지도자들의 전문성 신장에 큰 도움이 될 것이라 생각된다.

농가의 외국인 근로자 고용에 대한 인식조사 (A Survey on the Employment of Foreign Workers in Farm Households)

  • This study examined the perception of farmers who employ foreign workers. A survey was conducted on 110 farms, and the main research results are as follows. First, as many farmers hire foreign workers in informal ways other than the employment permit system or seasonal worker programs, it is important to increase the number of registered foreign workers through the employment permit system or seasonal worker programs. Second, it is important to improve farmers' perception of compliance with the minimum wage, as some farmers pay wages below the legal minimum wage. Third, the subjective productivity evaluation results of farmers showed that the difference in labor productivity between foreigners and foreigners was not significant. This means that hiring foreign workers is due to other factors such as ease of management and cost rather than productivity. Fourth, many farmers were willing to hire existing foreign workers even if they paid extra wages after the expiration of the employment permit system. Finally, promotion and improvement of the additional system for foreign workers' workplaces are needed to solve problems caused by foreign employment during off-farming season.

The Geriatric Care Workers' Role Care for Elderly of Sanatorium in Korea

  • This paper is to research the difference of care workers' role in Sanatorium between urban and rural areas. Interviews have been conducted with 100 care managers with structured questionnaires in community care settings. The findings of the study are as follows. In the analysis of working with carers a care manager acting as a counsellor in rural was required rather more than any other role in working with clients' carers. In working with formal and informal networks, an administrative specialist role was also important in both areas. With resource management, there were some regional variances between rural and urban. In the urban area, a care managers as a coordinator was more required than as a broker. In the rural area, a care manager as a broker, selecting service resources for elderly clients was the most suitable role. In conclusion, in general rural care managers' roles were similar to those of many core managers in urban area. Among the many possible roles of care managers that effective continuity of care is to be provided for elderly clients in community care, two have been specified as essential roles. The first is the role of care managers that provides coordination and integration of services at the clients' levels as a care manager as an implementer, a linkman, counsellor. The second is at the system level which is possible role for coordination and linkage of programs as a characteristics of care managers, task with formal & informal network, community resources, available residential & NHS resourcesw.

Promoting the Quarry Workers' Hazard Identification Through Formal and Informal Safety Training

  • Background: The surface mining industry has one of the highest fatality rates among private industries in the United States. Despite recent decreases in the fatality rates of comparable industries, the fatality rate in the surface mining industry has increased. Meanwhile, a lack of safety research in surface mining has hindered efforts to improve safety strategies in the surface mining workplace. Method: This study examined quarry workers' hazard identification skills by conducting a case study of a surface mining facility in the Mid-Atlantic region of the United States. Semistructured interviews were conducted with eight quarry workers who were employed at the mine facility. In addition to the interviews, data were collected through field notes, notes from an expert meeting with safety managers, and site photographs to explore quarry workers' safety behaviors in the workplace. Results: The results showed that quarry workers identified hazards and improved their safety performance by translating safety knowledge learned from training into practice, acquiring hands-on work experience, learning from coworkers, and sharing responsibilities among team members. Conclusion: This study contributes to understanding quarry workers' safe performance beyond what they have learned in safety training to include their interaction with other workers and hand-on experience in the workplace. This study informs practitioners in the surface mining industry to build a safe work environment as they design effective safety programs for employees.

초소규모 제조업 사업장의 안전보건활동과 정부지원사업 효과 (The Industrial Safety and Health Activities and Effectiveness of Government Support Program in Very Small Manufacturing Workplaces)

  • Last five years, Occupational injury rate is declining but still a standstill as 2%, if the rate of deaths all people from 2% to 1% in 2013, but decreased as, occupational safety and health in terms industrial accidents yet has a very weak structure in very small Manufacturing workplace. The purpose of this study was to survey a 1:1 directly person interviews with a structured questionnaire intended for 150 a very small manufacturing workplace. In the results, working with non-regular(informal) workers is one in 10 persons 11.7% and female workers is about three people on 10 persons with 31.0%, and that 75% of non-regular workers who are mainly engaged in the production line appeared. And the work-related injury and accident experience was 4.0% and the occupational injury rate was 1.24%, especially occupational injury rate of older workers was 3.65%, a female workers 1.72%. Workplace risk assessment carried out in response that it was very low as 9.3% of the total. In the technology and funding programs that are supported by the government, was highest with 62.7% of the clean support program awareness, awareness of the rest of the programs is about 10-14% lower. And the satisfaction of supporting a clean support program were the highest 81.3%.

대구지역 비공식부문 취업여성의 가족생활과 일에 대한 연구 -파출부의 생활실태를 중심으로- (A Study on the Family Life and the Work of Informal Sector Female workers in Taegu -Centered on the Visiting Part-time Workers-)

  • This study was undertaken to evaluate the living condition and the reality of visiting part-time workers through the survey. On the matter of living condition, the most difficult problem is financial problem followed by residential problem. On the matter of female's household labor, there was a considerable difference according to the houseband's age and academic background, and family monthly income. On the question of family relationship, it was found that there was rare communication between children and father because father was rigid to talk with. In the case of mother and children, they could not find time to talk with each other. In the group of the old aged, they work to make their living. On the other hand, in the group of younger generations and the higher educated, they replied that they should work whatever the work is. It was found that they were subjected to their work because of their financial situation and that they were under the double yoke of family and work because there were no legal protection and organizational devices.

A Repository for Publications on Basic Occupational Health Services and Similar Health Care Innovations

  • Background: Occupational health services are not available for more than 80% of the global workforce. This pertains especially to informal workers, workers in agriculture and in small enterprises, and self-employed. Many are working in hazardous conditions. The World Health Organization, the International Labor Organization, the International Commission on Occupational Health, and the World Organization of Family Doctors promote as part of a solution, basic occupational health services (BOHS) integrated in primary or community health care. Quality information on this topic is difficult to find. The objective of this study is to develop an open access bibliography, a repository, referring to publications on BOHS and similar innovations, to support progress and research. Methods: The database design and sustaining literature searches (PubMed, Google Scholar, SciELO) are described. For each publication selected, basic bibliographic data, a brief content description considering copyright restrictions, and a hyperlink are included. Results: Searches resulted in a database containing 189 references to publications on BOHS such as articles in scientific journals, reports, policy documents, and abstracts of lectures. A global perspective is applied in 43 publications, a national or regional perspective is applied in 146 publications. Operational and evaluative research material is still scarce. Examples of references to publications are shown. Conclusion: The repository can inspire pioneers by showing practices in different countries and can be used for reviews and in-depth analyses. Missing publications such as from China, Russia, Japan, Republic of Korea, and Spanish/Portuguese speaking countries, can be added in the future, and translated. Search functions can be developed. International collaboration for the promotion of occupational health coverage for all workers must be intensified.

한국 장년임금근로자들의 퇴직: 사업체 규모별 위험모형분석 (Retirement of Older Wage Workers in Korea: Hazard Model Analysis by Firm Size)

  • 이 논문은 장년임금근로자들이 기존 일자리를 그만두는 이유와 퇴직위험의 결정요인을 분석하였다. 주된 결과는 다음과 같다. 첫째, 공식적인 정년으로 일자리를 떠나는 장년근로자는 비교적 소수이며 대부분이 대기업 남성근로자들이다. 둘째, 일정수준을 넘는 고임금은 장년근로자의 퇴직위험을 높이며, 이 효과는 주로 대기업 남성근로자에게서 발견된다. 셋째, 관행적인 강제 퇴직은 장년여성근로자의 퇴직을 초래하는 중요한 요인이다. 넷째, 건강의 악화는 장년근로자 퇴직의 가장 중요한 이유로 조사되었으며 이러한 경향은 특히 여성근로자와 소규모사업체 근로자에게 강하게 나타난다. 끝으로, 적정한 근로시간과 높은 근로유연성은 장년근로자의 퇴직위험을 낮추는 요인이다. 논문은 분석결과가 장년고용정책에 대해 갖는 함의를 논의하였다.
