영구임대주택 단지 내 사회복지관과 관리사무소의 업무 및 운영실태 분석을 통한 서비스체게 개선방안 (A Study to Improve Service System through the Analysis of Needs and Problems of Community Welfare Center and Management Office in Permanent Rental Housing Complex)

  • Permanent rental housing which is entirely financed by the Government is welfare housing for those who fall within the lowest income bracket. This type of housing is intended for use as rental housing on a long-term basis. At present, there are about 190,000 permanent rental housing units in Korea. The purpose of this study is to suggest the implications to improve the management and welfare service system of permanent rental housing. For this, qualitative data were collected by using the in-depth interview with staffs of community welfare center and management office of five permanent rental housing complexes and two times of advisory committee meeting with housing and social welfare experts. To analyze the data gathered in this study, the constant comparative method of data analysis was used. Conflicts between the management office and social welfare center of permanent rental housing could be classified into two aspects; personal and operational. Main reasons for the conflicts between two institutions were identified such as attitude of management office staffs, lack of cooperation, current administrative system, lack of management resources such as space and operation cost, and so on. Based on the results, some implications including institutional support and social complementary cooperation were suggested for improvement of management and welfare service system for the residents of permanent rental housing.

스마트 장기요양 애플리케이션의 사용자 만족도 개선방안 도출: 심층 인터뷰와 토픽 모델링 활용 (User Satisfaction Enhancement of 'Smart Long-Term Care' Mobile Application: In-depth Interview and Topic Modeling)

  • Two dominant phenomena in modern world; population ageing and digitalization, have led public sector organizations to heavily rely on B2C(Business-to-Consumer) mobile applications. Yet, fatal concerns and complaints have often been raised by the mobile application users, notably from social welfare sector. With the continual expansion of digital landscape as well as the growth of life expectancy, usage of mobile applications has become prevalent across the stakeholders involved in social welfare sector. 'Smart Long-Term Care (SLTC)', inter alia, is a primary example of such mobile applications, designed to support Long-Term Residential Care (LTRC) service. The main goal of SLTC is to serve more convenient and practical LTRC service for both caregivers and care receivers. To examine user satisfaction of SLTC mobile application, this study investigates existing challenges and means to improve user satisfaction. Hence, we conducted this study using two methods: in-depth interview and topic modeling. Interestingly, two research outcomes commonly indicated that 5 factors (stability, accessibility, usefulness, responsiveness, and ease of use) were found significant in affecting user satisfaction of SLTC. Our findings suggest that the aforementioned factors can be seen as potential causes of the genuinely low user satisfaction. Eventually, this work will be a stepping-stone to elevate the overall quality level of LTRC service along with the user satisfaction degree of SLTC mobile application.

보육교사 소진의 영향요인에 관한 혼합연구: 메타분석과 심층인터뷰를 중심으로 (Mix Research Regarding Influence Factors of Burnout of Child Care Teachers: Based on Meta-Analysis and In-depth Interview)

  • 본 연구는 보육교사의 소진에 영향을 미치는 요인에 대해 종합적이고 객관적인 결과를 도출하고, 그들의 경험을 심도 있게 파악함으로써 현장에서 보육교사가 겪는 소진에 대해 더욱 심층적으로 파악하는 것을 목적으로 한다. 이를 위해 메타분석과 심층인터뷰를 활용한 혼합연구방법을 수행하였다. 연구결과 보육교사의 소진에 가장 큰 영향을 주는 요인은 조직특성의 보호요인으로 나타났으며, 이에 대한 개입과 예방은 어린이집 조직의 근무환경을 개선하는 등 환경적 접근이 더 효과적임을 의미한다. 또한 심층인터뷰를 통해 13개의 주제와 28개의 세부주제가 발견되었는데 메타분석 결과에서 유의미하게 나온 대부분의 요인이 심층인터뷰를 통해 재확인되었다. 그 중 영향력이 가장 크게 나온 하위 요인은 심리적 요인의 자아존중감으로 나타났다. 이러한 결과를 바탕으로 보육교사의 소진을 감소시키고 보육서비스의 질적인 향상을 도모하기 위해 보육환경의 일원화, 보육교사 양성교육과정 및 자격기준 강화, 평가인증제도의 재검토 등을 제언하였다.

독신가족의 가족복지 욕구분석을 위한 사례연구 (A case Study to Analyze Welfare Needs of a Single Family)

  • The number of single family is increasing because of individualism, resistance toward patriarchal family system, forced independence of women, absence of proper spouse and divorce rate, and aging. This study is to find out welfare needs in order to make family welfare measures toward continuously increasing single family. Data analysis has been tried to accomplish the purpose of study by in-depth interview, and structural questions were asked according to characteristics and degree of communication. Difficulties that single testers go through are social prejudice, financial problems, emotional and psychological factor, reduction of social network, and health. Lack of publicity, limit of welfare beneficiary, lack of service are suggested as problems, and what needs to be changed are formation of self-reliance meeting, financial independence, preparation of health and one's declining years.

영구임대주택 관리업무 및 운영실태에 대한 관리자와 입주민의 의식비교 (A Comparative Study of Perception on Management Services Between Management Staffs and Residents of Permanent Rental Housing from the Perspective of Welfare)

  • In recent, the concept of management is emphasizing the aspects of social welfare, especially in permanent rental housing that most of the residents are very low income households. Although the quality of service for the residents of permanent rental housing was improved comparatively, it still needs to continually change in response to the needs of residents. To figure out the better way of supporting the service for the residents of permanent rental housing, this study examined the role and function of management office and compared perception on management services between management staffs and residents of permanent rental housing. Based on the in-depth interview with 5 managers of permanent rental housing, two types of survey questionnaire (residents/staffs of management office) were developed for the research purpose. A sample of 89 management office staffs and 111 residents were used for the data analysis. Most of the respondents recognized the need of a cooperation system among management office, social welfare center, and residents for providing better management system and welfare service.

조손가정 청소년의 생활경험에 관한 연구: 학습정서지원 서비스 이용 경험을 중심으로 (A Study on Daily Life Experiences of Adolescents Being Raised by Their Grandparents: Focusing on the Practical Experience of Learning and Emotional Support Services Provided by a Health Family Support Center)

  • The purpose of the study shall be to achieve an understanding of learning and emotional support services for adolescents being raised by their grandparents. In-depth interview and qualitative methodology were used to find changes in the service experiences of 10 adolescents being raised by their grandparents by analyzing their experiences at a health family support center. 1 agency in the Chungnam area was selected as a model for its program for adolescents being raised by their grandparents. Ultimately, 78 items as sub-concepts, 44 items as sub-categories, and 4 items as subjects were identified. Specifically, these included school achievement, peer group relationship, family relationship and significant others. In conclusion, they were found to experience slower physical and emotional development and tend to withdraw in social situations. They were also found to have experienced difficulties in communicating with other people and with school achievement. However, it was shown that these adolescents have made positive changes after participating in a program involving a family coach who supports and provides services for them. Also, they were found to have experienced psychologically changes, and improved in their school achievement and personal relationships. Consequently, we will require more effort to provide emotional support, adult role models, counseling intervention, and social support for them.

사회복지전담공무원의 재량행사에 관한 연구: 동사무소 사회복지전담공무원을 중심으로 (The Study on Welfare bureaucrats' Discretion)

  • 이 연구는 동사무소 사회복지전담공무원의 재량이 어떠한 상황에서 어떠한 방식으로 행사되고 있으며 또 그 결과가 무엇인지 파악하고자 광주광역시 동사무소에서 근무하는 10명의 사회복지전담공무원과 인터뷰를 실시하고 질적 자료를 분석하였으며 분석결과는 다음과 같다. 사회복지전담공무원은 복잡하고 개별적인 현장상황을 가이드해주지 못하는 업무지침의 한계 속에서 복지대상자의 개별적인 상황을 주의 깊게 관찰하고 이에 대해 융통성 있게 반응하여 복지제도의 수급여부와 수급액에 영향을 미치고 있었다. 또한 사회복지전담공무원은 복지제도 급여업무로 해결되지 않는 대상자의 미충족된 욕구에 대해 지역사회 자원을 연계함으로써 보충하기도 하였다. 이러한 사회복지전담공무원의 개입은 대상자들의 생계와 삶의 질을 보호하는데 중요하였지만 모든 전담공무원이 이러한 성격의 재량을 행사하고 있는 것은 아니었다. 이러한 조사결과는 사회복지전담공무원이 행사하는 재량의 성격이 공공사회복지서비스 질과 밀접한 관련이 있음을 시사하며 이들의 재량을 효과적으로 관리할 수 있는 방안에 대하여 논의하였다.

미국 뉴욕시 서포티브주택 '더 크리스토퍼' 현장분석 연구 (A Field Study of Supportive Housing 'The Christopher' in New York, USA)

  • As the number of homeless is increasing, there have been worries for social burden and social insecurity, along with crisis in human dignity. The purpose of this research is to identify characteristics of a Supportive Housing (SH) project which is considered best practice in dealing with homeless problem. A field visit walk through observation and in-depth interview was utilized as the main research method. As results, overall management, spatial and service characteristics were delineated, and its meaning and uniqueness were discussed, as well as, comparison with Korean conditions. In conclusion, the characteristics of the Supportive Housing were more realistically revealed through a current field case to inspire to explore housing for Korea. Besides current concerns were linked and implication to Korean adaptation was suggested. This study is unique in that SH of USA is firstly introduced in such details.

지역사회복지관의 근무환경은 가족친화적인가? (Is Working Environment of Korean Community Welfare Center Family-Fridendly?)

  • 본 연구에서는 지역사회복지관에 근무하는 기혼 여성사회복지사의 근무환경이 얼마나 가족친화적인지 분석하고 여성사회복지사들의 일-가정양립 실태를 파악하고자 한다. 이를 위해 설문조사와 인터뷰 조사를 행한 혼합적 연구방법을 사용하였고, 설문지 대상자는 전국 4개 도(서울, 경기도, 강원도, 경상도)의 지역사회복지관에 근무하는 82명의 기혼 여성사회복지사로, 이 중 10명을 선정하여 인터뷰 조사를 실시하였다. 분석 결과, 산전 후 휴가는 긍정적으로 사용되고 있는 반면 유연근무제 및 육아휴직제도의 사용은 저조하였다. 이에 영향을 미치는 원인으로 기관의 분위기, 대체인력 채용의 어려움, 휴직 시 동료에게 전가될 수 있는 업무량으로 인한 관계 우려 등이 나타났다. 또한 업무량의 과도한 집중화로 인한 출퇴근 시간의 불규칙성이 일-가정양립에 부정적으로 영향을 주었다. 마지막으로, 복리후생제도로 자녀학비 지원 및 직장 내 어린이집을 비롯하여 어린이집 사용에 대한 기관의 지원에 대한 욕구가 높다는 것이 확인되었다.

살기 좋은 지역 만들기 관점에서 본 생활지원서비스와 연계한 공공 임대아파트의 방향 - 서울 SH공사 아파트와 미국 세인트폴 시 PHA 아파트의 질적 연구 - (The Direction of Public Rental Apartment Supported by Community Service Viewed from the Livable Community - A Qualitative Comparison Study on the Rental Apartment in Seoul and ST. Paul -)

  • The purpose of this qualitative research is to compare the community service and situation of SH apartment in Yangcheon-Gu and PHA apartment in Minnesota in order to grasp the requirement for livable community. For the study, depth-interview method was used to collect the data. Throughout this research, we found the ways to create a livable community as follows: Rental apartments are supplied by Seoul Housing agency in Korea while in US by PHA, an independent government agency. Both of them are in direct management. There are five main topics to be discussed. First, as a main supplier of services, it is Yangchun-Gu's social welfare center in Korea, while PHA in US. Second, as a mean of giving services, Korean residents visit the welfare center. On the other hand, PHA apartments enforces service-to-customer policies. Third, as a Korean service, they are consultation targeting families, children, teenagers, disabled, olds, education, medical examinations, rehabilitation and free meals. In US PHA apartments, they are medical health professionals, social worker, beauty salon or barber shop, bus to shopping area, bookmobile, OK card program, CHSP, ASI, ALP, personal care, senior/congregate dinning and etc. Fourth, both Korean and US have same hindrance for the 'livable community' policies which is funding and conflict of residents. Fifth, both Korean and US think that the key for the success of 'livable community' are resources, service and residents. The differences between Korea and US concerning service conditions such as supply of rental apartments, management and services are caused by cultural, ethnic and economical differences. From another point of view, Korean apartments are predicted to have similar problems like PHA apartments, and preparative attitude for this is needed.
