Vehicle Ad hoc Network (VANET) is next-generation network technology to provide various services using V2V (Vehicle-to-Vehicle) and V2I (Vehicle-to-Infrastructure). In VANET, many researchers proposed various studies for the safety of drivers. In particular, using the emergency message to increase the efficiency of traffic safety have been actively studied. In order to efficiently transmit to moving vehicle, to send a quick message to as many nodes is very important via broadcasting belong to communication range of vehicle nodes. However, existing studies have suggested a message for transmission to the communication node through indiscriminate broadcasting and broadcast storm problems, thereby decreasing the overall performance has caused the problem. In addition, theses problems has decreasing performance of overall network in various form of road and high density of vehicle node as urban area. Therefore, this paper proposed Clustering based Routing Algorithm (CBRA) to efficiently transmit emergency message in high density of vehicle as urban area. The CBRA managed moving vehicle via clustering when vehicle transmit emergency messages. In addition, we resolve linkage problem between vehicles according to various form of road. The CBRA resolve link brokage problem according to various form of road as urban using clustering. In addition, we resolve broadcasting storm problem and improving efficacy using selection flooding method. simulation results using ns-2 revealed that the proposed CBRA performs much better than the existing routing protocols.

Thailand had issued a national strategic development master plan with issues related to water resources and water security in the entire water management. Water resources are an important factor of living and development of the country's socio-economy to be stable, prosperous and sustainable. Therefore, water management in both multidimensional and multi-sectoral systems is important and will supports socio-economic and environmental development. The direction of national development in accordance with the national strategic framework for 20 years that requires the country to level up security level in terms of water, energy and food. To response to the proposed goals, there is a subplan to increase water productivity of the entire water system for economical development use by evaluating use value and to create more value added from water use to meet international standard level. This study aims to evaluate the water productivity of Thailand in each basin and all sectors such as agricultural sector, service and industrial sectors by using the water use data from water account analysis and GDP data from NESDB during the past 10 years (1996-2015). The comparison of water productivity with other countries will also be conducted and in addition, the measures to improve water productivity in next 20 years will be explored to response to the National Strategic Master Plan goals. Water productivity is defined as output per unit of water depleted. The simplest way to compare water productivity across different enterprises is in monetary terms. World Bank presents water productivity as an indication of the efficiency by which each country uses its water resources. There are two data sets used for water productivity analyses, i.e., the first is water use data at end users and the second is Gross Domestic Product. The water use at end users are estimated by water account method based on the System of Environmental-Economic Accounting for Water (SEEA-Water) concept of United Nations. The water account shows the analyses of the water balance between the use and supply of each water resource in physical terms. The water supply and use linkage in the water account analyses separated into each phases, i.e., water sources, water managers, water service providers, water user at end user under water regulators of all kinds of water use activities such as household, industrial, agricultural, tourism, hydropower, and ecological conservation uses. The Gross Domestic Product (GDP), a well- known measuring method of the national economic growth is not actually a comprehensive approach to describe all aspects of national economic status, since GDP does not take into account the costs of the negative impacts to natural resources that result from the overexploitation of development projects, however, at present, integrating the environment with the economy of a country to measure its economic growth with GDP is acceptable worldwide. The study results will show the water use at each basin, use types at end users, water productivity in each sector from 1996-2015 compared with other countries, Besides the productivity improvement measures will be explored and proposed for the National Strategic Master Plan.
The purpose of this research is to analyze the Spill-over economic effect of the cultural and creative industries(CCI) in Henan Province, China. The research object is the CCI of Henan Province, which is mainly based on five sectors out of 42 industries in the industrial association table of the Statistical Bureau of Henan Province, China in 2017 (culture, sports; recreation and research sector; experimental development and integrated technical services sector; information transmission, computer services and software sector; education sector, etc), and is analyzed through secondary integration and redefinition of the CCI of Henan Province. Through the analysis of Henan Province Industry Association Table, this paper provides some enlightenment to the future direction of the cultural and creative industries. The main analysis results are as follows. The total production inducement of the CCI in Henan province is 48,848 billion yuan, and in particular, the production inducement coefficient of the industry in Henan province is 2.72809, 2.23909 (total of columns and rows), Index of the power of dispersion is 0.26325, and the index of the sensitivity of dispersion is 0.87535. Income induction coefficient is 0.55211, production tax induction coefficient is 0.09291. Because CCI of Henan Province has full development potential, the government needs to provide active support and policy support, in addition to the need for legal provisions and supervision of market management. In order to improve the innovative development of the CCI, it is necessary to develop a new model of "CCI+X".

This study investigated a total of 22 types (15 types of natural disasters and seven types of social disasters) of disaster and safety data based on the National Daily Situation Report, Disaster Yearbook and annual Disaster Annals issued by the Ministry of Public Administration and Security. Disaster safety data were collected from the daily situation report of MOIS (Ministry of the Interior and Safety). The number of total data cases were 1,760, of which 656 were natural disasters and 1,104 were social disasters. The disasters were then patternized according to their characteristics. The patterning was conducted to set up the disaster and safety data system designed to keep disaster situations under prompt and effective management. The study analyzed the data associated with the activities in the response and recovery stages according to the disaster type. Furthermore, based on the management activities performed with the flow of time following a disaster, this study classified and proposed disaster and safety data patterns to achieve effective disaster management work by analyzing the characteristics of a disaster and safety data and disaster and safety management procedures. Disasters of high similarity were classified by merging and deleting them. This was done to consider the scalability and mutual linkage so that it can be used in the establishment of national statistical data, such as the disaster annual report and disaster annuity.

The purpose of this study is to measure the effects on the regional economy from the Jeju International Wind Ensemble Festival. In order to examine the economic ripple effects of the festival, we examine its impact on the local economy using two regional (Jeju-National) industry-related models based on the 2013 Jeju Region Input and Output Table. We also compare how the Jeju International Wind Ensemble Festival is growing and affecting the regional economy through a comparison between 2017 and 2018. Comparing the results of a production-inducing and value added-effect analysis of the induced industries from investment expenditures for the Jeju International Wind Ensemble Festival, the production-inducing effects increased by 2.1 times-from 9.05 billion won in 2017 to 18.7 billion won in 2018. The value-added effect increased by 2.2 times, from nearly 4.3 billion won in 2017 to nearly 9.2 billion won in 2018. The analysis shows that the Jeju International Wind Ensemble Festival contributes greatly to an income increase for local residents. In order to enhance the effects of the Jeju International Wind Ensemble Festival, it is necessary to use policies that link culture and tourism in Jeju.

Organic dye-doped silica nanoparticles are used as a promising nanomaterials for bio-labeling, bio-imaging and bio-sensing. Fluorescent silica nanoparticles(NPs) have been synthesized by the modified $St{\ddot{o}}ber$ method. In this study, dye-free fluorescent silica NPs of various sized were synthesized by Sol-Gel process as the modified $St{\ddot{o}}ber$ method. The functional material of APTES((3-aminopropyl)triethoxysilane) was added as an additive during the Sol-Gel process. The as-synthesized silica NPs were calcined at $400^{\circ}C$ for 2 hours. The surface morphology and particle size of the as-synthesized silica NPs were characterized by field-emission scanning electron microscopy. The fluorescent characteristics of the as-synthesized silica NPs was confirmed by UV lamp irradiation of 365 nm wavelength. The photoluminescence (PL) of the as-synthesized silica NPs with different size was analyzed by fluorometry. As the results, the as-synthesized silica NPs exhibits same blue fluorescent characteristics for different NPs size. Especially, as increased of the silica NPs size, the intensity of PL was decreased. The blue fluorescence of dye-free silica NPs was attributed to linkage of $NH_2$ groups of the APTES layer and oxygen-related defects in the silica matrix skeleton.

Even after Fukuyama declared "The End of History" in 1989, the challenge to liberal democracy continues. Controversy about totalitarianism is constantly being raised both internally and externally in democratic countries and leaders, as well as the US-China war of supremacy. In this paper, I explored a hypothesis about the totalitarian process, and to explain this hypothesis, I analyzed the case of Venezuela, which was once referred to as a welfare model state. This paper presupposes Fukuyama's insistence on the universality of liberal democracy but considers the last man Nietzsche argues for the last man he assumes. Accordingly, the process of totalitarianism was viewed as a process in which totalitarianism was institutionalized and spread internationally through the linkage and interaction of the last fallen humans, the masses, and totalitarians in the international and domestic environments. According to this hypothesis, the Bol?var Revolution and Chavez show the process of transformation into a typical quasi-totalism. Although the Venezuelan people preferred democracy, they remained the last man who had become a man of "rich consciousness." While investigating this hypothesis, it was confirmed that extensive and interdisciplinary studies such as digital t otalitarianism and the development of science and technology should be followed.
The research is to analyze current situation of the coordinated development of "5 Region" and "4 Road" in Henan Province and put forward problems about the coordinated development of the "5 Region" and "4 Road" with the inland geographical location in China by drawing on the experience of the coordinated development of related industries in developed countries and regions based on China's "One Belt And One Road". According to the problems, a plan for the promotion of opening up to the outside world is provided. Through research, the following problems are found: First, the superposition advantage of five districts' and "four roads' has not been fully brought into play. Second, the collaborative linkage mechanism is not sound. Third, modern comprehensive transportation hub facilities are not fully completed. Fourth, the industrial support capacity is insufficient. Fifth, basic support is difficult to meet the needs of future development. The plan is as follows: First, building a top-level strategic platform and improve the policy support system. Second, we need to enhance the advantages of the four Silk Roads and accelerate their interconnected development. Third, establishing a coordination and mutual assistance mechanism to stimulate the superposition effect of industrial clusters. The significance of this study is that it can be used as research data to predict the future direction of China's "One Belt and One Road" policy and enlightenment to stimulate the economic revitalization of inland provinces.
In the rapid trend of social change, such as the 4th industrial revolution and the realignment of job structures, university-industry cooperation(UIC) is emphasized as a key factor in enhancing national competitiveness. The level of UIC in Korea is insufficient compared to national competitiveness, and despite the world-class R&D investment, there is a lack of linkage between the result of technology development and the industrial field, and the knowledge-transfer between university and industry is also insufficient. This paper analyzed the employment effects of UIC program supported by government, especially youth employment effects. The companies participating in the UIC program showed higher employment effect than the non-participating companies. In addition, the result of examining the employment growth rate of participating companies only for projects aimed at 'education and human resource development', show that employment growth rate after one year (total, youth employment) was significantly higher than that of non-participating companies, while employment growth after two years was not significant. UIC program need to have sustainability and systemicity so that they can be directly linked to the employment effects.
The core of this study is to review South Korea's individual-driven training scheme, identify factors hindering elderly participation, and derive implications to support their retention and participation of the elderly in the labor market. This study focuses on population aging, examining the National Lifelong Learning Card system and the current employment insurance scheme, both initiatives of the Ministry of Employment and Labor, to assess the status and issues surrounding elderly participation in vocational training. Based on this analysis, the study seeks to derive policy measures and academic significance to promote elderly participation in vocational training. The findings emphasized the importance of employment retention for elderly and highlighted the need for vocational training tailored to the specific characteristics of each individual, along with the necessity for professional life-career consulting. Based on these findings, the study proposed recommendations to promote self-directed training among elderly, including enhancing the diversity of vocational training to meet individuals' varied needs, implementing lifelong vocational training programs from a life-cycle perspective, creating age-friendly workplaces at the national level, encouraging individual-driven training participation for the self-realization of elderly, and strengthening the linkage between employment counseling and vocational training for elderly.
